PATHWAYS TO CONSTRUCTION TRADES Introducing high school students to trade careers In an era where skilled labor is in high demand, introducing high school students to trade careers through Pathways to Construction Trades is both timely and essential. This initiative aims to bridge the gap between education and industry by providing students with hands-on experience and exposure to fields such as carpentry, plumbing, electrical work, and more. By engaging students early, this program not only equips them with valuable practical skills but also opens doors to lucrative career pathways that do not necessarily require a traditional four-year college degree. The program is designed to meet the needs of students with diverse interests and learning styles, fostering a sense of accomplishment and purpose through real-world applications.

NAHB Professional Women in Building Council Celebrates 70 Years
As one of the leading voices of women in the home building industry, the National Association of Home Builders’ Professional Women in Building Council (PWB) turns 70 this year. During that time, PWB members have helped strengthen the Federation by promoting industry professionalism and supporting its members at the local, state and national levels. Through education, professional development and networking opportunities, PWB helps its members develop invaluable leadership and business management skills that boost their career success.

Formed in early 2018, the Fairfield County PWB is an Affiliated Professional Women in Building Council of the National Association of Home Builders Professional Women in Building Council, and the Home Builders and Remodelers Association (HBRA) of Fairfield County. The purpose of the Fairfield County PWB: To assist in the accomplishment of the mutual objectives of the NAHB, the National Association of Home Builders Professional Women in Building Council, and the HBRA of Fairfield County. The Fairfield County PWB is first and foremost an organization dedicated to supporting the professional development of the women in the home building industry. Its members consist of NAHB Builder and Associate members of NAHB Builder as well as NAHB Affiliate members where they are recognized by the HBRA of Fairfield County. The Fairfield County PWB provides direct member services through education and training programs which focus on professional and leadership development, networking opportunities, and industry related information.
In addition, the Fairfield County PWB recognizes its role in supporting the overall building industry by mobilizing its membership to assist efforts spearheaded by local, state, and national builder’s associations. HOW ZONING SQUEEZED OUT THE CONNECTICUT STARTER HOME By: Bepin Mgushi, Owner of Fixitup Building and Remodeling One of the perks of being a HBRA member is that we get to interact and learn about the housing industry and get the answers we need to make educated decisions when it comes to our professions. Case in point, a few weeks ago I attended a Webinar put together by the American Enterprise Institute - AEI , where I was shocked to learn why the “starter home” in CT is actually more out of reach than in other states. The fundamental reason young families can’t find a place to start out in Connecticut isn’t because builders decided to abandon smaller homes, but turns out our local zoning rulebooks have practically outlawed them from being built in the first place. Across our state, an astonishing 81 percent of residential lots are zoned for nearly a half-acre or larger, giving Connecticut some of the most restrictive land-use regulations in the country. A mere three percent of our zoned lots sit below 10,000 square feet. And you can understand when you force a builder to buy a massive piece
of land just to pour one foundation, the math gets out of hand fast. You simply cannot buy high-priced acreage and build a modest 1,300-square-foot cottage without losing your shirt; the carrying costs alone force you into luxury territory just to make the numbers work. The result over the last 25 years has been as predictable as the research suggests. The typical new subdivision home built in Connecticut sits on roughly half an acre, tops 2,500 square feet home, and sells for over $616,000—more than six times what an average local family earns in a year. Meanwhile, AEI’s data showed that if builders were simply permitted to work on modest, 3,300 to 3,500 square foot footprints, we could deliver solid, three-bedroom detached homes priced between $335,000 and $375,000 without requiring a single penny of taxpayer subsidies.
And by looking more closely at state housing policy, I ran into Senate Bill 151, which sought to address lot size limitations, but failed to move forward during the 2026 session. In discussing this with Jim Perras, CEO of the Home Builders and Remodelers Association of Connecticut (HBRA of CT), he provided valuable perspective on the legislative dynamics at play. While the HBRA supported SB 151 conceptually to advance overall housing production, legislative leadership had little appetite to take on another major zoning battle following the contentious debates of the previous session. Jim also acknowledged how sensitive zoning reform remains right here in Fairfield County, where concerns over state mandates like 8-30g and the preservation of local
control run deep. While HBRA priorities for the next legislative session are still being developed, reforming how we approach residential density remains an active, essential conversation across the industry. Looking ahead, policy experts are discussing a 2027 push to end municipal bans on starter homes. The proposed framework suggests a sensible floor for highdensity counties: allowing 3,000 square foot lots where public water and sewer exist, while preserving common-sense baselines of a half-acre for septic with public water, and one acre for private wells. AEI’s statewide polling indicates that Connecticut residents broadly support practical land use reform, like smaller lots in new neighborhoods and building attainable housing closer to job centers. Yet here is the detail from the data that left me stunned: virtually none of the survey sample and baseline data AEI collected reflects Fairfield County specifically. The staggering state averages they presented were largely pulled from across the rest of Connecticut. If our local land costs and ultra-restrictive zoning rules here on the Gold Coast were factored in with full weight, our numbers would skew the affordability gap even further off the charts. If the rest of the state is already facing a starter home crisis, our backyard is on an entirely different level—and it is time we give our communities the flexibility to bring the first rung of the ladder back.

EVENT RECAPS HBRA Celebrates Summer at September General Membership Meeting The HBRA welcomed its largest crowd of the year on September 2 for our End-ofSummer General Membership Meeting, hosted by Elite VIP Partner Ring’s End at its Darien lumberyard. With the rain holding off, members and guests enjoyed an evening of great food, drinks, networking, and industry connections. Attendees enjoyed pizza from Marco Pizza Truck and sliders from Seaside Sliders while mingling with fellow HBRA members and industry professionals. Leading industry vendors, including Andersen, Benjamin Moore, Boise Cascade, Marvin, TimberTech, Upstate Door, Westlake, Weyerhaeuser, and Woodgrain/Maibec, were on hand to showcase their latest products, share updates, and connect with attendees. HBRA Golf Classic Brings Members Together for a Day on the Green The HBRA Annual Golf Classic, presented by Ring’s End, brought members and guests together on September 14th for a day of golf, networking, and fun at Tashua Knolls Golf Course in Trumbull. The sold-out 18-hole tournament and 9-hole tournament welcomed golfers from across the home building industry, with attendees enjoying a day on the course despite the wind, followed by an afternoon happy hour featuring dinner, an open bar, raffle prizes, and awards. A portion of all proceeds from this year’s tournament will go to support the HBRA’s partnership with The Circle of Care and will be used by the HBRA’s Professional Women in Building Council to design and build room makeovers for children undergoing pediatric cancer treatment – CLICK HERE to learn more. Dec. 11 The housing industry is experiencing elevated costs across the board — from land to labor and building materials. NAHB’s Economics team is in the process of measuring how these rising costs impact the cost to build single-family homes. And we need your help.
