West Shore commuters can get excited over the announcement of provincial and federal funding for the long overdue Trans-Canada Highway interchange at the intersection of Admirals Road and McKenzie Avenue. The price tag is $85 million – $52 million from B.C.’s 10-year On The Move plan and nearly $33 million from the federal conservative government’s New Building Canada Fund infrastructure budget. “Construction will be underway likely within a year and the improvements should be realized by the folks who live here a couple of years after that,” Todd Stone, Minister of Transportation and Infrastructure said at Wednesday’s announcement. The concept for the interchange, seen by many as the logical solution to the daily gridlock goes back nearly 30 years. Its momentum stopped in 1995, when Saanich’s concerns over the welfare of Cuthbert Holmes Park, among other things, helped cast it aside. Saanich Coun. Leif Wergeland believes Cuthbert Holmes Park won’t be a concern or setback during the consultation and planning stages for the upcoming interchange.

Anti-treatment group trying different approach with feds ARESST hopes government will revisit application of wastewater regulations Don Descoteau News Gazette staff

Westside and Eastside committees continue to work toward finding sites that could host a sewage treatment plant and related resource recovery facilities. But that isn’t stopping a local anti-treatment advocacy group from continuing its battle to convince local politicians and the Capital Regional District to halt work on the nearly $1-billion project, given what the group argues is the lack of scientific evidence pointing to the need for treatment here. The Association for Responsible and Environmentally Sustainable Sewage Treatment (ARESST)

has sent a formal request for a performance audit of the 2012 federal wastewater regulations, as they relate to Greater Victoria, to the Auditor General of Canada. View Royal resident and ARESST chair Brian Burchill says the regulations, as written, contradict scientific studies that support the screening and outfall system currently used to disperse of sewage from the south part of the region. “It’s not as though there’s reports from public health officers that people are getting sick,” he says. “The aquatic activities are still going on, nobody’s cutting back on their recreation. We’re using the waterfront because it’s safe to use.” He says the existence of marine ecological reserves on both sides of the region’s two outfalls, off Clover Point in Victoria and Macaulay Point in Esquimalt, points to the fact that the sea life is flourishing in the area. While the original request to the federal auditor general was met with a head-scratching suggestion

to approach the Auditor General office in Victoria, Australia, Burchill says, a second attempt was made recently to get the request directly into the hands of Auditor General Michael Ferguson. ARESST, whose supporters include people from University of Victoria-based marine biologists to former federal minister of environment David Anderson, has made multiple presentations on the subject to the Capital Regional District board since its formation in 2009, but its arguments against treatment have been mostly ignored, Burchill says. “Fighting the CRD is a waste of time,” he says of trying to convince politicians. “They are so bullheaded and they have the majority of power. I think part of the driving force is it will be a big boon to the local economy to have a billion dollars injected into it, but it’s for something we don’t need.” Regardless whether Ferguson seriously considers the request, Langford Coun. Denise Blackwell, a member and former chair of the

region’s liquid waste management committee, doesn’t expect it will succeed, based on her knowledge of previous discussions of Greater Victoria’s sewage dispersement methods. She recalled that the CRD had representation on a committee looking at proposed federal regulations before they were made into law. Despite having explained the unique characteristics of Greater Victoria’s fjord-like marine environment, the CRD found itself subject to the same broad criteria as every other coastal community. “At the time, it was us saying there’s nothing wrong (in the marine environment), but we’ve never had any indication from anybody that (the decision) would change,” she said. “The feds are not willing to look at it and not willing to revisit it.” Vic Derman, a Saanich councillor and vice-chair of the Eastside select committee looking into sewage solutions for his municipality, Victoria and Oak Bay, was among the early critics of the

federal regulations. While he still says their “one-size-fits-all” criteria inappropriately puts our area in the same category as communities that empty their sewage into less vigorous waters, he prefers to look at the current east-west strategy being undertaken to find appropriate sites as providing an opportunity to emerge with a bigger-picture solution. “ARESST is accurate in saying the federal regulations have been poorly applied,” he said. “However, their request may be moot if we can turn this into an impressive sustainability project.” Rather than worrying about whether the region might be unfairly categorized under the federal wastewater regulations, Derman’s main concern is that the process of finding a site and choosing the right technology be done differently than before, when the CRD focused on the one-site McLoughlin Point solution that was ultimately rejected for rezoning by Esquimalt council. editor@goldstreamgazette.com

The water spray area at the park remains operational from 9 a.m. to 8 p.m. and is fed from Capital Regional District potable water.

While food drives and fundraisers may be on everyone’s mind during the fall and winter months, food banks often get overlooked in summer. But the need doesn’t go away. During a recent day, volunteers at the Goldstream Food Bank Society were stocking shelves just as quickly as others were removing items to strategically build hampers for people lining up outside, some of whom had small children in tow. Volunteers pointed to a number of items that were missing on the labelled shelves. “Often throughout the year we run out of things like cookies and cereal,” said Linda Turnbull, a volunteer for four years. “They’re the unique things that people will like.” Other snack items that children usually enjoy, such as pudding cups, were also absent on the shelves that day. While donations and fundraisers tend to slow down in the summer once the

school year is done, Turnbull said some people bring in the overflow from their gardens, especially items such as plums and zucchini. As much as the food bank loves receiving these donations, she added, they only seem to come in for a short time. The Goldstream Food Bank provides around 320 hampers a month, with about 160 distributed the first week of the month, 100 the second week and the remainder during the third week. The food bank, housed in the basement of the Langford Legion on Station Avenue, is run entirely by volunteers and provides services for View Royal, Langford, Colwood, Highlands and Metchosin. “No one gets a penny,” said Gloria Driscoll, who’s been volunteering since the doors opened at the current location. She’s part of a team of more than 100 helpers, most of whom are retired, that keep the program running. Driscoll has noticed lately that donations are coming in sporadically. “It’s like a roller coaster, you can’t bank on anything. It’s a celebration of theatre in the community and beyond, said Jessica Bambrough, Four Seasons Musical Theatre board member at large. “It’s a great opportunity for performers, directors, stage hands, organizers and volunteers past and present to get reacquainted,” she said. “We’re also inviting theatre groups from throughout the area to perform and celebrate with us.” Many local children and adults have received the gift of theatre by working on stage and back stage with Four Seasons, said Herma Raymond, a “proud supporter” of the troupe for the past 30 years. “Their performances are absolutely amazing.” The anniversary gathering is

Relief on way for commuters Word that Conservative MP John Duncan has given the green light for federal funding to build fabled McKenzie Interchange is welcome news for motorists on the West Shore who face the daily delay during their rush-hour commutes. The provincial government has jumped on board as well, to the tune of $52.35 million for the Highway 1/Admirals Road/McKenzie Avenue project, pegged at a total cost of $85 million. To say this is long overdue is not a stretch, since it was considered a priority item by the government of the day back in the late 1990s, long before the population on the West Shore began to explode. Based on that growth, news that Duncan’s preelection gift bag of a maximum of $32,647,500 also included enough to extend the Westshore Parkway in Langford to include 3.5 kilometres of a two-lane road between Highway 1 and Highway 14 (Sooke Road) should be enough to put a smile on the most grizzled grid-locked face, whether it’s blatant vote-buying or not. In hindsight, the improvements are much more critical to easing the flow of traffic in the Capital Region than that excessive homage to government overspending, the McTavish Interchange, could ever hope to be. That combination of boondoggle and overkill probably played a critical role in the Waterloolike defeat of long-time Saanich-Gulf Islands MP Gary Lunn, who lost his seat in the 2011 federal election to Green Party leader Elizabeth May. It’s nice to see that both levels of government, despite being so poorly represented on Vancouver Island in the House of Commons and the B.C. Legislature, do occasionally get it right, even if it’s arguably a case of election engineering. It’s interesting to note that Langford Mayor Stew Young’s name was the only one on the official pre-event news release for the official announcement on Wednesday. Based on the way Duncan has been throwing infrastructure cash around – he was in Langford last week trumpeting a First Nations affordable housing project and came up with funding for more seats at Westhills Stadium in 2013 – it’s clear at least Young has managed to get his ear. Whatever your party of preference or however you decide to vote, everyone benefits when all levels of government come together to fund these type of community infrastructure projects, regardless of one’s political stripe. You may want to remind yourself of that when you’re gritting your teeth behind the wheel while they get the interchange built. Westside sewage info still foggy Re: Westside sitespeak The site selection process for a sewage treatment plant is in full swing according to recent news. Royal Colwood Golf Club offers land, for example. Lots of meetings. However, a visit to westsidesolutions.ca provides very little information from the “technical committee” about what it is that will sit on these sites. What treatment systems and buildings are going to sit in these locations and hence, what might be the impacts? Surely this is what people want to know when asked for their input: “How will what exists on the site and what its operations are affect me?” Perhaps an article on the progress of the technical committee might be useful re: impacts and costs. Demand for oil lessens, due to generational shift Crude has come under downward pressure recently, as China’s growth forecasts have dampened. China is the world’s secondlargest oil consumer. Moreover, the slide in the price of oil is not just due to the recent oversupply and the decreased demand related to the events of this week, but equally to a more permanent decrease in demand. Nobody wants to admit that there is a permanent structural shift that will affect the automobile industry and demand for oil, attributable to a generational paradigm shift that is permanent. Even with

cheap oil, many Millennials see carcommuting as a chore that keeps them away from being connected electronically. It’s an issue of elasticity of demand and substitution. The Millennials have technological replacements we did not have to automobile travel, a generation ago. There is a very strong trend among young people away from automobiles. Every-time insurance rates increase, the Millennial will increase their incentive for using transit. Every time a Millennial is stuck in traffic wasting time and fuel, they will increase their incentive for transit. The Millennial generation is more interested in being connected and time-management than their parents’ fascination with the inefficient car culture. There is much empirical evidence that boomers and the millennial generation, the two largest demographic groups in North America are converging in a time-of-life moment where what they want is walkable, compact, higher density, service-rich, transit-oriented communities and destinations. This is the reason that they are very unlikely to save the suburban based auto dependent model of urban development. These fundamental shifts need to be incorporated into the macroeconomic (econometric) models forecasting GDP growth, inflation, and tax revenues of Canada and the US. There is a permanent decrease in demand. We are already seeing the effect on the Canadian dollar, a petro-

currency. Moreover, the Bank of Canada’s latest interest rate reduction shows that with this permanent decline in the demand for oil, their use of the interest rate monetary policy tool will be limited going forward. Avi Ickovich Langford

Langford resident launches new book inspired by past Katherine Engqvist News Gazette staff

The seemingly simple task of sorting and labelling an old box of family photos inspired a journey of self-discovery that one Langford resident never imagined. “I didn’t set out to write a book,” said Fred Storey, author of the recently released The Legend of Stor. Storey wasn’t a history buff before the journey began five years ago, he said. But after digging a little deeper into his family tree he began to follow its branches further back in time. In fact, he managed to trace his genealogy to the time of the Vikings and Stor, the paternal ancestor of all peoples sharing his last name. “The background is all facts,” Storey said, who admits using some poetic licence to bring the story alive. The journey took him five drafts and two years before he decided he had found the right version to do the tale justice. “I describe the battles and the bloodshed,” he said. “It wasn’t a pretty time to live in.” Set in the 10th century, the story follows the transformation of race, religion and nationality in the area that is now England and it was written from Stor’s perspective as he witnesses and participates in this trying time in history. That process enabled him to work with thin materials that would allow for doing a sculpture of two birds in flight, for example, something he could never achieve working with wood. Cooke starts the process for completing a bronze sculpture by creating his vision for a piece using clay. A rubber mould of the clay creation is then filled with wax and coated with a porridgelike substance that is heated and burned out, until it becomes a hard mould into which the bronze is poured. “It’s a very expensive process,” Cooke says, adding with a laugh, “that’s why I still have my day job.” He has worked as a museum consultant since 2006, when he retired after 33 years as director of exhibits and public programs at the Royal B.C. Museum.

One of his recent consulting gigs involved designing and building a Harley-Davidson Museum on the Mainland for the legendary Trev Deeley dealership, which explains the two Harleys in the garage Cooke and his wife, Elaine, love to ride regularly. Cooke’s love for sculpting wildlife led to his involvement with Artists for Conservation (AFC) about six years ago. The organization brings together artists in various mediums who create pieces depicting wildlife seldom viewed by the masses, such as lions on the Serengeti. About 500 artists from 27 countries participate with the organization, which holds an annual show and festival in Vancouver that includes educational art and nature programs for youth. Exhibits from the show travel to international art galleries where the pieces are sold to raise money for conservation. “One aspect (of Artist for Conservation) that hooked me right away is all artists contribute to a conservation-based charity of their choice, and the money raised goes directly to that organization,” says Cooke, who supports the Raptor Recovery Centre in Duncan. “Many of them are tiny little places doing great work. The fact that the money helps organizations large and small is really neat.” Cooke was “shocked and pleased” when notified earlier this summer that he had won the 2015 Canadian Wildlife Federation Robert Bateman award, given to groups or individuals who bring awareness to conservation through artistic works. He submitted for the award last year and didn’t make the cut, but the committee decided to take another look this year and the artist couldn’t be happier. “You don’t get into conservation for recognition, but it’s really nice when it happens,” says Cooke. “It’s special as a sculptor, considering 80 per cent of the submissions are paintings.” A Medal of Excellence and Best in Show winner at the Vancouver AFC gala in 2013, he was recently named the group’s Festival Artist Patron, following in Bateman’s shoes. Cooke has created a life-sized bronze great blue heron to be auctioned off for the cause and displayed at the AFC gala in September. erate quickly. After all, it’s not a performance vehicle in the traditional sense. The Prius c will, however, give you incredible fuel results. That’s thanks to the combination of a 1.5 litre, 4-cylinder gasoline engine, an electric motor and a sealed Nickel-Metal Hydride (Ni-MH) battery pack. There’s a whopping 99 net horsepower produced, but again, the c is all about efficiency. Estimated fuel results come in at 4.5L/100km in the city, 5.1L/100km on the highway and a combined number of 4.8L/100km. I could have driven it responsibly to try to beat those results, but that was not my goal. And there’s no fun in that! I wanted to drive it like I would any other car. Even when I decided to put my foot down (and that was often) I still averaged 4.9L/100km combined, keeping in mind that there were a few long hill climbs on my various adventures. Of the Prius vehicles available, I’d say it’s the least like a grandma’s shoe. In fact, I think it’s the cutest. Not because of its size, but because it has some nice lines to it. For 2015 there’s a restyled front end with standard single LED projector low and

highbeam headlights, two new exterior colours and new “light pipe” taillights. Inside, you get many tech features, a 6.1-inch (155mm) Touch Panel Display Audio with Navigation and more. The front SofTex seats are heated, and if you happen to spill anything on them, they wipe off with minimal effort. Furthermore, there’s 484L of cargo space with the rear seats up. With the rear seats folded down, there was enough storage to fit my road bike (without having to take off the front wheel) and room for my cycling gear and a passenger up front. The particular trim of c I had was deemed the “Technology.” That includes the aforementioned navigation system, SMS-tospeech and email-to-speech capability, a backup camera, a leather wrapped steering wheel, a power moonroof, 15-inch aluminum alloy wheels, and more. Let me be clear, the takeaway at the end of the day is that the Prius c is my favourite Prius in the lineup. The 2015 Toyota Prius c Technology has a starting MSRP of $26,055. The smell of coffee brewing and fresh out of the oven baking mixed with the bustle of farmers straight from the fields is a stimulation of the senses that many welcome eagerly and long for in the cold winter months. It’s a sensation that goes hand in hand with summer and can almost exclusively be found at farmers’ markets. It’s an experience that many want to share. That’s why the B.C. Association of Farmers’ Markets launched July as Meet My Market month across the province, an initiative that hopes to see regular market goers introduce a friend to the experience. “There’s an atmosphere,” said Elaine Baglo, Goldstream Station Market manager. “Every week

we’re seeing an increase in people coming,” she said, adding “that the weather helps too.” The Goldstream Station Market is one of more than 125 farmers’ markets in the province. It runs every Saturday from 10 a.m. to 2 p.m. (until Oct. 17), and Wednesdays 5 to 8 p.m. (until Sept. 2) at Veterans’ Memorial Park in Langford. “Saturdays are always packed,” she said, which has prompted organizers to invite market goers to join them on Wednesday evenings. “It’s something different this year.” The aim is have the public come to the park to have dinner while enjoying the entertainment and browsing booths that offer everything from farm fresh produce to artisan jewellery, honey, jam, soaps and glutenfree baking. That atmosphere that has been gaining in popularity, especially as word spreads with the Meet My Market campaign. “Lots of people want to eat clean and healthy,” said Baglo, adding that most of the produce

is picked in the morning before the market and is grown without the use of pesticides. Along with gaining a new experience, or sharing an old treasured one with a friend, for the remainder of the month you can also win prizes just for going. At the beginning of the season, not many people, especially those on the mainland, would have predicted that the Juan de Fuca Whalers would go all the way and win the bantam A1 provincial championship. The gritty Colwood-based squad did just that over the weekend in Kelowna, however, reeling off seven straight wins and handing Ridge Meadows a 6-4 loss in Sunday’s final. Teams from Ridge Meadows, Coquitlam and especially New Westminster may have placed more players on Team B.C., the elite squad playing at the nationals this week in Saskatoon, but the Whalers showed their value as a unit, beating those teams en route to the title, said head coach Brian Spaven. “For a team that wasn’t expected to win anything, we had a great season. It was a great achievement for the boys,” he said. “We had no superstars. I think the thing that won it for us is the way we came together as a team. For a lot of these kids, they had won the pee wee gold last year, and they have a chance to win (the bantam crown) again next year.” With an even mix of eight first-year and eight second-year bantam players, the most even among the top four teams at the tournament, the Whalers’ future looks bright, Spaven said. The final saw Juan de Fuca jump out to a 6-2 lead, give up a couple goals, then shut the door on their opponent as they had for much of the tournament. “The kids played outstanding defence. We worked on that all year with the kids, to pressure out (of our zone) and capitalize on our opportunities. We figured if we could hold a team under three or four goals, we’d win every game.” As the only goaltender in uniform for the team, Adam Bland was a rock all weekend for the Whalers, coming up with big saves when needed and playing a big role in the team’s transition game, Spaven said. Bland was named to the tournament’s first all-star team for his efforts. His heart and that of his teammates showed in the semifinal, a 7-6 overtime win against New West. With the Whalers up 6-3 with about four minutes left, the mainlanders popped a couple of quick goals past Bland, then one more with their goalie pulled for an extra attacker. Bland bore down, made a couple of critical stops in OT, and helped turn the play around. Evan Law grabbed a loose ball and shot it in for the winner. Juan de Fuca went 5-0 in round robin play, beating Coquitlam 3-2 in overtime, Kamloops 7-1, Ridge Meadows 8-3, New West 4-3 and Delta 10-4. The Whalers’ Dawson Parker, who Spaven called one of the team’s most improved players this year, was named winner of the Warrior Fair Play Award after the tournament. Other team members included Jaxon Parkhouse, Jayden Polard, Colby Condon, Logan Wright, Issac Swan, Griffin Hall, Jacob Obee, Casey Wilson, Brodie Strugnell, Riley Hawes, Chase Klassen, Matt Atkinson and Jacob King. Three Whalers teams win final games to grab bronze Juan de Fuca bantam lacrosse teams picked up three medals at the provincial championships last weekend in Kelowna. Not only did the A1 team capture the gold on Sunday (see previous page), the bantam B and C Whalers each won their final games to finish with a bronze medal from their respective draws. The B team downed Prince George 9-7 to start the day, after dropping a 7-4 decision to Campbell River in the previous night’s semifinal. The Whaler Bs went 3-0 in round robin action, with wins over Langley, Shuswap and Coquitlam, before coming up against the eventual champions in the semis. Juan de Fuca’s Jake Morin was named to the tournament all-star team while teammate Connor McLelland earned a Warrior Fair Play Award. The Whaler C team handled Port Coquitlam 6-2 in the bronze medal game, after losing 6-2 the night before to Vanderhoof in the semifinals. The C Whalers also went 3-0 in pool play, picking up wins against Port Coquitlam, Kelowna and West Kootenay. Jordan Sandhu was selected as a tournament all-star in the C division from the Whalers, while Ryan Baird won a Fair Play Award.

Langford council voted Monday to award the contract for the project to Scansa Construction Ltd., one of six companies that submitted bids. Scansa came in lowest at roughly $2.43 million, followed by Allterra Construction Ltd. ($2.678 million), Windley Contracting Ltd. ($2.804 million), Jacob Bros. Construction Inc. Ministry of Transportation and Infrastructure and the City of Langford, with the City’s share coming from its roads development cost charge reserve. REGINALD JOSEPH BICKFORD October 11, 1916 â€“ June 27, 2015 Died peacefully at home surrounded by his immediate family at the end of a long and colourful life. Born in Swansea, Wales, Reginald served in the RAF in Shri Lanka in WWII. Subsequently he worked for the Ministry of Works in Bedford, and for Guinnessâ€™ Brewery (1947-1954) as the architect in charge of an extensive building program before emigrating with his wife Betty (deceased) and his young daughters Janet, Dorothy and Diana to Canada in 1954. Starting out in Ottawa with Citizenship & Immigration, Reginald transferred to Public Works accepting the position of District Architect for B.C. and the Yukon based in Vancouver British Columbia. The family settled in West Vancouver in 1956. During his time with Public Works, Reginald became a member of the Architectâ€™s Institute of British Columbia in1956. He worked extensively for the AIBC as a volunteer during his time at Public Works, during which time he was made a Fellow of the AIBC. After his retirement, Reg was asked in September of 1974 to be the Executive Director of the AIBC. A position he ably filled for five years. Generous with his expertise and wisdom, Reginald volunteered on the regional planning committees of the GVRD, White Rock, Metchosin and Langford Reginald was a builder of things, boats â€“ 7 in all, houses â€“ 3 one in Dublin, a pioneering Solar house in Ocean Park and a cabin at Green Lake. He camperized a VW bus and two vans not to mention extensive renovations of any home he owned, the latest of which is the retirement home he and Betty bought in Metchosin. A generous man with a wonderful sense of humour, Reginald was a loving husband to Betty (deceased), his wife of 70 years and a loving and supportive father to his children. He leaves, daughters, Janet, Dorothy and Diana (who lovingly undertook and supervised his care in his last years), grandchildren, Jane, David, Gwendolyn, Emerald and Trevor, great grandchildren, Steven, Anna, Alexis and Alicia, who at 18 months old enchanted him with a visit from Ottawa in his last weeks of life. In lieu of flowers, we would welcome donations to the Victoria Hospice Society. A Celebration of Life will be held on Sunday August 2nd ~ 2:00 pm at St. Mary the Virgin Church in Metchosin 4354 Metchosin Rd. near the junction of Happy Valley Rd.

Q: HOW HAVE CONDOS CHANGED OVER THE YEARS? The word condo usually conjures up an image of an apartment, quite removed from what one might consider a family home. Times have definitely changed in that regard, however as larger units have taken their place on the local market scene. Two, three and four bedroom units with square footage that rival houses are available, many with outdoor space and large patios with a level of luxury not always associated with condominiums. As builders compete in a booming market, they are adding more high-end bells and whistles to attract people who want to feel at home without purchasing a house. One area that has seen significant upgrading is the sophistication of security built into the units and parking areas that you don’t generally find in new construction homes. That increases the sense of security for owners, many who made the decision to go condo based on the appeal of being able to just lock and leave for a weekend or extended time away, without worrying about cutting the lawn or dealing with a lot of the issues many homeowners face when they plan a holiday.

Although there’s been a shift from building condominiums for sale to constructing condo-sized suites for rent on the West Shore over the past few years, there are some extraordinary deals available on the former. For example, Bear Mountain, a neighbourhood once considered a market for the well-heeled, is offering up more affordable real estate compared to prices in 2007 and 2008, said Remax Camosun agent

By comparison, Leslie just sold a 2,000 square-foot condo in Victoria for $1.9 million, close to double the cost of the condo on Finlayson Reach, and about 20 per cent smaller, without the same level of features and finishings as the one on Bear Mountain. are some great opportunities for first-time buyers to own for what it would cost to rent.
