By Michael Kessler In his position as Deputy Commissioner for Community Affairs of the New York City Police Department, it is Benjamin Ward's responsibility to develop and write articles that promote good police/community relations. His latest article is entitled"An Alternative to Chaos," in which he outlines what he calls a "cautious optimism" that the closing of the schools at the end of the current term wm not be the prelude to a "long, hot summer." · With that "cautious optimism" "crime prevention has become Apparently that concept is in mind we quote two sections of the primary concern of this police unacceptable to many of the his text: department" and that "in- community's leaders. Cooperators, adults and teenagers, male and female, confronted security guards on separate occasions over the long July 4th weekend. The confrontations took place in various parts of Co-op City. Crowds of 50 to 75 persons became involved and, in several instances, the 45th Precinct sent squad cars to the scene to prevent the further development of violence and to make arrests.

The last incident of the weekend took place at midnight of July 4th around Community Center l. Security guards were called to the scene three times starting at 11 P.M. to put an end to the explosion of fireworks. The noisy fire crackers had been placed in metal trash receptacles located around Shopping Center l.
At midnight, a group of teenagers were still refusing to disperse and go home. The security guards had called for assistance from the 45th Precinct but failed to get a response. Their efforts to have the teenagers cease the disturbances led to a rising scale of defiance from the teenagers, and an even greater
determination on the part of the security guards. The resulting confrontation led to blows, with some teenagers trying to prevent their friends from attacking the security guards. Several of them sought medical aid the following day. Two teenagers who had allegedly led the resistance to the security guards' request to disperse were arrested. As a result of the conflicting claims, Management and the Security Department are investigating the incident. In each of the instances during the holiday weekend, Security responded to calls from residents requesting Security to restore quiet and order in the surrounding area.
