PRESIDENT'S MESSAGE

THE END OF AN ERA

As this year of presidency wraps up, I find myself reflecting on what I hope my legacy at CSPD will be. It took me the better part of ten years to reach this milestone, and I can honestly say I have enjoyed every moment of this year. I have felt supported by a board of directors who showed up and participated every step of the way. I have felt joy with my fellow Executive Committee members who will no doubt remain my best friends well after our season with this board has passed. I have loved our Executive Director, Paul Reggiardo, so much. It took four wonderful Executive Directors over this last decade for me to finally appreciate how much truly goes into the job of operating this amazing and complex organization. We couldn’t have a more loyal and competent operator.

In all situations like this, bittersweet ones where you work insanely hard to achieve something and then in a moment it’s over, the hope is that the organization is better as you leave it.

It is with confidence that I can say our incoming President, Nancy Hsieh, is one of the best human beings I know. Going into 2020 our next president is mindful, hardworking, and thoughtful in a way I can only admire. Each and every decision she makes is with purpose. What a wonderful feeling to be replaced by my role model. The person who cheered me on and believed in me before entering this role as President was even an option for me.

The legacy of this presidency will be the leadership development I believe so strongly in. Coming full circle, I came onto this board as an intern - bright eyed and optimistic about this wonderful group of volunteers. Everyone seemed so interested in what I was presenting on, and after interning, lifted me up to believe I was special. So much of leadership is making sure those around you know their strengths and use them toward the good of the organization.

There were hard times too. Moments when I didn’t feel appreciated. Where I didn’t have that safety of support all around me. That is also a part of the process of growth and development.

and CSPD’s history, the board can better reflect upon the past presidents who inspired all of us to be better leaders. By engaging our interns through discussions and presentations, the board can revel in the young leaders who have presented over the years on amazing things like social media, email etiquette, and civility in the board room.

During my tenure, I was the embarrassing mom who went around the room and had everyone say what their favorite memory of CSPD was. I saw my friends cringe as I smiled happily and pushed on knowing I was probably the least cool President ever, but my heart was in the right place.

I have loved serving as your 45th president. I have loved serving as your volunteer this decade. I have loved attending every annual meeting and building my village with the members of this organization that care about how our specialty grows and prospers. I have loved dancing with you at the gala and gossiping with you at the receptions. I have loved carting my three babies around, having colleagues bounce them and push their strollers as I ran around making sure presentations were set up and speakers were in the right spot.

Thank you for a wonderful run. Please know that I will always be passionate about this organization and the volunteers who run it. Please continue to support this organization by attending our meetings and talking to the other pediatric dentists in this state. We are always going to be stronger together. We will always accomplish more when we are a unit. Please come find me at the Fairmont in San Francisco and toast to the end of this era! We have so much to celebrate with the new President coming in.

NEWS OUT OF SACRAMENTO

Dr. Paul Reggiardo

At the most recent meeting of the Dental Board of California in Sacramento, CDA and CSPD Past-President Dr. Steven Chan was elected by fellow Board members to serve as the body’s VicePresident in 2020. Steve was appointed to the Dental Board by then-Governor Jerry Brown in 2016. I have personally observed during his tenure that he has consistently distinguished himself and earned the respect of his colleagues on the Board by his quiet demeanor, insightful issue analysis, and penetrating observations. Steve comes to the position after 18 years as a Delegate to the ADA House and volunteer leadership roles in AAPD and Western Society of Pediatric Dentistry, as well as serving as President of the American College of Dentists and the ACD Foundation. Somewhere in there he has also found time to complete the AAPD Leadership Institute curriculum at the Kellogg Graduate School of Business Management at Northwestern University. We are all fortunate and appreciative to have such a learned and distinguished pediatric dentist protecting and serving the people of California.

CHANGES TO THE DENTAL PRACTICE ACT

• In October, Governor Gavin Newsom signed an Assembly bill extending the operations of the Dental Board of California through January 1, 2024. The bill made multiple changes to the Dental Practice Act that went into effect on January 1, including the following modifications to law and regulation affecting dentists:

CSPD is represented at all meetings of the Dental Board and participates in public sector discussions and regulatory matters. In this regard, I am able to report several changes in law and regulation that will soon affect dental licensing and practice.

ONLINE ONLY LICENSE RENEWAL

The Dental Board currently issues 18 different licenses and permits to dental professionals which entail processing approximately 55,000 license renewal applications annually. Licensees currently have the option to renew by mail or online. Staff reports that licensees who renew by mail experience delays of up to four to six weeks for processing of their payment and renewal form, while a licensee who renews online is approved within minutes of completing the electronic transaction. In addition, 26% of renewals submitted by mail are delayed for correction of errors or deficiencies, while renewals submitted online have a flaw rate of only 6% (the online application cannot be submitted until all portions are satisfactorily completed). The Board estimates printing, mailing and clerical efficiencies in moving to online-only renewals to be significant as well. Therefore, in light of these findings, the Board has decided to transition to an online-only license renewal system in the near future.

• Added a requirement that the Board’s Notice to Consumers, which practitioners are already required to post in a conspicuous place in a physical facility, must be accessible also to patients who access services through telehealth.

• Changed the list of acts for which the for Dental Board may deny a dental or dental auxiliary license only to having been convicted of a crime or having been subject to prior formal professional discipline.

• Added to the Business and Professions Code a provision to require licensees placed on probation by the Dental Board for specified misconduct or criminal acts to provide patients and prospective patients with a notice that includes the length and status of the probation, the probation end date, and practice restrictions imposed by the Board. Also required is instruction on how to contact the Board to access further information, including the causes of probation, found on the licensee’s profile page of the Board’s website.

• Requires any entity providing dental services through telehealth methodology to make available the name, telephone number, practice address, and California dental license number of any dentist involved in the provision of such services. The bill directly affects delivery of Direct-to-Consumer orthodontic services.

• Prohibits a dentist from requiring as a condition of treatment that a patient sign an agreement which limits the patient’s ability to file a complaint with the Dental Board.

For questions on these or any other changes or aspects of the Dental Practice Act and licensing requirements, contact CSPD and I will try to find the answers or locate someone who has them. Keeping up with all the rules and regulations is never easy and CSPD is here to help.

Obstructive sleep apnea (OSA) affects millions of people worldwide, and the dentists role in the patients care ranges from co-diagnosis to co-treatment. This presentation will review the current therapies for OSA and the outcome data on OSA treatments, with an emphasis on pediatric therapies. Every dental practitioner has patients with sleep disordered breathing abnormalities in their practice, diagnosed and undiagnosed. Understanding the deleterious effects of abnormal breathing on the orofacial complex is a vitally important component in achieving successful outcomes. Learning about the differences between normal and abnormal breathing and its deleterious consequences will become commonplace in the dentists armamentarium.

Esthetic Dentistry in Children

This course will discuss contemporary minimally invasive restorative dentistry to extensive pediatric restorative dentistry. Remineralizing agents and restorative materials will be presented. Microabrasion and bleaching for esthetic appearances will also be discussed.

Course Objectives:

• Be exposed to early diagnosis of enamel demineralization and understand preventive regimens available, as well as appropriate intervention with these agents, using minimally invasive techniques.

• Have an understanding of the clinical utilization of traditional, photopolymerized glass ionomer cements and bioactive materials, including indications and contraindications.

• Be exposed to commercially available resin-based composites and dentin bonding resins, understand their mechanism of action, and visualize clinical utilization of these materials.

• Have an understanding of the mechanism of action for microabrasion and be able to clinically apply this information during case selection and treatment, as well as understand the safety and effectiveness of bleaching alone and in conjunction with microabrasion.

TIFFANY CHEN CRUZ

Tiffany Chen Cruz completed her pediatric dentistry residency program at the University of California, San Francisco in 2010. She was a member of CSPD during her 3 years in California until she relocated to Winter Haven, Florida where she practiced with her husband.

Tiffany was an active member in student government. She was awarded the Pierre Fauchard Academy Award, Bernard Osher Scholar and Professional Development Award for her exemplary role in the student body. She also actively participated in the Delta Sigma Delta International Dental Fraternity, as the president of the fraternity, she promoted volunteerism and giving back to the community.

In 2014, Tiffany was diagnosed with a rare sarcoma. After years of multiple hospital visits to MD Anderson in Houston, TX and Moffitt Cancer Center in Tampa, FL, she passed peacefully on December 31st, 2019. Sadly, she leaves behind her husband, Jose, and two beautiful girls, Stella and Bella. Tiffany was a talented pediatric dentist who was dedicated in treating her patients as she would her own children. However, her cancer had increasingly limited her time in her practice until her passing. She will always be remembered as an upbeat, selfless, cheerful friend to everyone who knew her.
