Oak Bay hopes to work out some kinks in speed restrictions on its streets. The district, in co-operation with ICBC, is reviewing speed limits in the municipality. “We have a number of roads where within the space of about four or five blocks there are potentially three different speed zones, at least when school is in session,” said Oak Bay Mayor Nils Jensen. “There is acknowledgement that we do have a series of speed zones that over the years have been devel-
oped … this is an opportunity to step back and have larger picture overview of the effects of these speed zones on driving.” The study results from a concern that the large number of different speed zones throughout Oak Bay might be confusing and potentially unsafe. The objective of the study is to obtain a rational process for setting speed limits that has been validated by research and practice in North America and around the world. “It really is something that has been percolating for some time and I know our engi-

neering department has been working with ICBC for some time to come up with this kind of a study,” Jensen said. A common practice is to measure actual speeds and determine the speed driven by a large majority of the population. For example, the district found most drivers on Estevan Avenue drive at 32 km/h or less while 85 per cent of drivers on Lansdowne Road were recorded at 46 km/h. Both roads have speed limits of 50 km/h. They’re also looking at pace, an indicator of the difference in speed on a street. Roads are safest when everyone is going
the same speed, minimizing passing and conflict. They’re also looking at compliance – the percentage of drivers going at the speed limit or less. “It’s primarily a review of the speed limits in the district,” said Dave Marshall, director of engineering in Oak Bay. “We want to streamline the process of evaluating speed zones and make sure the appropriate speed zones are in place in the municipality.” PlEASE SEE: Speed review, Page A3

Conservative candidates skip all-candidates debate

Organizers of the University of Victoria Student Society’s coming all-candidates debate are disappointed by the lack of interest from local Conservative candidates. All 12 of the Green, Liberal and NDP candidates from the South Island ridings of Esquimalt-Saanich-Sooke, Cowichan-Malahat-Langford, Saanich-Gulf Islands and Victoria have confirmed they will attend the Oct. 7 all-candidates debate in UVic’s Student Union Building. However, the UVSS had only heard back from one Conservative, Victoria candidate John Rizzuti, who declined. A spokesperson for Robert Boyd told the Saanich News he will not attend the UVic debate as the
campus is no longer in the boundaries of Saanich-Gulf Islands. Instead, Boyd’s representative invited students to attend another debate within the boundaries. UVSS director of external relations Kenya Rogers said they’ve gone “out of their way” to reach the local Conservatives. The Conservatives were also the only ones who did not respond to a questionnaire developed for students by the UVSS ahead of the Oct. 7 debate, Rogers said. The UVSS has a long history of running municipal, provincial and federal election debates at UVic, and are encouraging all students to vote in the 2015 election. “We’re frustrated,” she said. “Unfortunately, when Conservatives choose to not participate in events it looks like, to them, we don’t matter. As a student society we
represent a diversity of backgrounds on campus and want to have all voices there.” The consensus on campus is that high tuition and student debt is a federal issue that students have a right to talk about with candidates, Rogers added. “We have [about] 5,000 students on campus [able to vote] for the first time. If we have parties alienating those voters in their first opportunity to be part of the democratic process it’s detrimental, we have a party that says [students] don’t matter.” UVic associate professor of political science Jamie Lawson said it sounds like part of the growing trend by the Conservatives to keep a lower profile in certain areas. “If they are not attending, and were not just late in responding, then it might be part of the strategy of centralized messaging that

the Conservatives use,” Lawson said. “If I’m right, the Conservatives may be making an assessment they’re not competitive here.” Two Conservative candidates from Toronto-area ridings recently made national news that embarrassed the party. “The worry is a candidate in a place not competitive could say something that’s not in line with their message and inadvertently, it turns into a national story to their detriment,” Lawson said. Without the leading party represented in the debate, opposition parties could end up picking fights among themselves. It also allows the Conservatives a chance to discredit the debate, suggesting the real debate is elsewhere, he added. The UVSS all-candidates debate begins at 11:30 a.m. in SUB’s Vertigo Room on Oct. 7.

Why are you running in the federal election? That’s a question Green Party Candidate Jo-Ann Roberts has been asked a lot during her quest to become the next MP for Victoria. A veteran journalist for 37 years who is best known as the host of the arts and current affairs program All Points West on CBC Radio One in Victoria, Roberts left her job to speak out about the government’s current vision for Canada. “It was not my vision. I felt that in this election I had to be free to do something more active than what I was able to do with the CBC,” says Roberts, who initially planned on leaving

John Rizzuti wants to turn Victoria into a vibrant community supported by quality jobs, growing economy and safe communities. The Conservative candidate, running in the Victoria riding, is a retired school principal and business owner who has lived in Victoria for the last 47 years with his wife Marilynne, three children and six grandchildren. “For me, it’s time to give back to the community and serve it some more,” Rizzuti says. “I care about Victoria. I want to make sure it gets the best it can and I want it to continue to be a vibrant city for all of us and anyone who wants to visit or settle here in the future.”

When I read vision Green, it felt like it fit with my values.” According to Roberts, Victoria is a unique and green city that wants a member of parliament that can bring that vision and experience to the rest of the country. What she has noticed from going door-to-door is people are somewhat living in fear about the possibility of having another Conservative majority.
“They are trying to figure out the best way to stop that,” said Roberts, who believes she can speak strongly on social issues, climate issues, and crown corporations like CBC and Canada Post. “We’re doing a lot of things really well here,” Roberts says. “We understand how to take on the issue of climate change better than any parts of the country. That’s something we can share with the rest of Canada.” Roberts entered journalism to inform listeners and affect positive change for Canada. She is married to Ken Kelly, an urban planner who is the general manager of the Downtown Victoria Business Association. Rizzuti has worked in seven schools through the Victoria region during his more than John Rizzuti 30-yearcareer as a teacher and principal. He also served as president of the B.C. Principals’ and VicePrincipals’ Association and on municipal, private company and volunteer boards. He has a masters in education from the University of Victoria. If elected, Rizzuti says he hopes to sustain a strong economy, keep streets and communities safe, while also
balancing economic and environmental responsibilities. He will also advocate for more support for housing. Locally, his focus will be on finding ways to support tourism, the Inner Harbour, transportation, technology, and arts and culture in the city. “Running schools, (the) job was to make sure that I ran the school in a responsible and fiscally responsible way that promoted the success of families and children and that I kept them safe and secure,” he says. “For me, what I’m doing right now is a much larger scale of that and that’s what inspires me, that’s what motivates me. Meet the candidates in the Victoria riding
Murray Rankin – NDP Christine van Reeuwyk Oak Bay News
Nestled in a home adjacent to both Victoria and Oak Bay, NDP MP candidate (incumbent) Murray Rankin, holds a certain fondness for the group that was once called the Western Canada Wilderness Committee. “Linda and I met at one of the early meetings of what’s now the Wilderness Committee … she was a student and government worker and I was a new law professor at UVic,” he says of wife Linda Hannah. Rankin was integral in those early years, joining the board and founding the organization. But more importantly, he met and married Linda and had sons Ben, now an economist in Ottawa, and Mark, who recently moved back to Victoria for work. “I coached Beacon Hill Little League when both of them were young,” Rankin recalls, adding standout moment was settling a lawsuit for a girls’ team. “I got involved as a lawyer and helped make sure the girls’ team could be treated equally and get the same funding for travelling.” Rankin has also coached in the Bays United soccer program, where his coaching cohort was more about the physical sport.“I was all about trying to motivate the team,” Rankin says with a chuckle. The family lived in Fairfield for 24 years before downsizing to another home adjacent to Oak Bay. With his sons hitting a certain

age, and rapidly gaining independence, Rankin was looking for a change already when Victoria’s NDP MP Denise Savoie resigned her post in August Murray Rankin 2012. “I thought ‘This is not a government that should last. It’s not consistent with my values or the values of the people of Victoria’.” He hit the campaign trail, primarily by bike, and with thoughts of his 28 and 25-yearold sons. “I see amongst their generation so much dissatisfaction and cynicism of the democratic process. … They don’t have the kind of steady employment I have and so many of my generation have,” Rankin says. “I just really feel we’re leaving this generation with the largest ecological, social and economic debt in history.” “I just had to step up and say I’m not going to let this happen if I can make a difference.” Rankin draws on his decades of legal expertise and political acumen, despite little previous experience as a politician. “If people want a career politician they shouldn’t look to me … I had the experience of running the law firm, but I’d never run for office before,” he says. “Some people think it’s a virtue to not be a career politician … We need people in the House of Commons from all walks of life, I think.” reporter@oakbaynews.com

Cheryl Thomas – Liberal Jennifer Blyth Oak Bay News
Cheryl Thomas can honestly say her political roots run deep. Not only was her greatgrandmother active in the campaign for women’s right to vote, but her grandfather had the distinction of running against Tommy Douglas early in his career. Today, Thomas brings a long history of community and political involvement to her position as a Liberal candidate in the Victoria riding. “I’ve always been involved behind the scenes and I’ve run both provincial and federal campaigns, so I understand the chaos of an election,” she says. Passionate about cultivating leadership and collaboration, Thomas is an educator of leadership and teamwork, both here at home at the University of Victoria and previously at Sharif University of Technology in Tehran, in addition to Royal Roads University and Camosun
College. With her children grown and having returned from eight years teaching overseas, the time Cheryl Thomas was right for her to run as a candidate herself, she says. While abroad, “I saw Canada’s image eroding considerably … I have five-year-old and nine-yearold grandsons and this is not the world I want them to grow up in,” Thomas says. Born in Saskatchewan and raised on a farm in Stettler, Alta., where her father was a veterinarian, the message growing up was one of building society and community. “That’s part of who I am,” she says. “I guess I’m an idealist; I keep thinking we have to do better than we have.” After moving to Greater Victoria in 1990, Thomas was a
leader in the Parent Advisory Councils at Willows Elementary and Oak Bay High. She served on Victoria’s Film Commission for six years and currently serves on the boards of the Victoria Harbourside Rotary Club and the Oak Bay United Church. Key issues this election include the environment, housing and infrastructure, and Thomas would like to see the federal government more involved in those issues, but in a way that makes sense to local jurisdictions. “It’s what I do in business – I help people solve problems, and to do it collaboratively.” On a personal level, Thomas would also like to raise awareness of organ donation. “We have a system in Canada that people have to opt into and a lot of the time people think they’re a donor but they’re not,” she says. Conversely, many European countries require people to “opt out” instead, which increases donation levels while still giving people a choice, she says. editor@oakbaynews.com

Use campaign period wisely Much was said at the start of the current federal election campaign about the extra length of this year’s outing. At almost double the length of traditional campaigns, pundits argued that the additional days on the campaign trail benefitted Prime Minister Stephen Harper’s Conservatives, whose election bank account outstripped those of the other parties. From a strategic standpoint, it probably makes sense for a party that had lacked a lot of “good press” coming into the campaign period. Regardless of the motivation, we urge Oak Bay voters to take the extra time afforded them and get the information they need to cast their vote. On page 4 and 5 of today’s Oak Bay News, we offer introductory profiles of each of the candidates in the Victoria riding, which encompasses all of Oak Bay. In coming weeks, we’ll also be posing a series of questions to candidates, asking for their feedback on a variety of questions important to both the local and wider community. Beyond local news sources, a number of all-candidates meetings are being scheduled over the coming weeks by various groups, all of which will offer ample opportunity to hear from the candidates about where they stand on the issues that are important to voters. Should certain candidates or parties choose not to attend those meetings, or speak to those issues, voters can add that information to their election cache when weighing the pros and cons of each person seeking their vote. But under no circumstance can voters suggest they lack the time to get the information they need to cast an educated vote. In fact, thanks to the Conservatives, they have more than enough time. Re: Lansdowne traffic change draws a rough response, Oak Bay News, Sept. 11, 2015 As long-term residents of Oak Bay we were quite aghast when Saanich set up a new right turn only lane on Lansdowne just outside Camosun College. It literally made zero sense and when we contacted Saanich municipality we were told that they were monitoring it. As of this week it appears to be removed and we thought common sense had finally prevailed. No, we read that this may be permanent with the introduction of a bike lane. We really want to ask when is this insanity going to end. We frequently travel this route to Hillside Mall or to head out of town. We can understand the need for safety for cyclists, but we have seen that most of the time bike lanes all over Victoria are empty except at peak hours such as the beginning and end of the work/school day. However cars are very much part of the fabric of our society and until this changes why should we (the motorist) be
inconvenienced because of a small minority. Until bicycles outnumber cars, is it reasonable to create more problems for motorists? When Saanich tested this, it was very clear if you drove this route that it was truly an insane idea as we witnessed long lines of traffic with very few, if any, bicycles in sight. Please Saanich – don’t do this as it will be another frustrating road in the Greater Victoria Region. Jeff Barnett Oak Bay
What will we do when the ‘big one’ comes? Re: Urban society slides into helplessness, B.C. Views, Oak Bay News, Sept. 9 Thanks for the column on the way society cannot handle any small upsets to the status quo. I remember the big windstorm of 2006, which incidentally was in December. I was a 60-plus senior at the time, and my power was out in a residential area of Colwood for five and a half days, as our two-house
power line was not a high priority in the queue. I watched the Hydro trucks go by day after day, waiting my turn for reconnection. Fortunately I have a wood stove that can heat my house, boil water and cook food. It does get tiresome living by candlelight but I had my disaster radio nearby to listen to the local station give updates on how Hydro was doing. Most of my freezer contents were moved to friends’ homes, and my garden shed became my refrigerator. Anyone with common sense can understand that the repair crews work tirelessly to restore power as quickly as possible, and perhaps the media could help by reminding people that they need to fend for themselves for several days if the major earthquake ever occurs. Calling 9-1-1 just clogs up the lines and can stop people from getting through with real emergencies. Whatever will we do when the “big one” comes?

The party started with a noon-hour ceremony celebrating the longest-serving British monarch, Queen Elizabeth II, who surpassed Queen Victoria’s record on Sept. 9. Lt. Gov. Judith Guichon, who serves as the queen’s representative in B.C., addressed the unbelievable changes the Queen has witnessed over her 63 years, seven months and two days (to Sept. 9). Changes in technology and movement around the world have created unprecedented urbanization, social changes and have transformed what constitutes a family. “Always her majesty, with equanimity, has absorbed these changes and embraced the new norms with dignity,” Guichon said. Folk musician to tell his stories to Oak Bay Dave Gunning is the voice behind the song that won Hockey Night in Canada contest Folk music fans will want to check out Dave Gunning’s show at the Oak Bay Recreation Centre on Sept. 25. Gunning, a Juno-nominated singer/ songwriter, has a reputation for spinning tales while performing. Born and raised in Pictou County, Nova Scotia, Gunning has built a name for himself as a working class hero in the mould of David Francey, James Keelaghan, Ron Hynes, Stan Rogers, Bruce Cockburn and Gordon Lightfoot. He says his musical influences reflect Irish, Scottish, French Acadian, folk and country styles, while his songwriting creates images and moments in song that are palpable. “Quiet and reserved otherwise, Gunning takes on an almost Garrison Keillortype storyteller persona on stage, injecting stories between songs that run the range from sweet and touching to uproariously funny,” his biography says. Gunning also gained fame in 2014 when

The poet and the painter in Joe Rosenblatt are one and the same, as are his muses. His art however, is divided between a pair of Greater Victoria coffeeshops for his current show, “Luminosity.” “While it is true a traditional gallery draws in different viewers and the marketplace is in a gallery, still a café like Discovery [Coffee] does both draw in art lovers and perchance art buyers,” said the Qualicum Beach resident, adding it also draws a broader spectrum of the public that might not attend gallery events. At the Oak Bay Avenue location one particular painting features cats coexisting peacefully with birds. “I would expect [patrons] to get up close to my paintings and enjoy what they view and get their imagination revved up, especially as they view my surreal cat painting at the Oak Bay location,” he said. “I say cat fanciers get up close to that cat painting, real close and imagine those cats meowing in chorus.” A major Canadian poet with 20 books of poetry and a Governor General’s award among his achievements, Rosenblatt’s paintings are abstract interpretations of the human and animal world and how the two worlds are fused.

A tasty way to support housing initiatives Greater Victoria Housing Coalition hosts A Matter of Taste at Victoria Golf Club Saturday The Greater Victoria Housing Society has a tasty way to support local housing initiatives. The society is hosting a benefit event, A Matter of Taste, at Oak Bay’s Victoria Golf Club Saturday, Sept. 19. The second annual event features tastings of fine scotch, cognac, wines and other libations, a variety of highend cigars, plus exquisite chocolates from around the world, complemented by sumptuous food pairings and hors d’oeuvres. A silent auction of luxury-inspired items rounds out the evening. “We were pretty sure we had a concept for an event that was slightly different from other fundraising events in town,” says Scott Garman, GVHS
board member and A Matter of Taste organizer. “In the first year, we started out with a whisky-and-cigar tasting event. This year, we decided to broaden the tastings to include fine wines, local ciders and premium beer, and have experts on hand who can talk about the different products. We’re taking the whole tasting idea and making it attractive to as many people as possible.” All proceeds from A Matter of Taste benefit the Greater Victoria Housing Society – a non-profit, charitable organization founded in 1956 that is dedicated to providing quality, affordable housing to low-income seniors, families, and people with disabilities, in neighbourhoods across Greater Victoria. Victoria Mariners Baseball, based at Henderson Park in Oak Bay, make the trek to Saanich for the second annual Zack Downey Memorial Tournament this weekend. The Mariners remember the young player with Premier and Bantam action at Layritz Park from Sept. 17 to 20. Downey, a Victoria Mariner and Lambrick Park Baseball Academy student, died from Non-Hodgkins Lymphoma in May 2014. Five Bantam teams from the Island and Lower Main-
game is at 3 p.m. Downey was known as a young man who exemplified what a true friend and teammate should be: dedicated, loyal, enthusiastic, and a friend to all. This year, the Mariners club presents the Downey Family with a memorial plaque that will have a permanent home at the Mariners’ home field at Henderson.
