Legislation would shield management companies

Bill revived to curb nursing home suits

Amid fresh criticism of a controversial French Quarter sanitation contract, the New Orleans City Council on Thursday passed new regulations to ensure vendors can’t negotiate higher prices after winning professional services contracts. The new measures, which also limit switching out subcontractors, reflect council members’ concerns with a $73 million contract Mayor LaToya Cantrell’s administration awarded to Henry Consulting for garbage collection, street cleaning, graffiti abatement and other services in the French Quarter and Downtown Development District. Council members must approve the contract before Henry Consulting starts work under an ordinance that is now being challenged in court, but they have refused to vote on it. Members have objected to the contract increasing in value after Henry won the rights to it, and because Henry swapped out a subcontractor, Richard’s Disposal, Inc., that featured prominently in its proposal. Richard’s has since rejoined Henry’s team. Council President JP Morrell also said this week the Cantrell administration loosened bid requirements to Henry’s benefit, pointing to a reduced surety bond amount and removal of a clause that would allow the city to terminate Henry’s contract without cause.
