T’S impossible to sit down for an interview with Philippine Ambassador to the United Kingdom Teodoro L. Locsin Jr. without guffawing every so often. He is always animated, that he can lighten up any topic of serious importance. But it’s not about ridiculing the gravity of a discussion; his intention, mostly I think, is to get people comfortable in his perspicacious presence.
