As seniors gathered for their morning activities with the James Bay New Horizons Society on Tuesday, much of the conversation centered around the alarming increase in calls from fraudsters with the Canada Revenue Agency (CRA) phone scam. Those that attend the facility are educated regularly about various scams and the necessary precautions so they don’t become a victim. So far nobody at the society has fallen for the latest scam that appears to be targeting many seniors in the city. “We do worry. There’s always the ones that we don’t reach and you’re never sure what’s going to happen and if they could fall victim,” said Kim Dixon, executive director with James Bay New Horizons, adding seniors are taught to have a whistle by the phone to blow if a caller becomes belligerent. “Probably every month there’s something different going on. Again, we just tell them to be aware.” Victoria police have been flooded with calls lately from citizens traumatized by the CRA scam that typically involves a phone call from an angry caller, claiming to represent the agency and that taxes are owed. The caller requests immediate payment by credit card or convinces the victims to purchase a prepaid credit card and call back immediately with the information. If they don’t, the victims are often threatened with court charges, jail or deportation. In some cases, local residents
attempted to turn themselves in for what they believed to be nonpayment of their taxes. One woman who went to police headquarters to face arrest was crying and shaking. Victoria police Chief Frank Elsner would like to have a unit dedicated towards investigating seniors abuse, but the department doesn’t have the resources to do so at this time. In 2013, Victoria police recorded 320 fraud cases and 303 the previous year. The bulk of those cases targeted seniors, and include

scams such as the ‘grandchild send money I’m in trouble or hurt scam’ and the sweetheart scam. In February 2014, two doorto-door home renovation scam artists were manipulating seniors and disabled residents in Victoria and Esquimalt. In one incident, an Esquimalt woman arrived home to find the two men tearing apart her roof. When she confronted them, the men told the woman her disabled son had authorized the work. The two men fled after damaging the woman’s roof. Detectives with the fraud unit have since reached out to a number of senior care facilities. PLEASE SEE: Senior scams, Page A2

In March 2014, Victoria police launched a campaign to prevent fraud against seniors and visited several retirement homes to offer tips on how to spot a scam. “We have a very high population of seniors here, so some of the issues we deal with are a little different. With seniors, a lot of times we find they have a higher fear of crime, even though the crime rate is quite low,” said Elsner, adding the CRA scam was upsetting
for him, especially after hearing about the emotionally distraught woman at police headquarters. “It breaks my heart when I hear that. They don’t know. They believe in the system and they are just so distraught. As part of an ongoing renewal of Esquimalt Road, the Township of Esquimalt has established a revitalization tax exemption bylaw as an incentive for businesses and properties to beautify the corridor while also supporting heritage conservation.
The bylaw was adopted at a special meeting on Monday Aug. 24. It will provide property tax relief to approved properties for new construction and improvements, and applies to commercial, mixed use and multifamily buildings (with four or more units).
The revitalization area is defined as the area located within 150 metres of the Esquimalt Road corridor between Dominion and Canteen Roads. The initiative is part of Esquimalt’s economic development strategy, which aims to promote economic
growth and create a welcoming climate for businesses and property owners. An open house was held last March to gather input from local businesses and residents on what type of incentives would appeal to them.

Hercules isn’t just the name of the hero in classical greek mythology anymore. It is also the name of the remotely-operated vehicle (ROV) that will be scouring the ocean floor as part of the University of Victoria’s Ocean Networks Canada’s unprecedented expedition of unexplored Canadian waters, which set out from Ogden Point on Tuesday (Aug. 25). “We know very little about the ocean. Less than five per cent has been mapped. We know more about Mars and the moon than our own planet,” said Kate Moran, president of Ocean Networks Canada and chief scientist on the expedition. “We need to fully understand so we can actually make decisions about what do we do as the oceans change.”

the Salish Sea and Pacific Ocean. Hercules, which can be operated at depths of up to 4,000 metres, is equipped with high-definition cameras, sensors, LED lights, and two manipulator arms so scientists can collect samples from the ocean
floor. “It’s got a very sophisticated navigation system with that and acoustic sensors that watches the bottom and tells you the speed that you’re doing. You can get very good navigation without any outside references at all,” said Jim Newman, who built Hercules. On the expedition, Hercules and Argus, another ROV, will be controlled by pilots and used to install high tech systems to measure underwater landslides, microphones to detect whales and understand ship noise, sensors to measure how offshore gas hydrates change as climate changes, and a tsunami meter to better predict coastal flooding. “They work in tandem. Argus sits right above Hercules in the water and then they’re tethered together and it’s all fibre optics,” said expedition leader Allison Fundis. Hercules can stay down for
almost three days and provides realtime video streams of the ocean abyss. “It’s very exciting the technology that allows you to explore more than ever before and spend time with your family,” said Robert Ballard, owner of Nautilus and president of the Ocean Exploration Trust. Though he won’t be travelling with the expedition, Ballard said he’ll be watching the feed from home and is excited about what the 50-member team might discover. “People ask what you’re going to discover next, but you have no idea. If we knew — it wouldn’t be a discovery,” said Ballard, who discovered the RMS Titanic in 1985. They also threatened a boycott of Victoria. “The Victoria region is back to square one, with no treatment plant on the horizon. The failure is an embarrassment for stately Victoria, and it undermines the rigorous work to clean up Puget Sound,” said the editorial. But Helps said the timing of it was ironic since earlier that week, the committee sent out a press release about hiring consultants to complete an analysis of the work and costing options, and has selected six individuals to the technical oversite panel.
“The lesson learned is we also need to brief the Seattle media. We now have a media contact for all media outlets in Seattle because had they received that press release, they wouldn’t have printed the editorial because they would see that we are indeed making progress,” Helps said, adding the newspaper published her response to the editorial as well. “There was lots of information available in Seattle, but I think it just didn’t get into the hands of the Seattle Times. Officer faces child porn charge A 52-year-old petty officer with CFB Esquimalt has been charged with possession of child pornography and assault. Few details have been released about the circumstances surrounding the charges, but Sooke
RCMP opened a child pornography investigation on July 29. The accused turned himself in the following day in relation to the investigation. William Alan Goodfellow, of Sooke, is slated to appear in Colwood Provincial Court Sept. 10.

Samantha Van Nerum crosses the finish line during the 2013 Ride to Conquer Cancer. The 28-year-old will be doing the ride again on to be by her daughter’s side and take her back and forth to Vancouver for treatment. Samantha wanted to drop out of university to do the same, but Hayley wouldn’t allow that, so the pair talked on the phone every day. “She was so positive. She’d always call me on her ride down (to Vanouver),” said Samantha, adding the difficult time was very stressful for her parents. “She was so okay with everything and calm. I was really the only person she could talk to about it. She didn’t want to tell my parents when she was a bit down.”
In order to help her family take their mind off things, Samantha signed up for the 2013 Ride to Conquer Cancer. It was an emotional ride that left her in a river of tears once she crossed the finish line. On Saturday, Samantha will be doing the ride again to honour her sister and a dear friend who passed away in November from brain cancer after battling the disease for five years. He was only 29. “My sister and him both never in the hospital asked ‘why me?’ They were very positive,” said Samantha. “He tried to fight, but he knew he

Samantha Van Nerum can’t help but get emotional when she recalls the day she received a phone call from her mother, stating her younger sister had cancer in a tumour the size of a grapefruit behind her spine. It was November 2012 and her sister Hayley was only 23 years old. Samantha was driving in the car with her father when she got the call from her mother, sobbing uncontrollably. “We knew right away. I really just didn’t know what to do,” said Samantha, a Victoria resident who flew to Vancouver that night to see her sister living in Whistler. “She wasn’t crying or anything. She was really calm about it. I just remember I was pretty much numb. It felt like it wasn’t real.” The next three months were a roller coaster of emotions for the Van Nerum family. Hayley began radiation therapy in December, undergoing 28 treatments before her surgery in February. Since she wanted to continue living in Whistler, Hayley’s mother rented a condo
wasn’t going to win, so he did everything. He did tons of extreme sports, got really into rock climbing, got married and had a baby. He was happy with what he did.” So far Hayley’s story has had a happy ending. During a check-up after the surgery, the Van Nerum family was given the good news that her cancer was gone. Hayley sat there with a smile and Samantha had never been so happy in her life. The family knows, however, that Hayley’s cancer is aggressive and could likely return. When Samantha hops on her bike this Saturday to ride 200 km over two days, she knows it’ll likely be another emotional finish. So far, she has raised more than $2,500 for the ride and hopes to reach $3,000 by the time it begins. This year’s ride starts in Vancouver and ends in Seattle. All the money raised benefits the B.C. Cancer Foundation and supports leading clinicians, scientists and researchers. Since 2009, the ride has raised more than $59 million for the B.C. What’s on the ocean floor? In today’s day and age, it’s hard to imagine so little is still know about the ocean floor. Thanks to the Internet, almost every question that pops into our head can be answered by the touch of a key and click of a mouse. But when it comes to knowing what exactly lies on the ocean floor, our knowledge is still very small. The ocean is the lifeblood of Earth, covering more than 70 per cent of the planet’s surface. It drives weather, regulates temperatures and supports all living organisms. Less than five per cent of the ocean floor, however, has been mapped to a level of detail useful for detecting items such as airplane wreckage or the spires of undersea volcanic vents. Those who have studied the deep sea have found astonishing things lurking at the bottom, such as underwater waterfalls and lakes – some 300 feet deep with animals that live only in the lake, not the ocean above. Mountain ranges with thousands of valleys wider and deeper than the Grand Canyon have also been discovered, along with 297 new species living on a single column of volcanic rock. It’s mind boggling to think we know more about the moon than the ocean floor. Both present obvious challenges when it comes to research, but why haven’t we spent more time exploring what lies right here? A team of researchers with the University of Victoria are hoping to learn more about the ocean floor as they set out on a three-week long expedition with a remotely-operated vehicle. The team will visit eight sites at west coast observatories in the Salish Sea and Pacific Ocean. The technology the team has allows them to explore more than ever before, and provides realtime video streams of the ocean abyss that you can watch from the comforts of your sofa. What they will discover is anybody’s guess, but at least it’s a step forward in learning about the mysterious world of the bottom of the ocean.

Several communities around the world have sewage treatment plants located on vessels offshore. I only heard this option only mentioned once in this debate. Placing the plant off-shore requires no land, no local landfill, no truck traffic in neighbourhoods, no massive disruptions to build a pipeline to the landfill, and utilizes inexpensive barging away residue to a landfill such as the open pit mine on Texada where further treatment or storage could take place. Reconsider Green Party views I challenge some of your readers and letter writers to reconsider their views that the Green Party of Canada does not represent a viable
alternative on Oct. 19. The way I see it, the Green Party (on Vancouver Island in particular) is likely to surprise us on election day as they collect votes from disaffected citizens who otherwise would stay home. In direct contrast to the Conservative strategy of voter suppression (i.e. getting people to stay home = Harper majority), or the NDP strategy of fear — if you don’t vote NDP = Harper majority, the Green Party instead aims to overwhelm the voting booth by using the most basic principle that has been so shamefully tested under the iron grip of Stephen Harper: democracy. The argument that vote splitting will somehow usher in a Conservative majority is nonsense on Vancouver Island. The Conservatives in Victoria aren’t likely to fare any better than the paltry 15 per cent of votes they received in the 2012 by-election. So instead of focusing on reasons to avoid the Green Party, I suggest taking a few minutes to actually listen to the logic of Elizabeth May and then vote with your conscience. Michalski’s video Give the Gift takes viewers through a first-person point of view of someone going through a regular day — waking up, brushing their teeth, eating lunch, driving home from work and ends with “to an organ recipient, every ordinary day is a gift.” For Michalski, who has been a registered organ donor for the past 10 years, it’s a cause that’s close to
her heart. “The foundation and cause is something I believe very strongly in, so when I heard about the contest, I was prompted immediately to try and get something together to encourage others to be passionate the way I am about something that matters so deeply,” said Michalski, who teaches film and television at Claremont Secondary School. Of the top three finalists, the video with the most likes on the David Foster Foundation Facebook page by Sunday (Aug. 30) wins a trip to the foundation’s annual Miracle Gala in Toronto to present their video. Mike Delamont is getting the chance of a lifetime to jump start his career as a comedian. The Victoria resident is performing on Just for Laughs: All Access airing this Saturday on the Comedy Network. “It’s a really overwhelming experience. For someone who wants to be a comedian in Canada or anywhere really, Just for Laughs is the biggest comedy festival in the world,” Delamont said. “So the fact that any of the scouts even knew my name was really — I couldn’t wrap my head around it.” Delamont first started making people laugh with a sketch comedy group in 2004 after he finished high school. Six years later, after a short, somewhat unsuccessful stint of doing sketch comedy in Toronto, a friend suggested he try his hand at stand-up comedy. “It’s a very different feeling. I like stand-up comedy a little bit better,” Delamont said. “When you succeed, it’s because of your hard work and when you fail it’s because you made a mistake. It puts a lot of pressure on you, but the successes feel a lot better.” A year and a half ago, Delamont got his first opportunity to audition for the popular stand-up TV show, currently in its third season. A couple of months later, he was surprised to get an email asking him to perform. Delamont spent

Comedian slated for Comedy Network the next six months coming up with jokes to fill his six-minute segment, most of which are based on life experiences. “The biggest joke is that after I got married to my wife, we had some struggles because she is a nurse so she has to get up really early and I’m a comedian so I go to sleep really late and I was always waking her up and she’d get justifiably angry,” he said. “I devised a plan to not wake her up, so that’s probably the biggest bit and I think a lot of people can relate to trying to slip into bed without waking their better half up.” Delamont’s segment airs on Just for Laughs this Saturday (Aug. 29) at 10 p.m. on the Comedy Network. He will also be performing at the Victoria Fringe Festival tonight (Friday) and will be releasing his first comedy album next month, Mike Delamont Live, which was recorded in Victoria, on iTunes and Sirius XM. The Gran Coupe purrs along and effortlessly breezes by anything you choose it to pass. The seven-speed Steptronic tranny offers seamless movement between the gears. I’m not the biggest fan of gearshift paddles but it was fun playing with them on a busy stretch close to my destination. Approaching the track, traffic slowed and for the first time I had time to admire the beautifully stitched leather interior and controls layout, all of which are definitely all ergonomically correct. The cockpit display takes its cues from the driving mode selected using the Driving Dynamics Control switch, the graphics and colors of the displays indicating clearly which of the COMFORT, ECO PRO and SPORT settings has been engaged. Very cool. And it’s loaded with every safety warning system you can think of: lane departure, pedestrian and collision warning. With this summer being one of the driest on record in recent memory, the lack of rainfall could have long-term effects on the city’s trees, says a local arborist. Rob Hughes, supervisor of parks operations with the City of Victoria, said this is the worst season for drought stress on trees in the 30 years he has worked in Greater Victoria. “As far as mature trees on the boulevards, certainly we’re seeing what’s being seen throughout the lower Island, just drought stress that’s visible on the leaves,” Hughes said. “If you go down most streets in Victoria now, we’re seeing some early desiccation of the leaves, so early fall colour and leaves are starting to drop. They’re most noticeable on the ground.” He said the trees that have been most affected by the drought are birches, beech trees, katsura,

and evergreens like the western red cedar that require a higher moisture content in their soil and can’t stand long periods of drought. According to Environment Canada meteorologist Matt MacDonald, Victoria is having an exceptionally warm and dry summer. “It’s the driest June, July, August on record. We’ve only seen 16.4 millimeters this year and that explains the extreme drought,” said MacDonald. From Aug. 1 to 25, Victoria has seen 1 mm of rain, making it the fifth driest August on record with a mean
temperature of 18 C. But that is expected to change with a storm set to hit Victoria bringing an estimated 40 to 60 mm of rain over the weekend. While the city can’t do much for mature trees, it has increased the number of tanker trucks used to water the newly-planted trees. They currently have four tanker trucks along with a fifth that works parttime. But Hughes said the drought could have long-term effects on trees, especially in the spring when they start to leaf out again. “There may be an increase in the next few years of trees showing signs of being infected with decay pathogens,” Hughes said. “We’re able to fill up our tanker trucks with CRD water and go around and water our newly-planted trees. It’s all dependant on weather and hopefully with the forecast for this weekend, we do get some.” kendra.wong@vicnews.com

He somehow managed to get up to the sixth floor before they did to let us know they were on their way. That is what I consider above and beyond the call of duty. A popular annual house tour that offers a glimpse into how other people live is returning to Victoria next month. The 62nd annual Art Gallery of Greater Victoria’s House Tour is returning on Sunday, Sept. 13 from 11 a.m. to 5 p.m. and includes unique homes owned by local art and theatre buffs in Oak Bay, James Bay, Uplands and Arbutus Cove in Saanich. The tour, called The Art of Dramatic Living, honours various homeowners’ connections to the performing arts. “This is one of our largest fundraisers benefitting the Art Gallery of Victoria,” said Pieta VanDyke, event co-chair of the Gallery Associates. “The funds raised support the mandate of the gallery, which includes the development of education as well as exhibition programming.” The self-guided tour leads visitors to a variety of homes from a contemporary residence with a bonsai garden to an 1889 cottage with an expansive flower garden. Each home reflects its character and the owners’ appreciation for the arts. Proceeds from ticket sales go towards the Gallery Associates’ fundraising efforts, allowing the gallery to continue to present programming for Victoria visitors and residents. The Mustard Seed is seeking volunteers to help in the food bank warehouse, sorting food donations, packing food hampers, etc. Shifts are available Monday to Friday from 8 a.m. to 12 noon, from noon to 4 p.m., or from 9 a.m. to 2 p.m. The Land Conservancy Covenant Program is removing invasive species from conservation covenants on Aug. 25 and 28 from 10 a.m. to 2 p.m. and would welcome as much assistance as possible. Alcantara, Floyd return to HarbourCats lineup The Victoria HarbourCats are pleased to announce that two key members of the 2015 squad are returning to play for the West Coast League organization next summer. Outfielder AJ Alcantara (UCIrvine) and versatile infielder/ outfielder PJ Floyd (Sacramento State) have signed to rejoin the HarbourCats in 2016. Also signing is Floyd’s teammate at Sacramento State, catcher James Outman, a top recruit out of Junipero Serra HS in San Mateo, CA. “It’s always a good sign to have quality, productive players want to return to your program, and Alcantara and Floyd were right at the top of our list of players we wanted back,” said Jim Swanson, general manager of the HarbourCats. “Both put up good numbers and will only be better with another year at their great school programs. They know our system here, they know our coaches and our community, and they can help us lead others so we have less learning time and can hit the ground running to start the 2016 season.” Alcantara, who previously played in Wenatchee, hit .330 (33-100) with 13 runs, 21 runs

He persevered through some nagging injuries but was a middle-of-the-order right-handed bat, seeing time in all three outfield spots. Alcantara is a junior at UC-Irvine this fall. Floyd, a left-handed hitter, hit .287 (31-108) with 16 runs, seven doubles, five home runs and 26 RBIs in 33 games — but also hit three home runs in a non-league game in Nanaimo on July 19, long balls not counted in that total. Floyd was recruited as an infielder, but his strong arm could see him move to the out-

field in a bid to keep his potent bat in the lineup. Floyd is a sophomore for the Hornets. Outman is a six-foot-two, 195-pound left-hand hitting catcher who was named to the Perfect Game all-tournament team. A two-sport athlete in high school, he was a star linebacker for the football team. Outman is entering his freshman season with the Hornets, and has a booming bat, strong defense, and will push for playing time in his first collegiate season. “With last week’s announcement of outfielder Matt Smith of Sacramento State, we have four players on our roster and the coaching staff is working hard to fill the roster for 2016,” said Swanson. “This is our fourth season in the West Coast League and the other teams do a great job of putting quality teams on the field. It’s been a hot summer in Saanich and Victoria, and as a result of water restrictions, lawns throughout the district have been drying up, despite homeowners’ best efforts to beat the heat. Your lawn won’t go green no matter how much you preen, but a mid-summer drought is no reason to pout, according to Illarion Gallant of Rusnak Gallant Ltd. The landscape architect said homeowners shouldn’t worry about their lawns drying up three months of the year – it’s only natural for grass to dehydrate in this kind of weather. “A lawn doesn’t die when it goes brown, it just goes dormant,” he said. “If a client was coming to me and asking me, I’d say, ‘Go with the reality of nature and allow your grass to go dormant.’” While he admits it’s not the nicest thing for some homeowners to hear, Gallant said it’s really the only option in this severe heat, with the current drought in B.C. prompting harsher restrictions for the most green-thumbed citizens. “Usually what happens in a drought situation, you’re allowed to water new lawns, water new plants – you can’t even do that in Vancouver now. The drought situation’s very serious.” Gallant said attitudes about how a lawn should look are somewhat generational, with older homeowners seeing lush lawns as a status symbol while younger residents more or less go

The grass isn’t dead, it’s just gone dormant. with the flow (or lack of). “The 1960s middle class aesthetic was green lawns, and that meant fertilizer and a lot of water,” said Gallant. “The new middle class aesthetic is either long grass or you go brown.” When designing a garden, Gallant said homeowners can opt for longer grass that tends to withstand drought better because they provide more shade on the soil surface and have a lower rate of evapotranspiration, the process by which water is transferred to the atmosphere by evaporation from soil and by transpiration from plants. “If you’re out in the sun and you have long hair, your scalp is
a little cooler than if you had a shaved head. It’s the same thing when you have a mowed lawn. You don’t really have shade on the soil surface, so you have a higher rate evapotranspiration.” When preparing to lay down a new lawn, Gallant said it’s better to have 12 to 18 inches of soil to create optimum conditions for water retention. “It creates enough of a planting medium to hold moisture, but also gives it an opportunity for rooting,” he said. “Eighteen inches is luxury, 12 inches is achievable.” Gallant also recommended against using a lot of clay, noting homeowners should opt for a larger amount of sand.

“In soil, you have to have some percentage of clay, like 18 or 19 per cent,” he said. “But in my lawns, I like to have 60 to 65 per cent sand to give it structure.” However, for existing lawns, the options are limited, short of tearing up the lawn and putting in more drought-resistant grass. For the practical gardener, Gallant said it’s best to just ride out the heat wave. “Of course you can water it as much as you can before you get into water restrictions, but what happens is with the heat, the water table goes down and it goes brown. Ensemble seeks voices to join choir

Is singing in a choir on your bucket list? There’s no better time than this fall to join since Sooke boasts at least three choirs. The longest running one is Ekoos Vocal Ensemble, which will begin its 27th season in September. Ekoos is a small group of singers who enjoy singing a cappella (sung without instrumental accompaniment), ranging from the medieval and Renaissance periods right up into the 21st century. The choir sings both sacred and secular music, is fond of choral favourites as well as interested in trying out new repertoire. Last year, Ekoos Vocal Ensemble even ventured into the world of opera by singing Monteverdi’s Lamento d’Arianna, from one of the earliest operas ever written. Rehearsals begin on Sept. 10, 7:30 to 9:30 p.m. at the Holy Trinity Church on Murray Road. New singers are always welcome – especially men. If you feel daunted by singing in foreign languages, this season is a perfect time to try out the ensemble, because its program will be “an old English Christmas” – sung all in English, with just a little bit of Latin.
