What if I need special accommodations? If you require special accommodations, please specify on the registration form and contact the Community Center directly.
What if I need to bring something special? Special required items will be listed in the class or program descriptions. For any additional questions, please feel free to contact the Community Center during regular business hours.
What if a class or program is cancelled? Customer requested refunds/transfers no later than 3 business days prior to the first day of class. No refunds after first class. No refunds or make-ups for missed days. A processing fee of $7 will be charged for all cancellations after a registration has been processed. If minimum class size is not met by the Wednesday prior to the start of class, the class may be cancelled. In the event that the District cancels a class, you will receive a full refund. Outdoor classes are cancelled in the event of lightning.

From the General Manager On behalf of the Discovery Bay Community Services District Board of Directors and Town Staff, it is my pleasure to announce the 20th anniversary of our District formation. In 1966, Weldwood Structures of U.S. Plywood conceived a plan to turn agricultural land into a thriving waterfront community. This began the birth of Discovery Bay. Levees were cut and trenched to create Lido Bay, and in 1970 waterfront homes began to appear. Development ownership changed hands until the property was eventually sold to the Hofmann Company in 1977. The Hofmann Company undertook an intensive marketing campaign, which attracted vacation home buyers from across the bay area region. Discovery Bay continued to grow to include custom home developments, a marina, yacht club, country club, golf course, restaurants and shopping centers. Our community transitioned from predominately vacation home ownership to a full time residential community. Discovery Bay is within the unincorporated area of Contra Costa County. In the early years, all our essential services were either supplied by the County or through separate Districts. As such, residents had no local control other

than to provide input to the County as a Municipal Advisory Council. Even today, land use zoning and planning, code enforcement, roads and law enforcement services are provided for by the County. Fire protection services are provided by a separate District. In the late 1990’s, Town residents dedicated themselves to bringing local control over water and wastewater to our Town. Their efforts resulted in the official formation of the Discovery Bay Community Services District on July 1, 1998. Today, Discovery Bay has grown to about 15,000 residents with our own postal zip code. Our District is governed by a five-member elected Board that oversees water, wastewater, parks, recreation, lighting and landscape services to our community. We have an 18-member professional staff that is supplemented by part-time workers during peak use periods at the Community Center. In celebration of our Town’s 20th anniversary, I invite you to join us on Saturday, June 23, 2018, 11:00AM to 4:00PM for a day of complimentary food, drink, swim, and familyfriendly fun at our Community Center, 1601 Discovery Bay Blvd.

Town Receives Special District Governance Gold Level Recognition The Special District Leadership Foundation (SDLF) is an independent, non-profit organization formed to promote good governance and best practices among California’s Special Districts through certification, accreditation and other recognition programs. The SDLF and its activities are supported by the California Special Districts Association (CSDA) and the Special District Risk Management Authority (SDRMA). The Recognition in Special District Governance was designed to honor Special District Board members and trustees and is comprised of two distinct parts: the completion of the Special District Leadership Academy and 10 hours of continuing education. The Town of Discovery Bay CSD Board of Directors have
been awarded the SDLF Special District Governance gold-level status. Each member of the Board also holds the individual certification in this category. This recognition demonstrates the extent of the commitment and dedication to providing the best possible service to their community by the Board of Directors. There are approximately 2,109 independent Special Districts in California, meaning they are governed by an independent Board of Directors elected by the Districts’ voters or appointed to a fixed term of office by either the City Council or Board of Supervisors. The Town of Discovery Bay CSD is one of only seven (7) Special Districts in the State that currently holds this gold-level recognition in Special District Governance.

If you didn’t take advantage of the Dock Sign Program the first time around, here’s your chance to put your address on your dock with a nice new sign that shows guests, and more importantly, first responders where you live. This provides immediate identification for police and/or fire personnel who might respond by water. Knowing the right address could be a life saver. The signs are $50 each, and further information can be found on the Town’s website at www.todb.ca.gov and click on the News and Announcements link! Next order will be placed on October 15, 2018

AQUATICS Swim Lesson General Information The Town of Discovery Bay is an Authorized American Red Cross Service Provider of Learn to Swim programs. Except as noted, sessions are M-TH for two weeks. Each class is 25 minutes and all classes are held at the Discovery Bay Community Center pool located at 1601 Discovery Bay Blvd. For additional information please contact the Discovery Bay Community Center at (925) 392-4575 or visit our website at www.todb.ca.gov
Parent & Me Swim Lessons (6mo-2 yrs.) The Parent and Me swim lesson is designed with an emphasis on water adjustment and water fun. Skills will include blowing bubbles, leg and arm movements, floats, glides, water songs and toys. Parent participation in the water is required. (4 classes) FEE: $25 (4 classes)
Level I Swim Lesson (3-5 yrs.) This beginner class is designed for participants with little-tono experience in the water. Skills will include blowing bubbles, water entries, bouncing and movement, submersion of face, front and back floating, and jumping from the side of the pool. (8 classes except where noted) FEE: $65/*$32.50 (4 classes)
Level II Swim Lesson (5-12 yrs.) This beginner class is designed for participants 5 years and up and will focus on breath control, submersion of body, front and back floats, basic kicks, correct arm motions, and swimming the length of the pool. Level III Swim Lesson (5-12 yrs.) This advanced beginner class is designed for participants 5 years and up. Kidz Love Soccer Since 1979, Kidz Love Soccer has been dedicated to teaching children the world’s most popular sport within a nurturing, recreational environment. A typical session experience includes age appropriate activities, skill demonstrations, fun games, and instructional scrimmages. Young soccer enthusiasts experience soccer fun in a safe, non-competitive environment. Kidz Love Soccer… “Where the score is always FUN to FUN!”
Mommy/Daddy & Me Soccer (Ages 2-3 ½ yrs.) Introduce your toddler to the World’s Most Popular Game! As you participate together in our fun age appropriate activities, your child will be developing their large motor skills and socialization skills. The fun happens on the field, and in Mommy/Daddy & Me Soccer, parents are part of the action, not watching from the sidelines! All kids will receive a Kidz Love Soccer jersey! The Contra Costa County Office of the Sheriff is proud to partner with the RadKIDS Personal Empowerment and Safety Education Program this summer! The tools and skills learned from this program will allow children the opportunity to make realistic choices concerning overall safety in the world we live in today. Through shared participation, parents of the children involved in the program will also understand those choices. This “free” week long class will be held July 16-20. The 9AM11AM time slot is for ages 5-7, and the 1PM-3PM time slot is for ages 8-12. Space is limited! SPECIAL INTEREST PROGRAMS Safe Power Boat Handling – US Coast Guard Certified
Beginning Archery (Ages 12+, Including Adults) Would you like to learn a new sport? Come on out to this basic archery class and you will learn the basic skills, safety & rules of archery. This class is perfect for the beginner and intermediate archer. All equipment will be provided and all participants will learn from the experts from the Discovery Bay Archery Club. Equipment supplied by the Discovery Bay Lions Club. NASP style archery. Online Driver’s Ed Course (Ages 15+ yrs.) The DMV allows teens to receive their Learner’s Permit at age 15 1/2, and a license at age 16. This class is the FIRST, required step that must be completed. Discovery Bay History
ong before Discovery Bay was ever thought of, the tract of land covered in upscale homes today was noted for the large staple crops it produced. The area between Byron and Old River was known as Byron Tract. About 3,465 acres were owned by Frank A. West and Eugene L. Wilhoit of Stockton, and 3,000 acres belonged to Veronica Baird. In the early 1900’s, the property was protected by huge levees, with a modern irrigation and drainage system on most of the land. This section was planted with potatoes, corn, onions, beans, sugar beets and barley. By 1920 West-Wilhoit had established a large hog farm on their holdings. Their hogs were fed corn and barley that was grown on the property. The southern portion of Byron Tract was known as Baird Estate. Veronica Baird, a resident of New York, was the mother of Mrs. William Sproule, wife of the president of the Southern Pacific Railroad Company, and William Baldwin’s great grandmother. This extensive estate was leased to the McCormack Brothers, contracting farmers, of Rio Vista. It was planted primarily in barley in the 1920’s and 30’s. In 1966, Weldwood Structures Division of U.S. Plywood and Bixland Inc., under the direction of Jorgen Lunding, the projects manager, entered into a joint venture arrangement to sell recreational lots. Lunding is credited with naming the project “DISCOVERY BAY”. By 1968 U.S. Plywood merged with Champion Paper Products, and by the end of that same year, decided to sell the projects to William Baldwin, an adjacent property owner. Following the paperwork for this project is difficult at best. Baldwin entered into a joint venture arrangement with the Title Insurance and Trust in Southern California. They could not reach an agreement, so in 1969 their contract was cancelled. Baldwin then went into partnership with Burt J. Davi, a civic leader from Pittsburg. They formed Veronica Development Corporation (named for Baldwin’s great-grandmother Veronica Baird). Discovery Bay lots opened for sale in October
1970, complete with a colorful tent as a sales office. Salesmen in Jeeps took potential buyers to sites where the bays were to be built. Andy Devine commercials and the Old Savannah paddle boat were used to promote the project. Landlocked lots sold for about $9,000 and deep water lots ran about $15,000. In 1973, the project was sold by Baldwin and Davi to a southern investment group named Boykin Investments. Boykin held the property until 1975 when it went into default on its purchase agreement. There were about 100 homes in Discovery Bay at this time. Baldwin and Davi got the development back and formed the Dominion Properties Company. Although Bank of America, Wells Fargo and Union Bank had originally been the lenders in the early 1970’s, Wells Fargo became the sole lender. In 1977, the property was sold to Ken Hoffman of the Hoffman Company. With the Hoffman Company in charge, the pace quickened rapidly. Prospective home buyers camped overnight to be the early birds getting first choice of newly constructed homes on Willow Lake. In 1978, Hoffman built a small condominium project on Windard Bay, the final deep-water bay. On July 4, 1981, the Discovery Bay Marina had its grand opening complete with Jim Plunkett shaking everybody’s hand. By 1988 two thousand acres of land had been developed with eighteen deep-water bays, Discovery Bay Marina, Willow Lake, a swim and racket club, a shopping center and a championship 18-hole golf course with a private 21,000 square foot clubhouse. It’s hard to imagine the fields of barley or potatoes that once grew on Byron Tract. Today we find a beautiful upscale community on the Delta, a community designed for people who want to live on the water.
