New highway won’t help tunnel

Provincial estimates peg the number of trucks travelling through the George Massey Tunnel will drop from 15,600 per day currently to 15,000 once the South Fraser Perimeter Road opens in 2013.

Truck traffic in the George Massey Tunnel won’t decrease much when the South Fraser Perimeter Road is completed. The provincial government’s projections obtained by the Optimist note truck traffic through the tunnel currently stands at about 15,600 trips daily, while the projected number after the highway opens will be 15,000 per day. Ministry of Transportation and Infrastructure spokesperson Dave Crebo said the biggest impact the SFPR is likely to have on traffic patterns in South Delta is to divert trips from the Highway 17/River Road corridor. Coun. Scott Hamilton, who commutes to work through the tunnel daily, said Delta knew and has been saying all along the reduction of trucks through the tunnel would be minimal. Interviewed by phone as he

was about to drive through the 51-year-old tunnel, Hamilton said a Delta-commissioned study a few years ago backed up the contention that the impact on truck traffic would be insignificant. Deltaport expansion would also level out any drop in trucks the tunnel might experience, he noted.

“The studies have already been done way back and the percentage of truck traffic that would turn north through the tunnel was extremely high compared to what they were trying to make people believe,” he said. The current daily traffic count through the tunnel stands at 95,000. According to the provincial government’s estimates, the tunnel will not see a significant traffic increase in the next few years.

Hamilton, though, said the tunnel numbers would only grow due to an increasing population base south of the Fraser River, especially in South Surrey/White Rock. “You take a look at the modest growth Delta has had, especially in South Delta over the last 20 years, and it’s nothing compared to various areas of South Surrey and White Rock. That’s what’s impacted the tunnel and caused the problems along Highway 99.” Development in South Delta will also play a role in increased traffic heading north into Richmond and Vancouver. Dave Turner of Halcrow Engineering, who conducted a Tsawwassen traffic study, said it’s a given that any residential development here will have some impact on the tunnel. Yard waste makes it full circle

Yard waste collected from many households in Delta and around the Lower Mainland enjoys a second life right back in the ground where it started. Many residents leave their grass trimmings and yard waste at the end of their driveway every week without giving a second thought to where it ends up. Most of the organic waste — which includes food scraps, yard and wood waste — in the Lower Mainland gets sent to Fraser Richmond Soil and Fibre, an organic processing facility. “We look at ourselves as handlers of a commodity or resource rather than looking at it from a waste perspective,” said executive vice president Steve Aujla. “So all the materials that we have coming into our facilities from residential curbside programs for green materials, food scraps, urban wood materials, these are all resources so we’re manufacturing compost.” The Richmond-based company has been in the composting business since 1993 and is one of the largest commercial composting operations in the region. In 2009, Metro Vancouver signed a longterm contract with Fraser Richmond Soil and Fibre and the company increased

Last year, four Metro Vancouver communities, including Delta, embarked on a food scrap recycling pilot project. The trial ended in March and Delta Mayor Lois Jackson, who is also chair of the Metro Vancouver board, said that while a final report is still in the works, a preliminary one showed the six-month

pilot project collected one kilogram of food waste per household every week. The participation rate was between 20 and 30 per cent. “I think it’s going to be a wonderful event when we are able to collect all the food waste,” she said. “It really does reduce garbage.” Jackson said a final report to the board is expected by the end of the month. Fraser Richmond Soil and Fibre receives organic

waste from most municipalities in the Lower Mainland. Packer trucks bring material either directly to the facility or to one of several transfer stations around the Lower Mainland. The material is composted in large batches. The yard waste, food scraps and wood waste are mixed together in piles with larger pieces of already composted material, which are then covered with carbon activated ash from wood sources,

which helps to insulate and reduce odour. “We’re not in business if we’re producing odour so everything we do revolves around odour control and odour protection and odour mitigation,” Aujla said. “We’re trying to create an ideal environment for the organisms for them to thrive off of, so they can multiply quicker so they can ideally break down the stuff in near perfect conditions,” he said. After seven to nine

weeks, the material is ready for the next steps. The batch of compost is sieved to separate the finer material, which is the marketable compost, from the larger pieces, which are then put into the next batch of compost. That practice also helps speed up the composting process as the composted matter will bring many microorganisms with it to help jumpstart the new batch. “They all get recycled, they get re-composted again until they break down smaller and smaller and smaller,” he said. Once separated, the finished compost is piled in another area of the site. The product is sold as pure compost and also gets combined with sand to make garden, turf and top dressing soils. The pure compost as well as the different soils are sold in bulk to homeowners, landscapers, municipalities and other companies that bag and sell them. The entire process takes between 10 and 12 weeks. “It’s amazing those little creatures what they’re doing,” Aujla said. “We take a lot of credit for what’s happening here but, to be honest, we’re moving things around but the real work, the magic, is being done by the army guys behind the scenes — the organisms.”

South Delta and the rest of the Lower Mainland were put under an air quality advisory Monday afternoon.

Metro Vancouver, which issued the advisory, said the poor air quality conditions were expected to persist for 24 hours. The continued hot dry weather combined with smoke from forest fires in

the interior of the province have decreased the quality of the air in the Lower Mainland and Fraser Valley. Elevated levels of fine particulate matter have been detected at air quality monitoring stations around

the region, particularly in coastal areas, including Tsawwassen and Richmond. The instances of adverse health impacts increase as air quality decreases, especially for people sensitive to changes in air pollution.

Those who are most at risk — people with existing respiratory or cardiovascular conditions, young children and the elderly — should consider reducing or rescheduling strenuous outdoor activities, especially if

Gov’ts sign $658 million deal for Perimeter Road

He noted a Richmond municipal engineering report suggested the expansion of the Massey Tunnel and Alex Fraser and Port Mann bridges. The next phase of the South Fraser Perimeter Road project is about to get underway following an announcement by the provincial and federal governments. Transportation and Infrastructure Minister Shirley Bond and Stockwell Day, minister responsible for the Asia-Pacific Gateway, announced last Thursday the province and Fraser Transportation Group have entered into a design, build, finance and operate agreement for the completion of the new highway. A Spanish-led consortium of companies, the Fraser Transportation Group’s deal is worth $658 million. “The South Fraser Perimeter Road will remove trucks and regional traffic from community streets and put them back on the highway, where they belong,” said Bond. “The SFPR will improve economic and business opportunities in Delta and Surrey. It has been part of regional plans for the past 20 years, including the

Greater Vancouver Livable Region Strategic Plan.” The province also announced it will now pay $88 million — up from $31 million — for mitigation and enhancement for the loss of habitat and farmland. The ministry says this commitment includes improved and expanded agricultural irrigation systems, remediation of landfills and contaminated sites, improvements to the water management system for Burns Bog and fisheries habitat enhancements. “The SFPR project went through the most rigorous environmental review and the most extensive public consultation process ever for a highway project in the history of the province,” said Bond. “Agencies and the public asked us to step up to ensure environmental and agricultural values were taken into account and we’ve done that.” Following the announcement, the Burns Bog Conservation Society said the controversial highway

Shirley Bond Transportation minister project negatively affects Burns Bog’s ecology and wildlife. The society said pollution, oil spray and the compaction of the land will harm the ecological integrity of the bog, known as the lungs of the Lower Mainland. It also places the bog at greater risk for peat fires, according to the society, which has been campaigning against the highway’s alignment that places it in proximity to the bog. The society has also been at odds with Delta over a dispute resolution process due to the new highway’s proximity to the sensitive wetlands.

Club will result in a modest increase but the bigger impact will likely occur if the population projections from development on the Tsawwassen First Nation reserve hold true. The SFPR will help alleviate some of that population increase because the new road will redistribute traffic movements on the south side of the river, said Turner. The government’s projected daily traffic count for the SFPR is 22,000 vehicles daily. The $1 billion, four-lane highway will stretch from the ports at Roberts Bank to the Trans-Canada Highway. It’s expected to be completed by 2013. Tunnel congestion and what to do about it certainly isn’t a new issue for South Delta. Back in 1987, for example, then MLA Walter

The process to amend the Tsawwassen Area Plan is starting to wrap up this week, yet it continues to be contentious. Last month, following the results of Delta’s Ipsos Reid survey, Century Group commissioned the Mustel Group to conduct its own telephone survey. Century president Sean Hodgins told the Optimist earlier this month that, hoping the door won’t be completely closed to having a discussion on what it would take to make the Southlands farmable, he had his own telephone survey of 400 households conducted using the same questions in the municipal survey. He said his survey found there was an almost even split of support and opposition to allowing some development. At Monday night’s Delta

council meeting, staff and civic politicians stressed the municipality had nothing to do with the Mustel survey and have not seen the results. Both CAO George Harvie and Tom Leathem, Delta’s director of community planning and development, said they have not heard anything from Century Group regarding the survey results. “I certainly was not privy to any of the questions on the survey... didn’t know who was behind that survey in any way,” said Coun. Bruce McDonald, who also chairs the Tsawwassen Area Planning Committee. “A week ago I was contacted and asked if it would be appropriate for Century to address the Tsawwassen Area Planning Committee and I advised them that I did not think that would be appropriate.” McDonald also said he was told at that time if

the committee wanted the results of the Mustel survey, it could be provided. “I said I don’t think that’s appropriate. It’s not relevant to what the committee’s doing at this point.” McDonald said while there is no plan to exclusively discuss the future of the Southlands at the remaining meetings, the subject of agricultural land is on the agenda. “The committee said they wanted an opportunity to discuss how a dialogue could take place on agricultural land if people wanted to do that... but not exclusively to the Southlands.” McDonald said that item will be part of the discussion at tomorrow’s meeting. Younger people with lower incomes are most in need of finding a link between affordable housing and places of

employment. Companies need those people to maintain production and remain competitive. For companies wanting to expand production, the challenge becomes even greater. “Some of our members in the Tilbury Industrial Park have moved away in recent years or are considering doing so now,” said Appleby. “Delta loses economically when that happens, especially when other companies think twice about moving to take the place of those departed. He said the chamber, as the voice of business, would continue to work with companies to improve transit service. “We will be working on behalf of those companies and the thousands of other

companies throughout the Lower Mainland on this issue through our network of chambers of commerce and boards of trade,” said Appleby. “Virtually all communities in the Lower Mainland share the problems of inadequate transit service to places where the jobs are. We need TransLink to be the solution, not the problem.” Among the recommendations for improved service include smaller, more frequent shuttle buses in the industrial park to connect people to main transit routes, more frequent service at peak periods around shift changes, better lighting and pedestrian accommodation on industrial roads, and more bus stops and bus shelters.

Little progress is being made in new contract for port truckers

Negotiations between the union representing many Lower Mainland truckers and trucking companies got under way last month and so far things are not going well. The Vancouver Container Truckers Association-CAW Local 2006 opened bargaining with 15 different trucking companies on July 22. “Things are not going very well at all,” said Gavin McGarrigle, CAW national representative. The Vancouver Container Truckers Association (VCTA)-CAW Local 2006 represents the largest group of container truck drivers at Lower Mainland ports. The union is seeking a benchmark agreement for its members, which, McGarrigle said, will promote port stability and “put an end to constant undercutting of owner-operator rates.”

“We can’t have stability at the ports with an increasing number of unscrupulous container truck companies competing in a race to the bottom,” said VCTA-CAW Local 2006 president Paul Johal. So far, not much progress has been made in negotiating a new agreement for truck drivers. McGarrigle said the union had hoped to negotiate one agreement across the board. As of last week, he said, the 12 provincial regulators “indicated clearly that they’re not interested in that” and the union had applied for conciliation with the three federal companies. “The best thing for stability is to operate under one collective agreement,” McGarrigle said. Similar negotiations resulted in a major traffic disruption at Lower Mainland ports in 2005 after an agreement could

not be reached. At that time, Port Metro Vancouver terminals, including Deltaport, saw a massive withdrawal of service by 1,200 owner-operators in protest of working conditions and a “race to the bottom” on rates. The dispute disrupted port operations for several weeks. As a result, the federal government amended regulations to set up a licensing system with benchmark and minimum rates for applicable truck owner-operators. Under this system, which has since been instituted by Port Metro Vancouver, the port authority can sanction, suspend or cancel the licenses of offenders. The B.C. Ministry of Transportation and Infrastructure also set up a program to investigate and make recommendations to Port Metro Vancouver to enforce the correct rates. According to the B.C. Ministry of Labour, since

December 2007, 351 owner-operators have been fined more than $645,000. The union, however, is calling for the port authority to name those companies that have been fined or that have suspended or cancelled licenses. “The ports need to be ordered to do a better and more transparent job of rate enforcement,” he said. “The port regulations need to be changed to provide for true stability instead of the fake appearance of stability that we are left with today.” McGarrigle said VCTACAW Local 2006 has on more than one occasion met with the port authority to discuss this concern. “We got an indication that they would look at it,” he said.

MURPHY’S LAW I’m not looking for thanks, but I like to think I’ve had a little something to do with the warm, dry weather we’ve all enjoyed this summer. Our decision to plant a cedar hedge along the front of our property on Canada Day, and have turf installed in the back yard a few days later, was obviously a sign to the weather gods not to allow a drop of rain to fall. OK, so there were a couple days of rainy weather earlier this month, but other than that this area has been about as dry as legislative channel reruns since July 1. I grant you that July isn’t the ideal time to take on such landscaping projects given its rainfall history, but this lack of water has got to the point where our lives have now become governed by the almighty sprinkler. We were thinking of going away for the weekend when my wife informed me: “We can’t leave on a Thursday night because it’s watering day. And we’ve got to get back by Sunday because that’s watering day too.” The worst part of it all is that I was in total agreement. I’m far from a gardener, but I can tell you with absolute certainty where I’ll be at 7 p.m. every Thursday and Sunday these days. With sprinklers strategically placed, I’ll be bending over to turn on the tap, ensuring I get every drop I’m entitled to over the next three hours. As for the other five nights of the week, to say nothing of those mornings, I’ll have hose in hand to ensure the shrubs receive an adequate dousing. A lawn sprinkling exemption permit from municipal hall looks after the grass on those days. With all the effort and expense expended so far, it’s gone beyond doing the right thing or simply protecting an investment. It’s become personal. The shrubs have become my babies and I have shown them so much love over the past seven weeks that I take it as a personal affront when I see any brown patches pop up. As I stand daily with hose in hand, I’m part nurturer and part adversary, urging them to grow, but insistent they’re not going to get the better of me. In hindsight, it would have been far easier to plant them in the fall and let Mother Nature provide assistance on the watering front, but, for a variety of reasons, that didn’t happen, so we’ve been forced to deal with the repercussions. What’s worse, is a landscaper has told us that cedars require daily watering for at least the first year after planting. Something tells me it’s going to be a drier than normal fall.

Zalm is making up for lack of political drama on homefront STEVE GRAHAM

COMMUNITY COMMENT I haven’t commented on the provincial scene since Vicki Huntingdon was elected. This is likely because she has somehow restrained herself from calling a public meeting to advocate shutting the hospital down, or running a high voltage line through the centre of town. However, the well of political stupidity from which the provincial Liberals have been drawing has not run low, so the absence of drama from our MLA has been more than compensated for by the brilliant political maneuvering of Ladner resident Bill Vander Zalm. For the past few years Vander Zalm has been lying low, seen from time to time at public meetings or as an affable host at his plant sales. However, when the Liberals decided to replicate the same political

disaster that befell the Mulroney Conservatives after they introduced the GST in 1991 (going from a majority to two MPs in the 1993 election, with loss of official party status), he became visible again. Mulroney stacked the Senate to get the GST through, but Gordon Campbell didn’t even bother to put the HST to a vote in the legislature. Now, you get the occasional letter in the Optimist and other newspapers from a trusting soul who argues that taxes are required to pay for public services (which is true), however the finance minister pointed out at the start the HST is revenue neutral and thus only represented a shift in tax burden from large corporations to consumers. Since consumers vote and corporations don’t, the political wisdom of this tax initiative is less than obvious. As we all know, Vander Zalm had the strategic acumen and populist instincts to realize the government has no support on this issue, and the organizational ability to set up a successful petition campaign. In contrast, the Liberals did not even bother to register as an interested party so they could argue the merits (if any) of the HST during

the petition period. This was arrogance in the extreme. Instead, the main beneficiaries of the harmonized sales tax, the large corporations who had made generous donations to the Liberals, engaged former attorney-general Geoff Plant’s law firm to file a legal challenge to the petition results (to the complete surprise and consternation of the Liberal government, of course). As it appears that Elections BC is not going to oppose the legal challenge in court, it may well be successful. If a few large corporate associations and a good law firm do frustrate a petition signed by 700,000 voters, then the Liberals will truly be dead men walking and Vander Zalm will be in a position of being able to pick them off piecemeal by the recall process. Or, the government may fall in the face of massive public opposition. In any case, the Liberals’ legal challenge has elevated the perception of Vander Zalm from that of a talented populist to one of being a principled advocate of democracy in the face of incipient tyranny. Pretty impressive for a gardener from Ladner.

Hospice official grateful for efforts of night market, garden tour organizers

Editor: I was very touched by the spirit of the Heart of Ladner Night Market that was organized by a small group of people who wanted to raise funds and awareness for Delta Hospice. Michael Rudd, Ali Roddam and Trudy Buzdon-Barber worked for months to put together the second annual night market for a charity that is so grateful. The warm, balmy weather, many activities focused on family fun, a variety of food concessions, plenty of vendors, and generous gifts

donated for a silent auction and raffle all made a summer evening wonderful. What really touched my heart was when I spoke with the vendors and thanked them for coming. I learned that some of these generous people were living with challenging situations in their own lives, yet they were giving of their time to help Delta Hospice. On the same day, Kristina Linder had organized the fifth annual A Day in the Garden Tour in Ladner and Tsawwassen with Ron and her garden team. This year they introduced

fellow gardeners Guy, Brian, Edward and Sylvia to give the community the opportunity to be inspired and share the beauty and splendor of unique flowers, plants and large and small garden spaces. Donations to see the gardens and silent auction funds will go to support Delta Hospice. To make the day even more special, a group of friends came to visit the gardens in memory of their friend who died in the Irene Thomas Hospice and presented me with a cheque for $1,000 in her memory.

Never doubt that a small group of people can do great things. On behalf of Delta Hospice, I want to express my thanks and congratulations to the organizers of the night market and garden tour for working so hard to support families living with serious illness and bereavement. Editor: I really enjoyed the Tsawwassen Sun Festival and I feel it is important we take the time to celebrate our community. However, my Tsawwassen pride was greatly injured due to a complete lack of environmental conscience at the festival. While I would not expect the festival to be centered on the theme of environment or sustainability, I would expect there to be some sort of effort made to eliminate those actions we

know are damaging to our environment. For example, one thing that really stood out for me was the abundance of plastic water bottles. The Rotary club was selling these for a fundraiser and Safeway was even handing them out for free. This is unnecessarily wasteful, especially since we have the best tap water in North America. Many people in the parade were handing out full letter-sized pieces of paper to promote their busi-

ness, when a smaller strip of paper would have been sufficient. The parade had several large trucks in it, many that weren’t even decorated and were unnecessarily spewing pollution into the air. In South Delta, we can recycle every number, yet I only saw (and not enough) places to recycle plastic bottles and cans. Compost was nowhere to be seen. Other community festivals I have attended in the Lower Mainland this year have done a much better job

at reducing waste. For next year, I would recommend organizers have a sustainability advisory crew that oversees all aspects of the festival. If not for the environment, this should at least be done for our image, so we aren’t labeled as a town of upper-middle-class yuppies with our heads stuck in the sand. Editor: It appears that Metro Vancouver is proceeding with plans to construct a massive structure consisting of a washroom, change room, concession, interpretive centre and possible future restaurant at the north end of Centennial Beach. Visitors to the park last week might have noticed chest-high survey stakes with fluorescent ribbons indicating the height for flood-proofing in the area north of the new play area. There are many problems with this location. Metro’s intent is to move the main activity of Centennial Beach northward towards the habitat area. This will mean disturbance of the low sand dunes (coastal sand dune ecosystem), which are unique and very rare in our region. A second problem is the area north of the new play area is one of the lowest areas of the park and was

MLA shares experiences of an independent in the legislature “Vicki, what’s it really like in Victoria? Do you get to speak very often? How does the legislature work for an independent MLA?” Constituents often ask these questions and I think they reflect the level of interest in the unique role of an independent MLA. Now, after a year of experience, I can assure you that my role is challenging, productive and rewarding. My opportunities to speak are much greater than government members especially, and I have all the rights and privileges that extend to all other members of the legislative assembly. I think everyone understands the MLA’s community role best. The Delta South constituency office is a particularly busy one and exists to help individuals both access government programs and services and solve specific problems they may be having with a given ministry or agency. I have two full-time constituency assistants, Yvonne and Bernadette, who do an outstanding job advocating on your behalf when the system breaks down. The community role also sees the MLA (and occasionally staff) attending a great many community events, many meetings with individuals and groups, and proving the adage that “all politics is local.” It is the work in Victoria, however, that so rightly intrigues many of you and

I am delighted to share the experience In normal years, there are about 15 weeks when the house sits and MLAs are actually in Victoria. The legislative assembly sits from 10 a.m. to 6:30 p.m. on Monday and Tuesday, to 7 p.m. on Wednesday and to 6 p.m. on Thursday (for those who make the mad dash for the 7 p.m. ferry). I travel to Vancouver Island on Sunday night, return Thursday night and I’m in the constituency office on Friday. You may be interested to know that Carla Perry, constituency assistant to our former MLA, Fred Gingell, is my senior employee in Victoria; Shawn Courtney, a former legislative intern, is my full-time research officer. The legislative business is intense and includes debate on the throne speech; committee meetings; debate on the budget; questions on the estimates (scrutiny of the ministry budgets and questions of the relevant minister); debate on legislation; questions to the minister during committee stage (clause by clause review of a bill); motions by members; private members’ bills and debate; statements by members; introductions; tabling of petitions; and, of course, the daily question period. Estimates and the debate/ committee stages of legislation occur simultaneously — legislation in the “Big House” and estimates in a committee room (known as the “Little House”). Given they happen concurrently, it can be chaotic, especially if I want to both speak to a piece of legislation and ask

Tsawwassen’s John Horton will be making a pair of presentations at the Richmond Maritime Festival this weekend. The Canadian marine artist will be using pictures of his paintings in the talks. The first will be on Capt. Vancouver and his exploration of the northwest coast of North America on Saturday at 2 p.m. The second presentation will be on the 100th anniversary of the Canadian Navy on Sunday at 2 p.m. They will be held at the Britannia Heritage Shipyard in the Murakami Boatworks building (5180 Westwater Dr.). ‘Boots’ excited about new role

South Delta Minor Hockey Association hires Lawson Boutilier as director of player and coach development BY

Lawson (Boots) Boutilier is looking forward to his new role as director of player and coach development with the South Delta Minor Hockey Association. “I think the coaches and kids are hungrier for more. They want to learn more. It’s a big responsibility but I’m looking forward to it, looking forward to the challenge,” he says. Boutilier, 51, says he’ll be assisting players and coaches from all of the association’s age levels. He’s been a volunteer the past three years with the association as a coach, division manager and VP of initiation hockey, but Boutilier’s new role will be a paid position. Association president Phil Alalouf noted quite a few other organizations have also gone the route of having a paid position when it comes to player and coach development. Just through the tunnel, both Seafair and Richmond Minor fall into that recent trend. Boutilier will work with a committee to implement and instruct sessions to help different age groups of players with certain skill

League in favour of joining the RCMP. Boutilier, now a 30-year veteran with the Mounties, ended up being a player/ coach on an RCMP hockey team.

In the mid-1980s he was transferred to Bowen Island and started the Bowen Island Softball Association. It was an experience where he learned a lot about dealing with people and with all ages, he said, something that will help with his new role. “I think with this kind of a job you have to have strong interpersonal skills and communication and you have to like being around people.” He mentioned putting a focus on early skill development for initiation-level players, establishing skill sessions and programs for players on the verge of making rep teams and holding more goalie clinics as some of his objectives. Boutilier described the initiation level as “the foundation” of a hockey program. He’s also worked with the Vancouver Giants and the Delta school district’s hockey academy. A Ladner resident, Boutilier has a son, Chase, playing with South Delta Minor. The minor hockey association is made up of over 800 players, male and female, from six- to 19years-old, the organization’s website states.

Dart, who juggled preparing for his Grade 12 provincial exams while qualifying for the CanAmMex, won the senior men’s singles event at the national high school championships in St. Catherines earlier this

year. He was also honoured with the Kiwanis Delta Memorial Sports Award in June. The local service club teamed up with Delta Spirit of B.C. to annually present the award to the municipality’s top up-and-coming athletes who endure high costs to compete at the elite level.

Dolphins bring medals home from Winnipeg Swim club competes at age-group championships Winnipeg played host to the Canadian Age-Group Swimming Championships, where 1,100 of the best young swimmers from across Canada descended on the Pan Am Games Pool for some lightning-quick racing. The Winskill Dolphins made the journey to the province-of-a-thousandlakes with a sizeable contingent and numerous firsttime national participants. When they returned home to Tsawwassen, it was with gold, silver, and bronze in hand. Leading the Dolphin pod was Luke Reilly (14) who captured his first national title early in the competition, winning gold in 400metre individual medley by clearing the next competitor by four seconds. Reilly would continue his domination of the medleys, claiming his second gold in 200 IM. He also netted himself silver in 800 free, bronze in 200 back and set a new club record in 200 free. At his first age-group national championship, Ryan Anderson (16) turned heads in the breaststroke events. He placed fourth at the 50-metre distance, snatched bronze at 100 and claimed gold in the 200. It was his first national title and also qualified him for Pan Pacific Trials in Victoria. Kwiatkowski’s 100 backstroke qualified her for Pan Pacific Trials and set a new UBC Dolphins record, breaking an 18-year-old mark. He was employed by TRIUMF at UBC and retired in 1995. John is survived by his wife Ruby, daughter Jackie and her children, Sarah (Eric), William and Sophia, 5 greatgrandchildren and extended family here and in England.
