Race for 20th Judicial District attorney heats up

BY BLAKE LESCHBER Staff writer

Two candidates are facing off in the district attorney race for East and West Feliciana parishes, and both are touting their legal experience. Lawyers Cy D’Aquila Jr. and Kenneth Fabre are running in the 20th Judicial District. Samuel D’Aquilla — the district attorney since 2002 — did not seek reelection and is instead taking office as the Division B judge in the district. Bruce Dodd is serving as interim district attorney until the new district attorney is sworn in. Election Day is Nov. 3; early voting runs Oct. 20 to 27. D’Aquila — a distant relative of Sam D’Aquilla and a Republican — has practiced civil, criminal and family law in East and West Feliciana parishes for more than 18 years, including running a private practice and serving as a public defender for 16 years. D’Aquila said if elected district attorney, he would try all the big jury trials in the parishes. As a defense attorney, he said he worked with juries more than his opponent and knows how defenders poke holes in the DA’s cases.

West Feliciana voters to decide fate of four tax propositions

Saints remain undefeated after win over Port Allen

BY JAMES MINTON

West Feliciana Parish voters will find four local tax propositions on their Nov. 3 ballots, three tax renewal requests and one that ordinarily would be a renewal, except for a parish charter restriction. Early voting for the primary election is from 8:30 a.m. to 6 p.m. Tuesday through Oct. 27, except for Sunday, Oct. 25 at the parish Registrar of Voters Office. The fourth proposition on the ballot pertains to a half-cent sales tax for recreation and parks activities that was on the books until Sept. 30, when it expired. When the West Feliciana Parish Council called for the election in June, attorney Dannie Garrett

Former St. Francisville cop drugged AROUND Continued from page 1G woman, staged drowning, suit alleges BY GIGI LIMAN Staff writer

For years, Debbie Hinze believed her daughter died after accidentally slipping, falling and drowning in the bathtub of a St. Francisville hotel. That was the explanation she received from St. Francisville Police Officer Richard Parsons Jr., 39, who discovered her daughter in March 2022. The officer said he found Renee Horton in the tub and that she had a knot and blood on her head from the fall. Investigators with the West Feliciana Parish Sheriff’s Office gave her a similar account, she said. It was not until 2025, when Hinze’s son reviewed Horton’s autopsy and toxicology reports, that the family began questioning what they had been told. Now, as Parsons faces a manslaughter charge in Horton’s death, her family is suing him, the Town of St. Francisville, its police department and West Feliciana Sheriff Brian Spillman. The family alleges Parsons drugged and sexually and physically assaulted Horton, resulting in her death, and that law enforcement failed to properly investigate. “We want justice for our daughter, and somebody’s got to bring this to light,” Hinze said. The suit, filed Oct. 6 in federal court, comes weeks after Parsons’ charge in connection with Horton’s death was upgraded from negligent homicide to manslaughter. Parsons is also facing a charge of malfeasance in office and a sexual battery charge related to a separate case. The former officer, who resigned from the Police Department in 2022, has pleaded not guilty to all charges. Spillman did not respond to a request for comment. St. Francisville Police Chief Chris Green said he was not familiar with the civil filing and that he did not work at the department at the time of Horton’s death or during the investigation that followed. After spending the day together, Parsons dropped off Horton at a St. Francisville hotel around 3:45 a.m. March 7, 2022, just before the end of his shift, according to the lawsuit and criminal filings. He then returned to the hotel once he was off the clock, where, he said, he discovered Horton. The documents state Parsons told investigators he found Horton drowned in the bathtub. He called police, who quickly brought in the West Feliciana Parish Sheriff’s Office to handle the investigation. Investigators and Parsons himself told Horton’s family that her death was an accident, Hinze said.

At the time, Hinze said, she accepted the explanation. “If you slip and fall in the bathtub, that certainly can knock you out or kill you, so we just had no reason to question anything at that point,” Hinze said. But Horton’s autopsy report, which law enforcement received within a week of her death, showed no head trauma, according to the complaint, contradicting Parsons’ account. Her toxicology report also listed the psychoactive drug trifluoromethylphenylpiperazine, or TFMPP, which produces stimulant-like effects similar to ecstasy but can also be used in drug-facilitated sexual assault, according to the lawsuit. The lawsuit alleges that Parsons forced or coerced Horton to ingest TFMPP, before taking other actions that led to her death. The suit accuses the Sheriff’s Office of failing to pursue and preserve evidence, including Parsons’ missing uniform shirt, a bloody towel found at the scene and surveillance footage from the hotel. It states Spillman later acknowledged that his office “dropped the ball” in the investigation. Hinze said she received the autopsy report months after her daughter’s death but could not bring herself to read it. For years, she said, she continued to believe her daughter had died in an accident. In 2025, her son examined the report and saw the unusual drug, prompting the family to question if there was more to Horton’s death. They went back to Spillman, who subsequently reopened the case as a homicide investigation. While reinvestigating the case, authorities found evidence on Parsons’ phone linking him to another crime, Sam D’Aquilla, then-district attorney for the 20th Judicial District, told The Advocate in September. Evidence from Parsons’ phone allegedly showed him performing a sexual act on a man who appeared to be unconscious. When the man was contacted by police, he told them he had not consented to the act, D’Aquilla said. Hinze said she and her husband, 69 and 71, respectively, now raise Horton’s children. “She’s got three beautiful kids that miss their mom every day,” Hinze said. The family’s attorneys described the civil case as a complementary effort at justice alongside the criminal case. “We intend to pursue justice for Renee and her children to the fullest extent of the law, in every forum available to us, so that no other family in West Feliciana Parish or anywhere else has to go through this again,” Jacob Longman, co-counsel for the family, said in a statement.

able businesses at the site.

Contributing writer

Motorists entering Louisiana on U.S. 61 won’t be greeted by a used car lot where an official state welcome center once operated, the West Feliciana Parish Council decided Oct. 12. Although Tab Ballard, Thomas Pate and Council President Jerry Tanner spoke highly of businessman Cecil Graves, they joined Justin Metz and John M. Thompson in voting to deny Graves’ request to rezone the site to commercial C-4 for possible use as a car sales lot. Graves had reminded the council at the start of a public hearing of his 38 years of operating a successful Chevrolet dealership in the parish and support for the community. He also said he was not certain he would establish a car lot where the state operated the now-closed welcome center but said he wanted to have the option. Opponents said switching the site from its S-1 commercial zoning to the less restrictive C-4 would detract from the rural nature of most of the highway leading from neighboring Wilkinson County, Mississippi. The residential neighborhood around the property is “probably the most bucolic entrance to the state,”

On another matter, representatives of the Fort and Tablada engineering firm presented possible solutions to replace the loadlimited Plettenburg Road bridge over Polly Creek at the north entrance to Cat Island. The estimates for a new bridge ranged as high as $3.8 million, depending on the type of structure chosen for a new crossing and the type of pilings needed to stabilize the bridge. Residents with commercial interests in the Cat Island area, including timber harvesting and farming, recently pushed the council to find a solution to the weakened crossing.

Michael Hesse, a local lawyer, said the request was a “classic case of spot zoning,” and said a C-4 designation would be a terrible example for the future. Four other area residents spoke against the request, with most of them pointing out that a C-4 zoning would allow a future owner to operate many more objection-

The council also adopted an ordinance establishing an online portal for making public records requests, which attorney Dannie Garrett said applies to requests for copies of records. Before final adoption, the council amended the proposal to note that citizens wishing to only view records may come to the governmental office between 9 a.m. and 1 p.m. to examine them.

LETTER TO THE EDITOR

East Feliciana must approach a ‘nuclear campus’ with extreme caution As East Feliciana Parish stands at a critical historical crossroad, our leadership faces a decision that will echo for generations. The proposal for a Nuclear Lifecycle Innovation Campus or Curio’s NuCycle Facility promises high-tech jobs, massive infrastructure investments, and a major boost to our local tax base. For a parish like East Feliciana, where its towns have languished for decades under a lack of economic opportunity, these promises are incredibly alluring. However, as members of the Police Jury are tasked with evaluating such projects, they carry the heavy responsibility of looking past the slick marketing terms like “lifecycle campus” and analyze the permanent, long-term costs our working-class citizens will be forced to pay. When one strips away the public relations jargon, a lifecycle campus means one thing: the transportation, handling and storage of high level nuclear waste. While proponents point to advanced recycling technologies and secure dry cask storage, the undeniable geological and economic realities of our region must be addressed. Geologically, Louisiana’s alluvial soil is highly porous and unstable. While engineers promise that waste canisters will sit on concrete pads anchored to deep bedrock, any failure of these canisters, over the life span of hundreds of years, risks introducing radioactive isotopes into moving water tables and local aquifers that travel rapidly through our porous river soil. Furthermore, if the advanced recycling technology faces federal delays or the commercial market for reprocessed fuel dries up, East Feliciana will permanently transition from a high-tech innovation hub into a stagnant, regional nuclear waste dump. Louisiana has a tragic, well-documented history of letting big oil and chemical corporations devastate our air, water, and soil while leaving local communities to bear the toxic brunt. We cannot afford to let history repeat itself! Beyond the environmental dangers, we must ask a fundamental question: Who

actually profits from this project and who bears the burden? A multibillion-dollar nuclear campus will bring immense wealth to private energy startups, corporate developers, and large landowners looking to sell off massive acreage. But the high-paying engineering and specialized tech jobs will almost certainly be filled by outside experts moving into the parish, not our existing local workforce. Meanwhile, our average- and belowincome residents will be left to deal with the immediate consequences: heavy construction noise, increased traffic congestion along rural corridors and potential long-term pollution. Compounding this, the outward growth of East Baton Rouge Parish is already positioning towns such as Clinton, Jackson and Slaughter to become premier, upscale bedroom communities — much like our wealthier neighbor St. Francisville. If we overlay a massive nuclear footprint onto the rapid suburban sprawl, we risk creating a severe cost-of-living crisis. Soaring property values and taxes will price out the working-class and middleclass families who have anchored our parish for generations, turning our cherished rural haven into a luxury asset they can no longer afford. Our unique economy relies heavily on historical charm, agricultural roots, and peaceful outdoor tourism. Labeling East Feliciana Parish as a “Nuclear Hub” permanently alters that identity. As the Police Jury evaluates this proposal, I urge the body to demand independent, rigorous scientific and economic oversight. Do not allow East Feliciana Parish to be pressured by am “economic carrot” before you fully comprehend the permanent liabilities. We must protect the solid, dignified middle-class standard of living that makes East Feliciana a home, rather than sacrificing it for the short-term profit of a wealthy few.

“If you’re trying someone for rape, murder, serious crimes, it’s probably gonna be a jury trial,” D’Aquila said. “If you don’t have any jury trial experience, then I don’t know how you plan on leading the office.” Fabre, who is running as a no party candidate, spent a year and a half as a contract trial lawyer for the East Baton Rouge Parish Public Defender’s Office. In the mid-1990s, he became a prosecutor in West Baton Rouge Parish before moving to the 20th district in 2022 to assist with felony cases for a year. He also served as prosecutor and legal advisor for the City of Baker. Fabre said he has experience of working on criminal defense trials, giving him necessary knowledge of the legal world that will help if elected district attorney. He said the district attorney needs to not just be a strong defender but also a good prosecutor. “I had many trials, and in several of them I accomplished acquittals and not guilty verdicts,” Fabre said. “I even handled a death penalty case in defending a young man back in the early ‘90s.” In March, a West Feliciana father was arrested for allegedly sexually

If approved in the upcoming election, the tax will be set for seven years to have it aligned with the schedule required by the charter. The proposition also allows the parish government to use up 25% of the proceeds for social services. assaulting his 13-year-old daughter but continued living with her after a judge removed a “no contact” order. D’Aquila — who was the man’s defense attorney at the beginning of the case — denied his client’s allegations. D’Aquila said as a defense attorney, he sometimes has to play “devil’s advocate,” but his experience in defending accused criminals makes him qualified, especially as five out of his last six jury trials resulted in not guilty verdicts. “Every time that I’m preparing for a criminal trial on the defense side, I’m predicting what that state’s gonna do. I’m predicting what the DA’s gonna do,” D’Aquila said. “It all boils down to poking holes into investigations, primarily. I know where the defense attorneys look for those holes.” Fabre said he believes D’Aquila’s role in the father-daughter case was “immoral,” and is one of the reasons he decided to run for district attorney. “There are ways to represent your client and still protect children,” Fabre said. “When I saw no one else stepping up, a sense of duty kicked in and I started getting tons of phone calls from upset people.” D’Aquila has received endorsements from local officials such as Dodd and 18th Judicial District Attorney Tony Clayton. He said he is

grateful for their endorsements. “Dodd and Clayton know what type of person it takes to be district attorney,” D’Aquila said. “And I’ve had some cases against Tony; we’ve had some knockdowns.” Fabre worked with Clayton while in West Baton Rouge. He said elected officials’ endorsements don’t determine elections and are not what he has been looking for while campaigning. “The people up here — the voters — those are the endorsements I seek,” Fabre said. “And I do have vast support from different entities here, but that doesn’t determine elections. People do; they’re the endorsers.” If elected, Fabre said his goals would be to make sure assistant district attorneys are well-trained, protect any and all victims, private property rights and businesses, including working closely with DCFS to protect children, create programs to help reduce juvenile delinquency and truancy and enhance the pretrial intervention program. D’Aquila said his goals if elected include personally prosecuting high-profile jury trials, educating and training detectives, and getting more involved with youth by creating and improving programs that target troubled young people, connect them with mentors and get them involved in community service.

recreational projects. The other three propositions on the ballot are renewal requests for three property taxes: n A half-mill tax for 10 years to support the parish’s hospital n A 1-mill tax for 10 years for the construction and maintenance of public buildings, including the parish courthouse, social services, animal control, mosquito abatement, garbage collection and the Coroner’s Office n An 8.89 mill tax, with half of the revenues dedicated to road and bridge projects, 33% for public buildings and 17% for recreation. Although the parish expects a revenue windfall from the Hut 8 data center now under construction, parish Assessor Richard Kendrick has been telling parish residents the renewal of the property taxes is a vital part of the revenue derived from the project.

“Hut 8’s equipment payments are tied directly to our local millage rate,” Kendrick said in a social media post. “Under the PILOT agreement between the Industrial Development Board and Hut 8, the equipment payment is calculated by applying the applicable parish millage rate to the equipment’s assessed value, as established by my office. “Essentially, the payment reflects the property taxes that would otherwise be owed through the conventional taxation process. Therefore, if a millage expires, the rate used in that calculation falls — and so does the resulting payment.” If voters reject the property tax renewals, the affected districts would lose both their existing revenue from the millages and the portion of Hut 8’s equipment payments tied to them, the assessor said.

The coronavirus killed more people in the Baton Rouge area in a 24hour span than any previous day, according to state and local officials who say the worst is yet to come as Louisiana, too, saw record-breaking deaths Sunday across the state.

Staff writers

The number of confirmed cases of the novel coronavirus rose to 656 in East Baton Rouge Parish on Sunday for third-most in the state, while the number of deaths in the capital region hit 54, new data from the Louisiana Department of Health shows. East Baton Parish reported eight additional deaths, bringing the parish’s total to 22 as of Sunday afternoon, the most reported in a single day.

The human toll from the virus reached 477 deaths in Louisiana by Sunday — an increase of 68 — and, like the capital region, marked the largest single-day jump in fatal cases. An earlier record was set between April 2-3. Sunday’s death tally in the Baton Rouge area was the largest singleday increase in at least a week when the region saw nine in one day.
