It is with deep sadness that we remember Mitzi Ortiz, a dedicated municipal clerk and beloved member of the IIMC Region IX community, who passed away on December 22, 2025. Mitzi’s career in the municipal clerk profession began in 2000, and she served with distinction for many years, including her appointment as City Clerk of Aliso Viejo in 2014. Throughout her career she embodied the values of fairness, accessibility, and service, earning respect and admiration from colleagues across the region. Her legacy extended beyond her professional accomplishments. Mitzi was known for her warmth, quick wit, and genuine care for her family, friends, and the community she served. Whether mentoring staff, connecting with residents, or leading through challenging times, she approached her work with compassion and integrity that uplifted those around her. Mitzi went on to serve as City Manager of Aliso Viejo, where she continued her commitment to public service and improving daily life for residents. She will be remembered not only for her professional leadership but also for her spirit, kindness, and the positive impact she had on so many. Our thoughts are with her family, friends, and colleagues as we honor her memory and celebrate her life of service.

Winter Reflections: Leadership, Progress and Preparing for the Year Ahead AS HTON R . A RO C H O, M M C | C M CA P RESIDENT Happy New Year Region IX! I hope each of you take a moment to reflect on 2025 – your accomplishments, the challenges you overcame and even the lessons learned along the way. 2025 was the Year of the Snake—a year of shedding. Shedding old habits, outdated ways, and anything that no longer served us, preparing us for the year ahead where we can finally heal, grow, and move forward together. However you chose to celebrate the recent holiday season, I hope you took time to recover, reflect, and reset. 2026 is your year – now go take it. For those of you who don’t know me, hi, my name is Ashton Arocho and I’m the City Clerk Services Director for the City of Rancho Cucamonga, California. Fun fact – IIMC’s headquarters is walking distance from my City Hall! In addition to my day job, I also have the privilege to serve as the President of the California Municipal Clerks Association (“CMCA”). The theme for my year as president is heavily influenced by one word - empoWEr. There is an intentional emphasis on the ‘WE’ because the heart of CMCA is the membership: a dedicated, diverse group of professionals united by a shared commitment for public service and professional excellence. In any organization, the true strength lies in its people, and it’s been a true honor to really showcase our membership throughout this past year. I’ve had the honor to do what I call the Presidential Tour. I had the opportunity to attend the Oregon Association of Recorders (OAMR) conference in beautiful (and very green) Eugene, OR. I left the conference feeling inspired, engaged and excited for the future of the municipal clerk profession. I also had the honor to meet the Oregon Secretary of State Tobias Read who provided a heartwarming message of encouragement and partnership to the Oregon Recorders. It’s always so nice to see dignitaries truly understand and appreciate the work we do day in and day out.

Most recently, I traveled to the below zero temperatures of Alaska! Let me just tell you – I am so thankful to be in my 70-degree California weather. The cold is not for the faint of heart! Despite the freezing temperatures outside, I was overjoyed by the warmth and welcome I received from the Alaska Association of Municipal Clerks (AAMC). I appreciated the thoughtful approach for out of state guests as well as the leadership sessions coupled with AI engineering. I’d like to take a moment to recognize the OAMR and AAMC conference committee members who put in such thought and determination to ensure a successful conference. It was such a joy to watch your hard work turn into a reality. In addition, to those who received awards of recognition and distinction – congratulations again. It’s always so inspiring to hear stories of persistence, dedication and passion from municipal clerks throughout the region. It’s also always a pleasure to watch the crowd of peers, colleagues, and even family members light up and join in on the celebration. It’s a great reminder to always remember that although our jobs are demanding and sometimes go unnoticed, there are individuals cheering you on from the sidelines. I look forward to the final leg in my tour in March where I’ll be visiting the state of Washington for the very first time as I attend the Washington Municipal Clerks Association (WMCA). I look forward to meeting the folks in Washington, learning from you and sharing resources with you all. Lastly, I’d like to formally invite each of you to Be Our Guest at our upcoming 2026 Annual Conference held April 29 – May 1, 2026, at the iconic Disneyland Hotel in Anaheim, California. Join us for a week filled with inspiring sessions, magical networking opportunities, and a powerful lineup of experiences designed to leave you feeling empowered and equipped with tools for success. Registration is set to open mid-January. With my year as president coming to an end in April 2026, I’d like to thank the entire Region IX membership for being so welcoming. Thank you for showing me support, even from afar. And to my Region IX leadership team – thank you for embracing me with open arms, lifting me up on some of my hardest days, and always being there to support and encourage me to push through. The relationships that I’ve built will always remain near and dear to my heart, as we all begin to depart from our positions and move into the next chapter of our careers. Until we meet again.

Our members are actively planning our 2026 activities and we’re looking forward to our continued partnership with our friends across Region IX. Back in 2025, our association’s leadership began to do what we do best – hold meetings and plan! On November 21 the OAMR Board met and heard reports from several committees who were already making plans for 2026 activities including our first-ever virtual and regional in-person Mid-Year Academy on March 12 (visit www.oamr.org for details coming soon!) and our Annual Conference to be held September 21 to 25 in at the Chinook Winds Casino & Resort in Lincoln City. Oregon is very happy to invite all our Region IX friends to join us at Lincoln City – where it’s always better at the beach!

As of this report, I have only made one trip on behalf of OAMR, and that was to Anchorage, Alaska, to the Alaska Association of Municipal Clerks (AAMC) conference held on December 6-10. AAMC’s 60th Conference was all about “clerking to become the greatest you” and outgoing President Dani Snyder, City of Fairbanks, was a wonderful host. It was a wonderful time connecting with the Region IX Leadership Team and our Alaskan colleagues. I got to know our AAMC, California Municipal Clerks Association (CMCA), and Washington Municipal Clerks Association (WMCA) colleagues and their spouses. It is certainly true that Alaska is a different world and a whole aura unto itself!

I am coming to you from the great state of Alaska! Wishing you and yours a very Happy New Year! The Alaska Association of Municipal Clerks (AAMC) held its annual academy and conference the week of December 7, with former President Danyielle Snider leading and encouraging us to “Clerk to Become the Greatest You” (President Sniders 2025 theme), by networking and learning from the many presenters that came to our great state and braved the freezing weather! Our Region IX Directors, Marc Donohue and Shawn Campbell, CMCA President, Ashton Arocho, OAMR President, Scott Stauffer, WMCA President, Heidi Napolitino joined us as well. Thank you to NCI Director Joann Tilton and IIMC President Dawn Abrahamson (and of course Every), for also attending. On Sunday, there was an all-day academy session on Ethics presented by Rex Osborn. This interactive session helped clerks strengthen their understanding of workplace integrity, apply ethical principles, and lead with value-driven decision making. It was exceptional and truly engaging. On Monday, we began with our opening ceremony which included our very own AAMC 1st Vice President, Colt Chase on Sax hammering out the national anthem…. WOW, it was truly amazing! We then split into two groups to hold concurrent sessions with our newer clerks attending Nuts & Bolts sessions which included the Role of the Clerks, Agendas, Minutes, & Meeting Prep. The DCRA Local Govert Specialists
seasoned clerks spent most of the day with Chris Astrella who presented on Digital Government and Cyber Data Security 101. Later that day, we all came together for a Clerk Networking Roundtable that was held by community type and gave clerks an opportunity to have meaningful conversations. Past President Snider held a President’s Reception and Trivia Night that was full of competitive fun
On Tuesday, we came together for a panel on Election Lessons Learned, followed by an IIMC 101 update from our Region IX Directors and a session on AAMC Committees 101. During the annual business meeting, the 2026 budget was approved and new officers were elected: Derrick Ball, Second Vice-President; Elise Sorum-Birk, Treasurer; and Miranda Honest, Communications Director. Education continued with sessions on AI tools, Division of Elections updates, and the always-entertaining Wild and Wacky World of Clerks, where clerks shared experiences and insights. That evening we held our annual banquet where our very own immediate Past President, Danyielle Snider was honored as our Clerk of the Year! She is so deserving of this prestigious award. Anyone who knows Dani would agree! Our fundraising crew worked extremely hard and raised an incredible amount of money for Alaska clerk education. Way to go Fundraising Team!! “Derk the DJ Clerk” not only helped with the fundraising events but was also our DJ… We do love to dance! During the banquet, President Snider bestowed the Lifetime Achievement Award to Jamie Newman for her leadership, mentorship, and lifelong dedication to the clerk profession. Jamie is the epitome of what we as Clerks aspire to be. President Snider also recognized Shelby Carlson, Derrick Ball and Liesl Barker as members of the “Small but Mighty” Vendor Committee that used their creativity and drive

to secure over $33,000 in contributions. I am so incredibly lucky to have such a great group of clerks on my team during the coming year. Finally, on Wednesday, Athenian Fellow and past City and Borough of Juneau Clerk, Beth McEwen facilitated the Athenian Dialogue on Failure is not an Option: Mission Control from Mercury to Apollo 13 and Beyond. I attended this action-packed session and was thrilled to come away with many inspiring takeaways. Thank you to all who made the 2025 AAMC academy and conference a success! My theme for 2026 is “Clerk with Purpose” which speaks to the
incredible work that we do and how we empower one another in networking, mentorship, and education. When we “Clerk with Purpose” we serve with purpose, and we learn with purpose. I believe that to clerk with purpose goes beyond simply fulfilling our responsibilities, it’s a mindset that embraces the oath we take and encourages us to approach every action with intention and mindfulness. I look forward to my journey as the 2026 AAMC President, and I am excited to meet the many clerks across Region IX who work every day towards becoming the greatest version of themselves. Thank you to the Region IX Directors and Presidents who have already made me feel welcome. I hope to see you all in Kennewick, WA in March!

Each year, I am reminded of the dedication and professionalism of clerks across our region. Your commitment to public service continues to inspire the work we do at NCI, and it remains my privilege to support your journey through education, leadership development, and community building.
A Year of Momentum and Meaningful Progress The past year has brought renewed energy and forward movement for the Institute. Our faculty and planning teams have continued to refine curriculum, expand interactive learning opportunities, and strengthen partnerships across Washington, Oregon, and Alaska. Whether participants are attending for the first time or returning for advanced coursework, our goal remains the same: to provide a meaningful, relevant, and empowering educational experience.

PD IV Update To avoid overlap with upcoming IIMC Annual Conferences, PD IV will not be offered in 2026 (Reno, NV) or 2028 (Bellevue, WA). The program will return in June 2027. In the meantime, clerks seeking advanced education points are encouraged to participate in State Association Master Academies and Athenian Dialogues, which continue to provide valuable opportunities for CMC and MMC credit.

This is the heart of NCI: building capacity, confidence, and community within one of the most essential professions in local government.
