A MESSAGE FROM THE CATT PRESIDENT
Dear CATT Members,
We are seeing an uptick in permit submittals, up a little from this time last year. Hopefully this means that our industry will continue to be strong and support everyone involved in the building industry around the Truckee and Tahoe area. I am feeling good about the momentum we have going into 2026 as we work with the Town of Truckee, Placer County, and Nevada County. The new town of North lake proposal is on our radar as it not only includes the North and West Shores, but can potentially include Northstar, Martis Camp, Shaffers Mill, Lahontan, and Olympic Valley. We need to understand where this is going and how it affects us, the Members of CATT and our industry.
As we plan out our activities for the year, there are so many options for all members to join in the fun and camaraderie of CATT. If you have never attended a CATT event or one of the many mixers, you are missing out. Look at the calendar of events or look for the emails. The more you come out and join us, the more you learn about CATT, its activities that help the membership, the more you will make valuable contacts and the more friends you will make. I hope to see you at one of our events.
The work of CATT is never done. There are always new issues to be addressed, improvements to the organization, additional offerings and continuous representation of our membership at all levels of government and local agencies. The CATT staff deserves a big round of applause for their continued hard work and tireless effort to make CATT the best contractors association around! Thank you for your continued support. I look forward to seeing everyone at the coming events.

LOCAL INDUSTRY ADVOCACY
Dear CATT Members,
On behalf of the Local Government Affairs Committee (LGAC), I would like to provide an update on the work we have been engaged in throughout 2025 and the progress being made on issues that directly impact our industry and our members.
This past year, the committee remained deeply involved in the operational and organizational assessment work related to the Town of Truckee. We are especially proud that every community representative serving on the organizational assessment committee is a CATT member, ensuring that the contractor and development community has a knowledgeable and informed voice at the table throughout that process.
We have continued to actively collaborate with key regional partners, including the Tahoe Regional Planning Agency (TRPA), Placer County, and the County of Nevada which has now become a CATT member. Strengthening these relationships is essential to maintaining productive dialogue and ensuring that policies reflect the practical realities of building and development in our region.
The committee has also been directly engaged with the Town of Truckee on several important matters, including negotiations and discussions surrounding PIES and building height standards. These conversations are critical to shaping how future development can responsibly move forward while supporting the economic vitality of our community.
Beyond the local level, we continue to advocate at the state level through our partners and representatives in Sacramento. Our work includes ongoing engagement on insurance issues, fire-related policy, and vehicle regulations and fuel and vehicle taxes that affect contractors and the broader construction industry. Strategic partnerships remain a key part of this effort, allowing us to stay informed, coordinated, and effective in advancing industry priorities.
The LGAC exists to represent the interests of CATT members, and we rely on your insight to help guide our work. If you have questions, concerns, or are aware of issues that may require attention, please contact us at execdir@catt.com. Your input helps ensure we are addressing the matters that impact you most.
We also want to remind all members that LGAC meetings are open to the entire membership. You are encouraged to attend, stay informed, and participate in the discussions shaping our advocacy efforts.
Thank you for your continued engagement and support.
Sincerely,
Craig Weaver Chair, Local Governent Affairs Committee Contractors Associaiton of Truckee Tahoe

WHEN YOU DO EVERYTHING RIGHT — AND YOUR ENERGY BILL STILL SKYROCKETS
LAST MONTH’S ELECTRICITY BILL:
$621.99
This is in a home equipped with Energy Star appliances, a heat pump, and two electric vehicles charging at home a fully electrified, energy-efficient setup. Yet winter brought a dramatic spike in costs.
As electrification expands to heating, transportation, and cooking, electricity use naturally increases. The challenge isn’t electrification itself it’s that many rate structures haven’t evolved to support households making these investments.
For the clean energy transition to be sustainable, we need:
Rate structures that reward — not penalize — electrification
Stronger time-of-use incentives for off-peak charging and heating
Clear communication about the real cost impacts of going all-electric
Advancing clean energy requires more than new technology. It requires rate design that makes electrification financially sustainable for the families and businesses we serve.
Courtney Henderson was elected to the Truckee Town Council in 2020 and served as Mayor in 2022. She is known for engaging with constituents, welcoming diverse perspectives, and building strong community partnerships.

Election News
CATT PAC NEWS
The Contractors Association of Truckee Tahoe Political Action Committee (CATT PAC) continues to support the regional construction industry through consistent civic engagement and strategic political participation. The committee meets regularly on the third Thursday of each month at 4:00 p.m., giving us a clear way to review policy updates, evaluate candidate positions, and coordinate advocacy efforts that affect the Truckee–Tahoe building community.
Schedule Adjustment
Due to scheduling adjustments earlier this year, the February meeting was rescheduled and will now be held on Wednesday, March 5th at 4:00 p.m. This session will focus on early strategic planning for the 2026 election cycle. Committee members will review upcoming local and regional races, identify priority contests, and discuss where focused engagement and support can most effectively advance industry priorities. Establishing direction early in the cycle remains a key objective as election activity begins to accelerate across the region.
Candidate Training
In addition to its regular meeting schedule, CATT PAC is supporting leadership development within the community. In partnership with the Truckee Chamber of Commerce, a Candidate Training Workshop will be held April 29, 2026, at Truckee Town Hall from 10:00 a.m. to 2:30 p.m. The workshop is designed to help prospective candidates understand the campaign process, expectations of public service, and effective community engagement. Lunch will be provided.
Participants may register at: https://tinyurl.com/2fjn6jpr
Through strategic planning, education, and collaboration, CATT PAC remains committed to strengthening informed participation in the 2026 election cycle.
CATT MEMBERS! CATT CP has had the pleasure to partner on this amazing project to rehab the historic Richardson house in downtown Truckee. The home was built in 1894 and owned and lived in by Vietnam veteran, Mr Ross Nagle for the last 50 years. Time and harsh winters have taken a toll on the house. Starting in 2024, CATT CP teamed with community and trades partners, and provided a conduit to rally funds, materials, and labor to bring the home to a code complaint living space for an elderly veteran and preservation of a Truckee landmark.
Work on the project is scheduled to resume this upcoming spring, at which time Nobility Works Construction plans to complete additional siding and other improvements to continue bringing the home into improved overall condition.
Just another example of how CATT Community Project builds for the community, through building great partnerships!
Sincerely,
Dave Rhoden CA oject Chairman

J. LEBEL
The spirit of generosity and investment in the future of the skilled trades was on full display at the 2025 Contractors Association of Truckee Tahoe Holiday Party Gala, where members rallied in remarkable fashion to support the Jay Lebel Scholarship Fund. In less than ten minutes, attendees contributed more than $18,000 an extraordinary show of commitment to workforce development and the next generation of trades professionals. This brings the Jay Lebel scholarship fund close to $60,000.00.
The fundraising momentum followed the presentation of $5,000 in scholarships awarded that evening to five deserving students pursuing careers in the trades. The awards recognized young individuals demonstrating initiative, dedication, and a clear path toward meaningful careers in construction and related fields. The swift and enthusiastic response from attendees underscored the association’s shared belief that investing in young people strengthens the entire industry and the community it serves.
The Jay Lebel Scholarship helps remove financial barriers for youth and young adults seeking careers in the trades. Funds may be used to purchase essential tools and equipment, cover certification costs, or support tuition for trade schools and training programs. All CATT members are encouraged to apply if they have youth or young adults under the age of 25 who want to work in the trades but need financial assistance to get started.
