As Houston expects to add millions, Baldwin encourages doing the right thing with the public right-of-way By Boulevard Realty Bill Baldwin is on a mission, one of several for him at the moment, to get Houstonians to rethink the public right-ofway in Houston. Baldwin, who serves as a Planning Commissioner, concedes that the term “right-of-way” tends to have a negative connotation to property owners, since it is typically associated with road expansion and regulation, but lately he is challenging Houstonians to start seeing the right-of-way for its opportunities over its encumbrances. “Contrary to popular belief, the right-of-way is not made of up of just the roads. Really, it is the entire space where private property ownership ends: the space between your property line and the street, the sidewalks, the ditches, and of course the roadways too,” Baldwin explains. As a real estate broker in the Heights for over 20 years, he can appreciate why confusion often arises for citizens. “From a property owner’s standpoint, I can see that it gets dicey because we are expected to keep the grass in front of our homes mowed and the alleyways, although public, are intended for private use,” he admits, “But that doesn’t change the fact that it is City-owned land.” To Bald-
win, that is actually a positive thing. “Really, that means it belongs to us all.” For many property owners, the right-of-way is often characterized by more pitfalls than perks. In the Heights, particularly near popular shopping and dining corridors like 19th Street, White Oak, Studewood, and Heights Boulevard, onstreet parking is a common woe. This has led to an increasing number of residents putting rocks or other obstructions on streets without curbs and gutters to prevent patrons from parking in front of their homes. Baldwin continues to push the City of Houston to soon begin to crack down on this practice. “Not only is it illegal to obstruct this right-ofway, it is an offense that can be ticketed by any number of departments and an array of City employees,” says Baldwin. While Baldwin is quick to defend the enforcement of this rule, he hopes that with a little more education residents can begin to understand philosophically why preventing onstreet parking is bad for their neighborhoods, explaining, “Having people park on our streets is simply part of urban life, and if we don’t have a way See Right-of-way P. 6B
Contributed photo The public right-of-way pitfalls in the Heights have led many residents to putting deterrents such as orange cones in front of their homes to keep drivers from parking in front of their houses. Bill Baldwin has urged the City of Houston to crack down on the practice.

St. Thomas moves ahead with plan for new building By Betsy Denson betsy@theleadernews.com St. Thomas High School made the winning bid back in 2013 to acquire what was then the home of the High School for Law Enforcement and Criminal Justice, at 4701 Dickson St., adjacent to the Catholic school at 4500 Memorial Dr. St. Thomas’ Vice President for Advancement Mark deTranaltes, whose school has been using both buildings, said when it had opportunity to acquire the Houston ISD campus, it was not a cause that had to be sold to supporters. “(The alumni) were very excited and really just asked us, ‘What do we need to do?’” deTranaltes said. St. Thomas’ capital campaign, called the 4500Forever Capital Campaign, was

launched in November 2013 right after St. Thomas won the $60 million bid to purchase the 11-acre property along the northern border of the campus. The campaign ended in the summer of 2018, raising $66.2 million. Jane and Bill Joplin donated $6 million of that total to the school in the form of a matching gift. For this rea-
son, St. Thomas refers to the former HISD property as the Joplin campus. At the time of the purchase, HISD entered into a multiyear lease agreement with St. Thomas in order to remain on the Joplin Campus as it completed construction of a See St. Thomas P. 2B

Third Age Learning Center receives community grant For The Leader All Saints Church’s Third Age Learning Center (TALC) senior program was recently awarded a community grant from the Houston Junior Forum (HJF). The junior forum, a women’s service organization committed to providing charitable service for children, youth, women and senior adults in the Greater Houston area, established its Community Grants Program in 2010 and annually selects recipients from various nonprofits in the community. This year, the HJF Community Grant Committee presented $86,500 to a total of 19 nonprofits, seven of which are HJF service sites. Third Age Learning Center (TALC), a HJF service site, received a $6,000 grant to help with the purchase of food for its hot lunch program. TALC’s 2019 fall semester of classes and activities for seniors will begin Monday, Sept. 9 and

conclude Friday, Nov. 15. The semester will offer a variety of classes, seminars, parties, day trips and more, plus a hot lunch is available Monday through Friday during the semester for $2. Forum volunteers assist TALC with monthly parties, seminars, lunch service and the Wednesday Lifelong Learning program. TALC will hold its registration for
St. Thomas from P. 1B new High School for Law and Justice. Although HISD’s lease expiration date is Dec. 31, 2019, deTranaltes said HISD has already granted St. Thomas full access to the property. St. Thomas is now utilizing the cafeteria in the Joplin campus as a weight room and has used the theater for performances. The school is completing a new strategic plan which it will communicate to families and alumni in the fall. The current focus is on the relocation of Father Wilson Field, the school’s baseball field, to the northeast corner of the grounds. That move would allow for an uninterrupted campus, deTranaltes said, and pave the way for the school to create green space and new intramural and practice fields for students. “We’re talking to the city about permits,” deTranaltes said. The school has no intention to renovate or modernize the former HISD building and the eventual plan is most likely for the structure to come down. Because of the uncertainty of an occupation date for the Joplin campus over the past few years, St. Thomas moved ahead with its plans for capital improvements to the main campus. These included gutting an existing building for new a STEM wing with seven new classrooms, a maker space, collaboration work stations and 14,000 square feet of refitted facilities. Other priorities included the addition of administrative office space, a school spirit store and outdoor patio space and meeting rooms – as well as the conversion of the current Mary Moody Hall into a new student center. With a student body of about 600 students, the school hopes to increase that number, although deTranaltes said St. Thomas is not in a hurry to do so. The focus is on the transformation of the Joplin campus. “Thank you to the St. Thomas community for making it happen,” deTranaltes said. “We are as excited as they are to fulfill our promises.”

Monthly Market Update.
Greater Inwood, western Garden Oaks/Oak Forest pace sales trends however, the market remains mostly on pace with its 2018 numbers, having sold 508 homes compared to 510 through the same period last year. On a pricing front, the average home buyer paid $569,192 last month – down slightly from last June’s $571,973 – while median home price rose by nearly 2 percent up to $509,000.
By Landan Kuhlmann landan@theleadernews.com On the heels of a strongerthan-usual month of May, home sales markets in local neighborhoods continued to show year-over-year gains last month – paced by two zip codes on the northern edges of the area – to accompany mixed pricing trends, outpacing the Greater Houston patterns. Additionally, all but one market are on pace to shatter their 2018 totals, according to the latest monthly report from the Houston Association of Realtors. “The Houston real estate market remains strong and now offers prospective buyers an even greater selection of housing than they’ve had in some time,” said HAR Chair Shannon Cobb Evans with Heritage Texas Properties. On a year-over-year basis, change ranged from a 16.8 percent downturn in the Heights all the way up to the area including western Oak Forest and Mangum Manor, nearly doubling its sales. In relation to 2018 sales numbers, four of the six local markets are well ahead of last year’s pace, with none more than 1.5 percent behind it. 77018 In Garden Oaks and Oak Forest, homes sales slightly stagnated last month, with the 72 closures matching the output from last June. Year-to-date, this was one of just two neighborhoods seeing a slight downturn in its relative pace, with 325 homes sold so far this year compared to 330 through the same period in 2018. Average home price in the neighborhood rose 12.6 percent up to $562,412 last month, while median home

price rose 2.8 percent up to $452,750. 77091 Just north of Garden Oaks and Oak Forest, the zip code including parts of Greater Inwood and Acres Homes had one of the strongest months in local markets. The 17 homes sold last month marked a 41.7 percent rise from the 12 sold in June 2018. Meanwhile, the neighborhood also is on pace to shatter its 2018 numbers, with the 81 homes sold to date representing a 58.8 percent increase compared to the halfway point of 2018. Home buyers also saw the largest year-over-year spike in home prices in this area. Average price spiked 32.5 percent up to $251,818, while median home price jumped 40 percent and came in at $238,000 last month. 77092 Just west of central Garden Oaks and Oak Forest,
this market experienced the strongest year-over-year sales growth. Twenty-four homes came off the market in June 2019 – a 71.4 percent increase over 2018, when buyers closed on just 14 homes. Through the end of June, the area has seen 146 homes leave the market, nearly 42 percent ahead of last year’s pace of 103 during the same time frame. It was also one of three area markets to exhibit simultaneously rising average and median home price. During the June period, average home price was $273,703 – a 16 percent yearover-year spike – while median home prices jumped 21.7 percent up to $274,500. 77008 The Heights was the only local neighborhood to show a downturn in sales last month, with only 99 homes coming off the market compared to 119 the previous June. Despite the dive last month,
77009 Just east of the Greater Heights, the zip code that includes Woodland Heights and Sunset Heights saw buyers close on 68 homes last month – a 33.3 percent spike over the 51 sold the previous June. Year-to-date, there have been 296 homes sold here, which is 8.4 percent of last year’s pace that saw 273 sold through the year’s halfway point. On the flip side, this area was the only market to exhibit declining prices on both fronts. Average price dipped 2.2 percent down to $485,269, while median home price ended the month down 10.3 percent to $404,500. 77007 The southern edge of the area, which includes Washington Heights and Rice Military, also saw a spike in sales last month, with 85 homes sold – a 13.3 increase over the 75 sold the previous year. Year-to-date, it has been one of the stronger area markets, with 414 homes coming off the market so far this year – more than 21 percent better than last year’s pace. Pricing trends here were nearly identical in figure, but on opposite ends of the spectrum. Average home price dipped 5.4 percent down to $558,596, while median home price ended the month up 5.4 percent to $469,900.

Constable’s Corner.
Help a deputy help a kid By The Office of Alan Rosen A free car wash. Ten percent off Total Nutrition purchases. What more could we do to convince you to donate school supplies today to the Harris County Precinct 1 Constable’s Office’s “Help a Deputy help a kid” initiative? “We want to ensure every child has the tools they need for success,” Constable Alan Rosen said. Precinct 1 is gearing up for the Sixth Annual “Back 2 School” Building Bridges Basketball Tournament and is asking the public to donate school supplies valued at $20 or more. You can drop off your
donation at Harris County Courthouse Annex 31 at 7300 N. Shepherd Dr., the Harris County Courthouse Annex at 1302 Preston St., or any of three participating Dr. Gleem Car Wash locations or four Total Nutrition stores. The area locations are the Dr. Gleem at 3103 Ella Blvd. and Total Nutrition Heights at 174 Yale St. Donations also will be accepted at the Precinct 1 Constable’s Downtown Office or substation. In exchange for your donation, Dr. Gleem offers a free car wash and Total Nutrition offers a 10 percent discount on your in-store purchase. The donations will be distributed to students at the
“Back 2 School” event on Aug. 17 at Eisenhower High School at 7922 Antoine Dr. We invite the public to come participate in a funfilled day with a basketball tournament, free haircuts, free food, immunizations and health screenings. You can meet former NBA players and do so much more! The goal of the Precinct 1 “Back 2 School” Basketball Tournament is to create an ongoing forum for positive interaction between law enforcement and students. For more information, contact Precinct 1 Director of Community Outreach Erica Davis at 713-755-3372.
Area resident picked to lead Scenic Houston on interim basis From Staff Reports
A Shady Acres resident now holds the highest title in a Houston nonprofit organization. Scenic Houston announced Wednesday that it has named Claudia Williamson as its interim president and CEO. Williamson, a longtime Scenic Houston board member and the organization’s board chair from 2010–14, will lead day-to-day operations and work closely with the board of directors during the nonprofit’s search for a permanent leader. Williamson has served as director of business development for a national architectural and engineering firm and as director of government relations for a national civil engineering company, both headquartered in Houston. She serves as ambassador for the University of Houston William P. Hobby School of Public Affairs and an instructor in the school’s Texas Certified Public Manager Program. She will replace former president and CEO Anne Culver, who had led the organization since 2008. “Claudia Williamson is the perfect choice to guide Scenic Houston during this transition period,” Scenic Houston board chairman Derrick Mitchell said in a news release.

Williamson Covering the Heights, Garden Oaks, Oak Forest & the neighborhoods of North Houston
“She led the organization through an unprecedented period of growth during her term as board chair, including oversight of a strategic planning process, publication of our first Streetscape Resource Guide and the execution of the successful ‘Campaign for a More Scenic Houston.’ ”
Right-of-way from P. 1B for people to access and enjoy the great local shops and restaurants in our neighborhoods, those places won’t be able to stay in business for us to walk to ourselves.” In other cases, regulations designed with the greater good in mind have started to surprise property owners, builders, and developers as the reality of newer sidewalk and culvert width requirements sets in. New construction and almost any substantial residential remodel, including adding a garage apartment, often raises the need for property owners to rebuild the sidewalk abutting their property to the new 5’ standard, at their own, often unanticipated expense. Baldwin has an enlightening answer for this too. “Part of this new standard has to do with inclusivity for our neighbors and visitors in wheelchairs, as well as simply doing our part to contribute to safer, more walkable and complete streets without adding to the broader tax bill for us all,” he explains, also pointing out, “There is a variance process for those cases where there is
PRE-ORDER
a perfectly good sidewalk, and there are several approved materials other than nonporous concrete for property owners to choose from, since impervious cover is a major concern for our flood-prone region.” Likewise, the increased requirement from 18” culverts to 24” culverts when redoing driveways and adding in parking pads is also designed to improve drainage and flood resilience city-wide. “As a matter of fact, that was identified as one of the easiest steps toward resilience we could undertake, even before Harvey,” Baldwin points out. “The streets are designed to hold water, and our ditches should be designed to move the water away as quickly as possible.” Baldwin, who continues to offer free weekly classes educating Realtors and residents on flooding and flood resiliency, also promotes the City’s Adopt-A-Drain program (houstonadoptadrain. org) as one of the easiest flood mitigation steps virtually any Houstonian can take. Through the program, businesses, neighborhood associations, or individual households can
claim and volunteer to clean a drain before rainstorms in order to improve the drainage on their blocks. Baldwin’s push to clear up the right-of-way, both figuratively and literally, is part of the educational campaign he, Boulevard Realty, and his Your Houston Political Action Committee are mounting to prepare Houstonians for the millions of new neighbors we are to expect by 2040. “There is no question that we are going to grow. The secret is out that Houston has a booming economy and our quality of life is exceptionally high,” Baldwin proclaims with excitement. “For that reason, we have to both reclaim and rethink the space that we all have to share. By doing this, we can assure that we all get to continue to enjoy and enhance our common civic space for generations to come.” For more information on how area residents can become educated and participate in these efforts, visit yourblvd.com and yourhoustonpac.com.

Yates tabbed to lead SPX boys basketball From Staff Reports
The St. Pius X High School boys basketball team will have a new leader on the court next season. St. Pius X announced Tuesday afternoon that Walter Yates Jr. has been named as the successor to former head coach Brandon Scott, who led the Panthers to at least 20 wins in three of his four seasons. They qualified for the TAPPS playoffs each season, reaching the state championship game in 2018. “I’m so happy to be a part of the SPX program,” Yates said. “I’m ready to build a program with this community that is second to none.” Yates has made several stops in his coaching career and has ties to Houston, including the local community. He began his career as an assistant coach under his father, the late Walter Yates Sr., at Kashmere, where they won multiple district titles and advanced to the regional final in Class 4A. After moving on to coach at Beaumont Ozen, which the younger Yates led to an undefeated 4A state title in 2001 and another state appearance in 2002, Yates then served as the head coach at Waltrip and WilmerHutchins. He later returned to Kashmere to take over for his father, winning multiple district titles and making the regional tournament in consecutive years. Yates also has spent time at the collegiate level with Lamar State College and Midwestern State University as an assistant. Before being hired by the Panthers, Yates led Humble Christian Life Academy to a state-title game and was named Texas Christian Athletic League’s Coach of the Year.
