OPINIONS

Each month, we ask a panel of Realtors and business people in the area for an opinion on a specific topic. Here was the question this month, and their answers below. A recent survey of renters by Fannie Mae showed that two-thirds of them aspire to home ownership--but that many fear the mortgage qualifying and application process. What’s the best piece of advice you can offer to a renter contemplating home-buying?

Sharon Ettinger Keller Williams Metropolitan

There is nothing to be scared of, yet there is a lot to understand. Even a borrower who claimed bankruptcy can purchase a home after two years, once credit has been repaired. Know your numbers –– for example income, debt and assets. Be current on all taxes, and submit an application to a qualified loan officer. They will tell you what you can afford or what is required to qualify for a loan. Take action so you can have a plan. You will know what you can afford and what the costs will be so you can relax and enjoy looking for your new home.

Pamela Efferson Keller Williams Metropolitan

Debbie Kotzur Hartman & Associates

The best piece of advice for a renter looking to buy would be to find a lender that they are comfortable working with. They should contact the bank or credit union that they have done business with in the past, or a mortgage broker. Their Realtor should be able to give them several suggestions on who to talk to. The lender/mortgage broker is going to need quite a bit of information from them regarding their employment history, down payment, tax returns, monthly expenses, monthly income, etc. The joke among Realtors is that after you are finished working with the lender, they (the lender) also want the blood of your first born! With that being said, the lender does need a lot of information from a potential buyer, so it helps that the buyer be well organized. He/she should have all this information at his/her finger tips and should have no problem getting this to the lender in a timely manner. There may be times when your lender will tell you that you have not met certain criteria for getting the new loan, but they will tell you what you need to do in order to qualify. Be patient, do as the lender suggests, and you will be in your new home before you know it!

Pat Walker - Realtor Keller Williams Metropolitan

The most important thing I would tell a “scared” potential buyer is do not go on this journey alone. Contact a Realtor that has knowledge of the area in which you are looking. Also, a Realtor that has good working relationship with Lenders, Inspectors, Escrow Officers and “trade vendors” ie: Roofers, Plumbers, Electricians, etc. All these professionals can put your fears at ease & make your first home-buying experience, hassle free. There is no greater experience than receiving those keys at closing.

Melodie Matlock Oakington Realty

My best advice is to work with a good Realtor. A good real estate agent will have a network of people they can refer you to, or ask your friends for a lender referral. It may be intimidating to call a lender the first time, but most are friendly and willing to help walk you through the process.

Susan Pesl Prudential Premier Properties

For them to find a well qualified Realtor that they feel comfortable working with that can guide them through the process. Someone that will listen to their needs and concerns.

TxDOT discusses noise walls with Oak Forest residents by Michael Sudhalter michael@theleadernews.com The Texas Department of Transportation is planning on 14-feet noise walls for the inbound and outbound lanes on U.S. Hwy. 290 between 43rd Street and Antoine. TxDOT held an informational meeting last week at St. Ambrose Catholic Church to dis-

cuss the logistics, planning and to answer any Oak Forest residents’ questions regarding the noise walls. Upon arrival at the meeting, residents were given a packet, in which they could vote to have a wall along the right of way between 43rd and Antoine and return their votes by May 30. Residents also had the opportunity to vote on the color of the barrier that will be on their

side of the property. The options were soft tan, wetlands or ashtar stone. Stanley Cooper, an Environmental Coordinator for TxDOT, gave a presentation on the walls. At 66 decibels or more, TxDOT is required to look at noise abatement for a property.

Nature takes its course by Cynthia Lescalleet For The Leader

The best advice is to learn from the mistakes of others. Here are two of the most common mistakes I see: ·Not knowing what you can afford. Examine your budget, get a copy of your credit report, and sit down with a qualified lender to determine how much of a loan you can afford. Ask your Realtor for several lender recommendations and comparison shop for a mortgage before looking for a home. ·Forgetting to consider the overall costs of home ownership. You can make the monthly payment, but remember to add in the cost for homeowners’ insurance, property taxes, utilities, plus maintenance.

Remodeling projects throughout the inside of Dottie Forbes’ Garden Oaks home created several cheery, highly personalized spaces that also improved views into her large yard. Creatively minded, the homeowner then opted to change what those views would encompass. She has converted her grass-carpeted yard into a nature reserve with more heat-tolerant native plantings that require less water -- and maintenance. “My yard looks very different,” Forbes said, clearly liking the still-awork-in-progress. “It was a big project.” Among the steps: cutA monthly look at a ting short and killing the renovation project in existing St. Augustine our neighborhoods. turf, laying a plastic barrier to prevent its return, adding a layer of soil, introducing the new seeds (adding more soil) and awaiting what came up. (Lots of waiting.) With patience and persistence, Forbes’ pocket prairie will continue to thicken in two distinctly different zones of native plantings. A shade-friendly grass mix of foot-tall Inland Sea Oats and Blue Grama currently fills the lot’s light-dappled north-side, which began with a season of Cereal Rye to enrich the soil. The far-more-sunny back yard is home to shorter, fluffier Buffalo grass, whorled and windwhipped off the deck. The yard’s still-evolving natural state is a bird and bug magnet, Forbes said. Birds bypass the feeders, holdovers from the original lawn, and head straight for the grasses, diving a bit below view. In 2011, Forbes’ yard became a big palette for friend Larissa Poindexter, an investment manager whose interest in environmental stewardship has become her avocation. Having transformed portions of her own yard, smaller and a bit sun-challenged, she helped Forbes achieve an outdoor environment looking like it’s in Brenham. Poindexter is a proponent of shifting prevailing landscaping practices away from choices that require a lot of water and fertilizer to grow and landfill space for trimmings. She realizes it’s a different mind-set. “Once you get them going, they’re sustaining,” she said of native plant yards. “And your ground is healthy.” Unlike Buffalo grass, which can get by less on than a foot of water a year, the thirsty turf St. Augustine and Bermuda grass commonly found in Houston yards can consume 60 to 120 inches of water a year, according to Native America Seed (www.seedsource.com), Poindexter’s go-to experts.

DOVER

Dottie Forbes turned the front yard of her Garden Oaks home into a pocket prairie with natural grasses that require less water - but still need upkeep. At left, in a multi-step process, the more traditional St. Augustine turf was dug up, and Buffalo grass was planted in the sunny back yard to extend the pocket prairie. (Photos by Cynthia Lescalleet)

About 70 percent of a home’s water use can be its yard, Poindexter learned. (Her call to action was a $400 water bill one summer month during the drought.) Native and natural does not mean untended, however. “Raking and weeding is a very different yard maintenance experience,” she said. “We’re still weeding by hand what comes in from other people’s yards.” (Translation: St. Augustine and Bermuda grass.)

Water means weeds

All projects deliver lessons. Forbes noted in a follow-up email that when the seeds they selected for a portion of the yard proved to be larger than the seeding machine, they had to laboriously sow the seeds by hand and manually cover them with topsoil. Also, stabilizing the seeds in the drainage ditch out front was expensive and has made it more difficult to weed the area. Poindexter said that tilling the

soil early on instead of adding a barrier initially promoted growth of unwanted shoots. Meanwhile, don’t overwater. “Once there’s fuzz, stop watering.” Forbes said she’s pleased with the “lush look” of the grasses in her front and back yards and recognizes that it will take several more years for the grasses to fill in. Plus, it will continue to require weed-pulling and surveillance to prevent unwanted intrusions by aggressive or invasive plants. “However, it is good to see a return of bugs, lizards, birds and butterflies to my yard. I feel good not having to cut the grass and adding to the waste disposal problem here in Houston.” “My yard looks a bit wild and unkempt, but it’s natural and I’ve grown to like it very much.”

YOUR FULL SERVICE NEIGHBORHOOD BROKER

Leader-area homebuying soars amid record-high Houston prices Greater Heights home sales and prices continued on their upward trajectory in April according to figures supplied to The Leader by the Houston Association of Realtors, and overall, Houston-area prices soared to historic high levels. In ZIP code 77009, home sales rose by 50 percent over April 2011, with 134 homes changing hands, and prices rose 16 percent in that period, to an average of $307,000. The 77007 Washington Avenue corridor ZIP saw 270 homes sold for a 34 percent climb, and the average price rose by 20 percent, reaching $472,000. In 77008, there was an 18 percent hike in sales, with 265 homes sold in April, and they cost 11 percent more than a year ago, with an average sales price of $386,000. The hot 77018 ZIP saw 180 sales, up 22 percent in one year, and the average price registered just below $350,000, an increase of 16 percent over April 2011. Although the sales are modest in 77091 – 33 homes sold in April of this year as opposed to 28 last year – that’s still an 18 percent increase, and the average sales price was up 30 percent, from $89,000 to $116,000. Sales in the 77092 ZIP slowed a bit – 53 this year as opposed to 58 in April last year – but the average price was up 19 percent to $155,000. The great Houston home-grab continued in April as local property sales tore through the month at full-throttle. Buyer demand and an ever-shrinking supply drove home prices to the highest levels of all time. According to the latest monthly report prepared by the Houston Association of REALTORS® (HAR), home sales surged 27.2 percent compared to last April, accounting for the 23rd consecutive month of positive sales. Housing inventory, which reached a 13-year low of 3.6 months during the first two months of the year and dipped to 3.5 months in March, dwindled even further in April to 3.4 months. This pattern illustrates a classic tale of supply and demand, as the median price of a single-family home—the figure at which half the homes sold for more and half for less—shot up 14.5 percent to $184,900. The average price jumped 14.0 percent year-over-year to $253,907. Both represent record high prices for the Bayou City. Contracts closed on 6,482 single-family homes. That is the largest one-month sales volume recorded since August 2007, right before the recession took hold. All housing segments experienced gains except for those priced under $80,000. Homes selling between $80,000 and $250,000 registered the greatest increase in sales volume. “The Houston housing market shows absolutely no sign of letting up,” said HAR Chairman Danny Frank with Prudential Anderson Properties. “More homes listed for sale and a pick-up in new home construction are necessary to meet the growing demand of buyers. If

anyone is considering selling their home, this is the time to consult a REALTOR® and start the process.” The record pace of home sales is the direct result of robust economic conditions led by further growth in hiring, with the Texas Workforce Commission reporting more than 111,000 jobs created in Houston over the past year, as well as continued low interest rates. Foreclosure property sales reported in the HAR Multiple Listing Service (MLS) declined 30.5 percent compared to April 2012. Foreclosures currently make up 10.4 percent of all property sales, down from 12.3 percent one month earlier and 19.6 percent at the beginning of the year. The median price of foreclosures climbed 4.5 percent to $83,500. April sales of all property types in Houston totaled 7,883, a 28.8 percent increase over the same month last year. Total dollar volume for properties sold rocketed 45.9 percent to $1.9 billion versus $1.3 billion a year earlier.

April Monthly Market Comparison

April brought positive results across the board for the Houston’s real estate market when all sales categories are compared to April 2012. On a year-over-year basis, total property sales, total dollar volume and average and median pricing all rose. Month-end pending sales totaled 4,999. That is up 23.3 percent from last year and signals the likelihood of more positive sales news when the May figures are tabulated. Active listings, or the number of available properties, at the end of April declined 23.6 percent from April 2012 to 32,498. After holding at 3.6 months in January and February before slipping slightly in March to 3.5 months, housing inventory declined a bit further in April to 3.4 months. Those levels are comparable to figures last seen here in 1999. The inventory of single-family homes across the United States stands at 4.7 months, according to the latest report from the National Association of REALTORS® (NAR)

Single-Family Homes Update

April sales of single-family homes in Houston totaled 6,482, up 27.2 percent from April 2012. That marks the 23rd consecutive monthly increase as well as the largest one-month sales volume recorded since August 2007, just prior

to the recession. Broken out by housing segment, April sales performed as follows: $1 - $79,999: decreased 16.5 percent $80,000 - $149,999: increased 14.1 percent $150,000 - $249,999: increased 36.0 percent $250,000 - $499,999: increased 49.5 percent $500,000 - $1 million and above: increased 68.3 percent HAR also breaks out the sales performance of existing single-family homes throughout the Houston market. In April 2013, existing home sales totaled 5,635, a 33.1 percent increase from the same month last year. The average sales price rose 15.6 percent year-over-year to $242,566 while the median sales price jumped 14.0 percent to $169,900.

Townhouse/Condominium Update

April sales of townhouses and condominiums surged 31.0 percent from one year earlier. A total of 612 units sold last month compared to 467 properties in April 2012. The average price climbed 13.3 percent to $191,815 while the median price increased 2.2 percent to $139,000. Months inventory was 3.6 months versus the 6.8 months level it held in April 2012.

Homeowners who file their protest through the Internet using iFile may also have an opportunity to settle their value online with HCAD’s iSettle system. If a settlement through iSettle isn’t possible, the homeowner will be scheduled for a hearing with the Appraisal Review Board. A video explaining how to file an online protest and use the residential iSettle system is available on the district’s website at www.hcad. org. Questions concerning iSettle may be directed to isettle@hcad. org. Harris County ARB hearings for 2013 began May 13 and will be ongoing through the summer.

Lease Property Update

Houston’s lease property market heated up again in April. Rentals of single-family homes increased 20.6 percent compared to April 2012 and year-over-year townhouse/condominium rentals rose 15.8 percent. At $1,605, the average rent for single-family lease homes reached the highest price since last August. The average rent for townhouses/condominiums reached its highest price since last June at $1,404.

Houston Real Estate Milestones in April

• Single-family home sales increased 27.2 percent year-over-year, accounting for the market’s 23rd consecutive monthly increase and the largest one-month sales volume since August 2007; • Total property sales rose 28.8 percent compared to one year earlier and also accounted for the largest one-month sales volume since August 2007; • Total dollar volume surged 45.9 percent, increasing from $1.3 billion to $1.9 billion on a year-over-year basis; • At $184,900, the single-family home median price reached an historic high for Houston; • At $253,907, the single-family home average price also reached the all-time highest level; • 3.4 months inventory of single-family homes is the lowest level since 1999 and compares to the national average of 4.7 months; Sales of townhouses/condominiums shot up 31.0 percent year-over-year. Property tax protest period ending Time is running out if you’re planning on challenging how Harris County valued your property – and hearings have already begun for protesters who filed early and weren’t able to come to a satisfactory online settlement. For most owners of real property in Harris County, including homes, commercial buildings and land, the deadline to protest the market value of the property is Friday, May 31. Business personal property and some real property accounts will have later protest deadlines. If a later deadline applies to a particular account, the property owner will be mailed an official Harris County Appraisal District value notice on which the later protest deadline will be listed. Homeowners now actually have two protest deadlines. There is an early, April 30 deadline for homestead properties, but a homeowner who missed that deadline and feels there is an error in the market value set by the appraisal district can still file until May 31. You may download the Notice of Protest Form from www.hcad. org. There are two ways to find the form on HCAD’s homepage. You can find it from the top tool bar under Forms > General Information, or you can find it from the light blue column on the left in the “Most Requested Forms” box where it is the second one listed. The Notice of Protest Form number is 41-44. Instructions for filing are located in the upper left corner of the Notice of Protest form. Protests may be filed online, brought to HCAD’s office at 13013 Northwest Freeway, or mailed to P.O. Box 922004, Houston, TX 772922004. Chief Appraiser Jim Robinson encouraged property owners to use HCAD’s online iFile system to submit their protest. The chief appraiser noted that unique iFile numbers are printed on the face of the 2013 value notices near the property account number. Without this number, for security reasons, the iFile system cannot be used for filing a protest.

Property owners who file a protest are sent a scheduling notice about three weeks prior to their hearing date and are able to log in to HCAD’s new Electronic Notice and Protest Filing System to see the district’s hearing evidence, including sales and comparable property information the appraisers considered. While a significant number of protests are filed by people who want to “reduce their taxes,” Robinson noted that a value change can’t be made in a protest hearing unless the value is wrong. “Texas law requires that property be appraised at its Jan. 1 market value,” Robinson said. “The pur-

pose of the appraisal is to allocate the tax burden fairly among all owners of taxable property. The actual amount of tax due is determined by the tax rate set in the fall by the governing body of each jurisdiction such as county, city school district or MUD. The appraisal district has no involvement in the rate setting process.” If you have any questions concerning protesting appraised value, call the appraisal district’s information center at 713-9577800.

only Having built a pebble-lined walkway at the front of her home and a sizable deck with pair of pergolas out back, Forbes is a hands-on homeowner. Trained as a geologist and retired from a sales career, she appears to appreciate the natural world in her home’s decorative finishes. Fossils, tree branches, stone and glass are among the textural elements worked into her cottage, tweaked by design-build remodeler Lesli King of Greymark Construction Co. Forbes’ updated kitchen project – like so many in the area – included moving a wall to open up the floor plan’s flow. She later broadened another doorway so that more of the new space was visible from the living room. Among the unique solutions Forbes designed as part of the 2009 overhaul were a clever chute from the kitchen into the recycling bin outside and a doggie gate made from a glass panel doorway. Installed horizontally, it’s a half-height pocket-door with dog-high windows. The ease of its sliding mechanism is easily visible through a hole in one wall she kept unfinished – and hidden behind a piece of art. The 2011-updated master bathroom is now a swish spa, including an unusual sunken tub with custom incline. To get the pitch right, Forbes experimented with a piece of plywood. (A 60 degree incline was about right, she discovered.) King, a triple winner of Greater Houston Builders Association’s Remodeler of the Year award and past president of GHBA’s Remodelers Council, said having a decisive client like Forbes helped her remodeling projects run more smoothly than most. Homeowners who change their minds are a common occurrence, she said. Changes delay the project and add to the costs. King’s project-management suggestion? Don’t invite friends (or a mother-in-law) over to see or comment on the work in progress.

Timbergrove Sports Association president Tim Ruch knew that building the future of the league meant a permanent concession facility and restrooms, and storage room for equipment. With the support of parents, community members and volunteers, Ruch orchestrated the reality of a facility. Last Saturday, Timbergrove held a ribbon cutting for the new facility during its closing ceremonies. “This is your league -- the community’s league,” Ruch said. The process started in 2007, and the total cost was $225,000. Ruch said a dinner with 10 couples raised $200,000. The major donors were recognized and presented with a crystal baseball during the ceremony. “It’s something the league needed to do to grow and serve the community,” said Charles Still, one of the major donors and the chair of the capital committee. “It’s amazing to come out and see this. It’s everything everyone hoped it would be.” The major donors were Doug & Reagan Bauer of the Ruth & Ted Bauer Family Foundation, Roman & Diana Martinez of Yellow Cab of Houston, Kyle Lehne of Sun Coast Resources, Mike Huff of Prudential/Anderson Properties, Derrick & Melanie Deakins, Jonathan & Jeanie Ross, Charles & Michelle Still, Hank Still and Jane Schmitt. Prior to the new facility, players, parents and coaches ordered food at a small, temporary concession stand. Ruch said the league has “grown tremendously since 2005” and had 46 teams with 525 baseball players this spring. The event was also attended by Houston City Councilwoman Melissa Noriega. The new facility was designed by Mark Van Doren and engineered by Tod Henning. Project managers were Chris Broussard and Kevin Kolb. Ruch credited the efforts of league board members Ralph De Leon, Brian Cannell and Matthew Zeve and past presidents Danny Hlavinka, John Byrd and Pat Givens.

Oak Forest Elementary honors volunteers by Michael Sudhalter michael@theleadernews.com Oak Forest Elementary School recognized its Volunteers in Public Schools – part of the Houston ISD ViPS program – during a breakfast event on Monday morning. “They’re some of the most amazing volunteers,” Oak Forest principal Jenny Thomas said. “They make sure the exterior of the building is taken care of, and they help in the classrooms. Some of them are here as much as I am. It makes our job easier and impacts our students.” The reconstructed school, which opened in 2004, has about 200 volunteers, but not all of them could make it to the breakfast. The volunteers also read to children and prepare materials. Some help work on the school’s garden. Teachers nominated their volunteers, and the students read a poem thanking the volunteers “for all they

do.” Oak Forest PTA president Laura Carter was thankful to Thomas for the event. “(It’s nice to have) a get together at the end of the year to reflect on the hard work that’s been done,” Carter said. “Mrs. Thomas is amazing. She’s a wonderful principal.” Thomas said the school is planning on hosting an event where volunteers come in to speak about their careers. “This event shows how much they

appreciate the volunteers,” said Ashley Harris, a volunteer who is chairman of the teacher committee. “I go on field trips or wherever they need me. I love volunteering here. HISD honors plant operator Rigoberto Vaquiz, plant operator at Travis Elementary School in the Heights for the past 18 years, is Houston ISD’s Employee of the Month for May. He first came to the district in 1994, when he was hired as a custodian at Travis. Before that, Vaquiz worked in hotel maintenance and as a general helper at various companies. As the head of his school’s custodial staff, Vaquiz is responsible for keeping the campus clean, safe, and attracVaquiz tive, and for making sure all of the school’s systems are well-maintained and functioning efficiently. He oversees a staff of five custodians, and he is known for staying late to cover events after hours, even though he is not compensated for his time. “I love my job, and I like working with the students,” he says. “I tell people, I am a plant operator, but I am also a parent and a grandfather. And I take care of these children like I do my own granddaughter.”

A native of El Salvador, Vaquiz moved to United States in 1980 and originally settled in Louisiana. He now lives in Houston with his wife of 30 years, Marili, and when not working, he enjoys listening to music, watching sports, and spending time with his four-year-old granddaughter. “Mr. Vaquiz is an essential part of Travis; he is present at almost everything that happens,” says Travis Elementary School Principal Suzy Walker. “Whether we are having a Literacy Night, a Spaghetti Dinner, or hosting a UIL Tournament, Mr. Vaquiz will be doing everything he can to make sure things run smoothly. He knows our children, and they know him and love him. Keeping our school clean and looking great is a daily goal for him. We shine because he makes sure we shine.” “Mr. Vaquiz is a valuable member of Team HISD,” adds Senior Manager of Operations Brian Busby. “Without him, Travis Elementary would not be the same place parents walk into today. His willingness to be a proactive leader on campus makes it self-sufficient when it comes to maintenance. He addresses and resolves issues as they come up.”

Neighbors: St. Rose Historic 8th grade graduation by Elizabeth Villareal elizasgarden@sbcglobal.net Congratulations to Alexander Schlosser, grandson of long time Leader country resident Dolores Prater, who will graduate eighthgrade from St. Rose of Lima Catholic School. It will be the first eighth-grade graduating class in more than 40 years. Then Alexander is off to St. Thomas High School, where he will trade his Cardinal wings for Eagles’ wings! Emily Dear has been chosen starting softball pitcher for the 10U Tomball Steal All Stars. Emily is the daughter of Wendy Prater (Dear), attorney-at-law, and attends St. Rose of Lima Catholic School. Good Luck in the all-star tournaments this summer! Glenn Stephens, Heights resident and owner of Lookout Ranch in Weimar, brought home a box of fresh peaches he picked off his own peach trees. He also brought home two dozen country eggs from his “chicks.” His mother, LaVerne Stephens, can now make fresh peach pie for Memorial Day. Susan Meriwether’s favorite father-in-law, Arthur Meriwether, is turning 92 on May 28. He will be celebrating with family and friends this weekend with hamburgers on the grill and, of course, a big birthday cake. Happy, happy birthday to you, Arthur.

Congratulations to a few of our Girl Scouts and neighborhood daughters who were honored at the end of year Twin Oaks Service Unit Meeting on May 13. Jennifer Reiss, a freshman student at the University of Houston and St. Pius X High School graduate, was awarded the highest award a Girl Scout can receive, the Gold Award. Jennifer’s moving and very special Gold Award project benefited Bo’s Place, a bereavement center offering grief support services to children and their families. Jennifer became inspired after studying the healing and soothing effects of music on grieving children. She then called on instrument and music shops in the area, as well as other generous donors, acquired a wonderful number of musical instruments, and created a music room for the younger members of Bo’s Place. Emily Roberts, Jodi McNamara-Alexander, and Lillian Evans were awarded their Silver Awards. The girls’ individual Silver Award projects were each very special: Emily collected more than 4,000 children’s books which were donated to various locations, including Stevens Elementary, Jodi designed and built a garden at a senior citizen’s apartment complex in the Heights, which has enabled the residents to plant and enjoy their own spots in the gardens, and they are growing fresh herbs and vegetables. Lillian painted, set up and pre-

pared a classroom for Godly play at Hosanna Lutheran Church. Two of the dedicated adult volunteers who received awards were Leslie Haydel (Evelyn Cernick Award), and Amy Railsback (Outstanding Leader). Service Unit Manager Alice Bohlae was presented with the President’s Award, given to the Service Unit for meeting all of its membership goals and community outreach goals. Congratulations to Kaitlin Kennedy who auditioned for the elite Lamar Dance Theater group dance this past week. There were more than 120 girls at the audition from all over the city. Claire Hardwick’s parents Laurie and Paul Hardwick report that she did an amazing job during her spring voice recital at HITS (the Houston International Theater School) in the Heights this week, and they are extremely proud. Another member of the audience said Claire’s performance was truly astonishing. She is a student of Shannon Langman and sang “Astonishing” from Little Women. Julie Evanicky of Girl Scout Troop 24129 is collecting used batteries for recycling. Her last batch weighed 15 pounds. If you would like to donate your used batteries, please email her mother, Shirley Evanicky, at shirl. eva@gmail.com.

Many activities are planned for the reunion weekend including golf tournament, casual happy hour and get together Sept. 20. A tour of the school and a seated dinner and dance is Sept. 21. The reunion concludes with a goodbye breakfast Sept. 22. Cost for the dinner is $60 per person. Payment must be received no later than June 1. Checks or money orders should be made out to: Waltrip Class of ‘63 50th Reunion. Call or e-mail for payment mailing information.

Biggest Energy Saver Campaign CenterPoint offers prizes for reduced consumption usage.” He said his household reduced its consumption by turning up the thermostat and making sure that the air conditioning unit was functioning properly. “If you run your compressor with a low level of refrigerant, the A/C will have to stay on a lot longer because it isn’t cooling as efficiently.” Schaefer also turned off unused computers during the day. Monetary savings were “slight,” he said, but there were other rewards: “The reductions were less about the monthly cost savings and more about doing our part to reduce energy consumption.” Reducing consumption “takes a little effort” in the beginning, Schaefer said, but then it “becomes second nature.” He said the effort begins with registering the household smart meter at www.smartmetertexas.com and viewing daily usage to encourage changing habits. Texans spend an average of $139.81* per month on electricity, according to data provided by CenterPoint.

With temperatures creeping into the 90s in recent days, power consumption is climbing. Starting June 1 CenterPoint Energy is participating again in the Biggest Energy Saver Campaign, launched two years ago, to help reward consumers who make the most of their smart meter data to reduce their energy usage and potentially lower electric bills. The 2013 Biggest Energy Saver Campaign will feature two main components — the Reduce Your Use Contest and the Lighten Your Load Sweepstakes. The contest will encompass three monthly contest periods in June, July and August and will reward customers who reduce usage the most compared to the same period in 2012. The Lighten Your Load Sweepstakes will reward those customers who reduce electricity usage during the afternoon on set days. Andrew Schaefer of the Heights won $500 last year in the Lighten Your Load Sweepstakes. “I saw the competition while looking up how to register my smart meter on the CenterPoint site,” he said. “The contest was a great excuse to try a little bit harder to cut down on electrical

• The “Reduce Your Use” contest includes three monthly contest periods, in which consumers compete for a chance to win a variety of prizes by reducing their energy usage compared to the same period last year. • The “Lighten Your Load” sweepstakes rewards consumers who reduce electricity use from 4-7 p.m. on 10-12 randomly selected days between June 1 and August 31, 2013. These specially created “peak demand” events replicate ERCOT calls to conserve electricity to avoid rolling outages. Consumers who save energy receive points toward prize drawings. • Upon registering at www.BiggestEnergySaver.com, participants will receive coupons via email from CenterPoint Energy for energyefficient products on behalf of Ace Hardware. Grand prize for the Biggest Energy Saver contest is a $9,000 gift check, with a Smart HDTV, LCD Smart Load washer and dryer, tankless water heater, and gift cards from Ace Hardware, Walmart, Marriott travel and gas station chains as other prizes.

Sales tax holiday Spotlight: Ryland’s reputation precedes for energy savers its new developments in the Heights The Memorial Day weekend is once again the time for Texas consumers to buy certain new, energy-efficient appliances and devices for their homes without paying sales tax. The Energy Star Sales Tax Holiday runs from midnight May 25 through 11:59 p.m. May 27. The products qualifying for the exemption are: • Air conditioners priced at $6,000 or less • Refrigerators priced at $2,000 or less • Ceiling fans • Incandescent and fluorescent light bulbs • Clothes washers • Dishwashers • Dehumidifiers • Programmable thermostats Qualifying products will display the ENERGY STAR logo, which may appear on the appliance, the packaging or the Energy Guide label. ENERGY STAR is a joint program of the U.S. Environmental Protection Agency and the U.S. Department of Energy. Earning the ENERGY STAR means a product meets strict energy efficiency guidelines set by these two federal agencies. There is no limit on the number of qualifying items one can purchase during this sales tax holiday, and an exemption certificate is not required. Some Internet and catalog sales also qualify for the tax break. For more on how the sales tax holiday works, go to http:// www.window.state.tx.us/taxinfo/taxpubs/

Expert • from Page 1B To put that number in perspective, Cooper said from three feet away, a clothes dryer is 60 decibels and a vacuum cleaner, 70. A lawnmower is 95 decibels from three feet away, a number that is high enough to cause hearing damage if exposed for a long time. TxDOT must also act if the noise increases by more than 10 decibels from the last time they did noise analysis. Barriers, as a source of noise abatement, must be “feasible and reasonable”, said Cooper. That means the cost must be about $25,000 per barrier, and beyond that is too much. Adaline Casey, who has lived in the same Oak Forest home since 1965, said there’s no current plan for a barrier in her area, but she hopes there is soon. “We see (the traffic), we hear it, and we don’t like it,” Casey said. “We’re very concerned about the noise.” When one resident asked if the walls could be lower than 14 feet, there was an outcry of opposition at the meeting. Some of the walls must be approved by commercial and residential property owners. Storage sheds may have to be moved and trees taken down to make way for it. “I think it would be beneficial if they didn’t have to tear too much stuff up,” said Oak Forest resident Daniel Clay. One concern was the strength of the wall, and Cooper pointed out that they stand up to 100 mile per hour winds. Another concern was graffiti, but Cooper pointed out that they’re easy to clean and re-paint. “(Hurricanes) Ike and Rita didn’t take them down,” he said.
