Confronting Evolving Challenges To our members, partners, and the citizens of Louisiana, As president of the Louisiana Narcotics Officers Association, I am honored to address you at a time when our state continues to confront the evolving challenges of illegal narcotics, violent crime, and addiction. Every day, dedicated men and women across Louisiana put on a badge, step into uncertainty, and work to keep our communities safe from the harm caused by dangerous drugs. Our mission has never been solely about arrests or seizures. It is about protecting families and preserving neighborhoods. When law enforcement, community leaders, and service providers work together, the results are safer streets and healthier communities for everyone. In recent years, Louisiana has faced rising threats from synthetic drugs, fentanyl, and organized trafficking networks that exploit our communities for profit. Our members have responded with professionalism, courage, and a commitment to continuous training. As an Association, we remain focused on providing high-quality education, sharing best practices, and strengthening cooperation
between local, state, and federal agencies so that our officers are prepared for the realities they face on the streets. Enforcement alone is not enough. We must continue to build trust with the public we serve. That means operating with integrity, transparency, and respect. It means listening to community concerns and ensuring that our work reflects both the letter of the law and the values of the people of Louisiana. When the public trusts its officers, information flows more freely, investigations are more effective, and lives are saved. Looking ahead, the Louisiana Narcotics Officers Association will advocate for policies and resources that support strong enforcement. We support initiatives that provide officers with modern tools and training. These are investments not only in public safety, but in the future of our state. To our members, thank you for your service, your sacrifice, and your unwavering commitment to this mission. 2025 LNOA Training Conference The Louisiana Narcotics Officers Association held its Annual Training Conference August 11, 2025 through August 15, 2025. The Conference was held in New Orleans at the Royal Sonesta Hotel. With 197 attendees and 13 vendors, it was a full week of training that consisted of speakers in the classroom and networking between Agents throughout the State of Louisiana.

***Mandeville Man Arrested after Drugs Found with Juvenile in Car*** A Mandeville man was arrested after he was found with more than 2 pounds of weed and illegal vapes and edibles while driving with his 6-year-old sibling in the car. On August 1, detectives with the St. Tammany Parish Sheriff’s Narcotics Division and the STPSO Proactive Enforcement Unit arrested 21-year-old Mandeville resident Lane Roberts at a Mandeville-area carwash. At the time of his arrest, Roberts was found to be in possession of more than two pounds of marijuana, more than 100 THC Vapes and THC edibles. He also had his 6-year-old sibling in the car with him. Detectives executed a search warrant at his residence in the 400 block of Forest Loop in Mandeville and located and seized a substantial inventory of illegal drugs, a large amount of cash, drug paraphernalia associated with the packaging and distribution of illegal drugs and a semi-automatic handgun. History of the LNOA In 1992 and 1993, the Metro Narcotics Unit of Ouachita Parish sponsored training seminars in Monroe for narcotics officers from around the state. During these meetings, the idea of forming a state wide organization for narcotics enforcement officers was frequently discussed. Prior to the close of the 1993 meeting, a group of approximately 25 officers, from various areas of the state, met to further discuss this idea. It was then decided to appoint a temporary group to organize a later meeting. Unfortunately, records were not kept concerning these first meetings, but among those who were chosen to make the initial plans for organization were: Larry Norris, Bryan Boney, Adrain Lamkin, Mark Holley, D. E. Stevens and Curley Dortez.

Williams of the District Attorney’s Association and Ford McWilliams of the First Judicial District Attorney’s Office, LNOA filed articles of incorporation and became a chartered organization within Louisiana, later seeking non-profit status by complying with IRS rules. The LNOA was granted 501(c)3 status, a major milestone for the organization. LNOA has received a great deal of recognition for its sponsorship of a state wide essay contest conducted in conjunction with the Louisiana DARE Officers Association. This contest has become to be known as the LNOA/DARE Essay Contest. LNOA donates $2,000 annually to DARE to be used as scholarships awarded to deserving sixth grade students from all eight regions of the state.
