New local RCMP statistics show positive signs that property crime in decline from 2020 Leslie Cholowsky Editor
The Killam RCMP Detachment released its newest statistics recently, showing property crime has dropped in January and February 2021 over the same period in 2020. Break and Enter complaints saw the biggest drop from last year, with three fewer incidents reported, down to nine in total from last year’s 12. There has been one fewer motor vehicle theft, with three so far this year compared to four last year, and Theft over $5,000 has dropped from three by this time last year to just one. Theft under $5,000 incidents have stayed fairly static, with 17 reported last year, and 16 so far this year. Complaints of fraud are also
down, with eight, compared to 11 in 2020. Mischief reports are up from last year, with 16 incidents reported this year so far compared to nine in the same period of 2020. The Detachment recorded two assaults in February, down one from last February, with an uptick in Uttering Threats, with three complaints this February, and none last year at this time. The Killam Detachment has seen a rise in drug enforcement statistics, with two possession charges compared to none this time in the past two years, and two Cannabis Act charges, but one less Liquor Act charge. Reportable motor vehicle collisions are down considerably from this time in 2020, with 22 versus last year’s 41. This year’s number represent a five-year low
overall in property damage motor vehicle collisions over the first two months of the year. Injury motor vehicle collisions are down by one, with just one reported this year, compared to two this time last year. A spike was seen in false or abandoned 911 calls during the first part of 2021, with 13, compared to just four in 2020, while false alarms were down from eight to five, the lowest in the last five years. Suspicious persons or vehicle calls remained steady at 31, compared to 32 at this time last year. Recently Sgt. Colin Thorne told Flagstaff County Council, “This is one statistic we like to see go up.” RCMP continue to encourage residents to report any suspicious activity to police. Killam RCMP saw an increase
in the number of incidents of Failing to Comply or Breaching conditions, up five from last year with 10 total so far in 2021. Another unfavourable statistical rise was in pursuits, with two recorded in 2021 so far, compared to none the prior year during this period. Sgt. Thorne says that when viewing these statistics from a point of view of percentages up or down, it has to be noted that if one category has only four incidents last year, but two more this year, it’s up 150 per cent, explaining that when dealing with lower numbers, a slight increase or decrease can look quite a bit more dramatic and can skew the perception of the overall numbers. Killam RCMP have continued to provide bi-weekly crime reports throughout the pandemic, See RCMP P8

Flagstaff County Council pivots on oil road transitions in response to delegation Leslie Cholowsky Editor
Forestburg-area resident Eva Fossen made a presentation to Flagstaff County Council during their virtual meeting, held Wednesday, March 10, regarding the County’s plan to begin transitioning the oiled road section on RR152 at ENE 34-31-41-15 to gravel. Fossen began her presentation by saying, “I have strong feelings about roads, particularly my oiled road slated for destruction.” She told Council she had lived 54 years at her present location, and when she received a letter from Public Works on Feb. 18, she was “appalled, to say the least.” Fossen gave Council some history of the road, saying it was rebuilt in 1999 or 2000, but then promptly fell apart because it had not been packed well enough. She said her husband got on the phone with a councillor of the day, and soon enough three packers worked on the road, it was re-oiled, “and has been
wonderful ever since.” Fossen said the road has held up very well, and told Council, “It has cost the county nothing, except time to fill small holes. There’s no grading, except for snow, and it continues to be as solid as when it was finished, except for some patches the County has dug up with graders.” Fossen told council that transitioning the road to gravel was, “Costing you money that shouldn’t be spent.” Fossen said her patch of road “has held up better than a lot of paved roads. Digging up a perfectly good heavy traffic road just doesn’t make sense. “It’s a big waste of money and not necessary. “I realize long-term planning must be done; but also that plans must be flexible.” She said when other conditions changes, plans should change in response. Fossen pointed to the section of oiled road from Sedgewick north to Sedgewick Lake Park, saying, “That oil has been left, and I really commend you. My road is a busy road, and that one would be busy, too. Making plans flexi-
ble is an important part of county business. “In these days of budget cuts and restraints, I urge you to save the money you would have spent on my road and use it for other demands, and I’m sure there are many.” She summed up her presentation by saying, “Seriously consider the wisdom of spending money on a project that no one in this area wants or needs.” Fossen also said she thought the transitioning had been put on hold when no action was taken last summer. Councillor Jeanette Herle asked Fossen after the presentation, “Is your present goal keeping the financial impact in mind and letting the road die with dignity?” Fossen replied by saying that she felt the road condition has not changed in the past five years, calling the planned work: “Digging up a road that isn’t dying.” Councillor Jeff Eckstrand asked, “If, one day, when the lifespan is complete, and the most viable financial solution is returning it to gravel, would you agree
at that time?” Fossen replied, “Yes, if it was falling apart I would certainly not be here.” Council discussed the issue at the end of their regular business. Councillor Howard Shield advised that he had also received communication from a ratepayer in his ward who indicated that she would like to present at Council’s next meeting regarding a road in that area; he asked, “Should we hold discussion until we’ve heard from both?” Reeve Don Kroetch responded, “The topic comes up when those letters go out. Over the last three years, our message has been consistent. Moving forward, I don’t know what has changed except for the area of the oiled road under discussion.” He added, “Over the last few years, there’s been different roads. The issue has been debated multiple times from different angles for the last 13 years. Do we want to pass the issue on to the next Council?” Councillor Erik Skoberg said, “A fair See ROADS P9

Op-Ed: Alberta Party shadow budget Since 2015, the Alberta Party has presented a Shadow Budget to give Albertans an alternate view of how the Province could be run. The number one role of Government is to look after its people and people are a major focus of the Alberta Party’s 2021 Shadow Budget: People, Economy, Jobs, which presents a budget scenario with a $15.94B deficit in 2021-22, and a $4.98B deficit in 2022-23. Phase one of the Alberta Party plan is to get people back to work. Small businesses in the service economy have been the hardest hit due to government shutdown orders. Camrose and area has not been immune to this. The Alberta Party would provide ATB and Credit Unions with $600 million for small business operating loans to empower owners and operators to rehire staff and grow so our people can return to their jobs or start new ones. Fifty percent of this will be forgiven. The Alberta Party would also double the small business deduction from $500,000 to $1 million to support growth and development. To enable municipally-led construction, the Alberta Party would create the Municipal Infrastructure and Employment Program. For example, this program would provide the City of Camrose, Towns, Villages, and Counties with 70 percent funding for projects identified as priorities to create economic opportunities for today’s workers and tomorrow’s economy. Total provincial funding would be $1.5B over three years. This is in contrast to the UCP Budget released February 25, in which municipalities will be the biggest losers, with MSI capital funding being reduced by 25 per cent over three years. The pandemic has shown just how important stable, quality broadband internet connectivity is to commerce, health and education in the 21st century. The Alberta Party would leave it up to municipalities to connect their citizens in the best way possible by creating a $500 million program called Connect Alberta, a grant program for municipalities to provide state-of-the-art internet connectivity to their citizens. Long-term thinking is essential for sustainable growth and steady expansion of the economy. Achieving these goals requires a strong post-secondary educa-
tion system that prepares our people (our greatest natural resource) for the economy of the future and empowers them to create future prosperity. The Alberta Party would restore all post-secondary funding cut by the current government. Our advanced education institutions not only support research and development across dozens of fields but also directly inject billions of dollars annually into the Alberta economy. The economic value of the University of Alberta Augustana Faculty and Campus cannot be overlooked. There is a total impact of $111.7 million on Alberta and $73.8 million on Camrose and surrounding area from Augustana. In the 2019 election, the Alberta Party introduced Children First, an ambitious expansion of early learning and child care, helping families afford child care so parents are able to return to work. A new Ministry of Early Education would place a focus on early learning and early childhood in Alberta. Agriculture is one of our largest and most important industries. The Alberta Party would introduce an incentive program for greenhouses to locally grow foods that are currently imported into Alberta, such as peppers, herbs, spices, or lettuce. The Alberta Party would also invest another $300M to support valueadded agriculture production, so more consumer-ready food is produced here at home. For decades, Alberta has been relying on Energy Royalties for revenues and when they decrease significantly, it throws us into a tailspin. Relying on resource revenues to pay for core services is like mortgaging your house to pay for groceries: it won’t work forever. People, Economy, Jobs introduces a budget scenario with a 6 per cent HST. A policy change of this size would not be implemented without a referendum, and a commitment to reducing spending to show Albertans it is part of an overall plan to restore fiscal sanity. The Federal government has imposed a price on carbon for all Canadians. If that is to continue, then the Alberta Party believes a made-in-Alberta solution is the best way to take meaningful action on the environment while having the least negative impact on economic growth. Under the Alberta Party plan, transportation fuel

Trudeau’s gun hypocrisy Canada’s Conservatives have been working hard to fight the Liberals’ flawed firearms policies. In this column, I want to bring you up to date with the most recent developments. Many of you will recall that last year the Liberals introduced an Order In Council (OIC) banning 1,500 firearms without debate, stating that legislation would soon follow. However, it was not until last month that Liberal Public Safety Minister, Bill Blair introduced Bill C-21, making a series of changes to firearms laws in Canada. These developments highlight a number of troubling trends about the way the Liberals approach both firearms and public safety. Before addressing some of the specifics of Bill C-21 I want to talk about this hypocrisy. This was highlighted on January 27th of this year, when the Liberal Party voted against Conservative Bill-238. This particular bill would have increased penalties against those who use an illegally smuggled firearm for the purposes of committing a crime. Then, on February 18th, two days after the new firearms bill was introduced, Liberal Justice Minister David Lametti introduced Bill C-22, an act that makes a number of changes to various laws in Canada but, most notably eliminates mandatory minimums for the commission of a crime using an illegally obtained firearm. There are many troubling aspects to Bill C-21. First, they have not and seem unable to even define what an “assault style” firearm is and are misleading Canadians when they conflate this with
firearms used in the military that have been illegal in Canada for decades. But it’s clear, Liberals don’t care about evidence-based policies, as is proven by the banning of certain gun “replicas” that will include pellet, air soft, and paintball guns. Additionally, this C-21 allows a Court to revoke someone’s ability to own firearms based on a simple complaint with no opportunity for the accused to defend themselves. This also lays the groundwork for a “buyback” program for those banned guns but does not outline costs. And with few details, will allow municipalities to ban handguns, something that is clearly provincial jurisdiction. Conservatives will stand up for law abiding firearms owners by taking politics out of firearms classification, repealing both the firearms OIC, Bill C-71 (a backdoor gun-registry passed by the Liberals in 2018) and Bill C-21. We will target the real criminals by addressing the illegal smuggling of weapons used to commit crimes and restore mandatory prison times for offenders using illegal firearms in the commission of a crime. It is frustrating that while upstanding citizens who follow the rules are targeted by the Liberals, the real lawbreakers are given a break. This is especially troubling when we see record rates of rural crime in East Central Alberta. You can count on Conservatives to fight these measures, expose the Liberal hypocrisy on firearms and public safety, and bring common sense to the public safety discussion in our nation.
would be subject to a carbon levy equivalent to $30/tonne of GHG emissions. In addition, each adult Albertan would receive a cash rebate equal to the average carbon tax collected based on typical urban or rural fuel use, depending on where they live. The rebate would be the same for each Albertan, only varying
based on place of residence (rural/urban), not on income. With respect to agricultural activities, farm fuel, including propane and natural gas, would be 100 percent exempted. The complete Alberta Party Shadow Budget can be found online: albertaparty.ca. Kevin Smook - camrose@albertaparty.ca

It’s a good question and should be asked occasionally. Especially when thinking about transitioning out of farming. Are you farming for the next generation to take over? Is there a clear understanding between dad and the children? Is it for a legacy? Are you farming for an enjoyable retirement or are you farming to get bigger? Maybe you see yourself as a steward of the land and want improve the land? Perhaps you see yourself doing it for a living or a way of life or perhaps it is just to satisfy the bank? How you answer the question determines how you should proceed in your farming operation. Don’t confuse transition planning with estate planning. Transition planning is the process of planning to transfer the ownership, management, and operations to a relative or successor. Estate planning is the management and disposal of a person’s estate at the end of a person’s life. When planning a farm transition, it is essential to answer this question with all people who are involved in the farm. Everyone’s motivation or goal needs to be brought out. Too often there are unspoken assumptions about the goals of the farm individuals and their plans. Getting it out into the open clears up any ambiguity
Why do you farm?
and chance of miscommunications. Too often, farmers have been the strong, silent types and with the future of a farm at stake, it is vital that everyone puts their cards on the table. How you approach a farm transfer also depends on the structure of the farm. There are different tools to be used for a proprietorship versus a farm corporation or a partnership. The plan is not accomplished in a few days, but may take years to plan, then execute. There are also the issues of entitlement, fairness, and equality, compensation and farming versus non-farming children. Everyone in the family or organization should be able to express their opinions. It also allows an opportunity to make sure everyone has the facts and squash unfounded impressions or interpretations. You can work towards consensus, but allow people time to digest what they’ve heard. Keep the conversation on opinions and not the individuals. If necessary, you may have to hire an outside facilitator. A transition plan helps guide decisions around ownership of the business, leadership, structure, tax strategies, and contingency plans. Think of it as a road map subject to
change. It needs to be updated and revised over time as circumstances and priorities change. This is no small undertaking and there is no cookie cutter plan that you can use off the shelf. They are specific to your operation and the people involved in it. To work on this usually requires outside help. Find someone to help you with a proven track record.
There is an old truism that says, “Failure to plan is planning to fail.” If you wish to transfer your farm ownership to the next generation, start early, communicate clearly, and be ready to change. It starts with good communications with all parties involved. If the transition is done well, in should allow for a sustainable, profitable operation well into the future.
