Roman Shimonov is the Founder and CEO of Roshel, a Canadian company that has become the leading North American producer of smart armored vehicles Originally immigrating to Canada just ten years ago, Roman previously founded a successful encryption company serving defence clients before launching Roshel in 2016
Under his leadership, Roshel has grown rapidly into a global manufacturer supplying advanced armored vehicles to governments, defence agencies, and commercial organizations. Since the start of the war in Ukraine, the company has significantly expanded production of its Senator armored platform and other vehicles supporting international defence efforts
Today, Roshel operates more than 400,000 square feet of manufacturing space with over 400 employees, while continuing to invest heavily in innovation and research. In 2025, Roman was named Defence Executive of the Year by Canadian Defence Review.

David J. McGuinty is Canada’s Minister of National Defence and the Member of Parliament for Ottawa South, a role he has held since 2004 A lawyer by training and long-time member of the Liberal Party, he has built a career in public service focused on national security, public safety, and international policy.
Prior to his current role, he served as the founding Chair of the National Security and Intelligence Committee of Parliamentarians, where he helped oversee Canada’s intelligence and security agencies He later served as Minister of Public Safety, further strengthening his work on national security and government oversight.
As Minister of National Defence, McGuinty is responsible for Canada’s defence policy and the Canadian Armed Forces. His work focuses on strengthening Canada’s defence capabilities, supporting the country’s defence industrial strategy, and deepening partnerships with allies.
