A North Vancouver RCMP officer has been charged with assault after a woman alleged he used excessive force during her detainment in June. Const. Quentin Frewing was charged with an assault on Sandra Gibb earlier this week. Supt. Tonia Enger, officer in charge of the North Vancouver detachment, was formally notified Wednesday afternoon. “This is difficult news to bring to our community,” Enger said Friday. “The public relies on the officers at this detachment to keep them safe, and it’s extremely important to us all to have the public’s confidence and trust. That’s why it’s very disappointing to have one of my police officers alleged (to have committed) an assault.” The incident happened June 18, when Frewing, believing Gibb was carrying alcohol, stopped her in Lower Lonsdale. Enger wouldn’t say exactly what is alleged to have happened during the encounter, but said Gibb sustained “minor injuries to extremities.” Enger received a written complaint three days later, and she placed Frewing on administrative duties. North Vancouver RCMP officers launched both a criminal investigation and an internal Code of Conduct investigation. Gibb’s allegations were not serious enough, Enger said, to warrant calling in officers from another police force. “We do consider that, but our policy is based on the seriousness of the See Accused page 11

ONE week after representatives insisted the Evelyn development in West Vancouver was on track, financial backers of the project have filed a lawsuit against the project’s Millennium developers, saying they haven’t been making payments on their loans of more than $75 million. Backers of the project, Peoples Trust Company, bcIMC Construction Fund Corporation and bcIMC Specialty Fund Corporation, filed petitions in B.C.
