HOW B I G CORPORATIONS PLAN TO GET CHEAP LABOUR How can Canadian workers become compet i t i v e w i t h Mexican workers who e a r n $4 la day? The Dec.Sth, 1990 t r a n s c r i p t of testimony a t t h e ~ o u s eof Commons Subcommittee on Child Poverty p r o v i d e s a clue t o a l i k e l y government s t r a t e g y i n the following e x p l a n a t i o n of t h e Nationa l Child Allowance Program. I t comes from Barbara Greene, t h e Tory Chair of t h e Committee: "We would e l i m i nate a l l t h e income-related programs t h e f e d e r a l government f i n a n c e s b u t s t i l l keep c e r t a i n s o c i a l programs such as sub?idized day c a r e and o t h e r s . " When asked i f t h e c r e d i t would be f o r c h i l d r e n and p a r e n t s o r j u s t c h i l d r e n , Greene r e p l i e d : "For c h i l d r e n o n l y and t h e . p a r e n t would be f i n a n c e d e i t h e r t h r u 1I the w e l f a r e system o r a minimum wage. Quebec Premier Robert Bourassa s a y s t h a t governments have t o " r e - e v a l u a t e s o c i a l programs" i n t h e l i g h t of g l o b a l economic c o n d i t i o n s (Globe & Mail, 2312) Bourassa s a y s t h a t h i s government i s c o n s i d e r i n g v a r i o u s cutbacks. S o c i a l pro grams l i k e w e l f a r e p r o v i d e a b i t of secu r i t y t o people w i t h o u t jobs. Does he want t o r e d u c e t h e s e programs s o Canadia n s can f i t i n t o t h e g l o b a l r e a l i t y of s l a v i n g a t j o b s t h a t pay v e r y low wages?

Q u e b e c , w e l f a r e programs have a l r e a d y been changed - t o f o r c e s o - c a l l e d employ -able people t o s e e k work even though unemployment i s a t 11.4% and expected t o grow. When wages a r e extremely low, f o r c i n g people on w e l f a r e t o s e e k work a s a c o n d i t i o n of g e t t i n g t h e i r cheque, w i l l push more people i n t o < t h e workforce and d r i v e down wages. 4. I n BC t h e s o c r e d s a r e f o r c i n g s i n g l e p a r e n t s t o l o o k f o r (low paying) work when t h e i r youngest c h i l d i s 6 months , o l d , r e g a r d l e s s of b e n e f i t t o family. The w e l f a r e system i s changing, n o t t o reduce p o v e r t y f o r people, b u t t o e n s u r e poverty w h i l e working a t low wages. BC p r o v i d e s some c h i l d c a r e and t r a n s p o r t a t i o n expenses t o s i n g l e p a r e n t s f o r a y e a r , e n s u r i n g t h a t t h e y can work a t a lower wage and s u r v i v e . They w i l l a v o i d r a i s i n g minimum wages, and implementing - e f f e c t i v e pay e q u i t y programs a t a l l c o s t ( t h a t would c u t i n t o p r o f i t s ) . They w i l l a t t e m p t t o weaken u n i o n s and t h e i r a b i l i t y t o n e g o t i a t e d e c e n t wages. They w i l l u s e w e l f a r e programs, n o t t o h e l p p e o p l e e s c a p e p o v e r t y , b u t t o f o r c e poor p e o p l e i n t o t h e l a b o u r market and low wage j o b s . When t h e y s e e t h a t i t i s t o t a l l y impossi b l e f o r p e o p l e t o s u r v i v e on t h e low wages, t h e y w i l l t r y t o c o n v e r t e x i s t i n g s o c i a l programs l i k e w e l f a r e and s o c i a l h o u s i n g t o wage t o p up programs.

There you have i t ; p e o p l e on w e l f a r e i n Canada become t h e c o r p o r a t i o n s ' answer t o competing w i t h low wage Mexican workers. For y e a r s low income p e o p l e have c a l l e d f o r a s o c i e t y w i t h o u t p o v e r t y . W e have p r o p o s a l s f o r a c h i e v i n g t h i s k i n d of soci e t y ; We need governments w i t h f u l l employment p o l i c i e s , comprehensive u n i v e r s a l programs, good p u b l i c i n s u r a n c e prog r v n s l i k e U I and CPP. W e need a f a i r tax system w i t h t h e r i c h p a y i n g more and t h e poor p a y i n g l e s s . We need s t r o n g u n i o n s and d e c e n t wages f o r p e o p l e i n t h e p a i d workforce. T h i s means t h a t t h e minimum wage s h o u l d b e r a i s e d t o a t l e a s t $7.50 a n hour ( t h i s i s what i t would b e i f i t had k e p t pace w i t h i n f l a t i o n s i n c e 1 9 7 5 ) , and women s h o u l d e a r n 100% o f what men e a r n , n o t 60%. We need a d e q u a t e incomes f o r p e o p l e who a r e n ' t i n t h e p a i d workf o r c e . Our g o a l i s a s o c i e t y wh'ere o u r economy m e e t s t h e n e e d s o f a l l p e o p l e , and where a l l p e o p l e c a n p a r t i c i p a t e a s 'equals.
