While Qualicum Beach Mayor Teunis Westbroek said he is wary of regional water management discussion, Coun. Bill Luchtmeijer suggested a different perspective. “Maybe we should be thinking a little bit out of the box, that may be a massive opportunity for us,” Luchtmeijer said, referencing Coun. Barry Avis’ remarks about Parksville having both “massive” water problems and “massive” development plans. “We have water, we have lots of water. It might be an opportunity to sell bulk water to Parksville,” he said, throwing it out for general consideration. “Someone else is having a problem, we might be able to help them along, at the same time generate some revenue to cover our costs.” “It’s not necessarily our water but it is our extraction system and delivery system, so let’s think opportunity here,” Luchtmeijer said. “We haven’t had that discussion yet,” Chief Administrative Officer Daniel Sailland later told The NEWS, suggesting if council wanted to pursue it, it would be the start of a longterm discussion and process. He said “water is obviously a hot topic,” that will continue to come up in various contexts. The town does have the ability to pump and measure large amounts of water into trucks for things like fire fighting, Sailland said, but he wasn’t sure if there are currently sufficient connections to pipe water to Parksville. Luchtmeijer’s suggestion was in reference to Westbroek expanding on comments he made at a Regional District of Nanaimo meeting (Seeking Solutions, The NEWS, Sept. 10). See A LOT OF CITIES, page A7

TOY RUN: With the firing of a cannon, nearly 1,000 motorcycles roared to life at Little Qualicum Falls Provincial Park on Saturday, kicking off the 31st annual Port Alberni Toy Run. In the largest ride of its kind on Vancouver Island, riders made their way west on Highway 4 past Cameron Lake and through Cathedral Grove before crossing the hump to Port Alberni, where a community party was held at the Glenwood Centre. The annual ride provides thousands of toys for needy children at Christmas, as well as thousands of dollars for children’s programs and family events throughout the year. It’s that time of the year again. Mayors, councillors and regional district directors from all over the province are flocking to Vancouver this week for what RDN chair Joe Stanhope called “the most important conference of the year” for local government.

The annual Union of B.C. Municipalities (UBCM) convention gives locally elected politicians an opportunity to liaise with one another, provincial representatives and policy makers at a five-day conference in the Lower Mainland. Going into what is arguably the

most effective conference of the year, The NEWS asked local leaders what issues are top of mind. “Ferry rates,” said Stanhope. “That’s still a big issue, it’s impacting growth on Vancouver Island and certainly in this area.” See MAYOR SAYS, page A7

Visitor centres get provincial funding A new, three-year funding model for community visitor services centres in Parksville, Qualicum Beach and Nanaimo will ensure more stable and predictable funding and allow for greater flexibility and innovation, according to a news release from the provincial government caucus. Destination B.C., the province’s industry-led destination marketing organization, has announced the three-year base funding model ($10,000 minimum) for the 108 community visitor centres it supports following extensive consultation with the community visitor services centre network. — NEWS Staff

More than 300 people of all ages were on bikes, on foot and pushing strollers for the 35th annual national run honouring the late hero Terry Fox and helping to raise money for cancer research. Qualicum Beach town council asked staff to look into what’s being done for Syrian refugees locally and if they might help. “Last Friday councillor (Anne) Skipsey and I attended a meeting where we were talking about welcoming immigrants,” Mayor Teunis Westbroek said at the Sept. 14 regular council meeting. “Part of the agenda, not surprisingly, dealt with the refugee crisis and how we can help.” Westbroek broke council tradition in proposing a motion himself, which passed unanimously, stating “the Town of Qualicum Beach hereby formally confirms its support for efforts to bring a Syrian family or refugee family to Qualicum Beach and to assist the family starting a new life in our community.” He suggested that individuals can contribute through to efforts of groups like the Red Cross and that it would likely be a big topic at this week’s Union Of B.C. Municipalities convention in Vancouver. “Staff will look at formal channels to help,

like through the UBCM,” Chief Administrative Officer Daniel Sailland told The NEWS. “It takes a lot of energy to create a channel, it might be best to support existing efforts.” Council will discuss the issue again after the UBCM. • The opening of the new Qualicum Beach Fire Hall was delayed by the recent labour dispute, but is on track for a grand opening in late October or early November, according to Chief Administrative Officer Daniel Sailland. He said work on the hall was slowed by “a number of companies who didn’t cross the line,” but added that the general contractor is still within the contracted schedule and due to the fixed cost contract the project is still on budget. Sailland said the town is hoping to combine the opening with a volunteer appreciation event that was cancelled over the summer. • Director of Planning Luke Sales explained the details of the rescheduled the Harlech Road/old fire hall public consultation process, delayed by recent events in the town. Staff is currently assembling all of the public input gathered so far, which will go back to residents for further discussion at a public meeting Oct. 7 at 7 p.m. at the Civic Centre.

Still, it’s fun to read and follow polls during an election campaign and especially entertaining to watch politicians and parties over-react to the results of these polls. A poll is only as good as its sample size. And the company conducting the poll. Insights West, by any accounts we have read, is a legit, responsible polling company. But what about the organization that has commissioned the poll? What spin will they put on the raw numbers? The latest poll, conducted by Insights West for the Dogwood Initiative, suggests Gord Johns of the NDP would get 30 per cent of the vote in the Courtenay-Alberni riding that includes Parskville Qualicum Beach. Conservative John Duncan is at 25 per cent in the poll, while Liberal Carrie Powell-Davidson is at 10 per cent and Green Party candidate Glenn Sollitt at nine per cent. A whopping 26 per cent fall into the other/undecided category. Insights West conducted a telephone study from Sept. 9-13 for this poll and the results are based on the responses of 301 adult residents of Courtenay-Alberni. The margin of error – which measures sample variability – is plus/minus 5.6 percentage points, 19 times out of 20. We received an e-mail from the Dogwood Initiative alerting us to the poll. “These polls are part of the information being offered by Dogwood Initiative’s nonpartisan Vote B.C. campaign, which aims to increase voter turnout in British Columbia,” the e-mail read. Really? When we clicked on the Courtenay-Alberni button to read the results, this popped up: “We’re working to elect MPs who will stand up for our province, defend our coast from oil tankers and help rebuild our democracy. Are you with us?” It then asks for your name and e-mail and then asks how many of these candidates would you consider voting for? Dogwood lists the candidates of Courtenay-Alberni and the only one with a cute little “Pro-tankers” logo beside his photo is Duncan, although Powell-Davidson’s Liberal Party is in favour of the Trans Mountain expansion that would inevitably increase tanker traffic on the Coast. This was all before we got to what we wanted to see, the Insights West numbers from the actual poll. There is nothing nonpartisan about the Dogwood Initiative. The term ‘nonpartisan’ means more than not being affiliated directly to a certain party. Many would agree with Dogwood’s goals, which makes it even more curious as to why they would try to paint themselves as nonpartisan. Thanks for the Insights West polling numbers, Dogwood. Trudeau admires dicTaTorship? Many people have expressed strong objection to the endless repetition by the Conservatives of their anti-Justin Trudeau commercials, specifically the ones that attempt to portray him as youthful and inexperienced. I too believe that they have become offensive and ineffectual. It is not that I am a supporter of Trudeau — far from it. However, I believe there is a much more potent and powerful argument against him which can be made. In a speech in November, 2013 at a fundraiser in Toronto, Trudeau uttered the following words: “There is a level of admiration I actually have for China because their basic dictatorship is allowing them to actually turn their economy around on a dime and say we need to go green, we need to start, you know, investing in solar. There is a flexibility that I know Stephen Harper must dream about: having a dictatorship where you can do whatever you wanted, that I find quite interesting.” When a candidate for prime minister of Canada expresses admiration and praise for what is known to be one of the most ruthless dictatorships on earth, one historically accountable for millions of deaths, then most people must gasp in astonishment — no matter the excuse-making which followed when Trudeau and the Liberals began to realize the potential negative consequences of these remarks. Sure, if we would allow a government to command obedience by putting a gun to everyone’s head and ordering us around like slaves, then some manner of ‘efficiency’ might result, but how could anyone who believes in freedom admire that method of government? But change for the sake of change without due intelligence and caution has often in our history made matters worse instead of better. Few would deny that we are living in unusual and dangerous times with a fragile economy and the ever-growing threat of terrorism worldwide. If ever there was a time for caution, sound judgment and leadership in Canada it is now. It seems to me NDP Leader Tom Mulcair and Liberal Leader Justin Trudeau have made it their main platforms to “get rid of Stephen Harper” and repeat their intention every chance they get. Harper has given this country imperfect but stable government for 10 years. He comes into this election having achieved significant international trade agreements, a balanced budget, a surplus and a proven record. harper’s record I totally disagree with Valerie Axford’s recent letter to the editor ‘Change for the sake of change’ (The NEWS, Sept. 8) in which she implies that Prime Minister Stephen Harper is best qualified to lead us through unstable economic times. We are now officially back into a recession and he has presided over the most anemic economic growth of any post-WW2 PM (the Globe & Mail, Sept. 1, 2015). And then there’s the $150 billion added to the national debt during his watch and what I believe is the hollowing out of our manufacturing

industry, cutbacks to research and development, stealth privatization of healthcare and I could go on. I can’t imagine how any of the other candidates could do any worse. Then Axford worries about the expense of accepting more refugees asking “where does the money come from to pay for this?” It’ll just be added to the national debt. Recently, I noticed that the Conservative government has promised up to $100 million more for refugee aid. I wonder how many people are aware that the Middle East refugee situation accelerated after the U.S.-led NATO invasion of Afghanistan and has worsened in recent years. Canada participated in the bombing of Libya and according to Jeffrey Simpson in his column in the Globe & Mail (Feb. 18, 2015) “NATO bombs cleared the path for ISIS in Libya.” The vast majority of people that the cynically titled “Arab Spring” was supposed to help has turned their lives into a living hell. Egypt is now under the iron rule of an even worse dictator. But he’s an American-approved dictator.

Budget surpluses for the next four years, without knowing what the world economy, oil prices, or the situation in China, will do to the world? He has already said he will raise corporate taxes by two per cent. Will that be enough to cover all of his other promises, too numerous to mention here? If not, and it is really doubtful, hang onto your pockets. There is only one other place to get the needed revenue. Just look in the mirror, because that is where it will come from. Best give some real serious thought to where you place your X in the polling booth. Think NDP governments in B.C. in the 90s, Ontario under Bob Rae and what is happening in Alberta now. With photos of Frank Sinatra, Dean Martin and Sammy Davis Jr., as well as high-definition screens showing their classic movies on the walls of its lounge, the Qualicum Beach Inn has the look and feel of a 1960s-era showroom. Next week it will have the sound, as well. In its first foray into live entertainment, the Qualicum Beach Inn will host the Dean-O-Holics, a premier Rat Pack tribute act from Las Vegas, next Wednesday, Sept. 30. The hotel will get a live run-through one night earlier, when the Dean-OHolics play a private affair for officials and clients of a local bank, who are footing the bill for the visit. The group, including a full

band and a Marilyn Monroe impersonator, will return the following day for two shows, at 6:30 p.m. and 8 p.m. Those shows are open to the public. “It’s a bit of a pilot situation,” said Laurent Nevea, the general manager of the resort, which opened under new ownership in May, 2014 following extensive renovations. “We’re going to try to create some synergy for the 30th. It’s really a test run.” Weather permitting, the public performances will be held outside on the inn’s terrace. In the event of inclement conditions, the show will move into the lounge and dining area, where there is seating for up to 90 people for each performance. Beginning next spring, live entertainment may be a regular occurrence at the Qualicum Beach Inn. But don’t expect a steady dose of big touring acts. “What I would like to

do is bring in local artists and Vancouver Island artists,” said Nevea. “We’ll be looking at a bit of jazz and classical entertainment. We’re looking into getting a piano.” If all goes well, Nevea said the resort will begin presenting acts in April of 2016, just in time for the tourist season. The inn’s new look is a black-and-white motif that harkens to the 1950s and 60s. In addition to the displays of Rat Pack memorabilia, including a signed gold record and signed photos, the lounge boasts additional displays related to artists, including Audrey Hepburn and Miles Davis. In one corner is a bank of seven large, flat-screen televisions, on which guests might have a choice of live baseball or a classic 1960s Rat Pack movie like Oceans 11, Robin and the 7 Hoods, or Some Came Running.

Classical trio takes Sunday stage The Old School House Arts Centre resumes its 2015-16 Music on Sunday series this weekend with a classical performance by the trio of Susan Snizek on flute, Joanna Hood on viola and Alexandria Le on piano. While an undergraduate student at the University of Indiana- Bloomington, Snizek was a winner in the national “Flute Talk” Magazine Competition. Her Master degree (in flute performance) was completed at University of the Arts (Philadelphia) where she studied with Julius Baker. While at University of the Arts, she won first place in the concerto competition, and subsequently performed the Jolivet Concerto. She has recorded for Kindermusic, HBO television productions, and the NFL Presents for ESPN. She also performed with the Moody Blues and Roger Daltrey and served as co-princi-

pal flute of the Bel Canto Opera Company of Philadelphia. Snizek relocated to British Columbia and is currently a visiting assistant professor in music (flute) at the University of Victoria. Originally from Seattle, since 1986 Hood has played with the Lafayette String Quartet, which she co-founded. As artist-in-residence at the University of Victoria, she teaches viola and chamber music. Hood has been a committed teacher since 1983 and also performs with the Loma Mar Quartet based in New York. She helped found the group in 1997, for the Bard Music Festival. Since then, they have collaborated with Sir Paul McCartney in a performance, and a recording of his music, titled “Working Classical”, and A Garland for Linda (Selections) also on the EMI label. Throughout her career, along with concerts in Canada, the

U.S. and abroad, Hood has broadcast for CBC and NPR, and other radio stations, worldwide. Le enjoys a multi-faceted career. After winning the prestigious Pro Musicis International Award in 2011 and joining a distinguished roster of artists, she debuted as soloist in Carnegie Hall to glowing reviews. Soon afterward, Le joined as a pianist in Carnegie Hall’s resident ensemble, the highly prolific Ensemble ACJW. A winner of the 2012 Emerson String Quartet’s Ackerman Chamber Music Competition, Le has held exclusive collaborative piano positions at the Banff Centre of the Arts. The Dean-O-Holics, formed by former disc jockey Bob Caudle (Dino) perform many of the principals’ hit songs, interspersed with the same kind of skits and gags — much of it unscripted.

But they depart from many Rat Pack acts, which focus on the original gang’s 1961 Las Vegas period, by covering the years of the Rat Pack and even incorporating updated jokes and modern references into the routines.

“We try to be retro and current at the same time,” Caudle said in a 2012 interview with Sacramento, California’s National Public Radio affiliate. “I like to think, ‘What would these guys be doing today?’” Mid-Island audiences

Kevin Kinnear said he has always wanted to own a business. He also said he’s happy with the choice he made when he put his money on the line. Kinnear took over Parks West Business Products in February. In an interview last week at the Hirst Avenue store in downtown Parksville, he had nothing but good things to say about the former owner, Rick Westaway. “He built a good business here with good staff and a loyal customer base,” said Kinnear. “You’re going to bring your own style into the business. What I try to do is not get in the way, but build on what we already do well.” The list of what they do at Parks West is long. The huge, newly-renovated, bright store has everything from thumb tacks to stationery to laptops.

There are also some impressively large printing machines that are seemingly only limited by one’s imagination. “It’s kind of like a Staples but more stylized for the needs of Parksville,” said Kinnear. “We have a good range of equipment to do a lot of different jobs.” Parks West — which has been open at the same location in Parksville for 35 years — employs 10 people, including manager Kat Vincent, who has been working in the store for more than 20 years. “That was part of the attraction (to buy the business),” said Kinnear, “the long-time staff and the loyalty they have from the community.” Kinnear moved to Parksville about eight years ago and has a wife and four children under 10 years of age. Before buying Parks West, Kinnear worked in various financial services roles, including some time as a business banker. “That experience helped me identify businesses that have been successful,” he said. “It gave me an understanding of what successful businesses look like.”

Myrna Leone KONDAS June 9, 1942 â€“ September 16, 2015 A vivacious woman, Leone passed away at home on the morning of September 16, with her loving children and her partner in crime by her side. Born in Penticton, BC to Russell and Georgie Jordan, the family followed her big brother Larry to the big city, where they settled in New Westminster. Attending New West Secondary School, it wasnâ€™t long after her graduation that she was snapped up by the love of her life John. They were married in 1963. Shortly after, their children, Nena and Ward, entered the picture to throw a curve ball into the wonderful life they built and introduced color and character into their 52 year love affair. When they were certain the kids could survive on their own, they moved to Qualicum Beach where Leone created a life rich with friendship, adventure, and joy, with her doting husband by her side. A woman of strength and sensitivity, her uproarious laughter and electric smile brightened our lives and will remain in our hearts. Rippy finally turned 40. Leone is survived by John Kondas; daughter, Nena (James Henriksen) and Ward (Erin Haskett); and her four grandchildren, Kia, Zoe, Zak, and Vivian. A Service was held at 2:00 pm St Stephens Church in Qualicum Beach, BC on Friday, September 18, 2015. In lieu of flowers, the family asks that donations be made to Oceanside Hospice in Leoneâ€™s memory. The family is grateful to the home care nurses and doctors who made it possible for Leone to die at home. On Monday, September 14, 2015 Stanley Roberts Bell went home to be with his Savior. Stan was born on December 15, 1934 to Stanley and Violet Bell. His childhood years were spent in Victoria with his 4 siblings, Lorraine, Karey, Larry and Shannon. Stan worked many years in the forest industry beginning in Honeymoon Bay and then Nanaimo as a sawmill production supervisor. Stan married Dianne Campbell in 1961 and together they raised their 4 children until Dianneâ€™s passing in 1985. Stan and his family moved to Port McNeill in 1980 where Stan worked as a heavy equipment operator. In 1992, Stan married Beverly and they settled in Qualicum Beach. Stan was an avid fisherman, hunter, gardener and storyteller. Many knew that a day on Stanâ€™s â€œBell Boyâ€? would be an experience not soon forgotten and, more often than not, a very successful fishing trip. Florence Jean Fisher (nĂŠe Wiggins) Florence Jean Fisher of Parksville, BC, died peacefully Monday, August 31st, 2015 at the age of 93. Jean, as she preferred to be called, was born to parents William Alfred and Annie Wiggins on August 4th, 1922 in Bedworth, England. She was the youngest of two children.Â During the second world war she met and married Felix Fisher. They has 56 years together until his passing in 1997.Â In 1955, Jean and Felix and their four oldest children, Stefan, Teressa, Theo, and Tim, immigrated to Canada, settling in Sarnia, Ontario. Â They had two more children, Annette and Michael born after the move to Canada. Â Jean lived in various communities on the Island including Victoria, Campbell River, Port Alberni, and Parksville.Â Jean loved and cared dearly for her children, grands and great grands. Â Jean is survived by five of her six children, sons, Stefan, Tim, and Michael; daughters, Teressa and Annette; fourteen grandchildren; and fifteen great grandchildren.Â She was predeceased by her sister, Mavis; her husband Felix; son, Theo; son-in-law, Harold; and daughter-in-law, Carol. Â Jean will greatly be missed by her friends and family. It’s all about who can make the other guy fight their fight, which Aubrey “Bam Bam” Morrow will try to do in October. Fighting for the Canadian Middleweight Championship, “Bam Bam” will go head to head with champion Francis Lafreniere on Oct. 24 in Quebec. With two different styles of fighters, it’s going to be a tough test for both to see who will walk away with the belt. “It’s going to be a good fight,” Morrow’s trainer and coach Rich LeStage said. “I don’t think that Francis has faced someone as tough as Aubrey. Aubrey is definitely the harder puncher and I feel he has the edge in speed. But it’s not going to be easy for either guy, I think it’s going to be a tough fight all around.” Morrow fights after stopping a very game and very tough Paul Bzdel in his last fight in Nanaimo, something that LaFreniere wasn’t able to do when he squared off against the same opponent. Since his last fight, Morrow has been training hard, travelling far and wide for sparring sessions and gaining more and more confidence. “He’s been killing it,” LeStage said. “Since we returned from Los Angeles, he’s just been getting after it. We’ve been travelling to Victoria twice a week for sparring down there and we’re set to have a guy come up from the United

he’s a stranger to. “We’ve been there before,” LeStage said. “It’s not going to be a problem at all. Aubrey has been great in tuning crowds out in the past and I’m sure he will again.” “It’s nice actually because when we head to Quebec, we’ll be able to work with the time change. It’ll be a main event fight and we should be stepping into the ring for the fight about the same time we would be training back at home.” For LeStage, it’s another opportunity guiding a local fighter to the top of their division. Having done it with the likes of “Shotgun” Shane Andreesen once before, LeStage thinks back to his first encounter with Morrow and how far they’ve come. “It feels fantastic,” LeStage said. “I remember when Aubrey had his first couple of months training with me as a teenager and seeing the potential there and now here we are getting ready for the shot at the Canadian title.” “Amateur boxing is making a huge comeback in B.C. thanks to Combsport and Aubrey bringing back the title will help create even more opportunities for amateurs that want to turn pro in the future. Being able to come from a small town and help build boxers from the ground up, to fighting for a professional title, is very rewarding.”

The Save-On-Foods Oceanside Generals are still without a win this season after dropping both games in last weekend’s VIJHL action. Hosting the Saanich Braves on Saturday night, the Gens were still searching for their first win after a 7-0 loss to the Nanaimo Buccaneers earlier last week. The Generals would remain without a win, losing 6-4 to the Braves.

“It’s comes down to learning how to win,” head coach Brad Knight said. “We’ve gone through trying to break the bad habits, we just have to learn to win. We need to understand what’s important here. I think we’re trying to figure out what’s more important, scoring a goal or getting a win. We have to keep finding the answers to what’s important to these kids in the dressing room.” After being down 5-2 with

eight minutes left in the third against Saanich, the Gens fought back to bring it within a goal, as Josh Harvey scored on the power play and Qualicum Beach’s Landon Dziadyk scored his first VIJHL goal to bring the score to 5-4. The Gens would fall short though, with the Braves adding an empty net goal for good measure with one second on the clock. “I thought that third period

was our best period of the year so far,” Knight said. “We played hard in the first and the third, I thought our second period was terrible. We’ll just keep looking around for the solutions and hopefully we’ll find it eventually. We just need to have a team here that wants to play hard and if we don’t have players that are willing to do that, we need to get rid of them.” “We’re not going to lay down

this year. We wanted to give it five games to evaluate what we had here, so we’ll make some changes if we have to. Qualicum Beach’s Brayden Eriksen was back at it this week at the Connor Richey Legacy Fund tournament held at the Sunshine Coast Golf and Country Club, his second professional tournament in the Vancouver Golf Tour. Eriksen, who finished in second place in his first tournament as a professional golfer, followed that up with a seventh place finish at the Connor Richey tournament. This marked the second straight tournament that Eriksen finished in the money

($1,800 in his first and $75 in his second) and also earned another 700 merit points (2,700 total) in the Vancouver Golf Tour standings. With only three tournaments left in the Vancouver Golf Tour, Eriksen will continue to look for tournaments and tours to take part in across the globe, looking to continue his fine play in the professional ranks so far. “That’s the plan,” Eriksen said. “We’re always looking, keeping our eyes open to try and find the next tournament or tour to go after. There’s lots of options out there in the world and its just matter of finding one that feels right.”
