The Grafton Lake housing project developer has proposed an alternative to meet the plan’s affordable housing requirements. The Grafton Lakelands development is a long-term project spanning both sides of Grafton Road by Grafton Lake. The 2017 rezoning agreement specified up to 165 total homes would be made available over multiple phases. That agreement also specified that 45 of these homes would qualify as affordable housing. Ten of these would be available for home ownership during the initial phase of the project, and 35 coming later as rental units. But with production stalled since then, the Lakelands developer attests that rising construction and financing costs over the past decade mean providing these 10-units is no longer feasible today. As an alternative the developer recently proposed a $1 million cash-in-lieu payment to the municipality (BIM) to waive the affordable housing requirement, which would allow the 10 lots in question to be resold at market rates.
