And The TRUTH Is: There have been a multitude of spurious, slanderous, and simply untrue allegations, suppositions, and comments made by some participants in this Mayoral Campaign cycle. I believe it is important to set the record straight: • In 2018, the City was facing a potential revenue shortfall. I asked our Finance Director to research and present a short list of potential remedies that would solve the challenge and have the lowest impact on our citizens. The opportunity presented itself for local municipalities to institute up to a 5 cents/gallon increase in local gas taxes. The Council chose 2 cents/gallon. The proceeds of this come directly to Belvidere’s Motor Fuel Tax Fund, which is only used for road repairs and maintenance. We were aware of impending increases in the State and Federal portions of fuel taxes, and this was our last opportunity to have more MFT tax come directly to us. We have been able to replace more streets and do more road repairs every year since then. The additional MFT percentage provided a much needed lifeline to keep our annual MFT program viable when people started driving less due to Covid 19. The second option chosen was to increase our sales tax to equal the rest of the region. A 1/2 of 1% increase was approved and instituted. The Mayor’s vote was not called on either of these issues, but I fully supported the Council’s decisions. • At this point, I think it is important for all citizens to understand how the Administration and Council function. The Administration presents ideas and proposals to the Council at a Committee of the Whole Meeting. This is essentially a workshop session. Items are discussed, a motion to approve is queried, followed by a second to the motion. If the motion, or idea, or proposal is voted up, it is not binding, but forwarded to City Council for further discussion and approval or rejection. The only times the Mayor votes are to break a tie, or when a super majority (Mayor & Council combined) is required for resolution. • It has been shared that the Mayor "demanded" that the Council waive fees and property taxes for a developer who proposed building higher value duplex townhouses on lots he already owned. All of the above is an exaggeration. The Mayor was in favor of a thorough discussion by the Council, on what parameters of the support for the builder would be appropriate. The entire September 28, 2020 discussion can be viewed on YouTube. Login to YouTube, type in City of Belvidere, watch the video and judge for yourself what really transpired The Council was deadlocked on moving the issue from Committee of the Whole to City Council, so I broke the tie with an aye vote, moving the discussion forward. At the next meeting, the Council voted down the further discussion and made no offer of proposal to the builder. Since then, the County Board, the Park District, the School District, and the Conservation District have all agreed to a 2-year moratorium on Impact Fees, encouraging growth and further prosperity for Belvidere. • A local publication recently stated that I did not respond to questions they posed. That is true. I will not participate with any media outlet that does not fact check material submitted for publication, and has earned a reputation for being unprincipled and slanted to their own agenda. The same publication printed the names of, and amounts contributed by my supporters. That is the only truly factual information I have seen in print from my competitor and his favorite publication. I am honored that businesses, workers unions, and leading citizens have all seen fit to support the work I have done, and will continue to do, shoulder to shoulder with anyone in our community who believes in a bright, diverse, upwardly mobile future for Belvidere. • In 2012, my opponent, and his cohort, refused to repair the roof on the Leath Building. They voted against any level of re-roof or repair, even a $12,000 temporary repair. When I became Mayor in 2013, the damage, over the winter increased the repair cost significantly, and the majority of Council gave no indication that they were interested in reconsideration of repair at any level. We will complete the Brownfield remediation in front of the Leath Building this summer, and are now in the third year of working with a group that plans on redeveloping the entire property on a step-by-step basis. • None of my contributors has ever bid on, or been chosen to receive any contract from the City of Belvidere. The Council makes those decisions, not the Mayor. The lowest submitted bid is chosen, with one caveat. Should a local bidder be within 10% of the lowest bid, they may be chosen over a bid For More Info: from an outside entity. • While we are at it, some additional information may be helpful to our citizens. A comment was circulated that "No one really knows much about the Mayor, or where he is from". I have lived in Belvidere for nearly 37 years. I was visiting my folks, who had been transferred to Rockford with Barber Coleman. I met a Belvidere girl, and have been here ever since. Our children, grandchildren and great-grandchildren all live nearby, and enrich our lives immeasurably. • These are only a few examples of slanted, specious comments that are intended to blatantly misinform the voter. I believe that our community is much too wise to be taken in by this type of campaigning, and will vote for verifiable performance and results by a Mayor who is devoted to them, and proves it every day.

Dear Belvidere Voters, An effective government is created when voters are given a choice between two competing plans for community improvements by the candidates. Sadly, that is not happening in Belvidere. The BOONE COUNTY JOURNAL had proposed 5 different dates for a Mayoral debate to be held at the Community Building. I accepted all of them and Mayor Chamberlain did not respond. His campaign has offered no plans. He has only offered endorsements from political friends and others who do not even reside in Belvidere. These expensive mass mailings and advertising fail to offer any proposed paths forward for the betterment of the city, just as he has failed to accomplish in his last 8 years as Mayor. Since July 1st his campaign fund account has ballooned from $318.00 to $33,400.00 from outsider special interest Chicago contractors, labor unions and a P.O. Box from Wisconsin. This is how he funded his slick, extravagant mailings and advertisements. You can be sure he told THEM what he plans to do with our city resources in the next four years. He is just not sharing any of those plans with YOU! I have drawn on 52 plus years as a resident, and submit to voters for approval my intentions and recommendations regarding many concerns, as well as opportunities: • Remove a pension for the Mayoral position. If elected, I will opt out of IMRF thereby saving taxpayers $22,000 over a 4-year term. No more pension burden on taxpayers for an elected politician’s term. • Put up for competitive bid our resident’s garbage and yard waste removal. Reducing the taxpayer’s monthly charges while gaining franchise fee funds for Belvidere public benefit projects. This will reduce the fleet of garbage trucks pounding our streets and reduce our street repair expenses. Another win. • Secure funding from the $275 million Rockford Amtrak budget for constructing an overpass on Appleton Road, alleviating bottleneck traffic from trains. Also, improving public safety access for residents and commerce for manufacturers. A win-win. • Work with and encourage our State and Federal representatives to bring State and Federal funding back here. • Specifically work with Dean Foods, General Mills, Acument and our whole employer base. Create partnerships to ensure they prosper in our community, maintaining quality jobs and expansion opportunity. • Roll back Mayor Mike’s recent gasoline tax and sales tax increase. Stop the layer on top of layer taxing of residents and businesses. • Attract business investment to our Irene Rd. interchange, spurring job creation. • Stop spending taxpayer money on self-serving Mayor Illinois Municipal League activities. They lobby for higher taxing limits using taxpayers’ own money against us. • Seek to end Belvidere Township taxation on Belvidere homeowners to save approx. $200.00 per year on their property tax bill. Thus, eliminating duplication of street and road services. • Cooperate with city council members and create an atmosphere of trust through transparency and honesty. • Work with our county elected officials to better serve the City’s portion of Boone County. • Effectively protect and promote citizen’s health, safety, and welfare. • Work to maintain a diversified employment base, that is not restricted to automotive. We must not forget what Janesville, Kenosha and Bloomington learned after plant closures. Plan for the worst and see that we prevent it. • Promote and support our business community, cooperating where we can to ensure they have a partner in city hall. I have refused any contributions for my campaign. I truly believe special interest contributions do not work in the hardworking taxpayers’ best interests. This Mayor has taken in more campaign cash from outside interests than all of the past Mayoral elections of the past 30 years combined. WHY? Shouldn’t good leadership sell itself? Healthy government requires voter’s support. Belvidere voters are being shut out of the marketplace of ideas and deprived of the right to be honestly informed. After 8 years and no record of accomplishments the current Mayor is trying to run out the clock, promise nothing and deliver less. My efforts will serve to build a better Belvidere. We need leadership in our city that will establish goals and I will work hard to achieve them. No influence peddling, no special interests, no political pandering - just strong, hardworking taxpayer representation for a better community. Change is way overdue. He will ensure that tax dollars promised for road and infrastructure are used for their intended purpose. No more misappropriation, only accountability. He will put Citizens before campaign contributors. Clint has self-funded his entire campaign. He has accepted no special interest contributions and has always and will continue to represent the hardworking taxpayers in our community above all others. Our current Mayor Chamberlain is being funded largely by building contractors and real estate developers from outside of Belvidere. What will they want for their dollars?
