eVED still launches 1 April 2028 — no change to the date announced at Budget 2025

No separate mileage checks for vehicles under 3 years old (no annual MOT) — the biggest change from the original proposal

Rates confirmed: 3p/mile for EVs, 1.5p/mile for PHEVs; uprated with CPI from 2029-30

Fleets can submit estimated mileage centrally, rather than relying on individual driver odometer readings

Applies to all UK-registered EV/PHEV cars — including mileage driven overseas

Bulk licensing and bulk payment via API or web portal, to be tested ahead of launch

Consultation drew 5,133 responses from across the sector

DVLA systems build and motorist/business guidance now under development

Further updates due by end of 2026 on: wider refund scenarios; opt-in use of vehicle connectivity data for reporting

Outstanding liability can be settled with a top-up payment before a vehicle is sold Full automatic refund/reconciliation at change of keeper not ready for launch — update due by end of 2026

New self-certified hardship refund route (claims over £100)

New odometer-tampering offences and functioning-odometer requirement planned
