Carolyn Bennett, Minister of Crown-Indigenous Relations, announced that the University of Victoria (UVic) will receive $9.1 million for the construction of the national centre for Indigenous law from the federal government. This contribution is meant to support the revitalization of Indigenous legal systems and Canada’s first Canada’s first joint degree program in Canadian Common Law and Indigenous Legal Orders. “It’s so exciting,” said Bennett during the announcement Tues-
day morning. “It’s the beginning of really celebrating the importance of Indigenous law and legal orders for Canada.” Bennett’s announcement, on behalf of Navdeep Bains, Minister of Innovation, Science and Economic Development Canada, took place on the UVic campus. Several professors from the program joined her on stage. Val Napoleon, Director of the Indigenous Law Research Unit and of the Canadian Common Law and Indigenous Legal Orders program and Law Foundation Professor of Aboriginal Justice and Governance said this is a time
of thankfulness and reflection. “Minister Bennett has been our greatest champion, and the recent federal contribution of $9.1 million to our national centre for Indigenous law is the exciting result. This commitment will enable us to build a strong, stable foundation from which to study, teach and learn Indigenous law as part of the great legal traditions of the world,” said Napoleon. A faulty electrical appliance likely caused the fire that killed one Saanich resident and rendered large parts of an apartment building uninhabitable last week. Capt. Jerry Tomljenovic of the Saanich Fire Department said a power bar failed in the unit of the woman, who later died. Crews found her in the hallway of the fourth floor, where the fire had broken out. She later succumbed to her injuries. Two other residents were sent to hospital, suffering from smoke inhalation. Officials have not yet released the name of the woman said to be in her 60s. Tomljenovic identified the failed appliance as a power bar, but added that additional forensic investigations will take place for insurance purposes. This said, local investigators are confident that the cause of the fire was a failed electrical appliance, he said. Tomljenovic made the comments during a Saanich Fire Department media availability to discuss its investigation into the fire that tore through an apartment building in the 2600-block of Richmond Road during the early morning hours of June 21. Grocery store helps stand operator out of a jam Pepper’s Foods will start selling jams previously offered at roadside stand Wolfgang Depner News Staff
A local grocery store is filling the gap left by the closure of a popular roadside jam stand. Starting Thursday, Pepper’s Foods will start selling jams and salsas that Katherine Little had previously sold through her jam stand on Queensbury Avenue. The stand closed at midnight, June 22 following a bylaw complaint from one of Little’s neighbours and a lengthy but so far unsuccessful campaign that has attracted close to 1,000 supporters to keep the stand open. Scott Zaichkowsky, head of Pepper’s grocery department, said Little’s offerings fit the business’ mould of featuring local products. “It fits our theme as far as Pepper’s goes,” he said. Zaichkowsky said the store will feature 10

Saanich staff, meanwhile, are looking at “options and implications for considering bylaw changes” that would permit local produce and processed food stands to operate in Saanich on private property and immediately adjacent to boulevards, both inside and outside of the Urban Containment Boundary (UCB). It all started two months ago with a bylaw complaint that focused on two elements: signage and the stand itself, with staff noting that Little’s home lacks zoning for individual business and retail sales. Saanich permits produce sales of items produced on rural zoned properties. Little started the operation about a year ago, preserving surplus fruit growing on her property. Donations from friends and family helped Little expand her offerings as the stand started to turn into a neighbourhood attraction. The stand also helped Little to deal with personal issues. Saanich is one step closer to hosting a movie studio with an estimated price tag of up to $40 million on the Interurban campus of Camosun College. “This is a huge win for South Island and Saanich,” said Saanich Mayor Fred Haynes in commenting on the decision of Camosun College to start discussions with Lexi Development Group about the feasibility of building a film studio, a sound stage and educational facilities near the Pacific Institute for Sport Excellence (PISE). Lexi Development Group and Camosun College announced the upcoming feasibility study Wednes-
day morning. “We’re starting to explore the potential of a film studio in partnership with industry that would complement existing programs, while opening the door to educational programs that support B.C.’s film industry,” said Sherri Bell, president of Camosun College. While Haynes agreed with Bell in saying that the project remains very much in its early stages, it could bears far-reaching benefits for Saanich, which has been seeking to increase its non-residential tax base. (By way of background, about 77 per cent of municipal tax revenue comes from residential properties, with most of the remainder coming from business

Haynes also said the studio could generate synergies with the nearby Vancouver Island Technology Park, while also tying in with other proposed project for Saanich as a new hotel. “It brings diversity and resilience to our economy,” said Haynes, whose has been working on this file for at least years, first as a councillor, then as mayor. A studio could help the region increase its share of the provincial movie industry, he said, in noting that the provincial industry generates about $3.4 billion and employs 60,870 people. The region, however, only captures a small fraction of this share, because it lacks the necessary

Proposed drive-thru for Pat Bay moving ahead Wolfgang Depner News Staff
When all is said and done, it will have taken more than three years to redevelop one of the most prominent corners in the Greater Victoria region, largely because of access issues that have required the input of multiple actors. Aaron Vornbrock, principal at Urban Design Group Architects (UDGA), said the company is ready to submit amended designs for its proposed redevelopment of a gas station at the southwest corner of Patricia Bay Highway and Sayward Road in Saanich. Images and site plans available on Saanich’s website show a gas station (Chevron), a drive-thru fast food restaurant (A&W) and an attached convenience store (On-the-Run), as well as retail space for two other businesses. They would replace the location’s current tenant, a gas station run by Fas Gas Plus, an Alberta-based gas station chain, with locations across western Canada, Ontario, Prince Edward Island and the Northwest Territories. Vornbrock said he is hopeful that the proposed amendments to the development will help move it forward. “If all things go well, we would be looking at starting construction in October,” he said. Construction itself would last seven to eight months, taking the project into late spring, early

Compared to other projects, the pace of this one falls somewhere in the middle, said Vornbrock. “It’s a little bit more lengthy than what we are used to seeing,” he said, pointing to a comparable project in Chilliwack that wrapped up in February 2019 after starting in June 2017. Site access has been the primary issue, said Vornbrock. The site needs a left hand turn for gas deliveries onto the site when heading west along Sayward Road, he said. But space — or the lack thereof — could impact highway traffic, he added.
These discussions have not just involved the District of Saanich’s planning and engineering departments, but also the provincial ministry of transportation and infrastructure (MOTI), said Vornbrock, adding that working with Saanich staff has “been very reasonable.” “As far as [Saanich] planning and staff, they have been very good,” he said. The actual building will not differ much from what Saanich received, and promises to be a profitable one, by virtue of its location. of people, goods and services externally from the BC Ferries terminal at Swartz Bay and the Victoria International Airport to the Victoria Region and other areas of the Island.” According to the report, daily traffic volumes range anywhere from almost 15,000 vehicles per day to over 60,000 vehicles per day from the north to south segments of the corridor. Daily traffic volumes are highest between Sayward Road and Royal Oak Drive. Overall, the report predicts significant traffic volume increases. It predicts peak hour corridor traffic volumes in the northern areas of the corridor (north of Mount Newton Cross Road) will go up between 20 per cent and 30 per cent over the next 25 years. For the corridor’s southern section (south of Mount Newton Cross Road), the report predicts an increase of up to 50 per cent. “Peak hour directional volumes in the southern areas of the corridor are projected to be as high as 3,600 vehicles during the afternoon peak hours in the southbound direction and slightly more than 3,000 vehicles northbound,” it reads. In short, plenty of vehicles will drive past the redeveloped location, which the provincial government also plans to improve, according to the report to handle additional traffic flow.

Creating a path for alternative energy In announcing the Trans Mountain pipeline expansion,Prime Minister Justin Trudeau told us work would begin this construction season. In other words, the prime minister says the pipeline is coming, whether you like it or not. That’s not really a surprise. All along, the approval of the pipeline expansion has been inevitable. But as there has been all along, there is going to be a lot of opposition to the pipeline, on the ground and in the courts. That opposition adds up to a lot of spending, from both sides. Whether it’s by pipeline or train, the oil is going to be shipped. While the era of burning fossil fuels may finally be coming to an end, it’s far from dead. The world still needs that gas for our cars and oil to fuel our industries. Though it is years later than it should have happened, there are signs the fossil fuel era is coming to an end. Though small, there is a decrease in demand for oil, along with an increase in the availability and sales of electric cars. The best way to prevent someone from proposing yet another pipeline is to speed the changeover to a clean energy economy. Trudeau has committed to using any federal profits generated from the pipeline, or proceeds from its sale, to clean energy projects. It would have been better, perhaps, to have invested the $4.5 billion it cost to purchase the pipeline into clean energy in the first place, but what’s done is done. Let’s just hope Trudeau and the federal Liberals keep this promise. But regardless, investing in developing clean energy — for Canada, for B.C., even for Alberta – is the way forward. And now is the time, when there is still the opportunity to establish Canada as a leading manufacturer and supplier, not just a user. The jobs the pipeline construction and reinvigorated oil fields will generate will be welcome news for many dependent Canadian communities. But directing our efforts and money to develop and implement clean energy will lead to more jobs and a stronger economy in the long run. Off-trail cycling was causing damage to Haro Woods Saanich Parks and Recreation should be proud of upholding the P-4N park status in Haro Woods and scrapping the idea of turning the forest into a bike skills park. The process to protect Haro Woods took many years, first preventing housing development and then stopping the sewage treatment facility. People who care about the forest had been waiting for a park status for years while damaging off-trail cycling and BMX bike jumping took place illegally as the formal park status and land swap work took place. This activity increased when the advisory group encouraged this cycling community to take part in the planning discussions. This spread the false word that Haro Woods was open for bike jumps and off-trail cycling, causing further damage to the forest at an alarming rate. Bike jump builders and cycling trailblazers removed native vegetation as they built their, at times five-foot-wide tracks, using branches of ocean spray and other native shrubs they removed. They exposed dry sandy soil, causing erosion, then compacted it in mounds with wood and outside trash materials. In one area a large pit was dug for a source for soil. Roots of trees, cut near the base of coast-
al Douglas firs, and native plants are of no consequence when a cyclist wants to get the best free ride. Extreme lack of respect was obvious when garbage, broken glass, chairs, cans and even spray paint on fir trees was visible. The people who fought to protect Haro Woods found this devastating. Haro Woods now has P-4N park status which has been upheld after the lengthy advisory group and public consultation process. Thanks to Saanich Parks and Saanich council, Haro Woods can finally be restored and protected, and available for everyone to enjoy long into the future. Katrina Madsen Saanich
Council following a familiar course Re: Saanich councillor warns of ‘torturous experience’ as they consider replacing EDPA. I see council has delayed making any definitive decisions on the Environmental Development Permit Area (EDPA), which was rescinded by the previous council, after the byelection which saw Coun. Karen Harper elected. It’s worth noting in January the Saanich
News reported registered professional biologist Ted Lea, arguably the biggest opponent of the EDPA, was found guilty of ethical violations. More recently, the College of Applied Biology (CAB) permanently rescinded his membership. The charge that the decision to rescind the EDPA was based on faulty science has some substance to it. Saanich council’s refusal to deal with the ultimate fate of the EDPA in a timely manner means that in this de facto environment, virtually unrestricted development such as the Leveret/Milner project can charge ahead, with little regard for consequences to the local environment and ultimately to climate change. The last municipal election saw a big turnover in council, with many new members elected, and it was hoped this meant a change in direction was a distinct possibility, with more integrated planning instead of hodgepodge, willy-nilly building projects. Apparently this is not to be. Some new members of council seem to be suffering from congenital faintheartedness, finding it easier to go along to get along – enough anyway to ensure that the new bosses are indeed the same as the old bosses. Featuring a nearly two-kilometre “stage” along Gorge Road West and the Gorge Waterway Park, there are lots of free, family-friendly activities, including the family parade, pancake breakfast, Canada Day market, classic car show, kids’ games and more. “In addition to all the original favourites, including the family parade, pancake breakfast, strawberry tea, car show, canoe rides and road hockey we are shaking things up a bit this year,” said Chris Kask, Gorge Canada Day Picnic chair. “We’ve been wanting to program the natural amphitheatre in Gorge Park for a few years, and this year we decided to move the main stage to this area. This is a picturesque sloped area perfectly suited to spread out a
blanket and enjoy an afternoon of great music.” The Cliffes kick off the musical lineup of mainstage performances at noon, followed by Qristina Bachand at 1 p.m. and Daniel Cook at 2:15. Entertainment will continue into the evening with other performances featuring Theatre Skam, Sunshine Clowns, Nick Stecz Drum Workshop, Tim Gosley Puppets and a variety of performers from the Victoria Conservatory of Music. Also, not to be forgotten, are the more than 65 market vendors, approximately 25 food vendors, a not-for-profit area, kids’ zone, and Gorge on Art. Haliburton wetland marks 10 years Devon Bidal News Staff

The Urban Biodiversity Enhancement and Restoration (UBER) Project at Haliburton Community Organic Farm is inviting the community to a very unique birthday party — their wetland turns 10 on Saturday, June 29. The party starts at 10 a.m. and the festivities run until 1 p.m. Party-goers will be able to take a tour of the wetland, learn about the future of the Haliburton Watershed and, of course, eat some cake. Ten years ago, volunteers began working to transform a field overrun by invasive reed canary grass into a wetland. With the help of many, two ponds were excavated and prepared with liner materials. Then, the team let the rain do the rest. Birds, bugs and tree frogs have happily made the wetland their home. Native plants have also transformed the area around the wetland called a wet meadow. Volunteer native plant experts, James and Kristen Miskelly, have helped make the wet meadow a success. “The wetland is human-made, but nature is accepting it,” says UBER Project founder and AQ High Quality

UBER Project’s goal is to encourage more wetland-building in urban areas. “Nature can co-exist within cities — in fact we need it to,” says Govindarajulu, a wildlife biologist. Govindarajulu took on the wetland project after taking her students from the University of Victoria to the farm for an environmental studies field trip. It was a spur of the moment decision, she says. Four students joined her at the time and one is still involved. “The wetland came to life and life happened around it,” says Govindarajulu when asked about the sense of community between the volunteers. A transformation video will play on a loop at the party so that attendees can see how the wetland grew out of the empty field. Govindarajulu, Kristen and James and many other volunteers will be in attendance at the party. Public tours will start at 10:15 a.m., 10:45, 11:15 and 12:15 p.m., and the birthday cake will be cut at noon. Other activities will include a plant sale at Saanich Native Plants and an interactive model of the planned Haliburton Watershed.

Student honoured to be among first to graduate
Continued A1 “Today, like everyday, is another great day to be Indigenous,” she said. “Today also marks the joint efforts of the university, the province and the federal governments to honour and stand up for Indigenous law in this country.” Vick said she cried when she got her acceptance letter. “There are no English words to describe how it feels to be a part of [the program],” said Vick, who completed her undergraduate degree in liberal studies. She sees this program is a
step towards reconciliation, decolonizing the institution and not having to justify Indigenous law to others. She recalls looking back at her notes from this past year, her first in the program, and seeing a comment she’d written in the margin: “I still can’t believe I’m here.” Vick is honoured to be in the first cohort to graduate from the Indigenous Law program and the program itself is the first in the world. She wants people to know that the students work hard – learning both Indigenous law and Ca-
nadian Common Law. Students come from all over and are not all Indigenous. Vick said this is important because the work needs to be taken on by everyone. “It shouldn’t only be on the shoulders of Indigenous students,” she said. The new Indigenous Law building is currently unnamed and is in the process of being designed. It will be located next to the current law building, the Fraser building, where the current cohort of 26 students take their courses alongside all the other law students.

This ongoing development boom has seen a rapid increase in real estate, retail and rental spaces unparalleled in recent history. According to a new report put forward by the Downtown Victoria Business Association (DVBA), in the past three years alone the number of condominium units has

increased ten-fold. In 2016, the report reads, the number of downtown condo units sat at 122. By the end of 2019, this will sit at 1,218 thanks to 598 condo units completed by 2019, with an additional 620 condo units still under construction in 2019. Comparatively, the number of rental units in the downtown area has only tripled, sitting at 176 in 2016 and estimated to be at 529 by the end of 2019. The value of building permits in the Victoria Census Metropolitian Area (CMA) has declined by a considerable margin. According to Statistics Canada, the value of building permits dropped 21
