Welcome to the Summer Edition of the South Kilburn Regeneration Newsletter. As the season progresses, so does the momentum of our regeneration programme, marked by significant milestones and continued collaboration across the community. In this edition, we provide an update on:

My name is Cllr Matt Kelcher and in May 2026 I was appointed as Brent’s Cabinet Member for Regeneration and Planning. For the past twelve years, I’ve had the honour of serving as a councillor for Harlesden and Kensal Green. During my time at Brent Council, I have gained significant experience as Chair of Scrutiny and, for the previous six years, as Chair of Planning. These roles have given me a strong understanding of how to deliver development that works for residents. Through this experience, I have seen first-hand the huge value that regeneration can create when it is done well. It can open up opportunities, build more sustainable communities, and improve life chances for local people. I have lived in Brent for more than fifteen years and my family background has helped shaped my approach to regeneration. I understand how important it is that regeneration puts individuals, families, and existing communities at the heart of change. I am very excited to have the opportunity to be involved in the next phase of the South Kilburn regeneration programme. In fact, I made sure that my first external visit as Cabinet Member was to South Kilburn. I am determined that we deliver for residents, not just high-quality new homes, but a genuine community that people are proud to call home. SOUTH KILBURN PRIMARY SCHOOL – PROJECT UPDATE

Welcome to the Summer Edition of the South Kilburn Regeneration Newsletter

Working in partnership with the Council and the residents, a Single Delivery Partner will be responsible for the delivery of all remaining sites in the South Kilburn Masterplan including: Queens Park & Cullen (QPC), William Dunbar & Saville (WDWS), Craik, Crone & Zangwill (CCZ), Hereford & Exeter (H&E), Masefield Wordsworth, Dickens (MWD), Austen & Blake (AB), John Ratcliffe (JR), and Carlton Vale Boulevard (CVB). The tender of the Single Delivery Partner is underway. Following the completion of dialogue meetings, final tender submissions were received by the Council from the three tenderers in late April. The tenders are being evaluated by a comprehensive team of evaluators, each with their own specialist skill-set, scoring and commenting on 16 different tender questions relating to the vision areas of Empowered Communities, Brilliant Places, Resilient Partnership and Value Creation. Evaluators come from various departments across the council – legal, finance, regeneration, community partnership, consultants with specialist expertise, and members of the South Kilburn Community Panel – working on behalf of wider South Kilburn Residents, evaluating the social value submissions from the tenderers. The submissions are being evaluated based on how well they reflect the community’s needs, priorities and ambitions. The tender questions have been developed to ensure the best possible long-term outcomes for South Kilburn, with a particular focus on building community capacity, growing community wealth, and leaving a positive legacy. Once this process is completed over the next few months the outcome of the tender will be publicly announced following Cabinet’s approval.

Resilient Partnership • Establish a resilient and equal delivery partnership with Brent, underpinned by aligned values, shared vision, and joint commitment to realising South Kilburn’s full potential. • Ensure meaningful community partnership and collaboration in the delivery of regeneration, supporting South Kilburn as a neighbourhood in transition.

Value Creation • Maximise value creation opportunities to support a financially viable, commercially successful and deliverable regeneration programme. • Generate long-term economic, social and environmental returns through investment in placemaking, unified estate management and long-term stewardship.

What’s Happening at NWCC & Peel? Peel Update Steady Progress On The Final Phase Work on the final phase of the Peel project continues to move forward at an impressive pace. Several major milestones have now been completed, marking a significant step toward delivering this important development for the community. Eastern Phase Nearing Completion Exciting progress is being made at South Kilburn!

COMPLETED BUILDING AT PEEL PLAZA

This phase of the development will deliver 72 new social rent homes, all managed by Brent Council, helping to provide high-quality, affordable homes for local people and families.

This final phase will deliver 123 new homes, including 7 homes for social rent, which will be managed by Home Group Housing Association.

Programme Timeline Massey, Willowbrook & Grovefield House (Cores E, F & G) • T hese homes are currently expected to complete in Summer 2026.

The three new residential buildings have been given the following names: Massey House (Core E), Willowbrook House (Core F) & Grovefield House (Core G).

Programme Timeline All new homes are scheduled for completion by Summer 2026, keeping the project on track for its planned handover.

We look forward to welcoming residents to these new homes. Recent Progress Includes • S caffolding removal on NWCC East is now complete.

In preparation for the move, our Rehousing team, together with Home Group, is actively supporting and liaising with residents who will be relocating into the new homes. This coordinated approach ensures a smooth transition and helps residents feel confident and informed as the development nears completion.

home meets the high-quality standards required ahead of handover.

COMPLETED BUILDING AT PEEL PLAZA

Western Phase Progress Work is also progressing well on the Western Phase, which will provide 23 new social rent homes in Blackwell House (Block D), alongside 130 private sale homes across Blocks A, B and C. Brickwork is advancing steadily, and mechanical and electrical installations have now commenced on the lower floors, marking another important milestone in the development.

South Kilburn Primary School - Project Update Plans for the new South Kilburn Primary School are progressing well, bringing the community a step closer to modern, high-quality learning spaces designed for today’s pupils and future generations. The new school will offer improved accessibility, updated facilities, and a welcoming environment for children and families across the neighbourhood.

Latest Update Garden Hall, a new community events space, has now been fully built. The block will be activated by the South Kilburn Trust over the next few months. This will see an interim period of activation prior to Summer 2027 when the entire development is completed. The ground floor of the Carlton Centre has also now completed. This will allow Granville Plus Nursery to gain more space for when they reopen for the next school year in September 2026.

Planning For A Smooth Transition Because building a new school takes time, the Council is also preparing for the temporary arrangements needed during construction. Under the current plan, pupils from Carlton Vale Infants School will move to the Kilburn Park School while the new school is being constructed. Work is underway to ensure the temporary site is safe, fully equipped, and ready to support day-to-day learning without disruption.

What Happens Next Throughout the summer and into the autumn, the focus will be on completing key technical work, finalising the planning application, and continuing to refine the design so the project is ready for delivery. Residents and families will be kept informed as the project reaches each major milestone.

Designing A School That Meets Local Needs Over recent months, the project team has completed the tender evaluation, and finalised the appointment of a contractor who will support the Council and school in refining designs for planning alongside the existing project team. The developing design includes dedicated nursery provision and enhanced specialist spaces to support pupils with special educational needs and disabilities, ensuring the new building works for every child and every member of staff.

Additional rooms have also been completed on the first and second floor for the South Kilburn Trust and Family Wellbeing Centre. A café has also been completed, but due to the ongoing building on site this will not open until the end of the entire project in Summer 2027. The next year will see rapid progress on the final two blocks to be completed. These will hold the 18 new council homes, the permanent space for the Family Wellbeing Centre and a small events space for the South Kilburn Trust.

Social Value Impact Report 2025 – South Kilburn Update

There have been several developments on the project in recent months. The Council is now moving forward with the next stage of delivery and has appointed specialist consultants to carry out detailed surveys for both the planned highway improvements and the demolition works.

What The Works Will Include • A redesigned highway layout, including removal of the existing gyratory.

As we celebrate a year of community impact across Brent, we’re pleased to share an update from our 2025 Social Value Impact Report, highlighting the positive outcomes delivered across Brent – particularly here in South Kilburn, as well as Peel Phase 4 and Northwick Parkside.

A dedicated Design Team is also now in place. They are reviewing and refining the existing proposals for the new highway layout, working closely with planning and highways colleagues, as well as key external stakeholders, to shape the next phase of the project.

• D emolition of the Falcon Pub and Cullen House.

Programme Timeline The Council anticipates that demolition of the existing buildings will begin from late Summer 2026, with the new highway works expected to be completed by March 2028. Once the works are complete and the site has been cleared, the Council will explore opportunities for temporary “meanwhile” uses of the space. These short-term uses will help activate the area while longer-term plans for comprehensive redevelopment progress under the Single Delivery Partner Model. This marks a significant step forward for Queens Park, helping to create a safer, greener and more welcoming environment for residents and visitors.

Looking Ahead These improvements form an essential foundation for a more sustainable and accessible street network in Queens Park. They will enhance the public realm, improve safety and connectivity as well as prepare the area for future redevelopment.

The last year has been shaped by strong partnership working with Brent Council, Sovereign Network Group (SNG), Home Group, local community organisations, and our dedicated supply chain. By listening to residents, sharing insight, and working collaboratively, we’ve focused on creating opportunities that reflect local priorities and deliver lasting benefit for people across Brent.

Brent Health Matters – Supporting Better Health in Kilburn

South Kilburn Winter Fair 2025 brought the community together for a festive day of music, creativity and celebration. Held on Monday 1 December and delivered by Countryside Partnerships with Brent Council, the event welcomed hundreds of residents despite the winter weather.

Brent Health Matters is bringing trusted health support, advice and opportunities directly into the heart of Kilburn’s communities.

The plaza was filled with steelpan music, craft activities and lively circus skills workshops. Inside the marquee, children enjoyed decorating baubles, cards and gingerbread with Ngozi from DivinePurpose, while Vistry’s Olivia Glasgow led a collaborative art project celebrating South Kilburn’s identity. As evening fell, the former Mayor of Brent, Cllr Ryan Hack, joined local councillors for the Christmas tree lights switch on, accompanied by the Glissando Steelpan Band. Community Chest awardees and local partners were also on hand to share information and connect with residents. The Winter Fair was a warm reminder of South Kilburn’s creativity, resilience and strong community spirit.

Brent Health Matters (BHM) is a partnership between Brent Council, the NHS and local community organisations, working to reduce health inequalities across Kilburn. The team regularly attends local events – from South Kilburn Carnivale to Charteris Sports Centre – offering health checks, advice and support directly to residents. Alexia Benjamin, the BHM Community Coordinator for Kilburn, works alongside clinical staff, mental health practitioners and community partners to reach people who may struggle to access traditional health services. Whether it’s difficulty getting a GP appointment, language barriers or simply not knowing where to turn, BHM brings help into the heart of the community.

South Kilburn Winter Fair 2025 – Celebrating Community, Creativity and Winter Magic

Now in its sixth year, the programme continues to focus on major health issues such as diabetes, hypertension, asthma, mental health and childhood immunisations. BHM also provides annual grants to local organisations – over £400,000 last year – and funds Health Educators who offer advice and information across the borough. Recent events, including one co-produced with Somali organisation SAAFI, show the impact of this work. Kilburn resident Zaitun Said said the session helped her understand how families can access support, and a simple blood pressure check prompted her to book a GP follow-up. “More knowledge is more power,” she said. Peel HIF Road Project Update We are pleased to share an important milestone in the ongoing transformation of South Kilburn. The new Peel HIF Road Project, funded through the Government’s Housing Infrastructure Fund (HIF), now links the new western section of Canterbury Road to the new Peel Plaza to Rupert Road as well as Highways improvement works and rebuilding of the eastern section of Canterbury Road. This new link plays a key role in improving movement across the neighbourhood, making it easier for residents, visitors, and service vehicles to travel safely and efficiently through the area. By opening up access across the estate, the road supports the wider regeneration programme – helping future developments come forward, improving day-to-day connectivity, and creating a more welcoming and accessible environment for everyone. The Peel HIF Road project is part of our long-term commitment to building a greener, better-connected, and more vibrant South Kilburn. We look forward to sharing further updates as regeneration continues to progress.

Global Skills Centre: Expanding Learning Opportunities in South Kilburn The Global Skills Centre (GSC), a South Kilburnbased educational charity, continues to provide free, inclusive learning opportunities for local residents.

Adult learners have also benefitted from ESOL classes, supported by free on-site childcare at the Granville – helping parents focus fully on their learning and future opportunities.

Since 2014, GSC has delivered digital literacy for adults, life-skills workshops for young people, and STEM programmes including robotics and coding.

Thanks to the South Kilburn Community Chest Grant, GSC has expanded its after-school tuition from four to five days a week, reducing waiting lists and supporting 20% more young people. The grant also enabled us to deliver conversational English session once a week, helping adults build English skills and participate more confidently in community life.

All programmes are free to residents, and participation continues to grow – strengthening local skills, wellbeing and community connections across South Kilburn.

This year, GSC has been running after-school Maths and English tuition for 7–15-year-olds, alongside ESOL classes for adults, at the Granville Family Wellbeing Centre. Demand for the tuition programme remains high, with strong attendance and parents reporting noticeable improvements in confidence, study skills and school performance.

The South Kilburn Regeneration Programme continues to deliver high quality, sustainable homes for local residents. We welcome Eugenie Morgan, a long-standing member of the community, to her new home in the NWCC development.

It allows me to remain close to family and friends, which is so important to me. I’m really looking forward to settling into a routine again and enjoying the everyday moments. Being allocated my new home in South Kilburn means I can stay in the Kilburn area, where I’ve long been part of the community.

Resident Spotlight: Welcoming Eugenie Morgan to Her New Home A Fresh Start For Eugenie, the move represents a significant milestone. “It felt uplifting – like stepping into a space that was truly mine,” she reflected. Rooted In South Kilburn Eugenie first moved to South Kilburn to be closer to relatives, and over time she has developed a deep appreciation for the area’s diversity and neighbourly atmosphere. A Shared Vision For The Future The regeneration programme aims to enhance both housing and community life. Eugenie sees this vision reflected in her own experience. She is particularly excited about the new public spaces and nearby shops, including the GP surgery and pharmacy.

Looking Forward Eugenie is optimistic about the future. “The waiting was long, but I am thrilled to have been chosen as one of the tenants rehoused through the South Kilburn Regeneration Programme. This home gives me stability and a real sense of belonging.”

Building a Stronger South Kilburn – The Peel Development Completion The South Kilburn Regeneration Programme has reached an exciting milestone with the completion of the Peel Development, delivering seven high‑quality family homes designed for accessibility, comfort, and long‑term community wellbeing. Last year the council successfully secured, six threebedroom wheelchair accessible units and one general needs home from Home Group. This focus on larger homes reflects the programme’s commitment to meeting the needs of existing South Kilburn families. A local resident Hala Zaroug shared: “Seeing the Peel Development come to life has given us a real sense of pride in our neighbourhood… it feels good to know that families like mine will benefit from housing designed with our needs in mind.” The South Kilburn Regeneration Team added: “The Peel Development shows what regeneration should look like –high‑quality, accessible homes built for the families who make this community what it is.” Home Group will manage all seven homes, ensuring residents receive safe, well‑maintained, and supportive housing services. The Peel Development is part of the wider regeneration vision for South Kilburn, delivering new homes, improved public spaces, and enhanced community facilities as the neighbourhood continues its transformation.

On Saturday 28 February, Kilburn Library officially reopened its doors at 42 Salusbury Road after an impressive £1 million transformation – and the celebration was one to remember. The library welcomed residents of all ages for a full day of creativity, learning, and community spirit. Visitors enjoyed a vibrant programme of activities, including:

While honouring the charm of its 130-year-old Victorian architecture, the redesign introduces a bright, contemporary space that feels open, accessible, and inspiring.
