Blue Iron Foundations & Shoring Delivers Precision Under Pressure

From Hospital Foundations to Emergency Rail Stabilization

By any measure, the work performed by Blue Iron Foundations & Shoring. LLC (Blue Iron) requires a rare combination of precision, adaptability and trust. On two very different projects, one deep within the confines of an active hospital in Oakland and the other along a failing stretch of railroad in Goleta, the company demonstrated exactly why specialized shoring contractors are often the difference between disruption and continuity.

Quiet Precision at UCSF Benioff Children’s Hospital

At the UCSF Benioff Women’s and Children’s Hospital project in Oakland, Blue Iron’s scope was as sensitive as it was technical. The project began on January 13, 2026, and remains ongoing as part of a larger multi-year hospital expansion. It is a private construction project, with Blue Iron serving as a subcontractor to Rudolph and Sletten.

The work centered around installing critical underground infrastructure to support hospital operations. Specifically, the project involved the installation of large below-grade fuel oil and sanitary sewer tanks designed to support essential hospital systems, including backup power.

Blue Iron delivered a design-build shoring solution, performing a full scope that included driving sheet piles, installing internal bracing, excavation, installation of a handrail system, placement of concrete slabs, removal of walers and eventual

removal of the shoring system once work is complete.

Each excavation measured roughly 30 to 40 feet wide by 90 feet long and extended 20 feet deep, which is significant work under any conditions but especially challenging within an active hospital campus.

Blue Iron installed a sheet pile shoring system using a Giken Silent Piler, a highly specialized hydraulic press-in machine that eliminates the vibration and noise typically associated with pile driving. That distinction proved critical. The

Giken Silent Piler operates using a reaction-based press-in method, allowing piles to be installed without vibration or percussive force, making it ideal for sensitive environments like hospitals and dense urban sites. It can even walk along installed piles and operate in restricted or lowclearance areas.

Wesley Smith, superintendent for Blue Iron who has been with the company for more than 20 years and oversaw both projects, said the approach was critical to the

hospitals operations. “There are hospital patients within 100 feet of where we’re working,” said Superintendent Wesley Smith. “Using a traditional vibratory method would have disrupted operations. With the press-in system, most people didn’t even realize we were there.”

The team installed approximately 110 pairs of sheet piles, each about 35 feet in length, and off-hauled roughly 4,200 cubic yards of soil during excavation. Once the sheet piles were installed, crews excavated to full depth and added internal bracing to maintain wall stability. A one-foot-thick concrete slab was then poured, allowing the Blue Iron team to remove upper bracing and clear the way for tank installation.

According to Smith, coordination was the defining challenge. The project site

was crowded with multiple contractors operating within tight quarters, all while maintaining uninterrupted hospital operations. “It was a lot of planning and communication,” Smith explained. “If you hit a utility or disrupt something, you’re impacting a hospital. That’s not an option.”

Despite the complexity, the job ran smoothly. Blue Iron operated with a five-man crew, utilizing specialized equipment including the Giken ECO 1400 Silent Piler, a Link-Belt TC1100 110-ton crane, a Kobelco 350, 90,000-pound excavator, and a Cat 305 10,000-pound mini excavator.

Smith credits the entire Blue Iron team, including Project Manager Jovan Struger, and foremen Travis Merrill, Nate Bates and Marty Dahl, for delivering a seamless operation.

Wesley Smith, Superintendent, Blue Iron

While the UCSF project highlighted precision and planning, Blue Iron’s next assignment in Goleta demanded speed, adaptability and round-the-clock execution.

The Goleta emergency repair project began on January 7, 2026 and was completed just five days later on January 12, 2026. This was also a private project, with Blue Iron working as a subcontractor to Granite Construction. The project involved Union Pacific Railroad (UPRR) and was initiated in response to a sudden track failure caused by slope instability and saturated ground conditions. The urgency was clear. Rail service was shut down and every hour mattered.

UPRR Emergency Railway Repair Project in Goleta Around-the-Clock Stabilization in Goleta

Blue Iron mobilized immediately to stabilize approximately 250 feet of active slide area, enabling crews to restore the rail line. Their scope focused on installing beam and plate shoring to stabilize the failed section, allowing backfill operations and reinstallation of the tracks.

Blue Iron deployed two crews of four to five workers each, working continuous shifts to meet the aggressive timeline. Using ABI TM22 Mobilram rigs with multiple attachments, the crews executed a highly coordinated installation process that allowed them to adapt to constantly changing ground conditions.

The ABI TM22 Mobilram is a multi-purpose piling and drilling rig built around a telescopic mast-in-mast leader system, which acts as a rigid vertical guide for installing piles with extreme accuracy. Unlike cranebased systems, the Mobilram keeps all tooling fixed to the mast, allowing for greater control, faster setup and safer operation Blue Iron mobilized immediately to stabilize approximately 250 feet of active slide area, enabling crews to restore the rail line. Unlike crane-based systems, the Mobilram keeps all tooling fixed to the mast, allowing for greater control, faster setup and safer operation in unstable conditions such as an active landslide.

The machine can quickly transition between augers for pre-drilling, vibratory hammers and diesel impact hammers, enabling crews to drill, drive and adjust methods in real time without bringing in additional equipment. This flexibility is especially valuable on emergency projects where time and coordination are critical. Its high torsional rigidity and leader system provided the force needed to penetrate dense sandstone layers beneath the slide, while its selfcontained mobility reduced setup time and manpower requirements during this fast-paced repair effort.

The crews pre-drilled through unstable soils into dense sandstone, installed 60-foot steel beams and

advanced them using vibratory methods before finishing with a Delmag D19 diesel hammer to drive the beams to refusal. In total, crews pre-drilled and installed 38 beams at 60 feet in length into the sandstone layer. “The ground conditions were tough,” said Smith. “You had soft, saturated material on top and hard sandstone below. We had to use multiple methods just to get the embedment we needed.”

The jobsite itself presented another layer of complexity. Dozens of stakeholders, including Union Pacific personnel, geotechnical engineers, OSHA representatives and local agencies, were present, all focused on safety and rapid restoration. “This was a fast-paced emergency project that required long hours and continuous operations,” Smith said. “You had multiple crews working around the clock, and everything had to come together quickly.”

Blue Iron is known for responding to emergency shoring situations nationwide, including slide stabilization, drainage failures and infrastructure repairs, often mobilizing rapidly to deliver both temporary and long-term solutions. Unlike the UCSF project, no new or specialized technology was introduced. This job relied on proven methods, experienced crews and execution under pressure.

Despite the pressure, the team delivered. The stabilized section allowed track reconstruction to proceed, restoring a critical transportation corridor. Smith credited the field team, including Project Manager Melissa Baker, and Patrick Anderson, and foremen Marty Dahl, Ron Fernandez and Irving Gutierrez, for their relentless effort in completing the work safely and efficiently.

Built for the Jobs

Others Can’t Touch

Blue Iron provides beam and plate shoring, beam and lagging systems and a range of custom solutions tailored to site constraints.

Back in service: a train on the restored corridor in Goleta following the emergency repair.

While the two projects could not have been more different, they share a common thread. Both required specialized equipment, experienced crews and the ability to operate in environments where failure is not an option. That capability is at the core of Blue Iron’s business.

Founded in 2010, Blue Iron Foundations & Shoring has grown into one of the leading shoring and piling contractors in the United States, operating across multiple regions with a focus on complex, high-risk environments. The company is one of the largest users of Giken Silent Piler technology in North America, helping introduce low-noise and low-vibration piling methods to projects where traditional systems are not viable.

In addition to sheet pile systems, Blue Iron provides beam and plate shoring, beam and lagging systems and a range of custom solutions tailored to site constraints. Their fleet includes Giken Silent Pilers, Gyro Pilers, the Clear Piler, Movax side-grip hammers, KB 70 Kelly drills, ABI Mobilram rigs, diesel hammers, and low-clearance specialty equipment, that allow them to work in conditions where traditional methods simply will not work.

From hospital campuses and urban infrastructure to railroads and coastal stabilization, Blue Iron continues to carve out a niche where precision, innovation and reliability intersect. As Smith put it, “We focus on the jobs where space is tight, conditions are tough and the margin for error is zero. That’s where our equipment and our people make the biggest difference.” Cc

BUILDING THE CRITICAL PATH:

Bali Construction, Inc.’s Underground Push at the LA Convention Center

Pico Boulevard has gone quiet, but beneath the asphalt, Los Angeles is anything but still. From Figueroa to L.A. Live Way, the corridor in front of the LA Convention Center has been transformed into one of the most strategic underground construction zones in California. With the 2028 Olympic Games looming and a

$2.6-billion expansion and modernization effort underway, crews are racing the clock to relocate, rebuild and future-proof the utility backbone of downtown’s most high-profile venue. And at the center of that effort is Bali Construction, Inc., self-performing one of the most complex utility packages in the city.

Bali is serving as a key subcontractor to PCL Webcor A Joint Venture (PCL Webcor JV), the prime contractor leading the LA Convention Center Expansion and Modernization Project. The work began in October 2025, and Bali’s portion, currently valued at approximately $16.5 million, is scheduled to be

substantially complete in summer 2027.

For Lawrence Martocci, Vice President and Director of Operations at Bali Construction, the job represents exactly the kind of challenge the company is built for. Lawrence, who recently marked his fifth-year anniversary with the firm, describes Bali’s role succinctly. “We’re performing all of the wet utilities and the dry utilities for the major providers,” Lawrence said. “That includes water, sewer and storm drain, as well as Department of Water and Power electric, communications infrastructure including AT&T, and support work for Southern California Gas. Everything underground that needs to move before the building can rise, that’s us.”

Expanding on that role, Bali’s scope includes the construction of new and relocated public utility infrastructure along Pico Boulevard between and including Figueroa Street and L.A. Live Way, encompassing all wet and dry utilities such as water, sewer, storm drain, drywells, electrical distribution, communications and natural gas systems. The effort is supported by a dedicated team led by Senior Project Manager Jacob Ruiz, along with Assistant Project Manager Emily Cameron and Project Engineer Joanna Vo. Field operations are overseen by Superintendent Mike Luna, with Wet Utility Foreman Noel Vargas and Dry Utility Foreman Ruben Brito directing crews across multiple scopes.

REBUILDING THE BACKBONE BENEATH PICO

The expansion will ultimately connect the Convention Center’s West and South Halls by building above Pico Boulevard, effectively bridging the street. To make that possible, nearly the entire stretch of Pico between Figueroa Street and L.A. Live Way has been closed to the public.

Bali’s task is to relocate and reconstruct the utilities running through that corridor, no small feat in a dense urban environment that has evolved over decades. Rather than simply removing existing infrastructure, Bali is building parallel systems to keep the convention center operational while preparing for demolition and new foundation work. “At the end of 2025, we completed three

Civil infrastructure for LADWPPower in the public right of way along Pico Boulevard at South Hall Drive.

and temporary

major DWP circuit relocations,” Lawrence said. “We constructed standalone parallel systems that DWP has now energized. That allows the existing infrastructure to be taken out of service and demolished, which is critical, because that enables construction of the new piles and footings.”

The same approach applies to the wet utilities. New systems are being installed to handle increased capacity for the expanded facility while also allowing older lines to be decommissioned in phases. It is methodical, highly sequenced work, and it sits directly on the project’s critical path. “Bali enjoys being the critical path on this project,” Lawrence said with a smile. “But that means we have to hit our milestones. There’s no room for delay.”

Deep Cuts and Heavy Iron Excavations on the project have reached depths of 18 to 20 feet below grade. Working at those depths in a downtown corridor requires significant coordination

and robust safety systems. The entire scope includes approximately 24 sewer and storm drain structures, 13 drywells, and 12 electrical and communications structures, along with roughly 2,900 linear feet of wet utility piping and 22,000 linear feet of conduit. Total excavation is estimated at approximately 11,000 cubic yards, underscoring the scale of the underground effort taking place beneath Pico Boulevard.

Bali has employed a wide range of shoring systems supplied by Trench Shoring Company, including trench shields, manhole boxes, hydraulic shoring systems, and steel I-beams and plate systems. Electrical vault installations have required shield systems, while water main and shallower installations utilize hydraulic shoring. A major 60-inch storm drain installation includes specialized shoring configurations to accommodate radius alignment and tight conditions.

The scale of the shoring effort is notable. “We’re active on about

25 projects a day as a company,” Lawrence explains. “Half of our shoring report at times has been for this one job alone. That gives you an idea of the magnitude.” The heavy equipment on site ranges from compact Takeuchi mini excavators and small loaders to 60,000-pound class excavators. The fleet includes newer Cat machines added in the past year, along with John Deere units, all from Bali’s owned and maintained fleet. In constrained areas, crews deploy smaller machines to navigate limited access while maintaining production.

For specialty hoisting in low headroom areas, Bali partnered with United Riggers, an approved vendor for the Convention Center. The company assisted with heavy lifts in tight quarters where traditional crane access was limited. “Their team worked hand in hand with ours,” Lawrence said. “Those were tricky installations, and they were phenomenal.”

THIRTY TRADESPEOPLE, SIX DAYS A WEEK

With Olympic deadlines driving the broader project schedule, pace has been relentless. At peak, Bali has staffed approximately 30 tradespeople on site plus multiple subcontractors, a significant number for an underground utility package. “We were working six days a week, and even some Sundays, to meet major circuit relocation milestones,” Lawrence said. “The City has a hard target date tied to LA28. Everything is focused on that.”

The overall expansion is estimated at roughly $2.6 billion, with financing strategies linked in part to anticipated long-term convention and event revenue. For contractors on the ground, that translates to aggressive sequencing and high expectations.

HIRING LOCAL, A SELF-PERFORM CONTRACTOR EXPANDS ITS BENCH

Bali is traditionally a self-perform contractor and is signatory with the operators, laborers, cement

masons and carpenters unions. On most projects, the majority of work is executed with its own workforce.

The Convention Center job, however, includes small business participation goals established by the City of Los Angeles. Combined with the fast-track nature of the work, that has led Bali to partner with several certified local small businesses.

Key partners supporting the effort include KPA Constructors for electrical and communications infrastructure, Mora’s Equipment and Construction for excavation, Connor Concrete Cutting and Coring for pavement sawing and demolition, Alameda Construction for concrete and decorative pavement restoration, R. Dugan for storm drain structures, Monzon and Sons for aggregate hauling, Global Transloading for hauling and disposal, Turnpoint Geomatics for survey and staking, U3GC for hydro excavation and CCTV inspection, CB Logistics for material procurement, More Power PLUS for electrical sub-structure materials, Raincross Grading and Paving for asphalt paving and grinding, and Century

Sweeping for street sweeping support.

“On this project, we are leaning on a really great group of small business subcontractors,” Lawrence said. “They’re certified in Los Angeles, and they’ve been fantastic. We’re hitting our goals, the quality is excellent, and it truly feels like we’re building this together.” For Lawrence, the collaboration reflects a system working as intended. “A lot of times small business goals can feel like an afterthought,” he said. “Here, they’ve been taken seriously, and it’s paying off.”

LEADERSHIP AND OUTLOOK

As construction progresses toward a spring 2028 Olympics

Readiness milestone, the massive transformation of the Los Angeles Convention Center is steadily taking shape above ground. The expansion and modernization will ultimately connect the Convention Center’s existing South and West Halls across Pico Boulevard, creating a unified 750,000-squarefoot exhibit hall. The project will also add 39,000 square feet of

meeting rooms, and a 98,000-square -foot rooftop ballroom, dramatically expanding the facility’s ability to host major conventions and international events. But before any of that new space can rise above the skyline, the complex network of utilities beneath the project must first be rebuilt and relocated, work that falls squarely within Bali Construction’s scope. For the contractors working underground, the impact may not always be visible when the doors finally open, but the success of the multi-billion-dollar expansion depends on getting that unseen infrastructure right.

for moving expeditiously when challenges arise. He also points to Bali’s internal team, from senior project management to field foremen, as a major reason milestones have been met. “I’m incredibly proud of our team,” he said. “Everyone along the way has continued to provide nothing but stellar work.” Looking beyond Pico Boulevard, Lawrence says 2025 presented a mixed economic landscape, with delayed starts affecting backlog timing. However, 2026 has opened strong, fueled in part by Olympic-related momentum and ongoing programs with LA Metro and LAUSD. “Los Angeles is a booming place to do business

right now,” Lawrence said. “If you start pulling the string on a lot of these projects, you’ll find they tie back to LA28 in some way.”

Back on Pico, the street may appear closed and quiet to passersby. But below the surface, crews are rebuilding the arteries that will power, drain, connect and sustain one of the city’s most visible stages. When the world arrives in 2028, much of what makes the new LA Convention Center possible will never be seen. But underground contractors like Bali Construction, Inc. know, and they will take pride knowing that they were a part of it. Cc
