HISD delays school until Sept. 11 From Staff Reports HISD delays school start until September 11 Hurricane Harvey wreaked havoc on the entire Houston region, and Houston Independent School District has made a decision to delay the start of school. Per a tweet from the official HISD Twitter account, the first day of school for HISD students will be Monday, Sept. 11, weather & facility conditions permitting as the result of widespread displacement from the historic weather system that battered the Houston region from Friday until about Tuesday night.+ Administrative staff and principals will report to work Sept. 5, while teachers and all other staff will report on Sept. 8 in preparation for students’ returns. Due to widespread evacu-

ation, HISD will also be relaxing its school uniform until January 2018. Free student meals to be provided as result of Harvey The Houston Independent School District has received approval from the United States Department of Agriculture and the Texas Department of Agriculture to waive the required application process for the National School Lunch/Breakfast Program. This decision means all HISD students will eat all school meals for free during the 2017-2018 school year. The decision comes in the wake of the devastation created by Hurricane Harvey and its aftermath. Despite the federal waiver, HISD is still asking parents and guardians to complete

and return the application. The National School Lunch/School Breakfast Program applications and surveys are available at https://mealapps. houstonisd.org. They can also be accessed by visiting the HISD Nutrition Services website and clicking on the “One Form Means So Much” button on the right side of the page. The information received in the forms helps the district to secure funding and track student data. “The flooding that is affecting the city of Houston has been devastating to so many. Some of the areas that are the hardest hit are filled with working parents whose limited funds will need to go toward recovery efforts,” said Houston ISD Superintendent Richard Carranza. “This waiver will give our families one less concern as they begin the process of restoring their lives. It will also provide a sense of normalcy by

allowing students to have access to up to three nutritious meals each and every school day.” Earlier this year, HISD certified 191 schools to participate in the Community Eligibility Program — giving nearly 123,955 students access to free lunch and breakfast. Just last week, the Texas Department of Agriculture approved the district’s application to offer free supper to all of the district’s students. This latest announcement supports the district’s goals of reducing food insecurity and providing food to as many students as possible. “It will take months, possibly years for the city to recover. We expect families to be displaced, students to attend new schools, and many of them possibly using alternative ways to travel See HISD P. 5B

Close call for some, others are flooded By Betsy Denson For The Leader What is certain is that no one in Houston has ever seen anything like Hurricane Harvey. With a year’s work worth of rainfall in a handful of days, officials expected heavy flooding but it was a waiting game for homeowners to see if their homes would stay dry. Lauren Benesh, who lives in Ella Lee Forest said that FEMA records show that their home had flooded several times since it was built in 1961, yet it didn’t this time. “We back up to a business on Pinemont and weren’t sure whether the improvements along that street over the last several years would be enough, but so far, they have been,” Benesh said. “But the water came right up on the door stoop.” A few homes in Ella Lee Forest, however, did take in water at the north side of Del Norte. Shepherd Park Plaza and Candlelight Plaza were similarly lucky although for many the water came up to their porches. Suzy D’Souza said that her husband Victor took a canoe ride through the neighborhood to check on neighbors but that no one needed assistance. Tiffany Janish in Sawyer Heights said that they were surrounded by water on the freeways but nothing near enough to her neighborhood to get in the house. Houses along White Oak Bayou in the Heights did take on water. While a majority of Oak Forest and Garden Oaks was spared there were flooded homes in Oak Forest along West TC Jester towards the railroad tracks on DuBarry, Woodcrest and Chippendale streets. Also, homes that border White Oak Bayou across from the T.C. Jester Park took on water as evidenced by the insulation, dry wall and furniture that residents have already hauled out to See CLOSE P. 4B

Luis Panameno captured this image from just south of the Heights looking back across I-10 into downtown Houston. Panameno had his camera out like so many people around the area, grabbing pictures of the devastation caused by Hurricane Harvey. You can follow Panameno on Instagram at @lpana59

Paola Chavez stands in flood waters that ripped through her neighborhood during Hurricane Harvey. Her mother, Carolina Chavez, said that their house narrowly missed taking in water.

Is your dog ready for Back-to-School? Dear Tabby, We adopted a puppy over the summer and my kids enjoyed playing and taking care of her. Now that school is starting, I’m worried that the change in routine will upset the puppy. What can we do to ensure a smooth back-to-school season for our pooch? Bummed About Back To School in Brookesmith Dear Bummed, You’re right. While back to school can spell the return of structure and good habits for humans, it can be a lonely, confusing time for you pet--especially a pet who is new to a family with children. Instead of lazy mornings at home, spent

with the pets, now the kids are rushing out the door before the sun is up and often aren’t home until the sun is setting. This spells long, boring days for a dog who has only known long walks, outside time and snuggling all summer. What can you do to help ease the back to school transition for your dog? The folks at North Shore Animal League have some helpful tips: • Work with your children to set and follow a daily routine that works for their lifestyle all year long. The schedule should include feeding, walks for a toilet break, walks off the property (for socialization) and appropriate play at approximately the same time every day. Establishing a routine your pet can depend on will help them weather any changes that may occur. • Save a special toy that your pet really loves and have your children give it to them

just before they are ready to go out. Put it away again once the children come home so it remains the “special toy.” • Hide favorite pet treats around the house for your pet to discover while you are away. Rubber Kongs or hard hollow bones can be stuffed with a little peanut butter or cream cheese and can even be frozen for a long lasting treat! • Encourage your children to come home right away to care for their pet’s needs and jump into a fun game of “fetch” or “cat and mouse” before starting other after-school activities. • Plan fun after-school activities for your children to do for and with their new pet --plan a family game of soccer or go for a hike together. Encourage children to spend quiet time reading out loud to their pets and recording it so it can be played back while the animal is home alone.

Pet of the Week

With a little extra care and attention after school and on weekends, your new pooch shouldn’t have any problems coping with her new friends going back to school. Who knows, your pup might learn to enjoy a little peace and quiet during the day, making her all-the-more excited to see her kids when they get off the bus in the afternoon. How you can help: In the wake of Hurricane Harvey, many Houston shelters are in desperate need for supplies such as kitty litter, food and old towels and blankets. Contact a shelter--such as BARC (www.houstontx. gov/barc/)--to see how you can help those who work so hard to help our four-legged friends. Do you have a question for Tabby? If so, email her at deartabbyquestions@gmail.com

Meet Sperry. Like his namesake, Sperry Topsiders, (the boat shoes) this boy can handle all of the wind and wet weather that Harvey recently threw our way. This Shar-Pei/ Cattle Dog mix is a young thing, but amazingly well-behaved. Sperry knows all of his manners and lots of commands--he’s eager to please his new family and is well socialized to all humans and even cats. To learn more about Sperry, contact K-9 Angels at: www.K-9AngelsRescue.org or www.facebook. com/k9angelsrescue.

Longtime residents of Oak Forest, Richard and Jeanette Miller, recently celebrated their 60th wedding anniversary. The celebration took place in Grapevine, Texas, with many of the family attending. The Millers moved into Oak Forest (on Chantilly Lane) in 1958. They bought a brick, three-bedroom house and have lived in the same house for 59 years. “Dick” was born in Trenton, New Jersey in 1929. He graduated from Rutgers University at New Brunswick, N.J., in 1951 with a BS degree in education in 1952, followed by his enlistment in the U.S. Air Force. Dick served four years on active duty at Lackland AFB. While at Lackland AFB, Dick met Jeanette Sutorius of San Antonio. She was the maid of honor at the wedding of his former roommate at Lackland. After a two year courtship during which Jeanette finished her nursing degree from the University of Texas Medical Branch in Galveston, they were married on Aug. 4, 1957. Dick secured a teaching position in the Houston Independent School District. He taught American History for over 30 years at Sam Houston High School. He was also a basketball and baseball coach for 15

years. Jeanette began nursing at Heights Hospital, then Parkway Hospital, and lastly at the Memorial City Hospital in Houston. She specialized in Critical Care Nursing during most of her career.

Sincere congratulations to Colonel Ronnie G. Doud, Jr., who retired from the United States Air Force in May 2017 after 25 years of dedicated and heartfelt service. At the time he retired, Col. Doud was Director of Contracting, Air Force Installation Contracting Agency (AFICA) – Europe, Ramstein Air Base Germany. He served as the Senior Contracting Official for U.S. Air Forces in Europe – Air Forces Africa (USAFE-AFAFRICA), and was responsible for exercising contract authority, clearance approval and policy oversight of the command’s one billion contract portfolio. A proud Panther, Col. Doud graduated from St. Pius X High School where he met his life partner and wife Carol (Castillo) Doud, and subsequently earned his BA in Sociology at the University of Texas at Austin and earned his Masters of Science in Administration from Central Michigan University (2001). He is also a graduate of the Air Force’s Air Command and Staff College (2003) and Air War College (2008). Doud’s list of achievements is long and quite impressive. They include: The Legion of Merit, The Defense Meritorious Service Medal with Oak Leaf Cluster, the Meritorious Service Medal with four Oak Leaf Clusters, the Joint Service Commendation Medal with Oak Leaf Cluster, Air Force Commendation Medal, Air Force Achievement Medal with two Oak Leaf Clusters, Joint Meritorious Unit Award with Oak Leaf Cluster, Air Force Outstanding Unit Award with Oak Leaf Cluster, National Defense Service Medal with Device, Armed Forces Expeditionary Medal, Kosovo Campaign Medal, Afghanistan Campaign Medal, Iraq Campaign Ribbon, Global War on Terrorism Expeditionary Medal, Nuclear Deterence Operations Service Medal with Oak Leaf Cluster, Air Force Expeditionary Service Ribbon with gold border and three Oak Leaf Clusters NATO Medal. Always by his side and his partner on base and in life, Col. Doud’s wife Carol is also now retired from military life, and the skills she learned as an officer’s wife are legendary. As this amazing couple moved to different bases, towns and countries, they found their true mission was helping other military families transition through the frequent relocations required by military life as well as life changes experienced while away from home and family, and the Douds served their country and community on base and through the churches they joined as a couple at each deployment – MacDill Air Force Base in Florida, Rhein-Main Air Force Base in Frankfurt, Germany, Reese Air Force Base in Lubbock, Texas, Minot Air Force Base in North Dakota, Hill Air Force Base in Utah, Laughlin Air Force Base in Texas, at the Pentagon In Washington DC, Andrews Air Force Base in Maryland, Fort Belvoir in Virginia, and finally, Ramstein Air Base in Germany. St. Joe expands emergency services St. Joseph Medical Center is the only hospital in downtown Houston, and one of the few hospitals in the city that have remained open and fully operational since the beginning of Hurricane Harvey. Most of our staff members have been on duty since last Friday, many of whom have yet to leave to check on their homes and loved ones. They have been taking care of a steady stream of patients being brought in by EMS or the Houston Police Department as well as numer-

ous evacuees from the George R. Brown Convention Center, located just blocks from the hospital. Yesterday, we opened an 8-bed emergency triage around the corner of the ER entrance where medical students and residents are assisting physicians and nurses to assess patients and administer on the spot first aid. Houston police officers, who have not been to their homes in days in need of medications and laundry services for clean uniforms, have been able to have

their needs addressed by our staff as well. St. Joseph Medical Center prepared for Hurricane Harvey well in advance of it reaching the city, and had all the necessary supplies available to remain operational. The facility is open and is providing their full range of services. At this time, the hospital has not sustained any significant damage associated with the hurricane. Since Friday, we have seen a steady influx of patients and have treated numer-

meet your neighborhood commercial real estate experts After the hurricane, passers-by could find drywall, insulation and furniture out by the curb in Oak Forest near T.C. Jester Park and White Oak Bayou.

Close from P. 1B the street. Oak Forest resident Pippa Evans was amazed at the randomness of it all. “In Section 9, we had less flooding than in either of the recent tax and Memorial Day floods,” she said. “The damage throughout the city seems so without pattern.” Candlelight Oaks near Tidwell did get some flooding at the bayou end of Bayou Vista which is the first street running parallel to Tidwell to the south. The north side of Tidwell also experienced flooding. “Facebook was an amazing tool over here and those who weren’t affected went to help those who were,” said Angela

Pennington. One Leader area that was hard hit was Mangum Manor near the Brickhouse Gully. “From our walks there, it looks like houses from Georgi to Saxon bordered by Bolivia to Costa Rica had many flooded,” said Erin Slezak. Mangum Manor resident Carolina Chavez said that her house did not flood but that homes that did were a stone’s throw from her front door. Another hard hit area was the older part of Timbergrove Manor on the east side of White Oak Bayou. “I’m not exactly sure what time the water came in but we went to bed at 1 a.m. feeling confident and woke up at 7

a.m. under water,” said Alycia Clark, who noted that they were safe throughout the ordeal on an upper floor. “The highest measurement in the house and garage was roughly 34 inches and outside in the backyard was roughly 55 inches. When we woke it was lower but continued to rise. It was scary.” And while her house still may be damp, the Clarks’ spirits are not. “We are doing fine,” she said. “Taking out drywall and insulation, using fans to dry wet studs, and raking the muck out. That stuff stinks. Things are starting to open up which is great and comforting.”

At top, Scott Dowlearn captured this scenic shot of what might as well be a river. Instead, it was the flow of Hurricane Harvey through the Heights. At left, Leader Publisher Jonathan McElvy caught the first glimpse of a reprieve as two bikers strolled down Heights Boulevard toward I-10. Just a day earlier, the entire area was flooded. Above, a tree crashed down on Garden Oaks Boulevard, just west of Shepherd Drive. And below, on the first day Kroger reopened after Harvey struck, customers waited in line for up to two hours to be let in the store. All HISD students will have access to good food, made with as many local and fresh ingredients as possible and served with love and a smile.” The waiver will take effect immediately, allowing students to take advantage of free meals when school resumes Resources available for employees affected by Harvey In the aftermath of Hurricane Harvey, HISD employees and their household members have access to the resources below to help them with flood-related issues such as shelter and transportation, filing claims, counseling, legal assistance, critical medications, and more. Employee Assistance Program The Aetna Resources for Living Employee Assistance Program can assist employees with finding housing/shelter and transportation, processing information related to filing claims, accessing FEMA and similar resources, and receiving counseling

Payroll HISD is processing payroll normally for the Sept. 6 payday, and all employees should receive their paychecks as expected on Sept. 6. this and any other issues as soon as possible. Payroll processing for the Sept. 20 payday will begin on Monday, Sept. 11. We’re not sure if it was out of curiosity or a willingness to rescue, but a man with a high water vehicle goes to check on a flooded Mercedes near White Oak Bayou and 34th Street.

People just help, that’s what they do By Betsy Denson For The Leader

There is something surreal about sitting in your house while your city is the 24-hour a day lead on cable news. It’s happened to us before of course, most notably during Hurricane Rita when the city was gridlocked with people trying to evacuate – there’s a good reason it wasn’t mandatory this time – and during Hurricane Ike which brought more wind than water and caused widespread power outages. There’s a particular kind of anxiety from watching others nearby in trouble and not knowing if you are going to be facing the same issues. You’re fielding call from relatives and friends who assume that you are in imminent danger because so many are. And you are helpless to do much good to anyone until the roads are safe to traverse. Now that the immediate threat is over, many of us feel relief – and guilt that while we were spared, thousands weren’t. All we want to do now is help.

And most remarkably, even those who were affected have no desire to stand idly by. In ways big and small – and make no mistake, small is big right now in Houston - residents have organized en masse to serve friends, neighbors and fellow Houstonians. One of the biggest ways Leader area residents helped was by manning their own boats and borrowed ones to rescue those whose homes are flooding. Immediately after the storm, a chainsaw brigade cut up fallen trees for neighbors. While Stacy Gross’ husband was out rescuing people, she put her time home with her kids to good use. She cooked two pork loins, potatoes, king ranch casserole, and dinner rolls that got delivered to Fire Stations 13 and 31. This started an idea chain with friends who did the same. “Any places that had enough, they took them to a shelter or to feed any other helpers or business working overtime to serve the community,” said Gross. “Others did loads of laundry for those without power.” Oak Forest resident Barrett Oden

had a neighbor bring in 35 gallons of milk from out of town for distribution to neighborhood kids without milk. Grateful recipients were able to replenish their milk supply rather than standing in the long lines at Kroger. For one family that time saved in line was spent to benefit others – the Evans family made and delivered 50 kids’ fun packs with the help of Ziplock bag donations from neighbor Mary Gibson. Eureka Heights Brewing Company on 18th Street offered free water to those who needed it - neighbors simply had to just bring their own containers for a fill. The brewery took in water on Sunday and suffered some damage, but quickly went to work to dry up and invited neighbors to drop off dontations to take to the George R. Brown; neighbors flocked with dontations. “We spent Sunday and Monday pumping out the water and trying to make the space usable as a drop off point for those in a much worse situation than us,” Eureka’s Brent Davis said. “Today we’re working our butts

off to get the rest of the brewery up and running again.” Eureka Heights, like many others, used their social platform and audience to let their followers know of updated shelters, donations needed, and suggested relief programs that you could make a monetary donation to. They also poured free beers for the many volunteers. Oak Forest resident Jennie Rexer and Joseph Apa also made dinner for Station 13, serving up hot beef and sausage stew, biscuits, and apple cobbler. “The guys couldn’t believe it was still hot,” Apa said. “They were very appreciative.” A lot of people in the neighborhood have friends in Meyerland, and elsewhere, who flooded. They went to help strip drywall and floors and also delivered sandwiches. “People are so grateful for the food and help,” said Charity Autry. Leader area residents have waited in line to be able to volunteer at the George R. Brown convention center where as many as 8,000 people

at one time were staying. A nearby shelter which has opened up at Community of Faith Church on Pinemont has gotten attention from Oak Forest residents. Mindy Mitchell and Tracey Irwin put together donated cots there earlier in the week and many others have brought them supplies. “Laurie Pitzer and I just spent the afternoon there sorting clothes and helping people find what they need,” said Julie Wilson. “New bras, women’s, men’s and kids’ underwear are needed.” I met a man last Tuesday who had evacuated to George R. Brown and immediately signed up as a volunteer there once he got settled. “I just didn’t want to sit around,” he told me. No one wants to sit around. We need to do something for others. Parents who are home with children in HISD which will now not start until September 11 want to know specific ways their kids can help. Everyone says this recovery will be a long road. It’s one we are all ready to walk.

LEGAL CONCERNS

If you need help with any sort of problem, there’s plenty of help The State Bar of Texas, the American Bar Association (ABA), the Federal Emergency Management Agency (FEMA), and other organizations have partnered to help provide legal and recovery assistance to people affected by Hurricane Harvey. A toll-free legal hotline (800-504-7030) is available to connect low-income individuals affected by the disaster with local legal aid providers who can help with: • Assistance securing government benefits as they are made available to disaster victims; • Assistance with life, medical, and property insurance claims; • Help with home repair contracts and contractors; • Replacement of wills and other important legal documents lost or destroyed in the disaster; • Consumer protection issues such as pricegouging and avoiding contractor scams in the rebuilding process; • Counseling on mortgage-foreclosure problems; and • Counseling on landlord-tenant problems Callers to the hotline can leave a message at any time. Individuals who qualify for assistance will be matched with Texas lawyers who have volunteered to provide free, limited legal help. Victims should be aware that there are some limitations on disaster legal services. For example, assistance is not available for cases that will produce a fee (i.e., those cases where attorneys are paid part of the settlement by the court). Such cases are referred to a local lawyer referral service. Major Disaster Declaration On Aug. 25, President Donald J. Trump issued a Major Disaster Declaration for the state of Texas, making federal funding available to individuals and businesses owners who sustain damage as a result of Hurricane Harvey. Texans who sustained property damage as a result of the hurricane and accompanying flooding are urged to register with FEMA, as they may be eligible for federal and state disaster assistance. People can register online at DisasterAssistance.gov or via smartphone or Webenabled device at m.fema.gov. Applicants may also call 800-621-3362 or 800-462-7585 (TTY) from 7 a.m. to 10 p.m. seven days a week. Find more information and register for assistance at fema.gov/disaster/4332. Other disaster resources may be found on the State Bar of Texas website at texasbar.com/disasters. Low-interest disaster loans from the U.S. Small Business Administration (SBA) are available for eligible applicants. SBA helps businesses of all sizes (including landlords), private nonprofit organizations, homeowners, and renters fund repairs or rebuilding efforts and cover the cost of replacing lost or damaged personal property. Disaster loans cover losses not fully compensated by insurance or other recoveries. For more information, individuals may contact SBA’s Disaster Assistance Customer Service Center by calling 800-659-2955, emailing disastercustomerservice@sba.gov, or visiting SBA’s website at disasterloan.sba.gov/ela. Deaf and hard-of-hearing individuals may call 800877-8339. For more information on Texas recovery, follow FEMA on Twitter at twitter.com/femaregion6. Visit the Texas Division of Emergency Management website, txdps.state.tx.us/dem, and fema.gov/texas-disaster-mitigation for publications and reference material on rebuilding and repairing safer and stronger. Law Regarding Certain Insurance Claims Texas property owners should be aware that a bill passed during the latest Texas legislative session changes the law as it applies to lawsuits relating to certain property insurance claims, including property damage and loss caused by natural disasters. The new law, House Bill 1774, applies to insurance claims and lawsuits filed on or after September 1, 2017. It requires certain pre-lawsuit notices by property owners, changes the amount of interest payable on claims that are determined to be underpaid or paid late, and may affect the amount of attorneys’ fees recoverable in a lawsuit. Property owners should consult an attorney to determine whether and how this change in the law may affect them.

If you need an attorney, call the State Bar of Texas Lawyer Referral and Information Service at 800-252-9690. Beware of Fraud Both FEMA and the Texas Attorney General’s Office are warning Texans of the risk of fraud and common scams in the wake of the severe weather. Common post-disaster fraud practices include phony housing inspectors, fraudulent building contractors, bogus pleas for disaster donations, and fake offers of state or federal aid. Texans are urged to ask questions, and to require identification when someone claims to represent a government agency. Survivors should also keep in mind that state and federal workers never ask for or accept money, and always carry identification badges with a photograph. There is no fee required to apply for or to receive disaster assistance from FEMA, the U.S. Small Business Administration (SBA), or the state. Additionally, no state or federal government disaster assistance agency will call to ask for your financial account information. Unless you place a call to the agency yourself, you should not provide personal information over the phone as it can lead to identity theft. Those who suspect fraud can call the FEMA Disaster Fraud Hotline at 866-720-5721 (toll free). Complaints may also be made to local law enforcement agencies.

The State Bar of Texas reminds the public that solicitation of a potential legal case is a crime unless the lawyer has a family relationship with you or you have been a client of the lawyer in the past or are currently a client. Solicitation of you is also a crime if perpetrated by a non-lawyer employee or representative of the lawyer, unless the previous conditions exist. Please report any prohibited contacts by lawyers or their representatives, whether in person, telephone, or otherwise, to your local law enforcement authority or the State Bar of Texas at (866) 224-5999. Partnership Members The following organizations have joined forces to provide a toll-free phone line for Texas disaster victims to request free legal assistance and to connect with volunteer attorneys to handle cases arising from the recent severe weather: State Bar of Texas (texasbar.com) - The State Bar of Texas is an administrative agency of the Supreme Court of Texas that provides educational programs for the legal profession and the public, administers the minimum continuing legal education program for attorneys, and manages the attorney discipline system. With more than 100,000 members, it is the second-largest state bar organization in the United States based on active members. The mission of the State Bar of Texas is to support the administration of the legal system, assure all citizens equal access to justice, foster high standards of ethical conduct for lawyers, enable its members to better serve their clients and the public, educate the public about the rule of law, and promote diversity in the administration of justice and the practice of law. American Bar Association Young Lawyers Division (americanbar.org) - The ABA YLD, the largest national organization of young lawyers, provides leadership in serving the public and the profession, and promotes excellence and fulfillment in the practice of law. Its parent organization, the ABA, is the national voice of the legal profession and the largest voluntary professional membership group in the world. Federal Emergency Management Agency (fema.gov) - FEMA coordinates the federal government’s role in preparing for, preventing, mitigating the effects of, responding to, and recovering from all domestic disasters—whether natural or man-made—including acts of terror. Through an agreement with the ABA, FEMA underwrites the cost of operating toll-free legal assistance lines for victims in areas designated as federal disaster sites. Other Texas legal organizations assisting with disaster relief efforts include Lone Star Legal Aid (lonestarlegal.org), Texas RioGrande Legal Aid Inc. (trla.org), Legal Aid of NorthWest Texas (lanwt.org), Texas Young Lawyers Association (tyla.org), San Antonio Bar Association (sanantoniobar.org), and the Houston Bar Association (hba.org).

DroneUp launched to Support Search & Rescue Operations DroneUp, a mobile application connecting drone pilots with search and rescue opportunities, has received guidance from the Federal Aviation Administration (FAA) to coordinate directly with local officials to deploy in the Hurricane Harvey impact areas, effective today. DroneUp will support search and rescue operations by pairing certified and qualified volunteer unmanned aerial vehicle (UAV) pilots with missions that have been identified by emergency management personnel, as well as by local residents and commercial operations. The platform allows pilots to engage in mission communication using real-time voice, chat or text. Pilots can upload mission images or video that can be relayed to authorities and first responders directing SAR operations in the impact zones. “After seeing the devastation and loss suffered by these communities, we are eager to leverage DroneUp with the high interest of volunteer pilots to help bring assistance and relief to those who have lost so much,” said Tom Walker, DroneUp CEO, who

is heading to Texas to manage the DroneUp implementation. “The platform was developed to provide support in the case of natural or man-made disasters, and we believe it will be extremely helpful.” Developed by Dart Ventures LLC, DroneUp was already in development and was set to launch publicly in Fall 2017, but the devastation from Harvey on Texas presented a real need for this platform – the first in the drone industry. DroneUp also is allowing private citizens and commercial operations to post their needs; DroneUp will identify an available pilot to respond as quickly as possible. An estimated 300 pilots in the Houston area have registered on DroneUp since its launch on August 26, with more being added hourly. “We need more pilots,” says Walker. “Please tell your friends, family and neighbors who own a drone. We anticipate the possibility of having more missions than we have pilots to fulfill them.” Interested subscribers can download the free app at www.droneup.com or download in the Apple store and Google Play.

Waltrip students give back to a community in time of great need By Landan Kuhlmann landan@theleadernews.com As the summer wound down and many were attempting to soak up the last few moments of freedom, some local students recently braved the weather to serve their fellow man. Last Friday, Aug. 25, students from Waltrip High School donated their time amidst the beginning of the weekend’s deluge to help out their fellow families and students in need at the sixth annual Back To School Extravaganza, hosted by the HISD Homeless Education Office. “The main purpose is to prepare at-risk children for school,” said Ilka Rosado, Senior Outreach Officer for HISD’s Homeless Education Office. “It gives the opportunity to provide assistance to economically disadvantaged students and help these families prepare with the burden because a lot of them, with their living situation, are not capable of purchasing the items they need.” Along with Waltrip Head Basketball Coach Dan Kelly, who first suggested the idea for Waltrip to participate, was a group consisting of members of the school’ s basketball and baseball teams, cheerleading squad and more. Friday was the second consecutive year Kelly has brought a group from Waltrip out from the event—which he was not sure would be the result prior to their maiden voyage in 2016. “The kids have just jumped in, and after we got done [last year], they just started talking about how good they felt doing something for someone who was less fortunate, and that’s what I was hoping would happen,” he said of the first try. “I didn’t have to lead it, they were just talking right from their hearts—it was just the perfect way to end it. When I told the returning guys about [this event] at the end of the year, they said ‘sign me up.’ Dozens from the Waltrip student body came out and assisted HISD Friday in providing more than 20,000 pounds of fresh produce to students in need, along with health screenings, immunizations and giving away backpacks, shoes and school supplies so those families could begin the school year without that extra burden. A larger purpose Additionally, Rosado said the annu-

al program serves as an educational means of finding those who may not be aware they’re living in a homeless situation — of which she said the definition according to the McKinney Vento Act (which governs the homeless education office) differs from what society deems it — and provide resources for them. “If people live with family (grandmother raising grandchildren, older sibling takes guardianship), that’s considered a homeless situation,” she said. “A lot of times there’s no official documentation through courts, so they’re living in a doubled-up situation, and they’re not aware there are resources out there in the district that can help support them.” Another example is living in inadequate housing. Rosado said the homeless education office has often seen people try to live in storage units, camp sites, housing with no running water — which qualifies as homelessness. “There are so many scenarios, but many of them, since they’re living with friends or family, don’t think of themselves as homeless. The highest percentage of our homeless population doubled-up,” she said. In 2016, Rosado said the Homeless Education Office identified more than 6,700 students in HISD who qualified as homeless under the McKinney-Vento Act, and Friday’s program showcased the power of giving back. “When we see HISD students giving back the community and the district, it’s empowering for the students to see their peers helping them, so it helps them be more service-oriented and understand what other people go through,” she said. “People on the receiving side can understand that people care about them, that they have people right here in HISD that want to help.” “I’m just hoping that someday down the road they can get involved, take some of these things on and help give back to society or their communities. As a coach, I think you need to instill those values,” Kelly added. “I’m so grateful the kids in our community are involved, and want to be involved. I’m just trying to help them be well-rounded, and the way the kids have responded is overwhelming. It’s a truly powerful thing.”

ScenesfromHarvey

At top, Luis Panameno captured another perfect shot of the flood waters leading into downtown Houston from south of the Heights. Above, Deanna Spencer sent in this picture of a flooded gas station. And at left, Leader Publisher Jonathan McElvy captured two men walking to check out the damage to a car near 34th Street on East T.C. Jester Boulevard.

Our thoughts and prayers go out to all Texans affected by Hurricane Harvey. From our family to yours.

to understand the insurance priorities of homeowners and their residential properties in the Memorial, Greater Heights, Garden Oaks, Timbergrove, Oak Forest and Shepherd Park areas.
