Bethany Child Care centre remains open despite three workers there being charged with assaulting children at the centre.
City council has tentatively approved a rezoning that will legitimize a long-standing illegal use of land zoned for agriculture on River Road. Quadra Coast Carriers got the tentative nod Tuesday from the city’s planning committee to store commercial vehicles at 16780 River Road. The rezoning now goes to a public hearing next month. But the
application is likely to get a rough ride from other property owners along River Road. Stephen Easterbrook, owner of Rabbit River Farms — an organic egg producer — is livid over the tentative green light. “We’re extremely upset that this is happening,” he said. “The city council, in my opinion, everything east of No. 6 Road is just a ghetto to them, and they’re going to dump all the problems that they don’t want in the rest of Richmond into this area.” Quadra is one of several River Road

properties fined by the city for repeated infractions of local zoning bylaws. Quadra, Berane Construction, and Virdi Pacific Holdings were fined in December for commercial storage. The strip of River Road east of No. 6 Road where the properties are have a mongrel zoning. The land was removed from the Agricultural Land Reserve years ago, with the intention of creating a new agriculturalindustrial zone, but that never happened. see Quadra page 6

The Bethany Child Care Centre in Hamilton remains open, despite three of the centre’s employees, including the manager, being charged with assault against children in their care. The charges stem from an incident in October 2009, when a parent was told her 18-month-old baby received minor injuries to her face as a result of a fall while at the daycare, located in the Bethany Baptist Church in Hamilton at 22680 Westminster Hwy. It wasn’t until April that the parent learned the injuries may not have been accidental. “In April of this year, information was received that the injuries sustained were the direct result of the child being picked up and dropped,” Cpl. Sherrdean Turley of the Richmond RCMP said Wednesday. On May 11, Richmond RCMP’s Serious Crimes Section arrested Christine Moyles, 30, a caregiver at the centre, and charged her with three counts of assault. The investigation revealed there may have been more injuries involving other young children, leading RCMP to lay additional charges on June 22. Michele Stamatiou, 45, was charged with one count of assault, and 71-yearold Charlotte Rafter was also charged. Rafter is the child care centre’s manager. Asked if the 18-month old had been deliberately or accidentally dropped, Turley said: “I’m see Workers page 7
