Local real estate firm sees density and adaptability as important parts of localized climate action By Boulevard Realty For The Leader Flash flooding caused by Tropical Storm Imelda last week provided a stark reminder to Houstonians and residents of the surrounding counties that more frequent and more intense heavy rainfall continues to be a feature of life on the Texas Gulf Coast. The estimated rainfall total for the region throughout Imelda is over 40 inches compared to Harvey’s 52”, making it the seventh most intense local storm in recent history. The storm’s behavior and the conditions when it arrived have so far amounted to less than a thousand damaged structures in the region compared to the over 150,000 after Harvey. This sheer amount of rainfall and the rapid intensity of the flooding is the “new normal” that Bill Baldwin describes in his ongoing series of free trainings for Realtors and neighborhoods on flooding and flood resilience, which he continues even throughout his campaign for City Council. “One of the most common reactions to what I cover in my course is that the stark reality of our situation is ‘depressing’,” explains Baldwin. “But since our city’s very founding well over a century ago, living with flooding is simply one of the innate parts of being a Houstonian and coastal Texan.” Baldwin’s push to give citizens and property owners a sense of historical perspective is meant to empower and encourage them to take action. “Resilience and adaptability are part of our identity, but we must draw on those traits in ways we never have before, as there is no question that the intensity of our rainfall now is tied to climate change.” The City Council candidate and his firm are no strangers to adapting and responding to weather-related

disasters. Baldwin, several staff, and agents spent over one hundred days working in relief after he founded the Houston Relief Hub two years ago. “As a business owner, I have to keep an eye on the bigger picture,” Baldwin explains when reflecting on last Thursday. “I decided to close the
office, send everyone home before it got any worse, and, for those of us who could work at home, focus on maintaining a sense of normalcy and calm for our friends and clients.” Meanwhile, Boulevard Realty Office Manager and Realtor Marianne Terrell spent the day cleaning
storm sewer drains up and down her street in Woodland Heights with her husband and real estate teammate Kenny. “Part of our culture here as a company is that we get into action. We focus on where small, yet meaningful steps can be taken at the block-by-block level to keep our
communities strong.” The firm has also adopted the drain closest to their Heights location through the City of Houston’s Adopt-A-Drain program, which they also heavily promote. “We have to internalize that building flood resilience and mitigating the effects of climate change are things we must take some small set of actions on every single day,” Baldwin echoes. He elaborates, “As a candidate for public office, as a citizen, and as a business owner, I have to see everything through the lens of climate change and begin to adjust my behavior and decision-making accordingly, especially when it comes to transportation, design, and urban land use.” The City of Houston recently released its draft Climate Action Plan (CAP), and a revised version is expected to get to City Council by the end of the year based on public comment received throughout the summer. The CAP combines a set of City actions with recommendations that the private sector can undertake, all with the goal of becoming carbon neutral by 2050. As Chair of the City of Houston Walkable Places Committee and Planning Commissioner over the last few years, Baldwin has already played a key role in implementing some of the recommendations tied to density and transit-oriented development that will gradually contribute to reducing emissions by situating jobs, housing, and amenities closer together and ensuring they are more connected by multi-modal transportation options. Baldwin points to the Heights as a model neighborhood for these sorts of opportunities. “When I moved here over 20 years ago, we had a good neighborhood feel and relatively dense housing, but we were missSee Drains P. 2B

La Mex changes course, will open at new space By Betsy Denson betsy@theleadernews.com When The Leader last checked in with La Mexicana general manager Zulema Gonzales, she said the restaurant was hoping to open La Mex-Ella Oaks, a fast-casual version of the original restaurant, at 1018 Fairview St. by mid to late 2019. Now the time table has been pushed back, but for good reason. Monica Danna with Revive Development said the restaurant will now occupy a freestanding space at the former site of RJ’s Boots. When Revive first signed a lease with La Mex, it did not own the land at 3321 Ella Blvd. Previously, the restaurant was going to occupy a portion of the former Heights Cleaners building located at 3315 Ella Blvd.
Gonzales said the idea of having a freestanding building was one her family couldn’t pass up, namely because it will be a new space. “The cleaners, as wonderful and full of charisma the space is, we knew would pose lots of obstacles once we started gutting and trying to work with the space,” Gonzales said. “The building is very old and from what many others tell me from their experiences, older spaces do tend to come out more expensive in the end.” Not sharing a wall with a neighbor will be a win-win for all, according to Gonzales. “Restaurants are noisy and we generate (more) trash,” Gonzales said. “That might be bothersome to a neighbor.” See La Mex P.2B
The marketing flyer for the complex at 2015 W. 34th St., which currently is home to Mrs. Jackie’s Tax Service and Lavish Linens, states that the “prime Garden Oaks retail and office building” will be renovated. The total size is 6,336 square feet with 21 parking spots available. For additional information, the flyer highlights the “surrounding neighborhood (which) provides a vibrant community comprised of upand-coming restaurants, shopping areas and outdoor walking trails.” The development joins Braun’s nearby new build at 2001 W. 34th St. that is securing new tenants. Sports Clips moves into Ella Oaks Chris Martin of JCM Interests said a location of Sports Clips is signed for Revive’s Ella Oaks center at 3323 Ella Blvd. It will occupy 1,000 square feet of space and house six hair stylists. Martin owns five locations: two in the Heights, two in River Oaks/Montrose and one in the medical center. There are 93 Sport Clips stores serving the Houston area. “We’re very excited to be a part of the continued revitalization of the area,” Martin said. “It’s a great high-traffic intersection with popular local businesses. I live in the Heights, where our Sport Clips have been a part of the neighborhood for 10 years. We’ve been waiting for the right lo-

at 1225 W. 34th St. in Garden Oaks, according to a notice on Revive’s Facebook page. The ice cream shop joins Threadfare Children’s Boutique and Camerata at Paulie’s at the under-construction development. Have anything for the real estate roundup? E-mail betsy@theleadernews.com.

Boulevard Realty’s new Houston Heights home .
Photo from Houston Association of Realtors Home sales saw significant year-over-year August growth in many local housing markets, and several are ahead of their 2018 year-to-date pace.
August heats up home sales By Landan Kuhlmann landan@theleadernews.com As the calendar turned to August and school began, home sales in the area largely mirrored the Greater Houston trend, with nearly all local markets displaying both year-over-year and cumulative year-to-date numbers according to the latest monthly report from the Houston Association of Realtors. 77018 Home buyers were fairly aggressive in the zip code encompassing Garden Oaks, Oak Forest, Shepherd Park Plaza and part of Independence Heights. They took 74 homes off the market in August, a spike of more than 7 percent from the previous year. Despite the year-over-year rise, however, sales have dipped nearly 2 percent year-to-date, with 452 homes sold compared to 460 through the same period last year. 77092 Moving to the western portion of Garden Oaks/Oak Forest and extending just past Highway 290, this zip code was one of just two area mar-
kets to see a sales decline. Buyers purchased 30 homes here last month, a 6.3 percent drop from August 2018. Despite the brief downturn, the area is nearly 30 percent ahead of last year’s pace, having seen 204 sales compared to 147 during the same period in 2018. 77008 Down in the Greater Heights, year-over-year sales took a significant dip according to the HAR report. Only 95 homes came off the market last August, an 8.7 percent drop from the 104 sold in August 2018. To date, the market is lagging slightly behind last year’s pace, with 704 sold thus far compared to 709 through the same period last year. 77009 An area that includes Sunset Heights, Woodland Heights and Northside saw the largest spike in home sales last month. Agents closed on 56 homes in this market last month, up 19.1 percent from the 47 sold the previous August. The neighborhoods’ yearto-date figures are on the up-
swing as well, with the 418 homes sold thus far in 2019 representing a 9.4 percent spike compared to the same period in 2018. 77091 In Greater Inwood, August was a fairly productive month across the board. There were 14 homes sold last month compared to 13 the previous August, but the year-to-date sales are blowing away last year’s figures. To date, there have been 109 home sales in the area through the end of August – a staggering 51.4 percent spike that was easily the largest local increase. 77007 In the southernmost area market, the both sales and pricing trends mirrored the rest of the area. Year-over-year sales here jumped 15.4 percent, with 75 homes coming off the market compared to 65 the previous August. Meanwhile, year-to-date sales have seen a nearly identical 15.7 percent increase compared to its 2018 pace, with 560 sales closing through the end of August.
Drains from P. 1B ing amenities like restaurants and local shops, which meant that we had to drive to other parts of the city to get that,” he describes. “By bringing all of it closer together and connecting it with trails and safer streets, we reduce the number of miles driven and number of cars on the road.” With almost a third of Boulevard’s agents and staff residing in the Heights, the firm is embodying the “Think Global, Act Local” credo and promotes the neighborhood’s lifestyle as an inherent part of what makes the Heights

the Heights, while increasingly conveying the long-term positive impact localism and density can have on reducing emissions. “I encourage everyone to continue to focus on the reduce, reuse, recycle of our everyday habits,” asserts Baldwin. “But more and more I want us to think about the built environment and get used to, and come to embrace, density and mixed use, which places less of an emphasis on driving.” For now, Boulevard Realty plans to continue to be the foremost hub for resources on Houston flooding and real
estate and is clearly not shying away from frank viewpoints on climate change’s impact on the city. For more information on Houston’s Adopt-A-Drain program, visit houstonadoptadrain.org, and to read the draft Climate Action Plan, visit houstontx.gov.
the plans for the menu. “We will be breakfast and lunch and we will be serving the type of items you can find at our original La Mexicana on Montrose,” Gonzales said. “It won’t be the full menu, but the most popular and loved items.” While Gonzales said the experience has taught her that an opening date is rarely the first date aimed for, she hopes to open La Mex by late next year. “My family and I are so
excited for this opportunity and really look forward to being of service to Oak Forest and Garden Oaks,” Gonzales said. “We get asked all the time about the opening and we appreciate all the interest and patience everyone has had. (The new development) has caused a delay that we were not expecting but we are moving forward nonetheless. The space will be something really neat and beautiful and I hope it something the neighborhood will love.”

La Mex from P. 1B Gonzales said that since La Mex is being built from the ground up, she hopes to coordinate with Revive to keep costs down as well as to add things that wouldn’t have been possible in the older building. That includes a patio which right now looks like it will be about 500 square feet. The restaurant space is still equivalent to what it would have had at the cleaners at a little less than 1,700 square feet. What will stay the same are

St. Thomas is back in the win column thanks to a furious second-half comeback spurred by a trio of upperclassmen. The Eagles got off to a sluggish start against Stafford last weekend, trailing by 14 points at halftime, before the defense pitched a second-half shutout to set the foundation for a 28-21 victory. Junior Maddox Kopp continued his steady play at the quarterback position, completing 25 of 29 passes for 239 yards and three touchdowns. Senior Joshua Crissmon (92 yards, one touchdown) and junior Cameron Bonner (97 yards, one touchdown) were Kopp’s favorite receiving targets, while junior running back John Fontenot added 105 total yards and another score to aid the rally. Defensively, Cooper Thomas led the charge with eight tackles, and Cameron McCurry corralled his second interception of the season to help shut down the Spartans’ offensive attack. St. Thomas was the only area team to score a victory last week out of five teams in action.

Neighbors: Evans flying high with Eagle Scouts By Elizabeth Villarreal elizasgarden@outlook.com
Congratulations to Coltan Evans of Shepherd Park Plaza who has completed a large part of his journey to Eagle Scout. Coltan’s parents, Kim and Mike Evans, have been right there on the journey alongside Coltan, a senior at St. Pius X High School. When Coltan and his parents started talking about his Eagle Scout project some time ago, they tried to keep in mind a few of the key lessons learned after assisting with others’ Eagle projects, and particularly this lesson: “It’s more about the process than the complexity of the project.” Kim Evans said with a laugh, “Well, we managed to ignore all of that when Coltan chose to concrete the bullpen at SPX!” Having enjoyed the finished product of other past Eagle projects, Coltan wanted his Eagle project to be one that others would benefit from now and in the future. He also wanted it to be associated with his high school, St. Pius X, and the baseball program there in which he has been involved four years now. After talking with his coach, they agreed improving the bullpen area was a serious need and would benefit many players for years to come. The project entailed concreting the bullpen to allow better use of the space for baseball drills during and after inclement weather. The project also included beautification work in the complex by installing new landscaping as well as pressure washing bleachers and backstops. To prepare for the project Coltan created a plan which included anticipating materials, supplies, labor and costs. The teen reached out to several companies in the community to help procure materials and services, most of which were donated. Overall the project was completed with approximately 260 man hours on Friday and Saturday with approximately 60 volunteers. Coltan would like to extend
sincere thanks to all of the volunteers and helpers who made his project possible, with special call-outs to: H2B Engineers (Ken Bryant and Tod Henning), Mazz Construction (Danny Massiatte), Brave Landscapes (Jeff Mobley), RSH Trucking and Carolyn Bryant of RE/MAX Metro Realty. Also a shout out to MytiBurger (Shawn Salyers) for helping with breakfast! Lastly, Coltan sends a big thank you to all of the Scout leaders and young men of Troop 540 and the SPX baseball players who helped make the project such a success. In addition to thanking those who helped with his project, Coltan would also like to highlight the number of Eagle Scouts his Troop, St. Ambrose Troop 540, has developed. Coltan is one of several in his grade level who has recently or will soon achieve the rank of Eagle Scout. Coltan has participated in a number of Eagle projects as a volunteer over the last 10 years. Overall, the Troop has produced almost 80 Eagle Scouts since its formation and many of their projects have benefited area

organizations such as St. Pius, St. Ambrose, and Oaks Dads Club (and frequently with the help of area businesses such as Mytiburger). Coltan’s parents say this is a reflection of the dedication of the Troop’s many strong leaders, but especially Gilbert Guerrero and Frank Parent. These gentlemen lead the Troop’s young men through the process with constant encouragement and excellent guidance. Scoutmaster Guerrero shared, “We expect a total of
generously give their Saturday mornings to garden on Beautification Days. After a long sunny and rainy summer, a lot of hard work was needed to clear out the weeds and cut back the overgrowth. Fortunately, many hands make light work and the group was gifted with lovely weather as they worked. With the many rolled up sleeves and great attitudes, the vegetable beds were fully prepped, the maze weeded, and time was still available for children to spend time planting seeds with Ms. Priya. GOMM’s Campus Beautification Committee hopes to see everyone again on the next “Dig It Day” with Urban Harvest on Nov. 2!

Hogg MS commemorates Hispanic Heritage Month By Betsy Denson betsy@theleadernews.com The second annual Hispanic Heritage event for Hogg Middle School was celebrated Tuesday and continues to build in momentum and create excitement in the community. Sponsored by the Hogg parent-teacher organization (PTA), and led by PTA Programs vice president Terri Hamm and event chair Debbie Muñiz, the heritage event was called Pasaporte. “We wanted to emphasize our (International Baccalaureate) connection by exploring the diversity of Latin American culture,” Hamm said. Special guests at the event included artist Betirri Bengtson, who is known for his sports-in-motion works, shared some of his pieces and visited with attendees. Grupo Folklorico Zapata, a community-based Ballet Folklorico
dance group, performed for the second year and there also were performances from the Hogg Jazz Band and Razorettes dance group. In recognition of Houston ISD’s new March 31 holiday in honor of Latino empowerment icons César Chávez and Dolores Huerta, Hogg art teacher Kati Ozanic led the Razorback community in painting a live mural to be permanently displayed at Hogg. A highlight were all the booths representing different Spanish-speaking counties. “We really tried to encourage parents to sign up to host their home country from their own perspectives and experiences,” Hamm said. “Columbia, Peru, Costa Rica, Brazil, El Salvador, Puerto Rico, Dominican Republic, Mexico and some others were all led by Hogg parents, teachers and even grandparents.” El Tiempo on Navigation, Andy’s Home Café, La Mexi-
cana and Delicias Mexicanas donated food for the event. Martha Martinez and Stephanie Ibanez decorated the school and created a tree with blossoms illustrating Hispanic heroes and icons. Ozanic made a Frida Kahlo photo op that was a big hit. Other thanks go to National Junior Honor Society members who are working with Team Brownsville on a supply drive to benefit those detained at the Mexican border. Librarian Mary Chance was recognized for leading the school’s Hispanic Music Bracket, where the school community voted on music videos from different Spanishspeaking countries. Martinez won the salsa competition sponsored by culinary arts teacher Janay Goodman. “I really liked the theme this year,” Hogg principal Vanessa Saldana said. “People could get a taste of all these different countries.”
