A plan to open a homeless shelter and transitional housing on Hirst Street in Parksville has hit some bumpy terrain and is back to the drawing board, says a member of the local homelessness task force. In August, community organizations appeared before city council to present their plan to use the former B.C. Ambulance station next to the SOS for 10 shelter beds, four or five transitional housing units and other services. The Parksville and District Association for Community Living (PDACL) purchased the building and were planning to lease part of it to groups who wanted to provide beds and services for the homeless of the region. There was a meeting Friday when these groups learned PDACL may not make available the space first envisioned. “The space we have to work with has diminished,” said Violet Hayes, the executive director of Island Crisis Care and a member of the local homelessness task force. “We now have to look at the feasibility of it. We’re still hopeful but we have to be realistic as well.” Hayes said it’s possible the 10 shelter beds could still fit in the smaller space now available, but she said many funding avenues for facilities like this require some form of transitional housing. She said the task force was surprised and disappointed by the news it received from PDACL on Friday and have asked an architect and development consultant to have a second look at the facility to see what can be done in the smaller space. Island Health said it expects to have patients in its new, five-bed palliative care space in Trillium Lodge by mid-October. “Room enhancements” and interviews with potential staff are underway now, said Island Health’s Val Wilson. Located in the Eastwood East wing at Trillium Lodge residential care facility, the hospice space will provide patients and their families with clini-

cal supports and care through to the end of life, Island Health said through a news release in August. The unit will include a private entrance and patio, with patients and their families having their own room and private bathroom. A dedicated and specially trained care team of nurses and personal care workers from Island Health will provide clinical care, along with a team of Oceanside Hospice Society staff and volunteers. Island Health CEO Dr. Brendan

Carr first announced these beds in April of 2014. “As part of the development of Island Health’s overall end of life plan, we have developed a bed plan for beds in community and hospital settings,” Carr said in an e-mail to The NEWS. “The bed plan is based on ‘hospice clusters’ of four-six beds in various communities, including Oceanside. These beds will be located in established residential care settings and funded using existing resources.”

Puppy seriously injured in strange incident

A puppy was rushed to a vet hospital Friday morning after the car he was in crashed on Friday morning. Oceanside RCMP say they received a 911 call reporting an erratic driver. According to an RCMP news release, the caller said they witnessed a southbound car being driven at a high rate of speed in the northbound lanes of Highway 19, passing the weigh scales. As officers responded, another report was received indicating that the car had left the roadway and crashed near Ross Road. The driver, a 27-year-old man from Nanaimo was found to have facial injuries and was transported to Nanaimo General Hospital. The other occupant in the vehicle was a puppy that was rushed to the veterinary hospital with significant injuries. The vehicle, a black 1997 model BMW, was destroyed in the collision. No other vehicles were involved with the collision. Police say the investigation continues. “There were several motorists who were put in an extremely dangerous situation due to the actions of this driver,” said the news release. “Appropriate charges will be considered once the evidence is gathered and investigation is complete. Alcohol did not appear to be a factor in the crash.” — NEWS Staff RCMP news release

Despite a current swing back toward summer weather, coat season is approaching fast. So the Rotary Club of Parksville AM, Rotary Club of Qualicum Beach Sunrise and the Ballenas and Kwalicum secondary school leadership classes are collecting Coats for Kids. The annual volunteer-driven effort aims to unite unused winter clothing with the people who need it. PDACL executive director Barb Read said Monday “we have to put our organization’s needs first. We own the building. What’s left (for space) is left.” There was some hope the new facility could replace the extreme weather shelter model. Hayes said it looks as though that model will continue for this winter.

The extreme weather shelter is open from Nov. 1 to March 31, but only on nights when the temperatures are at or below zero degrees or there are other weather challenges like rain, sleet, winds or snow. The extreme weather shelter is at the Salvation Army church at the corner of Jensen Avenue and the Alberni Highway.

impacts. “Some bylaws and setbacks apply to the natural boundary,” he said, “which is not static. The way we work we try to hold some of these areas as static… when you purchase property that’s your assumption, but that’s not reality. These are dynamic areas that are subject to all kinds of geomorphological processes.” He pointed out property owners don’t even have to be aware of the changes and that the RDN itself sometimes has surveyors re-establish natural boundaries to measure from, including things like required setbacks. Beddoes described natural accretion as “a slow process that takes a number of years, not months to occur,” explaining that under common law, owning waterfront “was a very important thing for trade and commerce, access and what not… once a person had waterfront, ie. a natural boundary, they’d always have it.” He also clarified that lawful accretion also must grow out from the land and wouldn’t include a separate sandbar that grew in to connect to the land. And while you can’t dump a load of gravel to expand your beachfront, lawful accretion “can be caused by some human intervention… as long as it’s not the person that owns the property trying to collect accretion,” he said, giving the example of a neighbour’s boat dock impacting your property over time. Is your property expanding? A neighbour complained to The NEWS about a “land grab” in San Pareil, where some residents are trying to take extra waterfront property, but it turns out they already own it. “The property owner owns lawfully accreted land and a property owner can lose land,” summed up Jeff Beddoes, senior deputy surveyor general with the Surveyor General Division of the Land Title and Survey Authority of B.C. (LTSA). He said according to the B.C. Land Act, and points based on English common law, property owners on any waterway own up to the “natural boundary” of their property, which can change over time. The law states that any land lost or gained slowly over time — called accretion, as distinct from things like storms or humans dumping a load of gravel — automatically belongs to the property owner. The natural boundary is not the high tide mark as many believe, he said. It goes by the “natural boundary,” which is defined as the historic high water mark, as shown by the soil and vegetation characteristics, the area above any sporadic or seasonal vegetation and beach-like soil. “That point where vegetation can grow year to year, it dies and rots and you get natural soils,” he said. But while it legally belongs to them, they have to hire a surveyor to formally show the changes and apply through the LTSA if they want to “put it within their certificate of title,” Beddoes said. This would help them defend their ownership if it ever came up, he said, and would be required before any formal or structural changes that might impact things like zoning or setback changes for example. Regional District of Nanaimo Manager of Current Planning Jeremy Holm agreed that while the RDN doesn’t have anything to do with determining accretion, there can be legal

In an online vote, local leaders endorsed online voting. The Union of B.C. Municipalities resolution was passed with just 51 per cent of delegates — who cast their ballots using an electronic voting system — supporting the motion to enable online voting in time for the next local election in 2018. “We’ve got to come into the 21st century,” said Parksville Mayor Marc Lefebvre, who voted with the slim majority. “I think it’s great.” Regional District of Nanaimo chair Joe Stanhope echoed Lefebvre. “Things are changing faster than we know how. So, yeah, we have to keep pace.” RDN manager of administrative services Jacquie Hill explained online voting would provide the benefit of convenience and accessibility for electors and has the potential to bolster voter turnout. “In addition, an online voting system has potential to reduce the costs of election administration and increase efficiency over the long term,” Hill said in an e-mail to The NEWS Friday. However, she noted risks with online voting include security and access issues for those who don’t have access to the technology. “There are examples of the successful operation of online voting in other jurisdictions that suggest that there would be an improvement in the electoral process for both electors and the election administrators,” said Hill. The close vote suggests the issue is having trouble gaining traction. A similar UBCM motion in 2011 passed by a two-to-one margin.

Since then, an independent panel struck by the provincial government concluded last year that the risks outweigh the benefits, and recommended that any move to online voting be limited to voters with specific accessibility challenges. That report by B.C.’s chief electoral officer also found no evidence of a significant increase in voter turnout in other jurisdictions that have adopted online voting. Other highlights frOm UBCm: • Qualicum Beach Mayor Teunis Westbroek said “we didn’t come back with any doctors but we got the ball rolling.” He told The NEWS he and other representatives from Qualicum Beach and Parksville met with the Ministry of Health to discuss the shortage of health care professionals in the area. Follow-up meetings were scheduled. • Lefebvre said he had a positive meeting with Premier Christy Clark about the Nov. 21 potable water referendum, which he called “illogical.” Lefebvre voiced concern that if the referendum fails, Island Health will force the city to build a water treatment system anyways. While he admitted there wasn’t much hope that something would be done before the upcoming referendum, the province promised to look into it. • Parksville may be part of an upcoming Resort Municipality Initiative study, according to Lefebvre. “What they are doing right now is regrouping and forming a task force to look at the Resort Municipality Initiative designation to see what the future of the program will be,” he said. “Parksville will be included in that study.”

Election fever is in the air with colourful campaign signs dotting Parksville Qualicum Beach. With just 21 days to go until the federal election, The NEWS has compiled a list of all-candidate forums in the Courtenay-Alberni riding. Officially registered candidates whose name will be on the ballot Oct. 19 are: John Duncan (Conservative), Glenn Sollitt (Green), Carrie Powell-Davidson (Liberal), Gord Johns (NDP) and Barbara Biley (Marxist-Leninist). • Tonight (Tuesday, Sept. 29) the Port Alberni Chamber of Commerce and Port Alberni District Labour Council are hosting a public forum at the Italian Centre from 7-9 p.m. The moderator will be former Port Alberni city councillor Cindy Solda. Organizers said the candidates from the major parties (Conservative, Green, Liberal and NDP) have confirmed attendance. On Saturday Marxist-Leninist candidate Barbra Biley said she was not invited but intends on contacting organizers and attending the forum. The Italian Centre is located at 4065 Sixth Avenue, Port Alberni. • On Friday, Oct. 2 Knox United Church will host an all-candidates forum in Parksville from 7-9 p.m. Knox has a 320-seat capacity. Doors open at 6:30 p.m. The forum will be moderated by MaryEllen Campbell, who has prepared questions in advance but will also open the forum to the floor to take written questions (pens and paper will be provided). Candidates from the Conservative, Green, Liberal and NDP have confirmed they will attend. Marxist-Leninist Biley said she was not invited but intends on contacting organizers and attending the forum. The debate is open to the public. Knox United Church is located at 345 Pym Street. • On Monday, Oct.5 the Comox Valley Record and Comox Valley Chamber of Commerce will host an all candidates forum at the Sid Williams Theatre in Courtenay from 6-8 p.m. It will

We, The Voters did not respond to The NEWS by press time to confirm which candidates will be attending. • Wednesday, Oct. 7 the Ucluelet Chamber of Commerce is hosting an all candidates forum at the Ucluelet Community Centre (UCC) from 7-9 p.m. Conservative, Green, Liberal and NDP candidates confirmed they will attend the forum. Organizers said questions are currently being solicited and will be given to the candidates in advance of the forum. The UCC is located at 500 Matterson Drive, Ucluelet. • On Thursday, Oct. 8 the Tofino Chamber of Commerce is hosting a public forum at the Tofino Community Hall from 7-9 p.m. The four candidates from the major parties have confirmed they will be attending. • Finally, on Tuesday, Oct. 13 Kwalikum Secondary School will host an all candidates forum kicking off at 1:45 p.m. for the KSS student body in the school’s multi purpose room. Diverse issues

onsensus building in this province is a difficult proposition. Not quite an exercise in futility, but it’s in the neighbourhood. Think of the varied forms of land we have. The regions of this province look very different from each other and have different challenges. A Prince George winter looks nothing like January in Victoria. Nelson and Trail could not be more different than Chilliwack and Abbotsford. The climate can shape people’s views on many subjects. It has a real effect on the economy and what can and cannot be done to create and sustain jobs and services. The diversity of this province — both its land and people — is never more evident than it is every year at the Union of B.C. Municipalities conference. To a city councillor from, say, Williams Lake, Vancouver and Victoria politicians must sound like they are from a distant land speaking an unfamiliar language when they talk about homelessness issues. While this kind of diversity makes us a unique and enviable province, it also presents problems for politicians, especially the ones who are sent to Victoria as MLAs. It poses problems for political parties, too. The NDP, for example, has a long history of support from trade unions. Huge forestry or mining or oil and gas projects can mean a lot of union jobs. But the NDP all has a strong faction that is, for the lack of a better term, green, people who do not support mega projects that scar the land. The B.C. Liberals have different challenges, but with a similar theme of geographical/philosophical diversity. Perhaps it’s just the age-old city/country debate, but it seems more complex than that in B.C. It is, in a way, like trying to keep a country together, this B.C. consensus building exercise. The issues and people of New Brunswick, for example, are much different than those in Saskatchewan. What is a party, a leader, an MLA to do? The easy answer is to keep tabs on what is being said on Main Street in your constituency and vote accordingly. But that’s naive — our powerful party system gets in the way of that form of simplicity and if you are a member of the governing party you have a wider responsibility for the entire province, not just your hometown. There is no simple answer. Perhaps it is just a matter of holding on for a never-ending, bumpy ride. But we should never lose sight of the fact that this diversity should do more to make us a great place than it does to drive us apart. — Editorial by John Harding

Duncan anD health care questions We attended the all-candidates meeting at Craig Bay last week. We listened to a very heartfelt story from Conservative candidate John Duncan about the diagnosis of his wife’s cancer. We are heartened that his wife is now cancer free. Duncan told us a story about how Canadian doctors considered his wife’s cancer to be untreatable. He then told us that he took his wife to the U.S. and had her cancer successfully treated. Also in The NEWS recently there was an ad with Duncan’s picture and name, claiming “The Truth About Health Care” and stating that “the Conservative government has made major investments in health care.” Yet Duncan had to take his wife to the U.S. for treatment. We would like him to tell us if Canadian doctors are poorly educated and unable to treat serious illnesses, or is he saying he would like Canada to have privatized health care like in the U.S. As retired members of this community we do not have the resources like Duncan, with his large tax-payer funded income, to be treated in the U.S. should we incur a serious illness. Before voting in the Oct. 19 federal election, every Canadian voter (in my opinion) needs to read the Maclean’s magazine Sept. 28 “Vanishing Canada” article before going to the polls. The essence of the article, as I understand it, is that statistical data regarding where people work, what kind of work they do, levels of education, marital status etc. is no longer recorded every five years as it was on the mandatory long-form census. Since 2010, a voluntary National Household Survey has been its replacement, the operative word being “voluntary.” Further, due to austerity measures (cuts to staff and information sites) the federal government no longer has the data gathering capabilities to keep accurate statisti-

cal records of many of its departments. We citizens living here in Canada are rapidly losing not only our access to information ability but information itself. I’m concerned as a Canadian that we are no longer able to keep our government accountable to us. We need to be asking our federal candidates a lot more questions. Linda KeRMode Qualicum Beach

Recent letter writer Bob Larson correctly states that Thomas Mulcair and the NDP will raise the corporate taxes by two per cent to 17 per cent, but he fails to note that corporate taxes will still be less than they were in 2008 when they were 19.5 per cent and lower than when they dropped from 18 per cent in 2010 to the current 15 per cent in 2012. How does Prime Minister Stephen Harper intend to achieve balanced budgets when he reduces tax revenue? Answer: cut services. The writer invokes the oft-used finger point at the B.C. NDP of the 1990s.The old adage applies that if you tell an untruth often enough it will appear to be true. In fact, in 2001, the B.C. NDP left the B.C. Liberals with a surplus of $1.573 billion. This data is easily found with any search engine. The Liberals then fudged a $5.2B structural deficit that many believe to this day despite published data to the contrary. And those Alberta NDPers. They’ve had six months to undo decades of Conservative fiscal mismanagement and what was once a much boasted Heritage Fund worth several billions is nowhere to be found. The economic woes of Alberta are not the fault of the present government despite Harper’s rhetoric. Those nasty NDPers. Brought in Medicare. Refuse to stand in contempt of Parliament. Won’t support incurring more debt than the current $170B. Won’t support omnibus legislation. Won’t promise $1 billion G8 summits, or more $50 million gazebos. They have no senators undergoing criminal investigation. The nerve of them.

Apparently they care about seniors, health and pharmacare costs and hungry school kids. They actually want the working poor to have affordable day care. They’re demanding that corporations buck up and the rich 20 per cent pay their fair share of taxes instead of hiding money offshore while collecting home renovation grants. What can they be thinking? Yes, watch out for the NDP indeed. If we don’t watch out, they’ll turn Canada into a respected, transparent democracy where Canadians care for their fellow man and where there exists fair, equal taxation. Who in their right mind wants that?

Don’t let council sell qb water

Re: recent story in The NEWS about the possibility of Qualicum Beach selling its water. Coun. Bill Luchtmeijer indicated that “we’’ should be thinking a little bit out of the box. Perhaps, this council member fell out of the box, suggesting selling bulk water to Parksville. For decades we live under (council imposed) water restrictions. We even penalize citizens if they don’t follow the rules and yet there is a council member suggesting to sell our water. Residents of Qualicum Beach are very aware how extremely valuable and important our water wells are. We, the citizens, are also aware that Parksville’s problems are self made. This council’s concern should be centred on securing our own wells. The time will come to not only look but establish connections to the best possible sources. That means to revisit laid-away suggestions as discussed years back. Selling water is out of any consideration. Qualicum Beach has enough qualified citizens to advise council about future considerations and options. Decisions of such magnitude should not be left exclusively to council members alone. RDN WATER SERVICE WATER CONSERVATION LEVEL 3 October 1st to 31st 2015 Watering restrictions in all 8 Regional District of Nanaimo operated water service areas will be lowered to Water Conservation Level 3 for the month of October. Limited groundwater recharge combined with a predicted reduced snow pack and the likelihood of another hot dry summer in 2016 has prompted this cautionary step. Groundwater aquifers are slower to respond to rainfall thereby taking time for aquifer levels to recover from an unprecedented dry spring and summer. Water Conservation Level 3 allows outdoor watering every other day based on odd and even house numbers, and at 6-10am/pm. Hand watering is permitted anytime and residents can wash vehicles, boats and houses. Washing of sidewalks or driveways and filling fountains, pools or hot tubs is still NOT PERMITTED. New lawn exemption permits will not be issued. All watering restrictions will be lifted as of November 1st. In the Sept. 17 Thursday Spotlight, the headline asked: “Is there a fix for $616 billion debt?” There are two. The first no-nonsense way, is to cancel the whole mess outright and jail the perpetrators, as Iceland did four years ago. The second way is to use our own wholly-government owned bank for its designed and chartered purpose — capitalising our national assets at cost of administration only, returning remaining interest revenues to treasury for re-use. This process was in continuous use in Canada for 40 years with widespread national benefit until it was quietly replaced with totally private funding in 1975. I have been unable to trace any parliamentary debate on this epochal change.

Interest rates immediately shot up, reaching an unprecedented 22 per cent in seven years and not returning until 1994. This firmly established all our government’s debts, whose total interest payments now regularly exceed $60 billion a year (say “thousand million dollars” for the real impact). But silence surrounds this whole episode, bringing conspiracy and collusion to mind since no elected party has a word to say on this dramatic change. Its purported benefits are not proclaimed, and the process has been effectively banished from public awareness, only being awakened now by news from neighbouring North Dakota, uniquely funding itself for ninety-odd years with neither deficit nor debt. Meanwhile, unproductive interest rep-

resents roughly ten percent of all our budgets, while that from P3s isn’t even shown. B.C.’s debt has doubled in the last 10 years, federal debt is now 300 times greater than in 1975 and the inflation inherent in the system is plainly seen in old newspapers. Forty years of different administrations blindly following the same scheme, dumbly demonstrate its usurious character. Time for change, wouldn’t you say? Russ Vinden Errington

Don’t sell water Re: recent story in The NEWS about Qualicum Beach possibly selling its water to Parksville. I always try to give councillors and members of governing bodies credit for common sense. Unfortunately,

Qualicum Beach Coun. Bill Luchtmeijer shatters my faith. What is he thinking? Our neighbours to the south would love such a stupid move. Open the floodgates and let us send all our remaining water to California for the best buck. There are certain things that should not be bartered as commodities. They are basic ingredients of life. Water, air and sustenance and they should not be in the mix of bauxite, wood and coal. If that is his thinking process and he actually thinks this is a long term strategy, we as a race, are doomed. Not your average self-storage facility ‘I think you’re going to see this as the way of the future,’ says owner J.R. RaRdon reporter@pqbnews.com

From a street’s-eye view passing by on Highway 4A, Parksville’s Island Self-Storage looks like just another of the seemingly ubiquitous such U-store complexes fronting the stretch from Parksville to Coombs. But a closer examination of the large office building and the ranks of low-slung, cinder-block storage structures reveals something very different behind the scenes. The south-facing roof of the main office structure — the one facing away from the highway — is completely covered by an array of solar panels. Additional solar “tracker” panels that tilt and swivel to follow the sun, will be installed at four of the storage buildings, and a rank of 10 powergenerating windmills will stand in front of the property when ongoing construction is complete. “I think you’re going to see this as the way of the future, whether you’re talking about cars, houses, or whatever you’re building,” said Randy Marston, who owns the business with his wife, Teresa. “Our goal here is to run it entirely on solar and wind power.” Marston has been a builder for 23 years. He said the new Island Self Storage, which is replacing an existing storage business on the same property, is his third such business. He and his wife recently sold the most recent one, the Oceanside Storage complex which happens to reside next door to the new business. Oceanside boasts eye-catching landscaping with rows of palm trees and a pond with fountains, but the Marstons are taking a somewhat different approach with Island Self Storage. “We thought about another pond, but opted to go with some simple landscaping instead,” Randy said. “The pond looks nice, but it’s not very sustainable. They use a lot of water and it takes energy to run the fountains.” What water Island Self Storage uses for irrigation, Marston said, will come from a

catchment system with multiple underground tanks. Runoff from the roofs and paved areas will be directed through an oil filter and deposited into the tanks for use in irrigating the property. Inside, the office is something of a showroom for some of Marston’s other work, in cabinetry and marble. Displays include a giant TV screen mounted above an electric fireplace, and several antique drink and snack vending machines. The office also features wall-mounted, high-efficiency ductless heating units, but much of the energy efficiencies are out of sight. “We had to figure everything out before we even started building,” said Marston, who consulted with a local solar and wind-energy specialist. “This building has one-foot (thick) walls, 16 inches of styrofoam under the floor, triple-pane win-

dows and R70 insulation in the ceiling. “We want to use this building as a model.” The mini storage units have undergone a similar green energy overhaul, starting with thicker sytrofoam under the floor and thicker doors, with weather stripping, to replace the thin metal roll-up doors common to self-storage sites, Marston said. Heat to the units will be provided by heat pumps that could slash the business’s heating costs to 25 per cent of their current level, he added. When the business’s solar and wind turbine arrays are all installed and operational, the Marstons expect not only to provide for all their own energy needs with renewable energy, but to have enough left over to sell back to BC Hydro. Why both solar and wind? “The wind blows better here in the winter, but solar works better in the summer,”

Marston said with a laugh. “We’re trying to cover both.” They have so much faith in the new system, Marston said, that the couple sold their 10,000-square foot home at River’s Edge and have moved into the residence they built atop the Island Self Storage office. “We’re looking forward to not having a Hydro bill,” he said. But, he was quick to add, it’s not about the energy savings as much as it is about establishing a working model of sustainable building while continuing to beautify the industrial area as they started with their previous storage business next door. “We’ve tried hard to support local businesses with this construction,” Marston said. “And part of our business model is to improve the neighbourhood, wherever we go.”

Painter creates symphony of sights Music inspires, infuses abstract work of Parksville artist J.R. RaRdon

When presented with Patt Scrivener’s abstract images of musicians at work and play, a viewer can almost hear the sounds of a smoky jazz club or buskers strumming guitars on a busy promenade. And why not? Scrivener certainly does. “One influence on my art is definitely music, and that comes from my love of music,” said Scrivener, who relocated to Parksville with her husband from Alberta in 2008 and promptly turned her painting from a moonlighting proposition to a full-time career. “I play the Celtic harp, which I came to through the piano. The musical theme pops into my figures, and I think it’s from that emotional attachment.” A selection of Scrivener’s horn-blowing, guitar-playing figures — and much more — will be on display beginning next Monday when the Old School House Art Centre unveils its October exhibits. An exhibit of Scrivener’s work, as well as Uli Ostermann’s Probably Too Close exhibit, are scheduled to run at TOSH from Oct. 5-24, with an opening reception scheduled for Wednesday, Oct. 7. Scrivener has had an interest in art as far back as she can remember, “from a very young age, playing with crayons” in her childhood home of Nipawin,

Sask. She admits to retaining a childlike exuberance when starting each work. Rather than have a fixed image in mind, Scrivener starts each project “by making a big mess,” she says with a smile. Once she has blasted a canvas — or a line of canvases, assembly line-style — with a melange of colour, she said, she then steps back and determines what she sees before finishing the work into a

recognizable image. “I like the painting to come to me, rather than force it,” Scrivener said. “That’s how I get my best results.” Last week, she spoke at The Gallery at Qualicum Art Centre, where she had a display of her “pond series” on exhibit in September. Most of the photos are green-based and feature swirling ovoid lily pads, but many are much more impressionistic and may be dominated by or-

anges or violets suggestive of a sunset on the rippling water. But despite the range of colour palettes and realism, the paintings in her series are tied by a common theme. “I paint intuitively,” Scrivener explained. “What do I see in the painting after I’ve got the colour on? I have to hone myself in, and if I suddenly see a pond, then I’m going to keep seeing ponds. “When I started the pond series I didn’t have a pond concept

until I saw a pond. I thought, ‘Oh, that’s cool.’ And I just kept on with that technique.” Her figurative exhibit at TOSH will feature a similarly inspired series that came out of her experience several years ago of painting in an outdoor market. After weeks of watching market-goers strolling past in her peripheral vision, or musicians performing, those images began seeping into her canvas. And her observations of simple street activities, from dog-walking to people strolling with umbrellas, continue to pop up. “A lot of my figurative work has a musical theme running through it,” Scrivener said. “I find it very vibrant. It might be jazzy, or buskers, or piano players. Some of it has a more spirited look, too.” Throughout her early adulthood, while working as a floral designer and interior designer, she “dabbled” in art, trying her hand at weaving, jewellrymaking, pottery and painting, among others. But it was a mixed-media workshop by Maxine Masterfield, which she attended in Calgary in 2003, that set Scrivener on her current artistic path. Almost immediately, she was juried into the Calgary Arts Society and joined the Leighton Arts Centre and the Calgary Community Painters. “One day, my husband and I just decided it was time for a change, and we moved here,” Scrivener said. “Now I paint fulltime and moonlight at floral and interior design.” See toSh openS, page 27

While Williams and Mill will headline the night, the stage is open to all interested performers, in music, poetry, storytelling, comedy, dance, etc. Each performer will be allowed up to 10 minutes for a routine. Daniel William Pearson December 13, 1946 â€“ September 21, 2015

Sadly, Dan passed away on Monday, September 21, 2015 after a brief, but courageous, battle with COPD. He leaves to mourn his passing his beloved wife of 45 years, Sally; daughter, Sherri Waterman of Delta, BC; son, Tim (Lauren) of Edmonton, Alberta; grandchildren, Tyler Dawson and Emily Waterman; mother, Noreen of Calgary, Alberta; sister, Elaine (Norm) Wilde; many close friends and extended family members. Dan was predeceased by his father, William. Beloved husband, father, and grandfather. Dan was a cherished friend to many. He loved to play bridge but his first love was sailing. He is now at peace. â€œMay you always have wind to fill your sails.â€? In keeping with Danâ€™s wishes, no services will be held. ELSIE WEBB (nee Wright)

The peaceful death of Elsie Webb (nee Wright), 93 years of Lanigan, SK and formerly of Qualicum, BC occurred on Saturday, September 19, 2015. Elsie was born on March 18, 1922 to John and Freda (nee Walter) Wright at home on their farm near Lanigan, SK. She grew up there and attended Stoner Rest School. After finishing school, Elsie worked on the farm as well as for her Aunt Ada and Uncle Sam Wright at the Jansen Hotel. Elsie then became a switchboard operator, working in Delisle and Dinsmore. In 1942 she moved to Vancouver where she joined the Womenâ€™s Royal Canadian Naval Service. Elsie was posted to â€œHer Majesty Canadian Shipâ€? in Cornwallis, Nova Scotia, where she worked as the head cook until 1946. Upon her return to Vancouver, she furthered her studies in business and was then employed by Shell Oil for 10 years. On December 7, 1957, Elsie married Charlie Webb in Vancouver. They later moved to Prince George, BC where they managed a shoe store. In 1961 they moved to Merritt, BC where they opened a menâ€™s clothing store named Spanner & Webb. They sold the store in 1974 and retired to Qualicum, BC. Their retirement was short as they purchased and ran the Cameron Court Hotel for a number of years. They enjoyed the company of their many friends and while Charlie loved to fish, Elsieâ€™s love was golfing. Until she moved back to Lanigan in 2009, she was still golfing 18 holes a couple of days a week. Elsieâ€™s move back to her hometown of Lanigan was to care for her sister Dorothy. She faithfully visited both Dorothy and her other sister Helene until their passings. Elsie will be lovingly remembered by her nephew Bill (Liz) Holt, her childhood forever friend Violet Fick and many friends. She was predeceased by her husband, Charlie Webb in 1999; parents John and Freda Wright; sister Dorothy Wright; sister Helene Hein and brother-in-law Erwin Hein. The Funeral Service for Elsie was held on Thursday, September 24, 2015 at 2:00 p.m. at Knox United Church, Lanigan, SK officiated by Rev. Rolanda Taylor. Interment followed in the Lanigan Public Cemetery. Memorial Donations for Elsie may be directed to Knox United Church. Funeral arrangements were entrusted to Malinoski & Danyluik Funeral Home, Humboldt, SK (306-682-1622).

LOST AND FOUND

July 26, 1939 â€“ Sept. 5, 2015 Fred passed away peacefully with his family by his side. He is pre-deceased by his parents Hans & Melita and brother Rolf. He leaves behind his devoted wife of 54 years, Kathy; son Rick; daughters Wendy (Blaine) and Monica (Cliff); grandchildren Tina (Ryan), Kurtis & Michael; great grandchildren Dylan, Alyssa & Jackson, whom he cherished very much; as well as 2 sisters & 2 brothers and many more family & friends. Fred was a bus driver for School District 69 for 25 years. He was a member of the Branch 49 Legion and volunteered much of his time at the Coombs Rodeo Grounds and Farmers Institute. A Celebration of Life will be held on Saturday, October 3, 2015 at the Coombs Rodeo Grounds at 1:00 pm. His family invites you to join and reflect on a life well lived. In honour of Fred we ask that you take a child fishing.

HUGH GERALD RYAN February 16, 1933 â€“ September 21, 2015

Hugh was born in New Glasgow, Nova Scotia where he attended school moving to Saskatchewan in 1953. He retired from the Fire Services in 1986 and spent several glorious years travelling. He and Doreen wintered in Arizona until 2004 moving to BC in 2005. He leaves behind to mourn his passing his loving wife of 59 years and 3 months, Doreen; children, Barb Ryan of Fox Creek, Alberta, Kevin Ryan of Moose Jaw, Saskatchewan, and Donovan (Jody) Ryan of Rihyad, Saudi Arabia; grandchildren, Scott, Mark, Todd, Thomas, Michelle, and Matthew; as well as many other family members in the Eastern provinces. Hugh enjoyed most sports playing baseball, hockey, and curling in his early years. He was an avid golfer well into his retirement years. Hugh was known for his sense of humour and his animated joke telling. The Lord has seen fit to end his suffering. He will be sadly missed by family and friends. A Memorial Mass has taken place at the Church of the Ascension in Parksville, BC. Born in 1928, he is survived by Penny Cowan, his loving wife of 50 years, and devoted children Lissa, Bill (Krista Page-Cowan), Shannon (Patrick Walshe), and beloved grandchildren Gabrielle, Fraser, Zaira and Teegan. The North Island Royals are enjoying some excellent weather for their fall ball season, which was made all the better after a tournament victory last week. In the Zack Downey Memorial Bantam tournament, held in Victoria, the Bantam AAA Royals beat out the Cowichan Mustangs by a score of 8-7 in extra innings. In fact, they needed three extra frames before the North Island Royals came away with the victory. “The entire roster contributed,” general manager Kurt Bowles said. “It turned out to be a battle of attrition. Having plenty of pitchers on a 21man roster was key. It comes down to pitching when you make it to the final in any tournament.” “The boys really came to-

gether on a rainy Sunday to battle out a victory. They showed a lot of character. Our program’s successes are because of the dedication of our players and parents.” The Royals were back in action this past Sunday, playing host to Cowichan once again. It’s a great way for the Royals of the B.C. Premier Baseball League to get a look at some of the potential future players. “I think it’s very helpful,” coach Jim Seredick said. “It’s a great way to evaluate these players as they come up through different leagues on there way to, hopefully, one day playing for the Parksville Royals.” “We use the fall ball as an indicator too, in terms of who is truly interested in the game of baseball and wanting to improve in the off-season, so it’s a win-win all around.”

The Save-On-Foods Oceanside Generals closed a busy week on the ice at home against the Comox Valley Glacier Kings on Sunday afternoon, losing 5-2 at Oceanside Place. After beating the Glacier Kings earlier in the week by a score of 4-2, the Gens dropped their second game in a row after losing to the Campbell River Storm last Friday 4-1. The Generals were up 2-1

heading into the third period where the Glacier Kings went on to score four unanswered goals, two of them empty net goals. Jeff Deblois and Jordan Bautista scored for the Generals while goaltender Braddock Otton kept them in the game throughout, making some key saves when they needed it. “I’d say that was our worst performance as a team to date,” head coach Brad Knight said following the 5-2 loss on Sun-

day. “We didn’t come prepared to play this game, plain and simple. If I were going to put a finger on it, I’d put it on selfish play from our veterans.” “Took some bad penalties, made some bad choices with the puck and our power play didn’t help us at all, which we needed it to,” Knight said. “Other than that, it’s a work in progress.” With the back-to-back losses, the Generals record sits at

one win, five losses and one tie through their first seven games of the season. “We’re not six and one, we’re one and five,” Knight said. “So why aren’t you prepared to play? It’s just one of those things. At the end of the day, the Titanic didn’t turn on a dime, it turned on a half-mile radius, and so it takes time.” “You need athletes who want to compete. If you don’t have that, if they don’t want to compete, there’s not much else

you can say really. I could give all the speeches in the world, if they don’t want to compete; it’s not going to matter. They have to want to compete.” The loss to Comox Valley followed a loss to Campbell River in a penalty filled game that saw a bench clearing brawl and suspensions handed out (Campbell River’s Reece Costain for six games and Keenan Scardina for one). As the calendar turns over to October, the Oceasnide Generals next game comes against the Peninsula Panthers on Saturday, Oct. 3 at Oceanside Place in Parksville (7:30 p.m. puck drop). They’ll need to find a way to turn things around and get back in the win column and it all starts within the team itself. “We need to play like a team,” forward Mathieu Jallabert said. “There’s only so much

The Parksville Lawn Bowling Club hosted its last major tournament of the outdoor bowling season with teams from Parksville dominating the standings. The prestigious event, hosted by Nicklen Roy Mackay Real Estate/George Gibson, drew a field of players from around Vancouver Island. In the end the Parksville club took six of the top eight positions. First overall went to the Parksville team of Art Ferguson, Sandi Mitchell and Jeanette Ferguson. Second in the late draw went to John Wilson,

Doug Ives and Jane Neilsen (Qualicum Beach). Third went to the team of Kate Wilson, Keith Baker and Diane Cruickshank (Parksville). Fourth place went to Jon Lansdowne, Jim and Flo Muir (Parksville). The early draw winners were the team of Rick Quibell, Jon Kendall and Lynn Chwartacki (Nanaimo). Second place went to Martin Fereday, Chris Fereday and Peter Scott (Parksville). Third place was won by Brenda Edwards, Wayne Edwards, Roberta Stets (Parksville). Rounding out the early draw, in fourth place, was the team of Keith Terlson, Pat Goodwin and Sandy Taylor (Parksville).
