A City of North Vancouver work crew removes the Second World War vintage air raid siren from Victoria Park Sept. 15. The iconic structure will be refurbished and reinstalled — but not reconnected.

At midnight Monday, a series of stringent new driving regulations came into effect across British Columbia, drastically increasing punishments for intoxicated motorists and lowering the threshold for violations. At 12:20 a.m., officers at a North Vancouver RCMP roadblock near the Ironworkers Memorial Second Narrows Crossing stopped a driver whose breath sample registered a blood alcohol concentration of more than 0.05 — the new cutoff for an offence. At 12:31 a.m., West Vancouver Police on Lions Gate Bridge did the same, catching a 64-year-old visitor from Europe at a similar level. Both drivers faced serious consequences. See Violators page 5

DISTRICT of North Vancouver councillors are fuming after hearing at a Monday workshop that a new Metro Vancouver liquid waste management plan could cost district households up to $3,830 each. “This is a shitty proposition and it’s not of our making,” Coun. Three North Shore municipalities facing a bill of almost $400M

seeking support for the municipal actions included in the proposed Integrated Liquid Wastewater Management Plan. The municipal actions include significant upgrades to the region’s facilities, including the North Shore’s 49-year-old Lions Gate Wastewater Treatment Plant in the next 10 years. According to utilities department manager Lorn Carter, the primary treatment plant — as well as more than 1,000 facilities across Canada — must be upgraded to comply with new federal environmental regulations.

Without federal or provincial funding, the district could be expected to pay up to $134 million. The Lions Gate upgrades could cost all three North Shore municipalities a total of $400 million. A Metro Vancouver report released in May 2010 stated that the North Shore’s sewage treatment plant was contravening federal regulations. Both the Lions Gate facility and the Iona Island Wastewater Treatment Plant in Richmond, B.C. must incorporate secondary treatment facilities, where more toxins are removed from wastewater than during primary treatment, to comply with federal regulations.
