The City of Burnaby has banned pet stores from selling cats and dogs, as well as rabbits if they haven’t been spayed or neutered. Council passed three bylaws Monday outling the ban. From now on, only adoptions from shelters and rescue programs will be allowed. The BC SPCA praised the move. “Burnaby council is standing up against the importation of dogs from puppy mills and the inherent cruelty associated with unscrupulous breeders,” said Amy Morris, BC SPCA manager of public policy and outreach, in a press release. “The BC SPCA recognizes that there are many reputable breeders, who provide excellent care for their animals, but these are not the animals who are sold in stores.” Under the new rules, pet stores in Burnaby could still adopt out cats and dogs if they can prove they came from a shelter or rescue program but they cannot sell them for a profit. The rules won’t restrict any current businesses, as the last store selling pets in Burnaby closed in 2017. “I think it’s opportune.We don’t have any businesses that are doing this in the city now,” Mayor Derek Corrigan said when council discussed the issue in May. “But, from now on, people who do start up pet store businesses will have very clear rules that indicate that the sale of dogs and cats will not be permitted.” Morris said the move will also limit the number of animals adopted on impulse. “With so many cats and rabbits being abandoned and surrendered to shelters and rescues, this is the right move,” she said.

Burnaby city council finally buckled under pressure from citizens angry about demovictions. Or they made another step in an ongoing effort to create more affordable housing in the city. Those are the two narratives competing to explain an unexpected twist in local politics this week. On Monday, council pulled two proposals – a 34-storey highrise on Barker Avenue and a 24-storey building on Marlborough Avenue – from a public hearing scheduled the next evening. Coun. Colleen

Jordan said she made a motion to rescind the items because she wants the developers to explore options to include non-market rental housing in their plans. Murray Martin, a housing activist with ACORN who has led much of the fight against demovictions, didn’t accept Jordan’s explanation. “They finally blinked,” he said at a rally in front of city hall before Tuesday’s hearing that had been planned before the items were taken off the agenda. “This would have been a record night.” Martin said he expected Tuesday’s hearing to eclipse a May hearing where many people be-

borough and Barker developments doesn’t change the fact it would mean displacing many longtime residents who would be forced to pay higher rents elsewhere or face homelessness, Martin said. “They’re taking a mud pie and they’re putting icing on it,” he said. But a press release sent out by Corrigan’s office Tuesday afternoon paints a different picture. HIT THE PARKS. When you live in a city like Burnaby with so many amazing parks, you have your choice of places to spend an afternoon or a whole day. Among the largest and most popular, you have Central Park, which has pretty much everything – pitch and putt golf, playground, picnic sites, outdoor pool, trails, lawn bowling and more. Not to be outdone, there’s Confederation Park in the north end, with trails, skateboarding, spray park, playgrounds and easy access to the pool, library and youth centre nearby – not to mention the Burnaby Central Railway (see No. 4). It’s open 11 a.m. to 5 p.m. daily, and families can enjoy the concession, model railway exhibitions and picnic spots. STEP BACK INTO THE PAST. Stroll back into the Burnaby of the 1920s at Burnaby Village Museum, where you can enjoy a walk through the village and a range of special events all summer long. Union breaks from BCA on housing issue Continued from page 1 At a June 11 meeting, council sent four other proposals back to applicants asking them to look into partnering with the province to include affordable housing. “We will continue to ask developers to look at the non-market housing programs available and work with them as we learn more about the province’s new affordable housing programs,” reads the city release. On Monday, Coun. Colleen Jordan told the NOW the new approach from the city is the result of a more cooperative NDP government in Victoria. She said the city is still trying to understand what housing funds and programs are available from both provincial and federal governments. Green Party mayoral candidate Joe Keithley was among the approximately 40 people at Tuesday’s ral-

ly in fromt of the city hall building in Burnaby. “This is pressure on the city council that, you know what? Derek Corrigan, Colleen Jordan (and) all the rest of them are wrong – you have to care about people,” Keithley said. On Monday, Keithley released his party’s housing platform, which includes a promise to put a moratorium on demovictions in Metrotown. The accompanying press release said Keithley would be at city hall for media availability that night, but he didn’t show up. Keithley said he thought the availability was scheduled for Tuesday night at the rally. He said there was a miscommunication between himself and the person who wrote the release.The confusion should not put into question his ability to serve as mayor, he said. “I think it was one mis-

take and it won’t happen again,” he said. Retired firefighter Mike Hurley, who declared his long-rumoured run for the mayor’s chair on Tuesday, stopped short of promising a demoviction moratorium. He said he would impose one if possible, but existing city contracts may bar him from doing so. The union representing many City of Burnaby employees joined the call for a moratorium this week. Simon Challenger, president of Canadian Union of Public Employees local 23, said his union’s members voted to defy council in a close vote. He said it was the first time the union’s members voted to defy the Burnaby Citizens Association, which has been in power for three decades. But, he said, that doesn’t change their overall support for the party.

Dire warnings ruining our good vibrations

The summer months used to be a time we all looked forward to. A time of year that Danny Zuko lamented because it happened so fast. Now it’s a time to be afraid.Very afraid. At least that’s the feeling we get when reviewing all of the scary warnings coming out of various levels of government as June finishes. With the school year wrapping up, there are warnings about watching for children on the roads

because they will no longer be in class. And since we’ve destroyed the ozone layer, there are warnings to make sure you put on extra sunscreen so you don’t get burned and develop skin cancer. BC Hydro issued a warning last week about heat waves and the incredible strain they put on the power system as people cranked up their air conditioners. They seem to think that simply closing our blinds

It’s hard to get amped up for summer fun when someone is whispering dire things in your ear. will stop our homes from feeling like the Amazon rainforest. The BC Coroners Service issued a warning because they see a spike in the number of drowning deaths during the summer months. The agency released a list of

helpful tips, including don’t swim alone and cut down on your alcohol intake if you are taking a dip while out on the ocean, or that river or lake. Oh, and if you are thinking of camping, there is a long list of warnings about

campfires anywhere in our beautiful province to ensure dumb people don’t accidentally set off a forest fire. (Hey smokers, watch what you do with your butts!) And don’t forget about our friend the mosquito. They look tiny and harmless, but they could be carrying West Nile Virus so be sure to put on lots of bug spray so you won’t get bitten. Look, we don’t disagree with any of these warnings. They are all important to

remember so we stay safe this summer. Then again, most of these things are basic common sense. It’s hard to get amped up for summer fun when someone is whispering dire things in your ear about all the dangers out there when it finally stops raining in this province. So our message is: use your common sense and enjoy the summer. Don’t say we didn’t warn you.

Teen drama that pays off

My niece was in a musical recently, and I went to watch it. It was a group of kids age 10 to 14, and they were delightful. For many, it was their first time on stage. I sat in the dark of the theatre and blubbered quietly to myself – not just because it was my amazing niece on stage, but because it reminded me of what a powerful experience it is to take part in youth theatre. I was also reminded of this recently when we ran a story about a new Burnabybased company, Promethean Theatre, led by director Isaac Li. Li gave a shout out to his drama teacher at Cariboo Hill Secondary School for setting him on the path he’s on today. High school was where I got a taste of life on the stage. I signed up to be in the chorus of Guys and Dolls at Burnaby North Secondary.The theatre program was led by Alison Schamberger, a jocular British woman who would swoop into the rehearsal room and get everyone charged up with the power of her personality. I was pretty shy back then, a fact that always shocks my daughter because I’m always chatting up strangers, much to her horror. But back in high school, it was terrifying to walk into that rehearsal room with much-older kids and try and sing for the audition. I gutted my way through it and landed a spot in the chorus – mostly because there were so few boys who

tried out. They were thankful any boys showed up. That stint in the chorus led to increasingly challenging roles in musicals and plays until I got a solo song in Burnaby North’s 1986 production of Grease. I was terrible (my voice is nasally and flat, not a good combination), but as I said, they were just happy any boys auditioned. The point is not what I did in these productions, but how taking part in theatre helped me grow as a person. My confidence grew stronger and stronger, and I made a whole new cast of friends (pun intended). The kids in theatre were so much different than the jocks on the sports teams I competed on. I made friendships that have lasted until this day and truly believe I couldn’t do the work I do today without the skills I picked up in both acting and stage productions. These programs taught me about preparation and collaboration, and helped me feel confident speaking in front of groups of people.That kind of confidence is gold in the modern job world. Which is why I find it frustrating that when cuts are made to high school programs, it’s often the arts (from theatre to band) that are the first to get trimmed. Liability concern dooms ferns

An attempt to save some native sword ferns from death by bulldozer on city-owned land was thwarted by city officials in March. Gardener Ron Senko had attempted to dig up some ferns growing on a row of city lots that had been put up for sale, but a city worker kicked him off the property because he didn’t have permission.When he contacted city hall to get permission, he was denied. He was told liability was an issue. For example, if his digging left a hole and someone fell into it, the city could be sued. “It seems like such a waste to me,” Senko said.

Anthem singers need to dial it down a bit

Council is making strides to protect housing stock

Editor: My father, an immigrant, always said to me, “Remember, you were lucky to be born in one of the best countries in the world. Never forget it,” and in later years I had a friend who used to say, “I’ve already won the lottery, I was born in Canada.” I am proud and grateful to be a Canadian, and I love singing our national anthem. But the national anthem was meant to be sung, not performed as a pop song, to showcase the performer’s vocal talents, with all kinds of extra notes, flourishes, mini- and demi-quavers, so that an audience can’t join in. Whoever sings it, old or young, amateur or professional, should respect that’s it’s an anthem, a song in praise of our country, not their personal exhibition. Annie Boulanger, Burnaby

Editor: Re: Burnaby council pulls demoviction proposals from public hearing, NOW, June 25 I read with interest that city council has pulled two rezoning applications from the June 26 public hearing in order to ask the developers to consider placing more non-market, affordable housing in their new developments. I am pleased to see council is using the powers available to them in order to work to protect and expand the affordable housing stock in Burnaby. We all understand that development has to continue to make room for the tens of thousands of new people who are expected to live in Burnaby. This move to have developers include more non-market housing in their developments is the latest in a series of steps council has taken to make life more affordable for people living in Burnaby. This follows after last year’s attempts to find partners to develop city-owned land for the purpose of creating more affordable housing; a policy that pleasantly surprised council with its quick success and demand from non-profit operators. City council continues to show that they are willing to take on a leadership role to address the high cost of housing. A closer look/ Examining Burnaby Mountain safety A UniverCity resident thinks the mountain community needs its own fire hall. City documents obtained by the NOW say he just might be right.

ith the growth of SFU and the UniverCity development, more people than ever are living and working on top of Burnaby Mountain – 6,500, by the latest estimate, with another 4,000 expected by 2021. Last month, one of them had a question for city officials. When will they get a fire hall? In an email to the city, UniverCity resident Paul Salandini said he was concerned about fire trucks having to come up the mountain from Duthie, Brighton and Hastings for fires and medical emergencies. His concerns, however, didn’t spark much action from the city’s public safety committee. “The committee received your correspondence for information but (did) not pass any subsequent motions so no further action has been requested by the committee at this time,” stated an emailed response from the city. That didn’t sit well with Salandini. “I am amazed that city hall has not even bothered to show any interest or concern about the large population up here on the hill, and also, with the Kinder Morgan pipeline now being pushed through by the federal government, what will happen if we get a large fire up at Burnaby Mountain?” he told the NOW. His concerns are not unfounded, according to city reports.

Ongoing concern

SFU and UniverCity have the worst fire department response times in the city, according to a 2015 fire department study obtained by the NOW through a freedom of information request. Industry standards call for a full fire assignment – 15 firefighters – within nine minutes. For calls to SFU and UniverCity, the fire department fails to meet that threshold 98 per cent of the time, according to the study. “Response to the SFU area has long been a concern, but the fire department will continue to do its best to provide the citizens in the UniverCity area with the best service possible,” fire Chief Joe Robertson told the NOW in a statement, declining to provide further comment for this story. City officials have been aware of the need for a fire hall on top of the mountain for at least 16 years, city records show. It was among five priorities identified in 2002 in a Fire Department Future Needs Study that cost the city $85,000. SFU was one of three areas in Burnaby where fire department response times “consistently exceeded the desired standard,” the study found. At the time, replacing the aging Edmonds fire hall and building a much-needed fire

A fire department analysis called the volume of calls to the top of the mountain “significant.” PHOTO NOW FILES station in the Burnaby Hospital/BCIT area were more pressing priorities, but a steering committee recommended the SFU fire hall should “be the subject of a future report,” along with upgrades to the two stations closest to the mountain: Duthie and Brighton. That report has yet to materialize 16 years later. In 2010, the city’s finance and civic development committee recommended council authorize staff to update the 2002 plan and move it forward, but council voted to send that recommendation back to the committee, from whence it has not reappeared. The issue of substandard response times for Burnaby Mountain came up in 2015 in a fire department Response Analysis. That report stated the area presented “high risks” because of “university and residential occupancy.” It also listed the volume of calls to the top of the mountain as “significant,” at 108 events in 2014. Those calls have since nearly tripled, according to fire department stats obtained by the NOW, with the fire service responding to 297 events in 2017. And it’s no wonder fire trucks are being called up the mountain more often. Development in the area has been booming since 2003, when construction first began at UniverCity. About 5,000 people live in the development now, and 4,000 more are expected by 2021. SFU houses another 1,500 students – up from about 1,100 in 2003, according to the university.With other students and university staff commuting up the mountain, more than 26,000 people could be found on the mountain on a given day. “It’s expanding like crazy up here,” Salandini said. “There are all kinds of people coming up here and moving in, but we’re not seeing anything change. … There should be some sort of infrastructure up here.” As for Salandini’s fears about the pipeline expansion, he is not alone there either.

Tank farm threat The federally approved Trans Mountain pipeline project calls for 14 more storage tanks to be added to its Burnaby Mountain tank farm near the junction of the only two access roads to SFU and UniverCity. A May 2015 risk analysis by deputy fire Chief Chris Bowcock found a worst-case disaster scenario at the facility – the explosion of a burning crude oil tank known as a “boilover” – could cut SFU and UniverCity off from emergency services while unleashing toxic gases and fires. “It is anticipated that the consequences of boilover exposure within the areas identified would include human injuries to emergency responders and unevaluated civilians, mass tree-top based wildland fire initiation, structural fire initiation to many residential

buildings … and significant isolation of the SFU and UniverCity communities,” states the fire department report. But having a fire hall on the mountain wouldn’t help much in such a situation, Coun. Pietro Calendino, chair of the city’s public safety committee, told the NOW. “If the roads are cut off and you just have a single fire hall up there, what advantage would that really be?” he said. “They would not be able to get assistance, right? We would have to have the provincial emergency team, with helicopters, etc.” Calendino said building a new fire hall on top of the mountain comes down to competing demands on the city’s purse. “There’s always a wish to have new things everywhere, but Simon Fraser does not have the sufficient resident population yet,” he said. Story by Cornelia Naylor Continued from page 8 Calendino estimated the population on top of the mountain was less than 3,000 and said not much had changed in the area since the 2002 study. “The only change has been a bit of density that has taken place up there,” Calendino said. That drew a laugh from Salandini. “He should come up here and look around a bit during the day and see how many people are up here. It’s not a small little, sleepy little area,” he said.

How does the city decide on ﬁre halls? When asked how the city decides when a new fire hall is needed, both Calendino and public safety committee vice-chair Sav Dhaliwal told the NOW it’s a matter of senior staff putting forward recommendations during budget time. “The senior staff that works with each department, they know the right time to say, ‘Alright, here are a bunch of needs studies and different areas we’re going to do.’ They’ll find the right time to do it and come back to those,” Dhaliwal said. But there’s no indication the overall needs or performance of the fire department have been formally assessed since the 2002 Future Needs Study, even after the 2010 recommendation from the finance and civic development committee that that study be updated and the recommendations that came out of it – including the SFU fire hall – be moved forward. When asked about that, Calendino said there has been some informal discussion about conducting another fire department needs study. “The issue has been brought up with the mayor and some councillors and we will be looking at the issue in the near future,” Calendino said. Burnaby’s public safety director, Dave Critchley, meanwhile, said a complete program review of the Burnaby fire department has been discussed since about the start of the year and will be undertaken, but no timeline is in place for the start of that project. When asked if 2002 was the last time such a review took place, Critchley said some studies and reviews undertaken more recently might have been informal or internal, so part of the program review will include gathering previous reports. “If the same recommendation keeps coming up, time and time again, it’s noteworthy, so that’s why we want to grab everything done previously,” he said.

Out of sight, out of mind Critchley said the review will take into consideration both the threat posed by an expanded Kinder Morgan tank farm and more day-to-day fire department challenges – like the ability of fire trucks to get up Burnaby Mountain after a snowfall. Fire trucks are equipped with drop chains, which will get them up the mountain in the snow – provided other stranded vehicles don’t block their way. “It’s not lost on fire, or any city servic-

es, about the need to get up the hill when there’s some snow on the road,” Critchley said. The city’s response to Salandini’s letter – which the UniverCity resident characterized as a “middle finger from council” – didn’t do much to allay his sense SFU and UniverCity are “out of sight, out of mind” for the city officials. “I’m not too happy with that,” he said. “I was kind of hoping that they’d be a little bit more, like, ‘Yeah hey, the density’s growing; maybe we should look at doing something up here. … The mayor is more concerned, it seems, to be developing Metrotown than he is worrying about up here.That’s great, but you’ve kind of got to spread things around to the rest of Burnaby.” Salandini is similarly disappointed with SFU and UniverCity, both of which declined to make anyone available to the NOW for comment on this story. “We enjoy a close and supportive working relationship with the City of Burnaby and work with them on numerous initiatives to ensure the safety of our community,”

read an emailed statement from SFU chief safety officer Mark Lalonde. “We’re always open to further enhancements to our collaborative safety planning.” “I’m shocked at that,” Salandini said. “I would expect them to at least step up and

say, ‘OK, this is what’s going on.This is what our eventual plan is.This is how we’re going to approach it.’ But for them not to even get involved in the community, makes me wonder, ‘Well, what exactly are you doing then?’”

Kids running barefoot through grassy meadows and sandy beaches, with dirt on their faces and half-dead butterflies clasped between their tiny hands. Streaks of red Freezie dye colouring the corners of their mouths as they giggle and play with their pals until dusk. This is the summer that my generation remembers, and many working parents daydream of providing this same free-range-style summer for their own children. Unfortunately, this isn’t the reality for most working parents in Canada today. According to Stats Canada, approximately 77 per cent of two-parent Canadian families (with children between the ages of six and 15) have both parents working outside of the home, putting parents in a summer slump as they dream of unstructured, sun-drenched days for their children, while they snooze through the

summer days at their desks. Instead, they are forced to dole out thousands of dollars for scheduled summer programs, so that they can continue to work and keep their jobs. From 1976 to 2014, the number of Canadian families with a stay-at-home parent has declined by almost two-thirds, decreasing substantially from 1.5 million stay-at-home parents, to just 500,000. If you feel like you’re the only parent shuttling your little ones off to summer camp while you’re stuck behind your desk this summer, you’re definitely not alone. Finding a balance between unstructured play and structured summer programming is tricky for parents who are restricted to their nine-to-fives while their children are out of school for the summer. Not only does the break present financial challenges for office-bound moms and dads (summer camps can cost an average of $300 per week, per child), but it also creates a struggle between

mer programming often is more than the salary that’s coming in. The important thing to remember is that summer break is temporary. Before we know it, we’ll be back to our regular routines, and we’ll be happy that we toughed it out. There are a plethora of programs that allow children to enjoy their summer days just as you did when

you were a child. Let your kids participate in program selection, and they’ll look forward to learning new skills and trying new adventures. Pack your time off with days spent unplugged and outdoors as a family.Throw out your stuffy schedules and restrict screen time, if only for a week, and watch your children flourish as they fend for themselves –

barefoot and fancy free. Teach them how to build fires and make the perfect s’more, and tell them stories of the summer days that you enjoyed as a child. Beyond Meat coming to A&W Cayley Dobie

A popular meatless burger is making its Canadian fast food debut next month. A&W has announced that starting July 9, customers will be able to order its new Beyond Meat Burger featuring a Beyond Meat patty, made from plant-based proteins like mung beans, peas and rice. Other ingredients include coconut oil, pomegranates, potatoes, apples and beets.

Like the Veggie Deluxe Burger, the Beyond Meat Burger is served with lettuce, tomato, red onion, pickles, ketchup, mustard and mayo on a sesame seed bun or lettuce wrap, according to A&W. For vegans, people who don’t consume any animal products or bi-products, they’ll have to order the burger on lettuce wrap un-

til A&W offers a vegan bun as well. This is the first time Beyond Meat burger patties will be available in a Canadian fast food chain. “We are a burger-loving company with a lot of firsts, but this is the fastest newproduct launch in our history,” said A&W Canada president and CEO Susan Senecal in a press release. “When we tried the Beyond Meat Burger, we were amazed with how great it tasted and knew we had to be the first national burger chain to bring it to Canadians across the country. “Our guests tell us that they want a range of greattasting burgers, and A&W’s Beyond Meat Burger will be a new option to try. Mason stays on course for Tokyo

One more time. New Westminster-born Mike Mason is taking it one meet at a time, one high jump at a time – and admits the 2020 Tokyo Summer Olympics are his main motivation. “At this point, I think that’s kind of a good end-game,” Mason said following Tuesday’s high jump event at the Harry Jerome International Track Classic in Burnaby. “I’m working with a new coach right now; this is my second year with him, and last year was, I feel, one of the best years in my career just in terms of my international competitions.” At 31, Mason is facing younger and younger competitors, but his recent results have shown he still has more to give. Tuesday, however, gave him a few moments of consternation as the three-time Canadian Olympian came up short on his first two attempts at 2.16 metres before getting into a groove. He would end up winning the event at 2.21m. “I was really hoping I would get a good rhythm going but, unfortunately, I wasn’t quite there. I was definitely struggling with consistency today. I feel like I got a second chance at 2.16m, so I’m at least happy to get over 2.21. I have to be happy with that. It would have been nice to get that 2.26.” Born in New West, Mason grew up in Nanoose Bay and began his track journey in Grade 5. He turned his focus to the high jump a few years later and would make it his major pursuit, beginning with the 2004 IAAF World junior

title, followed by NAIA, national and world medals. In the run-up to the 2016 Rio Olympics, Mason captured silver at the Pan American Games and bronze at the Commonwealth Games. In Rio, he placed 18th, falling short of equalling his best Olympiad result, eighth, at the 2012 London Games. Nine weeks ago, he placed sixth at the Commonwealth Games in Australia, and six weeks ago he cleared 2.32m in Victoria for the third-best jump on the IAAF’s 2018 world list. Just last week, he jumped 2.28m at a Calgary meet, giving him more evidence that there’s more in the tank.With his personal best of 2.33 coming just three years ago, Mason feels that height is within reach. “I felt as strong as I’ve ever felt this year, and that’s enough for me personally to keep going, to say ‘Hey, my body, I can still get to that level. I’m feeling better than I did when I was younger.’” He gives a lot of the credit for the re-

juvenation to coach Jeff Huntoon, who he began working with two years ago. Mason has also begun working with a strength and conditioning coach, helping extend his run for Tokyo.
