Tall Ship costs may sail north

Cop spokesperson wrestles suspect while shopping

Another $1 million may need to be spent when Richmond hosts the 2011 Tall Ships Maritime Festival. A staff report presented to city council Tuesday afternoon recommended that $1.1 million additional funding be allocated to the Tall Ships budget for infrastructure improvements at Garry Point Park. City staff were asked earlier this year to come up with options for locations for the festival and to get construction estimates for upgrading the infrastructure. Garry Point Park was the location of choice, but an estimated $1.52 million in float construction and another $130,000 in design and consultancy costs are required, according to the report. The city has already committed $550,000 to hosting the Tall Ships next June, bringing the added funding needed down to $1.1 million. Several other options were considered, including buying or renting barges instead of building floats. But the city’s parks technologist, Marcus Liu, said in his report that “the floats design would compliment the existing surroundings of the area and will provide both the strength and maintenance requirements along the mouth of the Steveston Channel.” see Floats page 6 $ $

A would-be thief picked the wrong time and place for a smash-and-grab at Richmond Centre Monday, when an offduty RCMP officer just happened to walk by. Cpl. Annie Linteau was in Richmond doing some back-to-school shopping with her eight-year-old daughter when she heard glass breaking and the sounds of a scuffle. A man had just broken some glass at a jewelry store, but was unable to escape because he was collared by Linteau and a couple of bystanders. “I saw some people Cpl. Linteau struggling with the suspect, and got involved in restraining him until police arrived,” she told the News. Since she was off-duty, Linteau did not have a gun or handcuffs, but did have her badge, which she managed to flash during the scuffle. Linteau, who does not live in Richmond, credits two bystanders for helping her make the collar. “I really cannot take all the credit for this,” she said. “Initially, some people apprehended him. And of course it’s not something we recommend people to do. You never know if the suspect is armed, is he on drugs, has he been drinking?” As the media spokesperson for the RCMP’s E division, Linteau is the public face of the RCMP. “Previous to doing this job, I was general duty in Kelowna detachment for 10 years. We are trained to restrain suspects and basically I restrained him in such a way that he wouldn’t flee until the police arrived,” Linteau said. see Daughter page 7
