DROUGHT CONDITIONS

Drastic measures City, residents have to make tough decisions JOHN HARDING

editor@pqbnews.com

The City of Parksville says it is doing its part to conserve water in these drought conditions. Council passed a bylaw Monday night authorizing its officer to levy a fine of $100 to those who use water contrary to conservation levels. The city is at level 4, which basically means no outdoor watering whatsoever. (See below for details about level 4 and the new fines schedule.) During the discussion about the bylaw, Coun. Sue Powell called for a $500 fine, saying the $100 levy was a “joke.” Coun. Teresa Patterson voiced concern about what the city is doing to watch its water use. “We are not always compliant,” said Patterson. “We have sprinklers on the roads. We are wasting water.” The city released some information Tuesday about what it has been doing to reduce its water usage. “We have now shutdown all possible irrigation without causing permanent damage to our assets,” said a news release from the city. “We are prepared to lose perennials and shrubs but not major trees.” Other actions by the city include (read the entire news release at www.pqbnews.com): - purchased 180 gator or tree bags which are being filled with non-potable water by the city’s water truck. The bags allow the water to slowly seep from the bag applying water to the root zone of the newer tree. - boulevard grass areas for the most part have been turned off with the exception where irrigation is in common with trees and ornamental shrubs. RESCUE OPERATION OFF TEXADA ISLAND ON MONDAY

Air Force, Navy help troubled boaters AUREN RUVINSKY writer@pqbnews.com

A large land and sea rescue operation successfully rescued two people on an 18-foot boat in rough waters near Texada Island on Monday. On July 20 the Joint Rescue Coordination Centre (JRCC) in Victoria received a 911 call about the boaters, reported 19 Wing Public Affairs Officer Captain Trevor Reid. A CC-115 Buffalo aircraft was launched from 19 Wing Comox to assist in quickly pinpointing the boat, which they did shortly before 2 p.m.

“We located the boat in distress on the southern tip of Texada Island and dropped smoke markers to help other rescue vessels distinguish it from other boats in the area,” Lieutenant Stephan Germaine, CC-115 Buffalo navigator said, according to Reid. Canadian Coast Guard and Royal Canadian Navy vessels were then able to reach the boat, with the three agencies remaining in close radio communication. “The Buffalo crew remained overhead and in radio communication with rescue vessels until the two

boaters were transported to safety in French Creek by members of the Canadian Coast Guard’s Cape Cockburn,” Reid said. 19 Wing’s 442 Transport and Rescue Squadron is the main aviation search and rescue unit in the Victoria Search and Rescue Region which includes 920,000 square kilometres of mainly mountainous terrain across B.C. and Yukon, about the size of Egypt or Pakistan. They cover an area extending 965 kilometres into the Pacific Ocean with a cormorant helicopter and the Buffalo.

How much development Qualicum Beach councillors want was a hot topic in a recent debate on how to allow ground-floor residential. “I know some of council wants the world to stop,” Coun. Bill Luchtmeijer said at the July 13 council meeting. “I don’t think that’s a good message to give the world.” Town director of planning Luke Sales said council has been using the development permit (DP) process to allow ground-floor residential, on top of requiring developers to go through a re-zoning process. “One of the big complaints you hear about the town of Qualicum Beach is that — from a development point of view — we’re not a development-friendly community, at best,” said Luchtmeijer. “If anything, many developers avoid Qualicum Beach because of the hurdles that are placed in the way.” Staff looked into “the manner in which council can permit residential use on the ground floor of properties in commercial areas,

primarily the downtown,” Sales said, bringing back a recommendation that council not change the current process, which gives council more flexibility. “Zoning is more permanent than a development permit, which expires after a number of years,” Sales said, adding that leaves “less chance of an outdated zoning change that no longer reflects the wishes of council.” “The development permit process gives council more control in the long term, in that we’re not creating a permanent change to the way we do business per lot,” he said. “I think the last council was creative enough with some of these re-zoning issues and I support this motion,” Coun. Neil Horner said of the motion to not change the process. “We’re saying an amendment to the zoning of town, we want the people to be involved,” said Coun. Barry Avis, also supporting the motion, adding he’d like to see a lot of community discussion if someone wants to put residential on the ground floor in a commercial area.

First-hand riot experiences

he most memorable moments in life are the ones we didn’t take the time to plan. On an unassuming Wednesday night in Athens I got caught in the midst of the most violent political riot since Alexis Tsipras’ leftwing Syriza party took office roughly six months ago. I was on my way home from the iconic Acropolis of Athens when I noticed a big crowd of people armed with blue and white flags heading somewhere with a purpose. The best part about traveling is having absolute freedom to change your itinerary in a heartbeat based on whatever you so desire. For the first time in a long time my reporter senses were going off like mad. Of course, I followed the growing crowd of people joining in the rally for part of an authentic Athenian experience. It felt peaceful at first, WANDERINGS thriving with an enticBy candace Wu ing climate of illustrious political activism. There were seniors and kids and teenagers taking to the streets with massive banners, Greek music blaring in the background and national media everywhere. One of the men leading the group screamed something catchy and Greek into a megaphone and the masses of people repeated it. I never quite figured out what they were chanting. We marched through the city until we reached Syntagma Square, a political epicentre that sits in front of the ominous Greek Parliament building where MPs were debating the conditions of a contentious European Union bailout deal that day. For a moment, everything seemed so surreal like a scene ripped from a movie and I had this passing epiphany that I should be chasing international news because who wouldn’t want to be covering current events that are on the world stage? I sat down on the steps by the

Parliament building beside a lovely Greek woman. We chatted briefly and I asked her what the crowd was chanting. She misinterpreted my question and thought I was asking what everyone was doing here. She explained to me, quite simply and poignantly, “our government asked us what we wanted, and now they’re doing the opposite, so people are upset.” I told her I was from Canada and she asked if she could come back with me when I left. We shared a lighthearted laugh, but as darkness fell on the Greek capital everything changed. Dozens of riot police armed with what looked like very powerful machine guns stormed past us. The motherly Greek woman I was chatting with motioned for me to sit closer and told me not to worry. The sense of peaceful political activism had faded with the sun and all that was left was chaos on the brink of an eruption like a volcano patiently waiting to blow. The Greek woman pulled a small,

white gel package covered in Greek symbols out of her purse and gave it to me. She said, “If anything happens put these on your forehead, beneath your eyes and above your lips.” I thanked her and smiled, then suddenly thought aloud, “Wait, what do you mean if anything happens?” Just as the words came out of my mouth I heard a loud explosion coming from behind the crowds of people. Then another and another. Hooded anarchists dressed head to toe in black holding wooden batons were hauling petrol bombs and rocks at riot police, who responded by tear gassing the crowd of approximately 12,000 protestors. All I could hear was the sound of fiery explosives going off and petrified screams. “Run,” the woman told me. “Go! Now!” Horrified, I took cover in a nearby metro station where hundreds were fleeing. One of the entrances was closed and I could see and smell tear gas seeping though the shutters.

People were pouring bottles of water over their faces to alleviate the burning pain. Greek announcements I couldn’t understand were going off and for the first time in my travels I felt really, really alone. The subway dropped me off in an unfamiliar neighbourhood because they had to re-route transit before shutting it down. It took ages to hail a cab and when I finally did the driver flipped out in Greek because of all the road closures in town resulting in congested traffic. Staring out the window, with what I assume were Greek profanities being muttered in the background, I couldn’t help but feel sympathy for the people of Greece who felt so impassioned about their political climate they’d take to the streets in violence; whereas back in B.C. we have people rioting about losing a hockey game. Talk about first world problems. — Candace Wu is on leave from her position as a reporter with The NEWS. E-mail: candacemariewu@gmail.com

Re-zoning process favoured continued from page a3

Sales agreed with Luchtmeijer that “some smaller developers indicated that the process required for re-zoning was more expensive and required more time and was a barrier to redevelopment,” than the development permit. But he also said that the re-zoning and DP processes “typically run in tandem, so at the time the zoning amendment is adopted, a development permit can be granted at the same time.” Mayor Teunis Westbroek said that at $4,000, a zoning amendment can “significantly improve the value, or raise the value of the property… that doesn’t seem unreasonable.” He pointed out the DP process also allows the developer more flexibility, including options like converting it back to commercial at some point.

“We’re working towards trying to be flexible, but still having control and allowing the public the input that I think we all want,” Westbroek said. “Again, I think we’re making a change here that has a lot of strings attached,” said Coun. Bill Luchtmeijer, as the rest of council leaned to not changing the process. He warned that developers “need the flexibility of a development permit… by forcing them into a re-zoning process, they’ll simply go elsewhere.” Council passed the motion recommended by staff to leave the process the way it is, requiring a zoning amendment for ground floor residential in the downtown area. Only Luchtmeijer voted against.

Stand-by crews approved continued from page a8

Also Monday night, Fire Chief Doug Banks asked for, and received, permission from council to fund a stand-by crew at the fire hall during these extreme fire hazard days, from 10 a.m. to 6 p.m. “We have some younger guys who are keen to do this,” said Banks. “And the sooner we can get a jump on a fire, the better.” The Parksville Volunteer Fire Department has three “career” staff and 40 volunteers. “This (allowing for the stand-by crew) is an example of due diligence,” said Coun. Kirk Oates. “There are going to be fires, it’s inevitable.” • The bylaw passed Monday night (council asked for a staff report with an eye to possibly increasing these fines in August) outlines the penalties for contravention of water conservation regulations. Fines will be as follows: Connection to water system without written permission, $150: Use of water contrary to conservation levels, $100; Allow waste of water,

$100; Failure to use water in accordance with the provisions of the bylaw, $100; Obstructing a City employee or officer, $400. • The level 4 comprehensive watering ban, imposed by the city July 9 and not expected to be lifted for the duration of the summer, includes: - All outdoor sprinkling is prohibited including newly seeded and sodded lawns. - Between the hours of 6 a.m. to 10 a.m. and 6 p.m. to 10 p.m., watering of vegetable gardens, shrubs, trees and flowers is restricted to a hand-held container or a hose equipped with a shut-off nozzle or a drip-irrigation system. (This does not include soaker, weeper hoses or micro-sprayers — drip irrigation only.) - No washing of vehicles, RVs and boats. - No washing of driveways, sidewalks, parking lots and exterior building surfaces. - No filling of swimming pools, wading pools, hot tubs and garden pond water features.

Closed meetings

P

arksville city council went behind closed doors again Monday night, the fifth such meeting since June 14. The reasoning behind the in-camera session on July 13 takes the cake: “to consider an item relating to municipal objectives.” Thing is, the Community Charter, the book of laws by which B.C. municipalities must abide, allows for these shenanigans. And so much more. There are about 15 official reasons a city council can close its doors to the prying eyes of the public and media. Some of them make good sense. Some of them are so vaguely worded one could justify closing the doors for each and every bit of business considered by a council. One of our favourites is this one (Community Charter Sec. 90.1.g): “A part of a council meeting may be closed to the public if the subject matter being considered relates to litigation or potential litigation affecting the municipality.” We know a bit about this litigation thing. Every word we publish, from coverage of a bake sale to a grumpy editorial, could be considered fodder for potential litigation. The local Pickleball Club, for example, recently asked the city to paint some lines on city-owned courts. Harmless enough, one would think. However, the city could close the discussion of that issue to the public because it’s possible it could face litigation from tennis players who believe the enjoyment of their sport is compromised by the new lines all over their playing surface. In fact, those extra lines could cause a tennis player to stumble, be injured, etc. So, because the Community Charter allows for behindclosed-door discussions for pretty much everything, it’s up to local politicians to champion the cause of open and accountable government. That’s not happening in Parksville. Councillors accept staff suggestions to cut the public out of the loop, seemingly without question. Staff at the City of Parksville have proven to be talented, professional and are well-led. That is not the issue here. They are not, however, elected by the people to represent the people. It is not reasonable or responsible, Mayor Marc Lefebvre, to give this same response every time you are questioned about the reasoning behind the need for closeddoor meetings, a sentence we’ve heard you say time and time again: “That’s what staff recommends.” — Editorial by John Harding

“Some people in this community think this is a game.” Sue POwell, see story page a1

almanaC Government Contacts PrOVinCial:

I read with complete disgust the news release from the City of Parksville regarding the comprehensive watering ban that took effect on July 9. The first paragraph states that the watering ban is required to allow the city to meet water requirements for residents and businesses and/or to fight fires. Later in the news release, the city indicates they will stop watering some city-owned irrigated areas. Not all areas, just some of them. It sounds to me like green grass is more important than the ability to provide drinking water to residents or fight fires. The tens of thousands of litres of water that may be sprinkled at the Community Park alone could go a long way for the residents of Parksville if there is no rain until November. Using wording such as “major functional economic assets… will be preserved” doesn’t change the fact the City of Parksville continues to water while telling the citizenry that they cannot. I’m certain that most homeowners in Parksville would consider their yards to be economic assets too. However, we will not be able to preserve them under the comprehensive watering ban. I look to all levels of government in this country to lead by example. It’s a shame the government in Parksville isn’t able to do this. For the record I do not oppose the watering ban, I just want it applied evenly to all groups in the city.

Later I went to a meeting, I did not feel any pain driving there nor even looked at my wrist during the meeting as I had no pain. But when I tried to turn on the ignition to drive home from Parksville to Qualicum Beach the pain in my wrist was unbearable and the wrist was very swollen. It was a hazardous drive home. When I arrived home and showed my wrist to my husband, he said he would take me to the Urgent Care Centre in Parksville in case it is broken. Which is the reason for my letter. The care and consideration I received there was second to none. I only had to wait for a few minutes, then I was checked in by a nurse practitioner who gave me a cold pack for my wrist, what a relief. Then my wrist was X-rayed and I waited in a room with a pillow to rest my wrist on. A nurse came to give me painkillers. This was all done with such care and consideration, I couldn’t imagine any of them thinking, oh, it’s after 10:30 p.m. we should be on our way home. Finally a doctor came in and said that no injury in the nature of a crack or break was seen on my X-rays but I would be called in the morning if anything was found when the radiologist checked them. Then she gave me instructions about care of my wrist and put a splint and stretch bandage on it and gave me a prescription, then we were on our way home. I was seen by three people who were all so kind and caring and I hope they read this letter in order that they know how thankful I am for their kindness and consideration.

On July 8, I fell in my home in the early evening. I did not think I had received any injuries as I put out my left hand to protect my head from hitting the floor and my right hand for balance.

To the gentleman driving the light-coloured Chrysler, I would like you to know that Wildgreen Way is not where you dump your garden waste in Parksville. On five separate occasions now you have

decided that the ditch which abuts a forest area on this road is the place for your grass clippings, rhodo leaves, hostas and other waste as opposed to the transfer station or even a composter. Recently you decided to add a very invasive species of plant to the mix, ivy cuttings. What is next, perhaps lamium or maybe vinca? I almost got your license number during one dump but you drove off in such a hurry when you saw me cycling towards you. What a shame, I would have liked to have spoken to you directly. The forest is not the place to introduce invasive plant species so if you are so dead against proper disposal then come a bit further down the road and give them to me, I will pay the disposal fee.

Hands Off my COrn One of summer’s delights is the availability of fresh, locally-grown corn, but the pleasure of this bounty is tainted by customers who rip open the corn tops and toss a vandalised product back in the bin for the next customer to enjoy. The sheer callousness of this behaviour must be really hard to take for the producer who has worked hard to grow this jewel of our summer produce at a very modest price. Do we do this with bananas and other expensive fruits and vegetables? I think not, or the spoilage would drive every store to package all produce. It is time to shame those who think this behaviour with corn is OK. How would you feel if your own garden produce was so shoddily treated? If you peel it, you buy it — simple. daVid kelSey Qualicum Beach See LETTERS, page A13

The ecological illiTeracy of our local municipal governmenTs “Literally right now if we continue at the consumption levels that we are at right now we will have insufficient water by (the) end of August.” So said Fred Manson, Parksville’s chief administrative officer, in a CBC News story about Parksville’s Level 4 water restrictions. The thought of running out of water is scary. But then it’s just an unusually dry summer, right?

Wrong. Climate scientists have been warning us for decades that extreme weather events will increase in number. And they have; just ask the insurance companies. They report a 650 per cent increase in damages caused by extreme weather events between 2009 and 2012 and the trend is upward. If we run out of water in Parksville it will be further proof of the ecological illiteracy of our local governments. During recent public input to official community plans (OCPs) and sustainability plans, ecologically-minded organizations encouraged local governments to determine our regional

carrying capacity in order to be able meet basic needs, such as water, in times of stress, such as now. But these suggestions were deemed unimportant and ignored. As a result, our communities are still not moving in a sustainable direction, despite the green-speak in their planning documents. Qualicum Beach perhaps comes closest with its OCP vision statement that projects a potential capacity of approximately 12,000 people. This sounds like a genuine attempt at setting a limit as opposed to the garden variety — and temporary — urban containment boundary that eventually

is expanded. We shall see if their future councils have the ecological sense and courage to make it stick. In the meantime, if we turn on our taps in Parksville this August and find there’s no water, it won’t be because of the drought. It will be because our local governments chose to ignore basic ecological principles in favour of land use planning policies and zoning decisions to accommodate a population that exceeds the carrying capacity of our local ecosystems. This year, the Milner Gardens will be showcase stone carvings from artists for their annual Art and Photography in the Garden event. The gardens are located in Qualicum Beach with the event going from 10 a.m. to 5 p.m. August 8-9. Geoff Ball, director at Milner, said in previous years they’ve had as many as 500 to 800 people depending on the weather. “Tents are set up around the garden,” Ball said. The annual event is in its 11th year, “since 2004,” Ball said. The event has had children in previous years,

but it wasn’t appealing to the children, he said. A silent auction will be happening throughout the day, Ball said, along with the tea house open for guests. He said 22 artists will be available for the public to chat with as they work on their art throughout the day. “It’s a very enjoyable afternoon to experience gardens through the artists’ eyes,” Ball said. All proceeds will go towards Vancouver Island University’s Milner Gardens and Woodland. The afternoon tea service will be held at regular hours from 1 to 4 p.m.

World Music Youth Camp explores talent With percussion, they have to learn to fit different musical parts together. Brenda GouGh NEWS Contributor

What kid doesn’t like banging on a drum? If you are looking for something great to get your kids involved in this summer, there is still some room in the Errington World Music Youth Camp, August 17-28. Like the music it explores, the camp is highly popular and filling up quickly. The African marimba, drumming and dance program in the first week August 10-14 has a waiting list, but there is still space in the Japanese taiko drumming and Celtic fiddle/tin whistle program in week two and the Brazilian samba and world guitar camp in week three. Camp coordinator Val Dare said the program which is in its sixth year welcomed Fahlon Smith this year as the program’s artistic director. The Errington musician is on summer break from her studies of music performance at UVic and is working with Dare so she can take over the organization of the camps in future years. Smith who is a member of Kumbana Marimba is an enthusiastic proponent of the camp. She was an instructor for three years before the program shifted away from a youth-teaching-youth model. Smith said she has seen first hand how the workshops and performances devel-

op musicianship and community building. She agreed that drumming builds confidence, self-esteem and leadership and participants not only learn about themselves but their place in the world. She said it is an enjoyable learning process and at the same time the kids understand what it means to work as a team. “I always think of music as sports because you are learning and nurturing your own musical talents, especially with drumming in a team setting.” With percussion, they have to learn to fit different musical parts together. Whether they are playing the same part or different parts they have to work together to make it sound good. Once they get the hang of listening to each other they can hear how their one part can fit in with the bigger picture,” she said. The first week of camp features the program’s tried-and-true lessons in South African marimba, gum boot dance and West African drumming and dance. The focus in the second week will be Japanese taiko drumming and movement, as well as Celtic fiddle and tin whistle. The third week features world guitar and Brazilian samba percussion and dance. Each week will be taught by an adult musician working in that genre, and they will be assisted by younger artists. At the end of each week, there will be a free public recital for students to show off what they have learned. Smith said the camp really opens their

eyes to other musical cultures and students gain appreciation of world music. The camp is open to all youth aged 8-18 who are interested in hands-on learning and Smith said it is an opportunity to learn from world class artists. “Each instructor has so much experience and has created a career in music with their genre. A lot of them have studied where their instruments originated. The taiko drumming instructor Bonnie Soon has stories that go along with the songs, and go back hundreds of years.

All of the instructors will share cultural background information and naturally the students will come to understand and appreciate the origins of the instruments,” she said. Classes start at 10 a.m. and finish at 2 p.m. and during the lunch break, supervised cooperative games are held in the Errington Community Park. Fees are $75 for one week’s instruction. Oldest Bluegrass festival performs in Coombs Brenda GouGh

NEWS Contributor

The oldest bluegrass festival in B.C. is fast approaching and the Coombs Rodeo Grounds will be home to many picking parties from Friday, July 31 to Sunday, August 2. With bands performing bluegrass, banjo and traditional music as well

as music workshops, the 37th annual Coombs Bluegrass Festival promises to be a fantastic weekend of great entertainment. There are several superlative bluegrass bands playing this year, from around the United States and Canada and organizers are certain they will draw a big crowd. Feature bands include Marc Roy

and Friends from Toronto, Cloverpoint Drifters out of Victoria, North Country from Washington State, Branch 11 of the Coombs Old Time Fiddlers, Dry Mill Road, Flat City Folk from Winnipeg and more. Nell Bowles who is a member of the Coombs Old Time Fiddlers said they look forward to performing at the festival ev-

Bowles said they will set the mood for an old time dance that will include great waltzes, polkas, two-steps, schottisches and reels played by Vancouver Island musicians. The group has been going strong since the 1980’s and has about 45 regular and lifetime members of whom about 20 are active musicians. And while the local music club may be called Old Time Fiddlers the group is far from a bunch of old timers plucking on a banjo. You don’t have to be old to be part of their group and new members are always welcome. Members of the club range in age from 20 to 98 and play a variety of instruments. A lot of the musicians play the fiddle and of course the banjo, guitar, mandolin and sometimes accordion. Some members also play bass spoons and occasionally and washtub bass. Bowles who plays the fiddle said she has been playing for about 10 years and she is fairly new at it compared to some of the others in the group. “We have George who is 97 and Ruby who is 98. She is our piano player. They will be playing at the bluegrass festival but they don’t play at our weekly dances at night anymore. It is a day to day thing with them,” she said. She said they have a dance every Thursday in Qualicum Beach (they

start again in September) from 7:30-10 p.m. and once a month usually the first Sunday from 2:30-4 p.m. at the Rotary House on Fern Road. She said their music continues to evolve. It has Celtic roots and some of it is from the Canadian Maritime provinces but it isn’t just music from the good old days. “We have musicians right across Canada who write tunes with an old time flare to them.

There are a lot of new tunes written by old time fiddle players.” The Coombs Old Time Fiddlers are scheduled to perform Sunday at 5 p.m. Another popular part of the festival is the free workshops offered all weekend long in the Coombs Hall. This year the workshops include bluegrass beginner harmony singing, an intermediate bluegrass circle jam, and workshops on fiddle, guitar, banjo and more. The festival runs from July 31 to August 3.

UPDATED STORY FROM TUESDAY’S PAPER

Tea Time at St. Anne’s travels back to the past BRENDA GOUGH NEWS Contributor

Pioneer stories and costumes will be part of a Victorian Tea at the historic Anglican parish of St. Anne and St. Edmund on Saturday, July 25. For more than a century, the little log church behind Wembley Mall has stood as a symbol of the faith, determination and courage of the early pioneers of this area. Reverend Andrew Twiddy said St. Anne’s is probably the most photographed building in Parksville. “Many people drive by St. Anne’s ev-

eryday. I hear people say they have seen the outside and always wanted to know what it looks like on the inside,” he said. In fact this summer St. Anne’s Church is open on Tuesday afternoons from 2-5 p.m. and Twiddy is inviting people to come and learn the history of Parksville’s pioneers. “It is the oldest public building in the whole district and it is beautiful and charming,” he acknowledged and added: “it is there for the whole community and I want everyone to get a chance to see it because it is part of our common history.” The first church to be built between

Nanaimo and Comox, St. Anne’s history began in 1893. Twiddy said in July they like to commemorate the anniversary of the church with a special Strawberry Tea. He said the event includes a delicious dessert served by ladies in costume in the St. Edmund church hall from 1 to 4 p.m. at a cost of $12. He said at 1:15 and 3 p.m. they will have people dressed in costume re-enacting stories about the pioneers in the old log church. Twiddy said one of their members who is involved with the historical society has put together eight vignettes of the

pioneers whose burial plots are in the St. Anne’s cemetery and they give a glimpse into what life what was like back then. “We have photos of the pioneers that go back over 100 years and information on who they are and where they came from,” he said. This year the public will have a chance to meet five immigrants who arrived in Parksville between 1909 and 1913. They are Percy Rushton, Mary Middleton, Elizabeth Joan Stanley Foster, Hanley Kyle and Elizabeth Harrison. The tea goes from 1-4 p.m. on Saturday, July 25 at 407 Wembley Rd. in Parksville.

Members of the RCMP, the Coast Guard, and volunteer fire departments were invited to the branch for a music trivia competition and some appetizers.

On June 13, the Qualicum Beach Legion Branch # 76 donated $1,000 to the Boomer’s Legacy Riders during their stop in Parksville. Pictured here, from left, are Qualicum Beach Legion president Don Taylor, Boomer’s Legacy Rider Lt. Darrel Stubbington, Qualicum Beach Legion treasurer Ken Loven and Qualicum Beach Legion first vice president Rob Diack. It was fitting that Loven made the presentation to Stubbington as they happen to be grandfather and grandson.

Some sweet cars from the 1920s up to the 1990s will be sitting pretty at Parksville Community Park Sunday, August 2 for the Van Isle Shriners Show & Shine. Formerly the Oceanside Overdrive, now hosted by Van Isle Shriners Show and Shine Club No. 16, the event has been a favourite of car buffs from around the province. The long running show features a sampling of the region’s finest and most unique vehicles and this year there will be close to 400 vehicles from classic to muscle cars and street rods. Proceeds from the event go directly

to the Shriners Child Services Society which helps children who need specialized medical care. Noble Don Denney is the secretary for Club No. 16 and said they are looking forward to seeing nearly 400 cars basking in the sunshine on the kite field. “It’s a beautiful setting especially when it is a sunny day. We have cars from the 1920’s up to the 1990’s and the owners love to show them. The Shriners provide pediatric health care for children and since 2001 the philanthropic organization has transported more than 38,400 people to the 22 hospitals the Shriners run in North America. The Shriners Care for Kids program has contributed $5 million annually to health care in B.C. and the Yukon. Denny said the proceeds from the car show go to

the Shriners Child Services Society and they are hoping to top the $19,000 they raised last year. “We were so successful at it last year we actually made an application to the Shrine to form a Shrine club with the sole purpose to run the show and raise funds,” he explained. He said all of the funds they generate go towards helping kids who need specialized care and currently there are 42 children on Vancouver Island being treated in Shrine hospitals. “The money we raise is used to transport children to Shriners hospitals for children where they offer specialized care. If a child suffers from brittle bone disease they will go to Montreal. That is the specialty of that hospital. In fact a brand new hospital is being opened up

there in August.” Denny said he has heard first hand from families who have been helped at Shriner hospitals and their stories are heartening. “I met some families last January at the Gizeh Shrine Centre in Burnaby. I talked to one father who had adopted a child who had no palette. All of the diagnostics that were being given to him in B.C. Children’s Hospital were for the parent to get used to their child not being able to talk. They took their child to Portland to be treated and the father said the (most poignant) thing that happened to him was the day his daughter phoned him and said ‘I can talk dad’,” he described. The display of cars takes place on the kite field at the Parksville Community Park.

Pee Wee Reds going to provincials Oceanside baseball team is making third consecutive trip to the B.C. championships T yson Taylor sports@pqbnews.com

The Oceanside Pee Wee Reds baseball team is headed to the provincials in Mission this weekend for the third straight year, having moved up an age group to pee wee. For a team that’s been together for a few years, this marks the third straight occasion the group has found themselves in the provincials. They’ll look to improve upon their third place finish at the Islands in Duncan. “We’re a smaller, younger team,” head coach Rob McGorman said. “We’re younger compared to the rest of the pee wee teams we play, being that it’s our first season as a team here. But it’s been a lot of fun and the boys are always up for a challenge.” Last weekend, the Reds clinched a berth in the provincials with a third place finish at the Island tournament in Duncan, beating Victoria 14–5 for the third and final spot to head to the provincials in Mission this weekend. “It was our best tournament defensively,” McGorman said. “I can count the errors we had all tournament on one hand, so that’s huge for us.” “We had great games from all of our boys, it’s hard to pinpoint any standouts because everyone took a turn stepping up and delivering for us.”

Sean Brendeland and the Oceanside Pee Wee Reds are off to the provincials in Mission after finishing third at the Island Championships this past weekend.

Former Ballenas graduate and Parksville resident Kai Langerfeld is back in Victoria after a successful journey at the Pan Am Games in Toronto. The 28-year-old Langerfeld captured two gold medals with his teammates on the water in both the men’s coxless four and men’s eight rowing events. Winning the gold on home soil was a memorable experience but it’s just one step on the path to qualifying for the Olympics next year in Rio de Janeiro, Brazil. “It felt amazing,” said Langerfeld from his home in Victoria. “To be able to win

Oceanside club invites new members to try booming new sport T yson Taylor sports@pqbnews.com

The Oceanside Pickleball Club has been enjoying a great outdoor season, as their 55-plus club recently welcomed its 150th member. Every weekday, from 9 a.m. to noon, you can find the Oceanside Pickleball Club at the lacrosse box in Parksville’s Community Park. Executive President Jim Cunningham has been busy promoting pickleball locally. Cunningham, along with Hugh Bohm, Mike Davies, Tom Staite and Ian Wood, have spent many hours offering free lessons to both newcomers and experienced players wanting to improve their skills. They have also been invited to introduce high school students to the fast-paced sport of pickleball. The group recently hosted a successful in-

club tournament where new sponsors, Glen Mcpherson of Royal LePage, Keith Anderson and Todd Sjogren of BMO Nesbitt Burns, were introduced to all members. The club thanks them and their original sponsor, Dairy Queen, for their support as well. Last week the Oceanside Pickleball Club hosted the Comox Valley Pickleball Club for an all levels fun tournament. Tom and Della Staite did an excellent job of coordinating the draw and both clubs enjoyed a picnic in the shade after a fine morning of competition. Their season will continue through September and anyone interested in some fun and exercise can drop by and give pickleball a try. Entering his final season of eligibility to the Vancouver Island Junior Hockey League, Bruyckere is looking forward to putting on the blue and red for the Generals once again and wants to go out with a bang in his final season with the hometown team. “That’s what I’m hoping for,” Bruyckere said. “I can remember being an 8 year old and watching the Gens games back then, wanting to play for them one day when I was older.” “It’s been lots of fun playing for the hometown team and I’m really looking

Five sweet Malaise Era cars By Grant Stoecker

The Malaise Era was the antithesis of the muscle car heyday that existed merely a year before its start in 1973. It was a dark period characterized best by underwhelming engines, EPA restrictions, and questionable styling. In the Malaise Era you could run your new Cobra through the gears without raising the attention of local law enforcement. The Malaise era wasn’t without hope, and the era saw production of a few diamonds in the rough. Here are our picks. 1. 1977 Pontiac Firebird Trans-Am Special Edition - Call it the Burt Reynold’s effect, but the 1977 Trans-Am is still a kick-ass ride. Featured in 1977’s top grossing film, Smokey and the Bandit, the black and gold Trans-Am had as much star power as the mustachioed Reynolds. The power for the T/A came from a 6.6 litre V8, producing a disappointing 200 horses for 1977, a far cry years prior. It didn’t seem to matter as you cruised down main street, however, T-Tops in the trunk and blasting Journey through the 8-track. The menacing looks of the Trans Am seemed to be more than supple to erase any memory of the days of muscle car past, as other drivers stared in awe from the seats of the latest econo-box. 2. 1981-83 DeLorean DMC-12 - The DMC-12 was the car from the future that no one had asked for, but everyone wanted. Built by an automotive dream team consisting of John DeLorean, Colin Chapman, and Giorgetto Giugiaro, the DMC-12 was built to be a futuristic luxury coupe with a 200 horsepower Wankel rotary engine and price of $12,000. Execution of the concept missed the mark, and the production DMC-12 drew its underwhelming 130 horsepower from a Renault 6 six-, and was sold for $36,000. Despite this, the DeLorean secured its spot in the hearts of people around the globe as Doc Brown’s time machine in the 80’s mega-franchise, Back to the Future. If only they had come stock with the flux capacitor.

3. 1983-86 Audi Quattro - Germany continued to make fast cars throughout the malaise era, such as the BMW M1 and Porsche 930, but Audi created a completely new segment of car with the introduction of its all-wheel drive performance car, the Audi Quattro. The Quattro was originally introduced to the European marketplace in 1980, but did not make its way stateside until 1983. With power from its turbocharged five-cylinder going to all four wheels, the Audi Quattro became a rally car legend, and the production models looked the part with its noticeable fender flares, Audi graphics, and BBS alloy wheels. The car was a head of its time, and only 664 were ever sold in the US before Audi discontinued it stateside in 1987. 4. 1974-76 Bricklin SV-1 - Canada’s primary contribution to the malaise era was the brainchild of American millionaire Malcolm Bricklin, who dreamt of making the world’s safest sport car, naming his creation the Safety Vehicle One, or SV-1. The SV-1 had a smattering of safety features ranging from an integrated roll cage to safety bumpers, and even lacked an ashtray to discourage drivers from smoking. The Bricklin was powered by an AMC or Ford V8, and was rated favorably at the time against its competitor, the Corvette. Despite initial reviews, the car was notorious for poor build quality, and the engine was prone to overheating due to its small radiator. Bricklin went into receivership in 1976, and the SV-1 was dead in the water. 5. 1987 Buick Grand National/GNX - The Buick Grand National was not your grandfather’s Buick. Often referred to as Darth Vader’s car due to its all black paint scheme, the Buick Grand National was powered by a Turbocharged V6, and was rated for only 245 horsepower. The Grand National Experimental, or GNX, was the baddest of the Grand Nationals, and after rolling off the production line, it was sent to the mad scientists over at McLaren Performance, who modified the engine to be able to run 0 to 100 m/h in a mere 4.3 seconds, a figure impressive

by modern standards. Grant Stoecker writes for Hagerty Insurance. Hagerty is the world’s leading specialist provider of classic car and boat insurance. Learn more at hagerty.ca

Explore wedding day transportation options Engaged couples may be ready to walk down the aisle and begin their new life together, but first they have to get to the ceremony. Couples have many options at their disposal regarding transportation on their wedding days. Limousines continue to be popular choices, but other vehicles also may fit your needs. According to The Wedding Report, a research company that tracks wedding trends, the size of the average wedding party has grown, which means a greater number of people may need a ride to the festivities. But couples also must decide how they will get to and from their ceremonies. Couples who want to arrive in style may want to consider the following options. • Take it to the water. If you’re having a lakeside or seaside wedding, taking a water route to your ceremony can make for a dramatic entrance. Vessel options include speedboats, yachts or something more intimate, such as canoes or rowboats. Afterward, you can coast off into the sunset. • Arrive like royalty. Take a page out of a favorite fairy tale and arrive in a horse-drawn carriage. Carriages can typically fit between two and six passengers. If you cannot find a

carriage, consider pedicabs or bicycle-drawn buggies as an alternative. • Step out of a classic movie. Vintage cars can make a statement. Although you may immediately think of a Rolls Royce, consider cars that embody your personal style. Rugged couples may want a classic pickup truck, while those who live life in the fast lane may prefer a vintage sports car. • Take the party on the road. Moving a large number of people in the wedding party takes forethought. Party buses and SUV limousines can fit a substantial amount of passengers, making them a more cost-effective option for large bridal parties. These vehicles may be equipped with party lights, impressive sound systems and even minibars. • Go eco-friendly. If your ceremony is nearby, arrive on horseback or even peddling a bicycle. Such options are eco-friendly and, in the case of bicycles, may be free. When booking transportation for you and your wedding guests, remember to do so well in advance. In addition, get all agreements in writing, verify that the company is licensed and insured and provide directions and the itinerary to drivers. This will ensure things go smoothly.

Safe school carpooling Students have a few different options to get to and from school. In areas where school bus service is provided, children have an easy way to get to class each day. But if no bus service is available, students must be driven to school by their parents or neighbors. Busy parents frequently ban together to form carpooling teams to ensure students get to school on time. Carpooling is eco-friendly, convenient and can foster stronger relationships between students and the parents of those students. Sharing rides also can be fun for kids and motivate them to get out the door so they can see their friends. Safety should be a priority for carpoolers, and drivers can take the following steps to ensure kids get to school safely. • Know the laws regarding safety seats as they pertain to age, weight and height. • Each child will need to ride in a seat that is appropriate and shortcuts should not be taken. If there isn’t room in the vehicle to sit all children comfortably and in the proper restraint, then you must reduce the number of passengers in your vehicle. • Children should ride in the backseat of the vehicle as a priority. Many kids can be safely moved to the front seat around age 13. • Instruct children to remain in their seats until the car has come to a complete stop. Only then should they remove their seatbelts. • Make sure students enter and exit the vehicle on the curb side instead of on the street side. • Instruct passengers to keep their hands and heads inside of the vehicle. If necessary, engage child locks on doors and windows. • Do not leave a child alone at an empty home in the afternoon. Wait until you see a child go inside his or her home before you drive away. • Keep the radio low and minimize distractions while driving others. Carpooling is a great way for parents to share the responsibility of getting kids to and from school.

Small engines may have big futures The move is on to produce more fuel-efficient automobiles. Although alternative fuels have garnered significant publicity in recent years, some automakers are simply shrinking the standard car engine. Automakers have been producing three-cylinder engines for some time, but are just now starting to reveal such engines to the public. While these types of engines have traditionally been associated with lawn mowers, mopeds and snowmobiles, a handful of cars are now being equipped with three-cylinder engines to increase fuel efficiency. While three-cylinder engines have had the unfortunate stereotype of being puny next to vehicles touting more under the hood, experts say that advances in engine technology have made it possible for three-cylinder engines to produce more power with less. Ford, Nissan and BMW are just some of the automakers experimenting with three-cylinder engines while also promoting other innovations to boost efficiency. Streamlined aerodynamics, carbon fiber and improved horsepower can change public perceptions of cars with engines that have fewer cylinders. In addition to requiring less fuel, three-cylinder engines take up less space in engine compartments, freeing up more room for interior passenger space. This can create more space in traditionally compact vehicles. Smaller engines can improve safety because there is less risk that the engine will penetrate the interior in a front-end collision. While some three-cylinder vehicles have lackluster responses with acceleration and road performance, others offer comparable horsepower to some larger engines. According to the automotive website Jalopnik, many modern three-cylinder engines offer power comparable to that offered by V8 engines in the 1970s. The three-cylinder offerings may be concentrated to a few brands right now, but the advantages of these smaller engines may make them more prevalent in the years to come.
