A State’s Attorney for ALL of Boone County Dear Boone County Residents, When I announced I would seek re-election for State’s Attorney in June of 2015, I made a commitment to this community to run a POSITIVE CAMPAIGN. I gave you my word I would not engage in campaign deception and trickery. I have kept that promise because my integrity is important to me, and I deeply care about the future of Boone County. I am thankful for the overwhelming support shown to me during this campaign. I have enjoyed meeting and visiting with you while walking doorto-door. Your support has meant a great deal to me as I have confronted a difficult campaign of false and misleading information and personal attacks. I refuse to participate in this type of campaigning. Boone County deserves a leader that can run on her OWN RECORD and whose actions match her words. I have kept my promises, and I have a proven record. I, along with a team of career prosecutors, have aggressively prosecuted gang members, child predators, and drug dealers. We have successfully prosecuted over 2000 felony cases and over 2300 drunk driving charges in the last 7 years. We have tried more cases, more difficult cases, and have obtained justice for more victims. In the last eighteen months alone, we successfully prosecuted 3 First Degree Murder trials that were gang related. I have made sure that law enforcement has every tool available to fight against gangs and have worked with our community to ensure that they are informed so that they too can help law enforcement. We have held drunk drivers accountable while introducing innovative technology such as SCRAM bracelets to fight against habitual drunk drivers. We have been fiscally responsible by consistently under spending our budget and saving taxpayers’ money and stepping up efforts to collect an additional 1.5 million dollars in outstanding fines and fees. We have initiated programs geared to ensure justice with such programs as the First Offender Program intended for first-time, nonviolent offenders. My actions have matched my words, and my actions, together with our community’s and law enforcement’s actions, have kept this area safe. Justice? July 18, 2012 Our Dad, Tom Towns,was walking across the street when he was struck by a vehicle driven by an illegal alien*. Tom later died of the injuries. If the illegal alien had been charged with a state charge she could have faced jail time and deportation. The present State’s Attorney failed to file a state charge. The illegal alien paid a fine on a city ticket which carries no jail time or risk of deportation. The illegal alien has been arrested in 2014 and in 2015 for driving on a suspended license. The present State’s Attorney failed to obtain

any jail sentence which could have led to deportation and in fact the illegal alien was placed on court supervision twice. The judge was never informed that her previous actions caused our Dad’s death or that she was an illegal alien. She, however, is still living in Boone County. The closer the ambulance service, the quicker the response time and the faster that treatment can be provided to a patient. The North Boone Fire Department (NBFD) plays a critical role in the region’s fire and public safety infrastructure. In addition to providing fire and rescue services, North Boone has a fully-staffed ambulance with an available paramedic and EMT. Now NBFD seeks to operate its own 24/7 ambulance service to provide more timely and consistent service to its residents.

To do this, North Boone is required by law to ask voters to help fund this expanded ambulance service. The referendum issue would require the owner of a $100,000 house to pay just $16.67 each year in additional property taxes. It’s a small price to pay for added safety.

As a former Boone County Assistant State’s Attorney, I feel compelled to respond to Michelle Courier’s February flyer/mailer. This flyer states that her “office” has “worked hard to put...criminals away.” The word “office” is Courier’s latest spin in her attempt to portray herself as a tough prosecutor. Courier carefully uses the word “office”, because she has never personally tried a felony jury trial in her life. That is a fact that she cannot spin. She tries to take credit for the work of other Assistants in her office. The consequences, however, of Courier’s lack of criminal trial work is that she has virtually no experience to draw on to supervise and train these Assistants. The result of this inexperience is seen in an appalling 63% conviction rate in felony jury trials. The average felony jury trial conviction rate of prior Boone County State’s Attorneys is between approximately 82%85%. Tricia Smith doesn’t need to take credit for the trial work of other attorneys. She has extensive experience prosecuting both felony and misdemeanor cases. She has tried felony jury trials. She relishes the opportunity to be in the courtroom, trying cases, unlike her opponent. If Tricia is elected, she will personally handle criminal cases from the charging stage all the way through trial, as have all Boone County State’s Attorneys prior to Courier. Boone County needs an experienced prosecutor who is willing, and able, to handle the most serious cases herself. Boone County needs Tricia Smith as its next State’s Attorney.

1932 - 2016 Kathrine Ann (Barnett) Emanuel passed away March 2nd, 2016. Kathrine was born in Charles City, Iowa on April 27, 1932. Kathrine moved to Belvidere and attended Lincoln Elementary School where she met her future husband, Wayne William Emanuel. Kathrine graduated from Belvidere High School in 1950. She married Wayne in July of 1951.
She is survived by her children Karen Sue (Stephen) Benjamin and James Thomas (Livinia Sue) Emanuel. Grandchildren Michelle (Mike) Breaux and Jeff (Abbi) Uteche. Great Grandchildren Devon, Sebastian, Ruby and Luke.
