The province needs new leadership, says Oak Bay-Gordon Head MLA Andrew Weaver, and he plans to lead the charge. The deputy leader of the B.C. Green Party officially declared his candidacy for leadership of the provincial Green Party on Tuesday evening atCOSM_8871_COSM199_OBN_a_X1a.pdf the University Club of Victoria.
“I think British Columbia needs a new direction … we have lived for too long through this dichotomy of left versus right,” he said prior to the event. “In my view there’s nothing new or particularly democratic about the NDP or liberal about the Liberals … I think it’s time for us to create a third viable option.” In order to compete in every 1 2015-11-13 riding come the 4:16 2017PMelection, the party needs three things, people,
funding and policy, he says. “We have to attract quality candidates, we need money … so we can compete with these others and we need policy,” he said. “We’re well on the way to policy, we’ve got a lot of people.” He also shared his idea of what a cutting-edge, 21st century economy would look like in the province, including not relying solely on liquid natural gas, but rather developing an innovative, resilient,
diverse, and sustainable economy. “Natural gas has not been nor will it be anytime in the near future a solution … the price of gas is too low, the market is too saturated,” he said. “We are the most beautiful place in the world to live. Shift to alternatives such as health premiums paid through the personal income tax systems avoiding flat-rate premiums as well as addressing gaps in primary care such as doctor shortages and long wait times to get an appointment. “Unfortunately, this can be costly for both patients and our health system, as a lack of follow-up and coordination can mean problems are missed or poorly managed,” he said, adding nurse practitioners could help close some of the gaps. Dec. 1 is the deadline for candidates to lead the Green Party of B.C. As of Oak Bay News deadline, only Weaver had tossed his hat in the ring. Alterations are expected anytime at the five-way intersection of Musgrave and Estevan. “It’s an intersection that some of the improvements were identified by the consultant and ICBC,” said Dave Marshall, director of engineering for Oak Bay. “As much as it would be nice to get a roundabout in there there just isn’t the physical space … The problem is you need a bit more space to get in a full-size roundabout.” The project includes adding signage to warn road users of hidden access points; remove one angled parking stall
from the south western end of Estevan Village; realign the Musgrave Street crosswalk to be perpendicular to the sidewalk; install defined curbs on both sides of that crosswalk; upgrade street lighting in the area; and install a raised median at the Musgrave Street crosswalk. “It’s a safety improvement initiative putting in a pedestrian refuge island for the south side, realignment of the crosswalk at the north side … Those are the two main components,” Marshall said. “ICBC every year looks at programs that fit into their criteria. It was identified fairly early on as one that should get some safety improvements and upgrades.” The project cost is estimated at $38,400 of which $20,000 is in this year’s budget. Economy doesn’t have borders Numerous residents in the Capital Regional District don’t work or go to school in the municipality in which they currently live. You’ll often hear of residents who for example, live in Oak Bay, but own a business in Saanich and their kids go to school in Victoria. It’s not an uncommon situation for many families to constantly be shifting between one of 13 municipalities in the region. Likewise, residents don’t only shop in the municipality where they live. Economy doesn’t have borders and neither should the region’s organizations responsible for economic development in the south Island. That is the reason mayors have come together four times to discuss the possibility of dissolving the Greater Victoria Development Agency and creating a new regional organization. The yet-to-be-named organization would include several levels of governance, including the funding partners council made up of mayors and members of the private and post-secondary sectors, and local First Nations. The organization would be responsible for promoting economic development for all businesses south of the Malahat on the Island. Oak Bay council voted Monday night to support the new organization, alongside View Royal, Langford and Victoria (so far). This new strategy will ensure that all businesses will benefit in the region and secure more federal and provincial funding which is currently being obtained by the agency. It’s been a long time coming for a regional model that could ensure the businesses we purchase our goods from and the communities in which we live all prosper alongside one another. Listen to the professionals on speed issue Re: No speed studies needed; make it all 35km/h, Oak Bay News, Nov. 20 I am unsure how the writer correlates vehicles failing to yield at the fourway stop by Margaret Jenkins (which happens to be in Victoria, not Oak Bay) and middle-age women apparently speeding down his street to demand a blanket-wide municipal speed limit of 35km/h within Oak Bay. The writer contradicts himself when he states, “Is it not plain to anyone who actually observes our traffic in Oak Bay that speed zones have almost nothing to do with the speeds at which most drivers travel?” Yet this type of argument will most likely be used as the basis for our council to provide a solution to a problem that doesn’t really exist. The current speed limits within most of the major roads in Oak Bay are ade-
quate and require minimal changes. One area that needs review however is the 40-30-40 zone on Henderson between Camosun and UVic. This is a favourite fishing hole for the Integrated Road Safety Unit as well as Oak Bay’s finest. They can be seen there on a regular basis corralling cars going 45 on a straight stretch with excellent sightlines and no
parked cars. Meanwhile they ignore cyclists with no lights or helmets. To quote from the Speed Limit Review by Oak Bay, “One of the ideas behind management of speed is the idea that most drivers are reasonable and competent ... This data supports findings of research that most drivers do not pay attention to posted speed limits, but drive at a speed that they
feel is reasonable.” By demanding a blanket reduction to 35km/h you would effectively criminalize a lot of otherwise lawabiding citizens. If the objective of a speed limit review is to improve safety then let’s listen to the professionals as they tend to not let emotions or politics get in the way of facts. Richard Gordon Oak Bay

Recipe from The Waste Not, Want Not Cookbook by Cinda Chavich (TouchWood Editions). Bread is the number one food that we waste and when pita breads get too stale to roll into sandwiches, they are perfect for crispy pita chips. These are tastier – and healthier – than commercially made chips, and you can switch up the flavour profile with whatever dried herbs and spices you have on hand (try combinations for Tex-Mex, Cajun or Asian-style curry or wasabi chips). Serve pita chips with a variety of dips, like this easy roasted carrot hummus, a great way to use up that big bag of carrots in the crisper or leftover roasted carrots from your holiday dinners.
Roasted Carrot Sesame Hummus: 4 medium carrots, roasted 1/3 cup tahini (sesame paste) 1/4 cup extra virgin olive oil ¼ cup water 1 cup cooked chickpeas (drained if canned) 1 tsp dried mint 2 large cloves garlic, chopped (about 1 Tbsp) 2 Tbsp fresh lemon juice ¼ tsp each: ground cumin and coriander sea salt 1 tsp Asian hot chili sauce 1 Tbsp chopped cilantro To roast the carrots – cut into chunks, toss with olive oil and salt and roast in the oven at 400˚F for 20 minutes. (Alternatively, use leftover roasted or steamed carrots). Combine all ingredients in a blender or food processor and whirl to a chunky or smooth puree. Serves 4 to 6
Pita Chips: 1/2 cup virgin olive oil 3 cloves garlic, crushed 2 packages pita breads (a white and a whole wheat make a nice contrast) variety of dried herbs and spices, like basil, oregano, thyme, cayenne, paprika, celery salt (or spice blends) Combine the olive oil and crushed garlic in a bowl and let stand for 15 minutes. Separate each pita into two rounds (cut around the edges with kitchen shears), With a pastry brush, lightly brush the rough sides of the bread with the garlicky olive oil. Cut into wedges (or tear into chips for a more rustic look) and arrange on baking sheets, rough side up. Sprinkle with any combination of herbs and spices you like (traditional combos like Italian basil, oregano and pepper; Mexican cumin, coriander and chili powder; Chinese five-spice, ginger and chili; Japanese wasabi and sesame seed, etc.) A light dusting of cayenne adds sparkle to any combination. Preheat the oven to 400°F. Bake for 3 to 4 minutes, watching carefully – these will go from golden brown to burnt very quickly. Cool chips and keep in sealed bags at room temperature.

Dig out your jingle bells, don your reindeer antlers and get ready to make merry. The Rotary Club’s 36th annual Merrython Fun Run and Walk is coming up Sunday, Dec. 6, a way to welcome the holiday season and share a little Christmas spirit. “It really does seem to kick off Christmas in a really nice, positive way,” says Rotarian Heather Aked, president of the Rotary Club of Oak Bay and Merrython chair. The four-kilometre walk and eight-kilometre run get underway at 10 a.m. with the 1 km children’s fun run for those age 11 and younger getting underway at 11:15 a.m. Jazzercise kicks off this family event with a fiveminute pre-run warmup. “It just gets people in really good spirits,” Aked says. You come away feeling good about things because it’s about community.” In addition to scenic courses, on-course entertainment, participant T-shirts (gloves for the kids’ runners) and free refreshments, the popular local event also offers childminding and a special visit from Santa. “One of the nice things about this event is that families participate, so we have generations running together,” Aked says. Originally started by the staff of the Henderson Recreation Centre back in the early 1980s to draw attention to their fitness programs,
the Oak Bay firefighters came on board 20 years later and championed the event for a decade to raise money for Santas Anonymous. Our emphasis is on youth
and literacy. Scott Brison, P.C., M.P., Treasury Board President Dear Ministers, We are heartened that Prime Minister Trudeau is committed to evidence-based decision-making, and that his government’s infrastructure program will be directed to results-oriented projects of lasting value to Canadians, and will be based on rigorous cost-benefit analysis. We strongly agree with this new approach, and ask that it be top-of-mind when considering the Capital Regional District’s (CRD’s) request for a federal financial contribution of 253 million dollars to help pay for its land-based sewage treatment project. Though this request was sent to the previous government, we understand it will now be redirected to the new government’s infrastructure program. We believe your government’s new approach is important because the present treatment system: • Is deemed by British Columbia and Washington State marine scientists to have negligible impact on the marine environment; • Already meets the objectives of the federal Regulations; and compared to any of the proposed replacement systems, • It has substantially lower greenhouse gas emissions, thereby supporting your government’s commitment to address climate change; • According to six current and past Regional Health Officers, it provides equal or better health benefits. We further note that, because the Regulations poorly differentiate between fresh water and marine receiving environments, Victoria’s marine treatment system has been erroneously designated as ‘high risk’. In fact, it perfectly fits the regulators’ own definition of low risk and is likely the lowest risk system in Canada for a city of comparable size. The purpose of risk designation is to prioritize funding to high risk systems first. The CRD’s erroneous ‘high risk’ designation enables it to receive funding 20 years prematurely, thus jeopardizing federal infrastructure funding for truly high risk systems. Finally, we note that neither a cost/benefit analysis nor an environmental impact study has been carried out to compare the existing versus the proposed treatment systems. We therefore respectfully request that these comparative studies be required before your government will consider the CRD’s funding request. Chevrolet launched the all-new 2016 Cruze, set for sale next spring. It’s larger, lighter and roomier than the 2015 model, with more rear legroom. An all-new, direct-injected 1.4-litre turbo engine generating an estimated 153 horsepower will be under the hood, matched to a six-speed manual transmission (auto available). Creating an elegant centerpiece or design element can be as simple as looking to your own backyard, and not only for the seasonal standards like holly and cedar boughs. Ben Brannen, from Bespoke Design on Oak Bay Avenue, sees inspiration in many areas of the garden, from hedge trimmings to branches – painted or left natural – or even fig leaves, dressed in white paint for a glamourous effect. Add a few white twinkle lights and you have set the stage for a beautiful evening. Those in need of a little inspiration or extra “ingredients” can stop by the local florist to see what’s new in store, Brannen suggests. “You need some of that festive feeling and any time you bring fresh flowers in you feel like your dressing up.” Those who feel they must create a single large centerpiece can get away with a more diminutive approach, Brannen says. “It’s actually better to do many smaller ones,” such as three or
five along the centre of the table – more interesting visually and easier to chat with other guests. Get creative with the containers you use – Brannen loves the look of mercury glass, for example – but any glass will add sparkle, and has the added benefit of being appropriate throughout the year. Tying in with some of the current trends, this holiday season is also a good time to embrace the metals, such as gold and brass, in your collection. Both the glass and metals are reflected in the photos above, creating two different looks. Oak Bay’s many young families may also want to add a sense of nature or whimsy to their holiday decor, perhaps with some woodland creatures like the wooden moose used above. The holidays are also about sparkle and for those with a limited budget or who would like to get crafty, there’s plenty of do-it-yourself projects that will look anything but DIY. “Spray glitter from Michaels is awesome – you can make anything shiny,” Brannen notes.
Another easy project is to pick up Styrofoam balls in a variety of sizes, add spray adhesive and roll in glitter. A Christmas tree is the focal point for many homes, and the look can be as unique as the family decorating. Many will, however, weigh whether to choose a live tree or artificial. “I always like the smell of the Christmas tree and the bright green colour,” Brannen says, but notes that for those who can’t have a live tree, scented candles – used safely – potpourri, or a floral arrangement using pine or fir boughs can also bring in the scent of the season. To give your existing furnishings a luxe look that will last through winter, look to cushions and throws in faux fur and velvet, in timeless colours and patterns that won’t look dated. Every year Brannen likes to throw in one atypical colour, like lime green or orange, for example, to pair with seasonal staples like silver and white. Method: 1. Rub the country bread slices with olive oil and lightly toast in a sauté pan over medium heat. Once toasted, rub the peeled garlic clove on the toasted bread and season with kosher salt. 2. Spoon a dollop of the crème fraiche on each bread slice and grate the fresh horseradish on each. 3. Cover the toasts with the smoked salmon slices, four slices each. 4. Toss the arugula with some olive oil, a squeeze of lemon juice and a touch of kosher salt and place on the salmon. 5. Combine the mustard and honey and drizzle over each toast. 6. Finish with very finely sliced shallot and capers.

Carve like a pro So your beauty bird is cooked to perfection, the sides are prepped and waiting to serve and all that’s left is to carve. For tips on handling this sometimes daunting task, we turned to the experts at the Turkey Farmers of Canada:
The drumstick and thigh – Remove the drumstick and thigh by pressing the leg away from the body of the bird. The joint connecting the leg to the backbone will often snap free, or may be severed easily with a knife point. Cut the dark meat completely from the body by following the body contour carefully with the knife. Place the drumstick and thigh on a separate plate and cut through the connecting joint. Both pieces may be individually sliced. Tilt the drumstick to a convenient angle, slicing towards the plate. For the thigh, hold firmly onto the plate with a fork. Cut even
slices parallel to the bone.
Preparing the breast – Place the knife parallel and as close to the wing as possible. Make a deep cut into the breast, cutting right to the bone. This is your base cut. All breast slices stop at this horizontal cut. Carve downward, ending at the base cut. Start each new slice slightly higher up on the breast. Keep slices thin and even.

SAANICH COURSE DATES: FULL DRIVING PROGRAM
The provincial government’s Municipal Wastewater Regulation requires all BC municipalities to have separate stormwater and sanitary sewer systems. Compliance with the provincial regulation is mandatory for the District of Oak Bay as it is for other jurisdictions in the province such as Burnaby, New Westminster and the City of Vancouver where single pipe infrastructure currently exists. The Uplands area is the last remaining neighbourhood to have a single pipe system to accommodate both sanitary sewer and stormwater flows. Six options have been identified to achieve mandatory compliance.

Buying your first home is an exciting time, but one that can be fraught with questions and emotions. Add today’s current hot market into the equation, and getting the information you need before you start the search is more than a good idea; it’s essential. It starts with building a good relationship with your realtor, not only exploring what you’re looking for in a home, but also the myriad steps and costs that will come up during the process. While for first-time buyers, “the biggest thing is coming up with the downpayment ... it’s (also) understanding the process, understanding the amount of money down needed and potential cosigners – some have just a few years of income (history),” said Oak Bay realtor Eli Mavrikos, of the
Mavrikos Collective with Pemberton Holmes. And then there’s the other costs that accompany a home purchase. For example, in addition to the purchase price, home buyers will need to consider the legal fees (around $1,000) property inspection (about $400 to $500), the Property Transfer Tax (one per cent on the first $200,000 and two per cent on the balance) and for those with a downpayment of less than 20 per cent, a CMHC fee. Earlier this month, Canada Mortgage and Housing Corporation released its 2015 First-Time Homebuyers Survey, coinciding with the fifth anniversary of Financial Literacy Month, recognizing that for most Canadians, buying their first home is the single, largest purchase they have ever made. • First-time homebuyers are two times more likely to use social media to research homebuying information than other mortgage consumers. • First-time buyers are not as confident as repeat buyers. They tended to have a lower understanding of mortgage options and were more likely to find the mortgage process difficult. They were also less certain about where to go if they faced financial trouble. • More than 70 per cent of firsttime homebuyers received advice regarding mortgage rates, terms, affordability and repayment strategies from their brokers and lenders. Advice on long-term mortgage strategies increased a first-time homebuyers’ level of understanding of options and their level of satisfaction with their mortgage professional by over 80 per cent. • CMHC offers a number of free tools and resources, including online calculators and a Homebuyer Stepby-Step guide, to help potential homebuyers evaluate their financial readiness so they can make an informed homebuying decision.
