Whether it’s leading the development of major parks and trails, coordinating conservation activities, or offering public programs and events, Buffalo Bayou Partnership’s (BBP) values guide our work and provide strategic direction.
Equity has been at the heart of all we do for decades and, in recent years, has taken on greater importance so that all Houston residents enjoy and have their voices reflected in BBP’s projects and initiatives.
This past year, a historic catalyst gift from the Kinder Foundation leveraged City of Houston and Harris County support for our Buffalo Bayou East Master Plan, ensuring that bayou parks and trails can be experienced by people of all ages, backgrounds, and abilities.
BBP recognizes that our city’s most significant natural waterway needs to be protected. That is why we are stewarding substantial funds for the maintenance of the bayou’s landscape and cleanup of the waterway. We also believe Buffalo Bayou’s parks and green spaces should be activated with recreational offerings, unique relevant programming, and inspiring public art.
Our accomplishments have transformed Buffalo Bayou into a valuable natural resource and community asset. Predicated on a set of principles, the organization’s award-winning plans and projects and extraordinary support from the community have been key to our success and make us a local and national leader in enhancing the public realm.
As we look to the future, we are committed more than ever to expanding our revitalization efforts to new and exciting destinations and culturally rich and diverse neighborhoods. For more than three decades, Buffalo Bayou Partnership has been committed to creating bold and visionary projects that benefit all Houstonians and bolster our city’s quality of life. This past year, BBP’s ongoing planning efforts and a historic level of funding ensure that our organization’s transformative work will continue for generations.
In September, we announced that the Buffalo Bayou East Master Plan would become a reality thanks to a public-private partnership anchored by a $100 million grant from the Kinder Foundation, which leveraged significant support from Harris County and the City of Houston, including Tax Increment Reinvestment Zone funds. By 2032, BBP and its partners will bring parks, trails, bayou-crossing bridges, affordable housing, cultural destinations, and infrastructure improvements to the Greater East End and Fifth Ward. The $310 million project is one of Houston’s most ambitious park initiatives ever.
To move the Buffalo Bayou East project forward, BBP spent the past year acquiring land, completing schematic design and construction documents, hiring new staff as part of our organizational capacity plan, and continuing to raise the additional funds required.

Tony Marron Park will be expanded to 40 acres providing neighborhood residents with a new children’s nature play area, barbeque plaza, spaces for community events, and improved soccer fields. The park also will be home to a facility housing maintenance operations and BBP’s waterway cleanup program.
Turkey Bend, a former barge terminal, will be repurposed into a recreational and cultural hub. This dramatic East End site includes a large warehouse on Navigation Boulevard, a wharf, and ample opportunities for community gatherings, public art, and retail.
Responding to the desires of neighborhood residents and the often unintended consequences of developing new park space, BBP incorporated affordable housing into its Buffalo Bayou East plans. In 2022, a major milestone was achieved with the groundbreaking of BBP’s 13-acre, mixed-income housing project, Lockwood on Buffalo Bayou. The project’s first phase consists of 80 multi-family apartment units. Once fully developed, the site will have additional affordable and market rate housing, more than 10 acres of green space, trails, a children’s play area, and dog park. Lockwood on Buffalo Bayou is a collaboration between BBP and Brinshore, a Chicago-based affordable housing developer.
Japhet Creek, a tributary stretching deep into the Fifth Ward, will become a neighborhood pocket park with trails and footpaths, wildflower and native grass plantings, entry plaza, and interpretive signage. A future elevated trail that follows the creek’s banks will provide a direct pedestrian connection to the bayou.
We believe Buffalo Bayou and its surrounding landscapes, which are ecologically important and vulnerable, should be protected and maintained.
Providing exceptional, long-term care of the spaces developed by our organization is one of BBP’s most important responsibilities. BBP works diligently to maintain the 160-acre Buffalo Bayou Park, as well as the parks and trails in downtown.
In addition to regular activities like mowing, pruning plants, trimming trees, maintaining special features, removing trash, and keeping the trails clear, our conservation goals are focused on stabilizing the bayou’s banks, promoting native plant species,
and enhancing natural habitats. In 2022, BBP and Harris County Flood Control District (HCFCD) initiated a major riparian vegetation project along 11 acres of the bayou’s edge in Buffalo Bayou Park. To be completed in 2023, the project includes planting live willow stakes and a mix of hardwood trees and grasses. To better understand the wildlife in Buffalo Bayou Park, BBP worked with Houston Wilderness to install a game camera that captures footage of birds, coyotes, beavers, raccoons, and opossums that is regularly shared on our social media.
Our organization also protects and maintains the waterway itself through our Clean & Green program. Since the program’s inception in 2002, BBP has become a leader in waterway cleanup, removing approximately 2,000 cubic yards of trash and debris from the bayou each year.
In 2022, we made a significant improvement to our collection by launching the Bayou-Vac. This custom boat that vacuums trash from the water’s surface was designed by our Field Operations
Volunteers have always played a key role in our revitalization efforts, and we continue to rely on the hard work of community members to assist our staff with the ongoing care of Buffalo Bayou Park. In 2022, BBP welcomed 2,700 volunteers who contributed 7,500 hours of service helping to remove invasive vegetation, pick up trash, spread mulch, and plant native trees and plants.
Generously sponsored by Enbridge, our volunteer program enables BBP to engage Houstonians in our beautification and conservation work while fostering environmental stewardship.

The Clean & Green program also received major media attention last year, with front-page articles in The New York Times and Houston Chronicle and features on Good Morning America and The Kelly Clarkson Show.
We believe all people should have equitable access to vibrant, safe, and inclusive spaces.
Throughout 2022, we continued working together with the communities we serve. BBP’s Community Engagement Manager participated in numerous civic association and Super Neighborhood meetings and organized focus groups that discussed small business development and health and wellness. To hear from families about their needs and desires for an expanded and enhanced play area at Tony Marron Park, we collaborated with PTOs from area schools to host a community-wide event. We also assembled and engaged a Greater East End and Fifth Ward Ambassadors group as well as a neighborhood group of residents who live near the future Lockwood on Buffalo Bayou housing site.
BBP’s leadership and staff also spent extensive time considering what it means to be a diverse, equitable, inclusive, and accessible (DEIA) organization. This work was led by a DEIA board committee, and it prompted a revisiting of our mission and vision statements to focus on the people who use the parks, trails, and reimagined infrastructure for which BBP is known. Board and staff are continuing this vital work and are in the process of writing a DEIA plan to guide BBP’s future.
BBP continued to make progress on building physical connections in 2022. Buffalo Bayou trails are critical to linking neighborhoods, and BBP is committed to ensuring that Houstonians have greater access to the bayou by way of wellmaintained, safe, and interconnected trails and bikeways.
After more than a decade of planning and acquiring property, one of BBP’s most unique trail segments opened last year. Located just east of downtown, the new trail incorporates existing infrastructure as it winds its way through the basements of two Harris County buildings on Commerce Street. A collaboration with Houston Parks Board, the project also includes a plaza and green space at Austin Street. This important trail link was generously supported by Barbara and the late Gerald Hines, Wendy and Jeff Hines, Sis and Hasty Johnson, the Kinder Foundation through the Bayou Greenways Program, and the Downtown Redevelopment Authority.
BBP will continue extending the trail network through Buffalo Bayou East, with new links and existing segments receiving upgrades and bank stabilization in the coming years. Two new pedestrian bridges will also be constructed in the area, further connecting the Greater East End and Fifth Ward and providing first-time access from these neighborhoods to the bayou.
We believe people’s lives are enriched when they have individual and shared experiences outdoors.
While there are numerous opportunities for people to experience the bayou’s natural beauty for relaxation and respite, the waterway’s parks and trails offer an array of active recreational, educational, and cultural activities where people from all walks of life come together. In 2022, as BBP’s horizons broadened, the desire to engage new audiences drove the creation of exciting events, including Night Light, Underground Sounds, and Cistern Illuminated. Throughout the year, ongoing Wellness and Nature Walks, Sound Healing Meditation classes, and pontoon boat tours punctuated the monthly calendar. BBP also began offering many programs in Spanish including boat and Cistern tours. And as in years past, thousands of children and families celebrated nature and wildlife at BBP’s annual events, Kids Day and Summer Species.
The recent completion of a Public Art Plan formalized BBP’s process for selecting art projects, both temporary and permanent. This plan also creates multiple roles for community input on public art along the bayou, which is critical to the success of the program. These roles include Nominators, knowledgeable professional curators with an interest in BBP’s public art program;
and the Buffalo Bayou East Arts and Culture Stakeholder group comprised of artists and cultural workers connected to the Fifth Ward and Greater East End. The plan calls for ongoing installations in the Cistern, new permanent art in Buffalo Bayou East, and an annual residency with a local Houston artist. Many of these programs and activities launched in 2022.
Inaugural BBP Artist-in-Residence Henry Sanchez led bilingual community, nature-focused workshops in a modified shipping container at Yolanda Black Navarro Buffalo Bend Nature Park.
Underground Sounds was a series of performances by local music organizations that highlighted the remarkable natural acoustics of the Buffalo Bayou Park Cistern. Groups featured were Nameless Sound, ROCO, Loop38, and Two Star Symphony.
With an attendance of more than 3,000, Night Light was a free evening of multi-media artworks projected onto infrastructure along the Buffalo Bayou East trails, presented in collaboration with Aurora Picture Show.
Piano in the Park was a fun and participatory series featuring multi-talented pianist and singer, Ben Chavez, who recently returned to Houston after performing in several national tours of Broadway productions.
BBP’s 15th annual KBR Kids Day was held at Tony Marron Park in the East End and included performances, a birds of prey show, reptile and bee exhibits, and much more.
Boat tours are an especially exciting way to experience Buffalo Bayou. In 2022, BBP introduced recurring programs with Spanish speaking guides to the schedule, including boat tours, Cistern tours, and storytime for children.
Walks, talks, children’s crafts, films, and more focused on BBP’s 2022 Summer Species, bees, and their importance to the ecosystems along Buffalo Bayou.
Cistern Illuminated was a temporary lighting installation by Kelly O’Brien/Fenris that enhanced the Cistern’s architectural elements. Ethereal choral performances by the Schola Cantorum of the Co-Cathedral of the Sacred Heart also took place in the installation.
