TheGovernor’sOfficeofEconomicOpportunity(GOEO)leadershipvisitedallofUtah’s24ruralcounties in2024.Duringthistour,communitiesrequestedsupportforeconomicdevelopmentplanning.Asa result,GOEOcreatedanewresourcetoaddressthisneed TheRuralEconomicBlueprintProgram.

InhisStateoftheStateaddressonJan 23,2025,Gov CoxexpressedthatUtahneedsto“BuildHere”in ordertofacethechallengesofthemoment Manycommunitiesarereadytoputtheirshovelsintothe dirt However,othersneedtodrawupblueprintsbeforetheycanstarttobuild

Theprogramisinitsfirstyearandisworkingwithninecommunitiesduringthispilotperiod. TheRuralEconomicBlueprintProgramoffersUtah’sruralcommunitiesanopportunityto leveragestate-providedtechnicalsupporttoadvancetheireconomicdevelopmentgoals The programisnocost,community-driven,andprovidesasimpleyeteffectiveeconomic developmentstrategicplan.Withaneconomicdevelopmentstrategicplaninplace, communitieswillbebetterpositionedtocommunicatetheirgoalstofunders,getbuy-infrom residents,acquirecapital,anddeployresourcestowardstargetprojects.

Theprogramisinitsfirstyearandisworkingwithninecommunitiesduringthispilotperiod. FillmoreCitywasoneofseveralapplicantsthatwereselectedtoparticipateinthefirstround oftheprogram.TheworkingteamfirstmetinAprilof2025,followedbymeetingswiththe steeringcommitteeinJuneandJulyofthesameyear.Inthattime,GOEOstaffperformed one-on-oneinterviewswitheightkeystakeholders,solicitedsurveyresponsesfromtwelve membersofthecommunity,compiledeconomicdatafromvarioussources,andreviewedthe 2019generalplan Individualstakeholdercontributionstothisreporthavebeenkept anonymous.

● Ofthe460,078acresinDaggettCounty,370,377acresarefederallyowned(80.5%), 40,188arestateowned(8 7%),andtheremaining49,513acres(10 8%)areprivately held.WhilePaymentinLieuofTaxes(PILT)andSecureRuralSchool(SRS)programs provideneededresources,thequantityoffederallandseverelylimitsthecounty'stax base,complicatesdevelopment,andmakesthelocaleconomyvulnerabletoregulation thataffectthelocaleconomy.

● Schoolenrollmentis"decliningprettysignificantly",droppingfromadistrictwide enrollmenthighof210in2020-2021to174in2025-26andisforecastedtodropto150 by2030.Thisthreatensthelong-termviabilityofthecommunityanditsabilityto retainyoungfamilies Thisiscompoundedandpotentiallydrivenbytheavailabilityof affordablehousingandlimitedfulltimeheadofhouseholdjobopportunities.

● Thereisadesiretobreaktheextremeseasonalcycleanddiversifybeyondtourism. Thisincludesdevelopingnewindustries,suchaslightmanufacturing,industrial supportbusinessfortheminingsector,orsupportingmainstreetbusinessgrowth.
