Duncan fires back at NDP Conservative candidate stands by his comments about ferries funding JOHN HARDING

The NDP “should stop putting out misinformation” about BC Ferries funding, says the Conservative Party candidate for the riding that includes Parksville Qualicum Beach. John Duncan, the lone Conservative MP on Vancouver Island who is seeking re-election and the Conservative government whip, was reacting to comments last week from a number of NDP candidates on the Island. “The Harper Conservatives have prevented BC Ferries from accessing basic infrastructure funding that would help reduce ferry costs,” said Alicia Cormier, the NDP candidate for Saanich-Gulf Islands. Those comments have been echoed by Duncan’s NDP opponent in CourtenayAlberni, Gord Johns, and incumbent Victoria NDP MP Murray Rankin. Duncan said last week BC Ferries is eligible for shore-based funding through the Build Canada Fund. On Friday, he told The NEWS he also made that clear in July. “They (BC Ferries) have actually put in two applications (for Build Canada funding), at least one of which is shore-based,” said Duncan. “I’m told this week that application is currently under review.” Duncan said the NDP, specifically Rankin, has been deliberately misleading the public about this issue. “Murray Rankin should stop putting out misinformation,” said Duncan. “He has been creating confusion quite deliberately.” Courtenay-Alberni is a new riding that includes portions of two old ridings, Vancouver Island North and Nanaimo-Alberni. In the 2011 federal election, Duncan won Vancouver Island North with 27,206 votes (46.11 per cent). The NDP’s Ronna-rae Leonard garnered 25,379 votes (43.01 per cent). No other candidate had more than six per cent of the votes cast. In Nanaimo-Alberni in 2011, Conservative James Lunney won with 30,469 vote (46.42 per cent), while NDP candidate Zenaida Maartman garnered 25,165 votes (38.34 per cent). No other candidate had more than eight per cent of the votes cast. General election day this year is Monday, Oct. 19.

Police are warning residents about a string of break and enters in Parksville’s resort drive neighbourhood. “There is someone obviously casing the area looking for cabins that appear vacant,” Oceanside RCMP Cpl. Jesse Foreman told The NEWS Friday, noting the neighbourhood is “usually quiet.” According to police, Beach Acres and Oceanside Village Resort have fallen victim to a number of break-ins in the last two weeks. “The suspect has looked for dark (no lights left on) cabins without a vehicle in the driveway,” states a news release issued by RCMP. “The suspect then used a prying instrument to enter through the rear door or window.” Police said the suspect stole “several” flat screen televisions of all sizes from wall mounts. Investigators believe the suspect had access to a nearby vehicle. Police are asking the public to report any suspicious behaviour in the area and ask that people consider leaving their lights on when they leave as “a cabin that shows signs of being occupied is far less likely to be targeted by thieves.” If you have any information on these crimes please call the Oceanside RCMP at 250-248-6111 or report anonymously through Crime Stoppers at 1-800-222-8477.

Ducks Unlimited wants to award a local individual or group for their wetland conservation work. The Oceanside Chapter of Ducks Unlimited have recognized “outstanding leadership, dedication, commitment and achievement by individuals or organizations to the conservation of wetlands and habitat,” for years said co-chair John Hiebert. This year they decided to throw the nomination process open to the public and are looking for ideas from the community. “Past recipients include Mr. Peter Redford for his work at the Marion Baker Fish Hatchery and last year’s award-winner, Ms. Faye Smith for her service with Streamkeepers, the MidVancouver Island Habitat Enhancement Society and many other groups working to conserve wetlands,” he said. Ducks Unlimited has been in the area since 1984 and has more than 110,000 supporters across the country. A registered charity, they work with government, industry, landowners and other non-profits to conserve wetland for waterfowl, wildlife and the environment. They have completed almost 10,000 habi-

tat projects and conserved 6.4 million acres, including more than a dozen in the Parksville Qualicum Beach region, six in the Englishman River estuary alone. “In settled areas of Canada, up to 70 per cent of wetlands are lost or degraded,” Hiebert said. “Every day, up to 80 acres of wetlands are lost. This is the equivalent of about 45 soccer fields every 24 hours.” Nominations close Oct. 27 and the Community Wetlands Conservation Award will be presented at the Ducks Unlimited 2015 Chapter Banquet at the Qualicum Beach Civic Centre on Saturday, November 7, with a reception starting at 5:30 p.m. followed by a great meal, wine, live and silent auctions and exciting raffle packages. Tickets to the 28th annual gala, which raises $40 to $50,000 a year are $75. They are looking for nominees that have worked on physical projects, programs or education increasing public awareness and understanding of the value of wetland ecosystems. Winners of the local award are also entered in the Premiers Conservation Award competition each spring. There are few moments in life that truly take your breath away. Skydiving is certainly one of them. I stopped by Skydive Vancouver Island last week to write a piece about the upcoming Island Fever Skydive Festival slated for Oct. 16-18 in Qualicum Beach which is expected to attract 70 to 80 professional skydivers from all over the country, including Canadian champions and world record holders. Owner Gord Gauvin said the “boogie” (as it’s known to skydiving insiders) is open to the public and offers a great opportunity for first-time skydivers, experienced adrenaline seekers and/or those who just want to watch people parachute out of planes. Then, Gauvin asked me if I’d like to try it. I hadn’t planned on diving out of a plane at 10,000 feet that afternoon, but I figured why not — I could write it off as research. So, Gauvin strapped me up and loaded me into a small Cessna aircraft with experienced skydiver Dennis Harker who has completed more than 2,450 jumps in his incredible lifetime. Up we went. “You know, I’m surprisingly not even that nervous,” I told Harker as we ascended to 10,000 feet over breathtaking Vancouver Island. Just as the words came out of my mouth, our pilot seemingly melodramatically flung the door open and I felt a rush of cold air wash over my face as the gut-wrenching nerves inevitably kicked in. If my face wasn’t paralyzed with fear I may have asked to back-out last minute, but the next thing I knew I was tumbling out of the plane in free fall. It was the most liberating 41 seconds of my life. Though I will admit it felt a lot longer than 41 seconds and I caught myself wondering if something had gone wrong with the parachute and I was destined to be our next news story. I’m happy to report that was not the case. There’s something to be said about the fleeting moments in time where you are purely living in the present. Managing Your Water Englishman River Water Service Project The City of Parksville and the Regional District of Nanaimo (Nanoose Bay Peninsula) are moving forward with an expansion to the drinking water supply which will ensure a safe and secure water system for the community. The project includes: • In-river water supply intake designed/located to consider the needs of river users and to protect aquatic habitat. • Water treatment plant with a minimum of 16 million litres per day of membrane filtration capacity to comply with new water regulatory treatment standards. • Transmission supply mains to homes and businesses. Construction of the river intake is the next phase of improvement for our community’s water supply following construction of the Arrowsmith Dam in 1999. Design of the intake is underway with construction scheduled for June 2016 followed by design and installation of the water treatment facility, expected to be in operation during summer 2018.

Assent Voting Opportunity On November 21, the citizens of Parksville will participate in an assent voting opportunity, previously referred to as a referendum. The City is asking residents to approve a bylaw to authorize borrowing of up to $5.6 million to construct a new water intake, water treatment plant and transmission lines. The assent voting question will read as follows: Do you agree to the adoption of City of Parksville Loan Authorization Bylaw, 2015, No. 1519 which will authorize the City of Parksville to borrow $5.6 million to construct a water intake and treatment facility in accordance with Island Health requirements. Information about assent voting and the Englishman River Water Service project was mailed to residents with utility notices at the end of September and is also available from City Hall and on the website. Money will help communities work together

During fire prevention week and just in time for the Great B.C. ShakeOut drill Oct. 15, local governments are taking a regional approach to emergency planning. “What affects us is going to affect them and vice versa,” said Qualicum Beach Coun. Bill Luchtmeijer of the town’s work with Parksville and the Regional District of Nanaimo (RDN). Before council agreed to a new Regional Emergency Resource Agreement with the neighbouring municipal governments at their Oct. 5 meeting, Luchtmeijer explained the importance of working together, whether that’s cooperation between countries, B.C. and Washington state, or towns: “we look at surrounding communities for help.” The new agreement puts a more formal structure on ongoing work, with each of the three partners contributing $14,000 in the first year — increasing to $22,000 in the fifth and final year — to fund a volunteer coordinator and the already active, volunteer driven emergency social services and communications teams. Oceanside Emergency Social Ser-

vices will receive $4,500 a year, Oceanside Emergency Communications will receive $1,500, and $36,000 (increasing to $60,000 a year) will go to funding the coordinator. The coordinator/administrator work will be done by Parksville’s emergency program coordinator (currently Aaron Dawson), providing funds and acting as the point of contact for the volunteer groups. “Parties consider it to be of mutual benefit to provide financial and capital support and share these resources for response to emergency incidents within the jurisdictions…” says the agreement. After many emergency preparation events Luchtmeijer said a key he’s learned is “if you’re going to make an emergency plan, make it understandable for everybody because in a crisis, people are confused, people need help and it has to be simple and concise.” He said at one Union of B.C. Municipalities convention discussion for example, “the message was clear, don’t mess with big words, make it easy to understand.” Emergency Management B.C. is working on a plan for a catastrophic earthquake which was supposed to be done for 2014, and is now scheduled for 2017, “so we’re hoping the catastrophic earthquake isn’t soon,” he said. The province is also “working on a public awareness system,” since people

Downtown Qualicum Beach will be bursting with family friendly Halloween activities October 31. With Halloween falling on Saturday, the entire downtown area will get involved with trickor-treating among businesses starting nice and early for the younger kids. Costumed children 12 and under can follow a trail of orange and black balloons and enjoy treats provided by the downtown business community from 3-5 p.m. and keep at it until the fireworks in Community Park at 7:45 p.m. The Qualicum Beach Downtown Business Association invites children downtown for their third annual free daylight trick-or-treat event. Participating businesses will have a poster and the balloons and other activities include spooky stories at the library, edible halloween crafts at Courtyard Café, free photos for kids in

costume at Pharmasave, scary sing-along songs at TOSH Arts Centre and a kids’ colouring contest at Lefty’s Fresh Food Restaurant. Children must be accompanied by an adult and organizers stress the importance of everyone being extra careful about traffic and pedestrians that evening. Following the downtown fun, the spooky activities shift west for free hot dogs and hot chocolate at the civic centre and then into the deep dark woods of Community Park behind the civic centre. Walk the trail from the civic centre to the park and enjoy hundreds of carved pumpkins along the way, all funded by the Town of Qualicum Beach. Only five of the seven Parksville city councillors were in attendance for their latest regular meeting Oct. 5, veterans Sue Powell and Al Greir absent. Some days, the recommendations before a council have been debated many times in the past. Sometimes they are straightforward housekeeping issues that really don’t require debate, but must be passed by council so staff can do its job more efficiently. We’re not sure what category this one falls into — probably none of the above — but rookie Coun. Leanne Salter wasn’t going to let it slide by without comment and her emphatic vote against. In 2011, the council of the day entered into an agreement with Rogers Communications to install telecommunications equipment on the Telus tower at the Top Bridge reservoir. The equipment enhances cell phone and other data transmission for the industrial and resort areas. The agreement provided for three renewals at five years each. The city gets $10,000 a year in revenue from this arrangement. It was time to renew — nothing had changed — so staff asked council for approval. The motion was on the floor and the mayor asked if there were any comments or questions. Up shot Salter’s hand, which often happens in council just before she asks a question that has already been answered in the staff report she’s had for a few days or in council discussion. Salter believes, like many other people, wireless radiation from cell towers (and cell phones and Wi-Fi and microwave ovens and garage-door openers) is harmful. She clearly does not want to be seen as someone who voted for this motion related to the cell tower. She quoted the Canadian Medical Association, which earlier this year scolded Health Canada for its guidelines on cell phones and Wi-Fi. Mayor Marc Lefebvre said he takes his direction on health matters from Island Health. The CMA certainly is a legitimate source (unlike the junk Internet science that so many people like to share, especially with newspaper editors) and it’s possible Health Canada and Island Health need to do some catch-up on this issue. Salter was the only vote against the renewal of the deal with Rogers and, typically, opted for drama and an accusatory tone directed at her colleagues. “Is $10,000 worth the deaths of our friends and children?” she said. — Editorial by John Harding

dog deja vu... again Reading editor John Harding’s editorial ‘Dog Jurisdiction’ (The NEWS, Oct. 1), I immediately recalled those famous words of a New York Yankee who recently departed life’s ballpark. Among many other Yogi-isms, Mr. Berra said “It’s deja vu, all over again.” He may have been talking about the current Doggers-’n-Joggers controversy in Qualicum Beach, referred to in the two recent letters to the editor that spurred Harding’s editorial. Steven Heywood, former NEWS editor, got so fed up with having to report the endless conflict between these two groups in 2005, that he wrote a quite cutting editorial, pointedly asking participants if there was nothing else of interest going on in this little blue planet of ours. He had reported details of several delegations to council chambers, and a meeting of 90 people was the final straw for Heywood, who had been diligently filling his letters pages with their topic for several weeks. I wrote a letter to the editor thanking him, noting that there were many things happening that we should be more concerned about; not least of all the U.S.-led Coalition Of The Willing raining depleted uranium warheads on Iraq causing such terrible destruction, and creating long-term health hazards such as many forms of cancers, birth defects, etc. I also noted that reports had named one of the leading protagonists, who claimed to have been nipped by a startled dog while jogging, as the spouse of an elected dignitary in Parksville. My contention was that this was possibly a reason for all these meetings at Qualicum town hall. That was a decade ago, I don’t know if there are political connections with the latest Doggers-’n-Joggers brouhaha, but currently there are still many other important things to concern us on planet Earth. is a federal election campaign, where all parties vying for power are making promises that will never be kept; there is an ongoing shortage of medical practitioners in this area; there are Canadian Forces engaged in Syria and Iraq, fighting alongside another U.S.-led coalition, and more recently alongside Russian armed forces; a Doctors Without Borders hospital has been bombed by U.S. jets in Afghanistan; there are thousands upon thousands of refugees en route to different parts of Europe. Here’s hoping that the current Doggers-’n-Joggers, who seem to be straining at the leash to put the bite on each other, will wake up and smell the coffee and the kibble; there’s so much more to chew on, and slobber over. duncan’s valuable second opinion

I found Bernice Hathaway’s letter to the editor ‘Does Duncan Question our Docs?’ (The NEWS, Oct. 6) somewhat confusing. What was the writer critical of John Duncan for? Questioning the Canadian diagnostician’s abilities by seeking a second opinion, which saved his wife’s life? Or that he had to take her to the U.S. for her initial treatment then bring her back to Canada for the remainder of her treatment? Or is the writer trying to make a political point because Duncan happens to be the Conservative candidate? What Duncan did is what most normal human beings would do in the same circumstances. That is, seeking a second opinion. When a person receives such a diagnosis, which is literally a death sentence, that per-

son and his/her family will do everything within their means to find a cure or to keep them living as comfortably as possible for as long as they are not in pain. I am sure the Canadian diagnostician was not at all critical of Duncan’s actions and was very happy of the positive outcome. The writer obviously has been very lucky that she or a loved one has never been given the devastating diagnosis that Duncan’s wife received. Otherwise, I am sure she would have been more understanding of his actions regarding his wife and his subsequent comments at the forum. BoB AdAm Qualicum Beach

Donald Trump is perhaps history’s richest and largest blowhard. His rhetoric should be disgusting to even the most red of the rednecks. The stream of insults and ignorance that pours from his mouth makes his popularity unbelievable. I know he is saying all the things that many people only think about, but in reality, trying to rule all around you with only bluff, bluster and insult with no actual workable content therein, could only lead to disruption for millions or even worse on a scale we can only imagine in our worst dreams. Diplomacy, tact and thoughtfulness must be used even when dealing with the toughest of dictators. Just shouting from every door is not the answer. People of the U.S.: just take a look at that face. A remarkable elegy to leadership was found this summer in Parksville, British Columbia, where an audience of community members and Sea Cadets bore witness to a breathtaking example of a local mother’s personal strength in facing the most difficult journey of her life. Carol Calder is living every mother’s worst nightmare; being faced with the death of a child. On a rainy night in February of this year, RCMP members came to the front door with the news that her 17-yearold daughter, Samantha Calder had been killed in a car crash. Carol talks about those first few torturous weeks after Sam’s death, “At first you can’t even make a cup of tea. If people hadn’t brought us meals, we wouldn’t have eaten. You’re just numb — absolutely paralyzed. You do everything by rote.” Carol grabs a tissue, dabs her eyes and goes out of the room and returns with a photo album, entitled, ‘Samantha’. The emotion of her loss is ever present as she lays the album on the table. Carol says, “One of Sam’s Cadet friends made our family a photo scrapbook all about Sam. I can’t get through it quite

yet — I will be able to soon; but so far I haven’t been able to. “ Even though Carol can’t look at all the photos quite yet, she is able to talk about Sam and the pride in her daughter shows as she describes how Sam became an exemplary Sea Cadet, achieving every skill the Cadet program had to offer. Despite being legally blind in one eye, Sam participated in all Cadet training and optional activities. “Sam was a leader; she looked after everyone; she was a protector and mother hen,” says her mom, “Sam was in the Duke of Edinburgh Award program and was just a threeday camping trip away from achieving her Gold Duke of Edinburgh Award — she came so close. Sam and her dad were planning the expedition together.” Carol holds up a photo of

Carol pauses for a moment and tells the touching story of how she came to be in possession of the Gold Duke of Edinburgh Award pin, despite Sam not having completed the final Gold Expedition. “At Sam’s Celebration of Life, one of the Sea Cadets had placed their own Gold Award broach on the front of Sam’s wreath. We were so honoured and grateful to see it there on Sam’s wreath, pinned inside a poppy. We still don’t know who did it, but whoever it was, he or she chose not to take credit for the act.”

Will Levirs is passionate about all things olive. In fact, he’s so passionate that he and his wife, Laura, opened a shop dedicated to gourmet olive oils, balsamic vinegars and truffle oils, Olive This and More, in the heart of Qualicum Beach early last summer. The store is lined with pristine stainless steel vats, known as fustis, filled with tantalizing oils like Hojiblanca and Coratina from fresh Australian olives crushed this past May. Will explains the shop’s olive oil collection comes from around the world. “We do two harvests per year,” he said. “One from each end of the Northern and Southern hemispheres.” He said olive oil is best consumed sooner rather than later and the shop doesn’t carry oils older than 14 months. “Olive oil is considered a fruit juice,” he said. “Fresh is best.” Olive This and More also carries a diverse line of “fused olive oils” boasting flavours like Organic Baklouti Green Chili and Wild Mushroom and Sage. Meanwhile, the store carries a line of dark and white balsamic vinegars. Unlike olive oil, and much like wine, Will said balsamic vinegars are better with age. They carry a traditional dark balsamic from Italy aged 18 years, four of those spent in big, oak barrels absorbing tannins as well as various white flavoured varieties like Coconut and Gravenstein Apple. Will said balsamic vinegars have a variety of uses beyond that of typical salad dressings — though they do make fantastic salad dressings. “You can use them for glazes, barbecue sauces, on fruit, a lot of people like them on ice cream,” he said. “Some people use the white balsamics in cocktails as well.” He said the balsamic vinegars and olive oils taste great mixed together and encourages customers to experiment with flavour combinations. LUNDINE, Margaret Mary (Mulroney) 1918 - 2015

After a brief illness and lifetime of living well with family and friends, Margaret passed away October 1st. Born in Vancouver, Margaret spent her formative years in Port Alice and various logging camps up and down the coast, her school years in Vancouver, and early married life in Port Alberni, all places she enjoyed. Margaretâ€™s love included the world of small business, social events, card games, interior design, good food liberally seasoned, family and friends. She and her husband Everett were among the early volunteers with Parksvilleâ€™s S.O.S. Pre-deceased by her husband Everett, son David, and grandson Jeffrey, she is survived by sons Dan (Carol), Jim (Jeannie), Robert (Vicki), John (Judy), daughter-in-law Laurie Rankin, sister-in-law Ann Mulroney, 12 grandchildren, 8 great grandchildren, and numerous nieces and nephews. We would like to thank Dr. Penny Bartlett, the staff at Eagle Park, Betty Haun, Jocelyn Klein and other care workers for their generous support. A Celebration of Margaretâ€™s life will be held at St. Stephenâ€™s Church hall in Qualicum Beach on October 17th at 2:00 pm., reception to follow. In lieu of flowers, donations can be made to the Salvation Army.

MacLean, Marjorie Grace (nee Larson) Born June 1, 1923 in Montreal, Quebec On the evening of Saturday, September 12, 2015 at the age of 92, Marje quietly slipped away with all the peace, grace, dignity and everlasting beauty that one could wish for.Â Marje leaves behind her high school sweetheart and adoring husband of over 71 years Campbell Melrose MacLean; their 9 children - Craig, Carol, Susan, Brent, Norma, Cam Jr., Ede, Janet, Jill, and their partners, along with 15 grandchildren and 3 great-grandchildren.Â Marje also leaves behind many friends of all ages. Â Marje was a loving and devoted wife, mother, grandmother and great-grandmother who cherished her family.Â Since becoming a couple in 1937 Marje and Cam were inseparable other than for Camâ€™s service as a dashing Spitfire pilot in Europe in WWII during which time Marje served in the Red Cross in Montreal. After Camâ€™s retirement from the military in 1970, Marje and Cam settled on Vancouver Island in Metchosin where Marje particularly enjoyed the abundant wildlife and the many adventures of her family and family friends from all walks.Â Â Marje had many wonderful attributes and will be fondly remembered as a very kind, extremely polite person with the most respectful social gracesâ€Śand incredibly empathetic, particularly for those less fortunate.Â A quietly feisty soul, Marje met the trials of her last difficult years and months with wit, dignity and grace.Â In Marjeâ€™s own words spoken so many times to her sweetheart over the last several weeks of her life, â€œgolly Cam, weâ€™ve had a great lifeâ€?. Following from a lifetime love of music and dance, Marje took with her a pair of golden slippers....because, as she might have said, you just never know. Family remembrances of Marje will be private. A special thanks to Dr. Fletcher and the wonderful staff at, first Evergreen Seniors Home in Campbell River, and then Eagle Park Health Care Facility in Qualicum Beach, for the care and support given to Marje in the last months of her life.
