Resident calls for ‘golden’ lawns KATYA SLEPIAN ALBERNI VALLEY NEWS

If you see unwatered lawns popping up in Port Alberni soon, don’t think of them as brown—think of them as golden. That’s the message that Alberni Valley Transition Town Society member Sarah Thomas is hoping to send through a golden lawns campaign. “It will come back,” said Thomas of brown grass. “The grass won’t die if you don’t water it.” The city entered stage one of water restrictions on June 8 but Thomas doesn’t think that’s enough. Stage one restricts lawn watering to even or odd days corresponding with a house’s address for four hours in the morning and four in the evening. City parks, school and sports fields are exempt however—and that’s something Thomas wants to change. “We’re in a serious situation and I don’t think they realize just how serious,” she said, adding that it’s about setting the example as much as conserving water. Parks, recreation and heritage director Scott Kenny said that while city green spaces are exempt, they’re really already

only being watered three times a week and the soil-based parks and city boulevards—the ones that can go dormant rather than die if unwatered— will be watered less as restrictions ramp up. “If we go to stage two... then we go to two days a week. Stage three, one day a week and stage four we would discontinue watering except if there happen to be trees in the boulevards or the parks that were stressed,” said Kenny. Thomas wants them to go one step further and stop watering all together and instead embrace the ‘golden’ lawn concept. Coun. Chris Alemany said he’d be on board. “By all means, that would be something that I would support,” said Alemany. “It seems like a simple thing for the city to do.” The situation, Thomas

said, is dire and much hotter and drier than before. It’s certainly hotter— May 2015 having been the hottest May on record since Environment Canada began keeping records at the Alberni Valley Regional Airport weather station in 1993. And June 2015 is set to follow with an average temperature of 36.6 degrees—again, hotter than any June since 1993. The situation on the mountains is no better, according to the B.C. River Forecast Centre. Vancouver Island is at zero per cent snowpack as of June 15. That’s down from three per cent on June 1, which was down 32 per cent compared to June 1, 2014 (historical records for June 15 were not available). According to the River Forecast Centre, “flows are at or near minimum levels for this time of year in most rivers on Vancouver Island... current flows in these regions are below levels normally observed in late-summer.” The Sproat River is at “10 per cent of the median flow and below the recorded minimum flow for this period of time.” The Island is also at level three drought conditions, according

to the province—a level not reached in the region since the province started declaring drought levels with the development of the B.C. Drought Response Plan in 2010. While the Ministry of Forests, Lands and Natural Resource Operations couldn’t comment on the likelihood of reaching stage four, that stage is the level at which the province could begin to implement its own restrictions on water usage. According to the 2015 BC Drought Response Plan, level four drought could mean “regulatory controls under the Water Act, Fish Protection Act or other statutes as appropriate if voluntary measures are not enough to protect water users and fish,” ministry public affairs officer Greig Bethel confirmed. “Should conditions reach Level 4, provincial and regional water managers may exercise their authority to temporarily suspend short-term water permits or industrial water licences in affected watersheds.” But Kenny said that reports from the city’s engineering department will dictate the city’s watering schedule. Bridge drops into place over Rogers Creek A bridge across Rogers Creek has been hanging just out of reach for decades—the subject of referendums and much public debate. But as of June 30, city of Port Alberni director of parks, recreation and heritage Scott Kenny has done the impossible and a long awaited pedestrian bridge now spans the creek. “I guess we did, yes,” said Kenny. The 90-foot bridge, says Kenny, is the crowning piece of a brand new trail system in the Rogers Creek ravine. The city partnered with West Coast Aquatic to combine funding and construct both the trail system and new salmon channels. The work is funded by $100,000 out of the city’s budget and a

$140,000 grant from Rec Fish to WCA. The city’s portion will cover the two to three kilometres of trails that will run from behind the Fall Fair grounds, to the bridge and up the other side to exits at Tebo Avenue and Cherry Creek Road. West Coast Aquatic will cover the salmon enhancement work. The bridge itself comes from just above the ravine in the Fall Fair grounds. It’s the same type of bridge as was installed across Kitsuksis Creek last summer beside the Gertrude Street crossing, Kenny said. It’s located about 16 metres off the bottom of the creek channel, high enough up to survive a one-in-200year flood event. Pipe and chain railings will be added in the coming days. The trails leading up to the bridge will be three metres wide and

Alberni-Clayoquot Regional District NOTICE TO ELECTORS OF AN ALTERNATIVE APPROVAL PROCESS PUBLIC NOTICE IS HEREBY GIVEN to the electors of the City of Port Alberni and Electoral Areas: “B” (Beaufort), “D” (Sproat Lake), “E” (Beaver Creek) and “F” (Cherry Creek) of the intention of the Alberni-Clayoquot Regional District (ACRD) Board of Directors to adopt the following bylaws: “Port Alberni Airport Runway Expansion Loan Authorization Bylaw No. F1120, 2015” and “Port Alberni Airport Extended Service Area Establishment Amendment Bylaw No. 791-2, 2015”. SUMMARY OF BYLAWS Bylaw F1120 cited as “Port Alberni Airport Runway Expansion Loan Authorization Bylaw No. F1120, 2015”. The purpose of the bylaw is to borrow up to a maximum of $6 million dollars over a 30 year period in order to carry out the planning, study, design and construction of works in connection with expanding the runway at the Port Alberni Airport. It is estimated that the borrowing will result in a tax increase of $16.80 per year for an average residential property valued at $200,000. Bylaw 791-2 cited as “Port Alberni Airport Extended Service Area Establishment Amendment Bylaw No. 791-2, 2015”. The purpose of the bylaw is to amend Bylaw 791, Port Alberni Airport Extended Service Area Establishment, 2012 increasing the maximum annual tax requisition from $50,000 to $150,000 and provide the required room to service the annual borrowing debt for the runway expansion project. The Port Alberni Airport runway expansion project will accommodate larger, higher capacity aircraft and will provide additional economic and job opportunities in the Alberni Valley. A copy of Bylaws F1120 and 791-2 and a summary of the project are available from the Regional District Office during each business day of the week between 8:00 a.m. and 4:30 p.m. or on the Regional District website at www.acrd.bc.ca. SERVICE AREA PARTICIPANTS The participating areas of the Port Alberni Airport service are: City of Port Alberni and Electoral Areas: “B” (Beaufort), “D” (Sproat Lake), “E” (Beaver Creek) and “F” (Cherry Creek). ALTERNATE APPROVAL PROCESS (AAP) The ACRD Board of Directors may proceed with the adoption of Bylaws F1120 and 791-2 if less than 2,050 electors (10% of the total number of eligible electors of the service area) in the service area sign and submit an “Elector Response Form” by the deadline opposing the Board’s adoption of the bylaws. If 2,050 or more valid elector responses are received by the deadline, the ACRD Board must obtain assent of the electors by way of referendum before proceeding with the bylaws. Elector responses must be in the form established by the ACRD Board of Directors. Elector Response Forms may be obtained from the ACRD Office or from the website at www.acrd.bc.ca and can only be signed by qualified electors of the Port Alberni Airport Service area. Electors include both resident and non-resident who are eligible to vote. DEADLINE The deadline for delivering the original signed Elector Response Forms to the ACRD is 4:30 pm on Wednesday, August 5, 2015. Forms must be received by the deadline in order to be counted. ELECTOR ELIGIBILITY Resident Elector: When signing an elector response form during an AAP, a resident elector must: be 18 years of age or older; be a Canadian citizen; have lived in British Columbia for at least six months; have lived in the jurisdiction (e.g. municipality or electoral area) for at least 30 days; live in the participating area defined for the AAP; and, not be disqualified by the Local Government Act, any other Act, or the Courts from voting in a general local election. Non-resident Property Elector: When signing an elector response form during an AAP, a non-resident property elector must: be at least 18 years of age; be a Canadian citizen; have lived in British Columbia for at least six months; have owned property in the jurisdiction (e.g. municipality or electoral area) for at least 30 days; own property in the participating area defined for the AAP; and, not be disqualified by the Local Government Act, any other Act, or the Courts from voting in a general local election. Note: Only one-non-resident property elector may sign an elector response form per property, regardless of how many people own the property; and, that owner must have the written consent of a majority of the other property owner(s) to sign the response form on their behalf. Property owned in whole or in part with a corporation does not qualify under the non-resident property elector provisions. Resident electors signing the elector response form must provide their name and address. Non-resident property electors must provide their name and the address of the property in relation to which they are entitled to register as a non-resident property elector. The ACRD will not share the information on the form with anyone other than the Manager of Administrative Services, or other person designated by the Manager of Administrative Services. Big picture getting buried B.C. still the ‘wild west’ for elections Critics opposing the Alberni-Clayoquot Regional District’s proposal to extend the runway at the Alberni Valley Regional Airport are missing the bigger picture. The airport is already a part of our community’s taxpayer-funded infrastructure. If the runway extension were approved, there are myriad other businesses—in addition to the one already wanting to expand at the airport—that could do business at the site. Airports are not just for passenger service. Air cargo is a big business; could it be an option under the right circumstances? What about aircraft mechanics? Rather than criticizing past ‘build it and they will come’ strategy, we should be looking at who else we can entice to establish a business at the airport to potentially off-set the $16 per year the average homeowner would have to pay if the runway extension, lighting and GPS system go ahead but government grants fall through. What about something completely different? An industrial park? How about RV parking or even a campground? No public transit to connect to the city? An enterprising entrepreneur solved that problem in the Comox Valley by starting his own airport shuttle business. Someone could do the same here. A final thought: if the runway were expanded and if Coulson Aviation were to move its C-130 conversion business to the regional airport, how big a stretch would it be to envision a land-based aerial firefighting operation? We already have the 20-person groundattack Thunderbirds, one of two fire crews in the mid-Island, based at the airport. Not so big a stretch at all, if you’re willing to think outside the box. — Alberni Valley News

ICTORIA – The man behind “HarperPAC” says it lived and died in a few days to make a point about third-party advertising in Canadian politics. When it launched, I wondered why he would choose such a deliberately provocative name. No, not “Harper,” but the acronym for “Political Action Committee,” which has come to symbolize the financial excesses of U.S. politics. HarperPAC ran one radio ad, accusing Liberal leader Justin Trudeau of blaming voters for his declining popularity, and suggesting that Trudeau’s “months of mistakes” are a likelier cause. No kidding. HarperPAC spokesman Stephen Taylor, who like Stephen Harper before him has worked for the National Citizens’ Coalition, announced the

end of the project last week. “We have contributed to a new discussion about political financing in a fixed election era that is critical to our democracy,” Taylor said. “We note that this discussion only occurred once a right-wing analog of the left’s PACstyle efforts emerged on the scene.” Indeed, it was when HarperPAC emerged that muttering began about “dark money” in Canadian politics. Unifor, AntiConservative front LeadNow and the many faces of the Tides Foundation somehow failed to ignite much discussion in the Canadian media. Taylor launched the bid in response to the emergence of “Engage Canada,” a union-financed

action committee that he said was part of a broader effort by the left to oust the Conservatives. Engage Canada portrays itself as a brave alternative to shadowy right-wing groups such as Working Canadians, which has also run pro-Conservative ads. Engage Canada’s latest ad plays on the union movement’s cherished “inequality” theme, selecting statistics to portray the wealthy as making out far better than the rest of us in Harper’s Canada. (The notion that “inequality” can and should be fixed by ever-higher taxes on “the rich” staggers on, zombie-like, as if capitalism was the cause of poverty.) Two recent developments have led to all this. Scheduled

elections every four years have finally taken effect at the federal level, after a series of minority governments. And courts have repeatedly struck down efforts to restrict third-party spending in the so-called “pre-campaign” period as an unwarranted restriction on free speech. The B.C. Liberal government tried and failed several times to restrict third party spending, largely in response to the milliondollar tirades of the teachers’ union. Former attorney general Wally Oppal used to warn about American-style influence by wealthy interest groups targeting scheduled elections. Their strategy was not so much to keep corporate money out of B.C. politics as to keep it flowing through the B.C. Liberal Party. This spring the B.C. Liberal majority passed Bill 20, the Election Amendment Act. This didn’t just recognize the freedom of outsiders to weigh in on elections.

NDP MLA Leonard Krog warned that this sets the stage for “some mad Wild West show,” with politicians so desperate to raise money they start looking for the B.C. equivalent of renting out the Lincoln bedroom in the White House. That means more money available for third-party campaigns, but it seems to be fairly well distributed between the two sides, the Conservatives and everybody else. Since May 1, I have been observing a dangerous situation near the front of my business, Heather’s Canvas Cup, as well as Azalea’s Flower Shop and other storefronts on lower Argyle Street. One hears a short, shrill whistle just before one catches a glimpse of a long boarder whizzing past the front door of our coffee house—on the sidewalk! The situation is going to result in serious injury to either a pedestrian going to and from their car onto the sidewalk in front of the businesses, or a tourist who is ambling along enjoying the beautiful scenery of the area. With the

speed and weight of a long boarder’s body and equipment, it could be heavy enough to seriously injure or kill a person. With the RCMP Community Policing station situated on lower Argyle Street (at Harbour Quay), I feel that the police could be monitoring this situation. However, the boarders appear so quickly that it is difficult to be able to call and report. The situation is going to become worse as school is closed for the summer, and there will likely be more boarders in our area.

Mars deal seems equal To the Editor,

Few people appreciate being told what they can and cannot do with their stuff, especially when they are accomplished, intelligent and prominent people, and when the people doing the telling are with the government. This appears to be the case with the Coulson-owned Martin Mars aircraft. If Heritage Canada

determines that the aircraft are of outstanding significance and national importance then they may deny him an export permit. At present, Heritage Canada can only intervene on the aircraft that is being prepared for export, specifically the Philippine Mars. As the second aircraft is not under threat of being exported, Heritage Canada can’t rule on it. You can only deal with what is actually on the table. But it would appear that Heritage Canada knows this and while potentially blocking the export of the Philippine Mars to the National Naval Aviation Museum in Pensacola, Florida, MP John Duncan is talking about offering Coulson what could well be fair trade value in C130 Hercules parts. Yes the Martin Mars were designed and built in the United States, but they were in service for only 13 years then dormant for three, when the surviving four were sold by the US for scrap in 1959. That’s when innovative and courageous Canadians saw a new use for them, doing

groundbreaking work in converting these giants into firefighting aircraft. As a result, the airplanes now have a 56-year history in Canada and the visionary who started them in their new career, Daniel E. McIvor, was awarded the Order of Canada and inducted into Canada’s Aviation Hall of Fame for his work with these airplanes. I’ve done some contract work for Mr. Coulson on an old airplane deal some 20 years ago and I’ve been working with Heritage Canada on issues concerning vintage aircraft for more than 35 years. I know Coulson to be a resourceful, respectful and reasonable man and I know the aims and process of Heritage Canada to be fair and equitable. Let Mr. Coulson complete his deal to trade one Martin Mars to the US in exchange for a fair deal to see the Hawaii Mars stay here as part of his legacy and in tribute to Dan McIvor and the many that flew, supported and even died in the storied and colourful history of the Martin Mars in Canada. Time to ship out Harper To the Editor,

Back in October 2011, BC shipbuilders were chosen for an $8-billion federal contract to design and construct Canadian Navy and Coast Guard vessels, while Nova Scotia shipyards got a contract more than three times that size to build more naval vessels. The premiers concerned were ecstatic when the announcements were made. Almost four years later with very little visible progress, federal government documents have come to light stating the naval shipbuilding program is in jeopardy. It looks like yet another military procurement that has proven to be more talk and less action where Ottawa is concerned. ‘Dogs acquire forward For the second time in as many weeks, the Alberni Valley Bulldogs have acquired an impact player from a Mississauga-area junior team. This time around, the Bulldogs have negotiated the release of Adam Donnelly from the Mississauga Steelheads of the Ontario Hockey League. Donnelly, who played for Lake Forest Academy in the Midwest Prep Hockey League, originally committed to the Bulldogs for the 2014/15 season but decided to play closer to home. Donnelly is 6’2, 200lbs, big and a physical powerforward.

Jackie Little won her fifth B.C. Senior Women’s Championship last Friday at the Cowichan Golf and Country Club. Little, a former Vernonite now living in Port Alberni, carded a 4-over 76 with birdies on the ninth and 12th holes negating her early bogeys on No. 3 and

No. 6. While Victoria’s Alison Murdoch was coming back to the field, Little was playing a steady game that only ran into problems with a closing double bogey on 17 and bogey on 18. “I never look at the leaderboard,” said Little. “I’m just trying to play as well as I can. I’m just

happy Alison didn’t have seven birdies today (like Murdoch posted during Round 2). I’m very proud of defending the senior title.” Murdoch, who shot 79, was two strokes back of Little. Murdoch did walk away with the Super Senior title, finishing three strokes clear of Shaughnessy’s

The 86th Ladies West Coast Golf Tournament got off to a sizzling start last Saturday. A dozen teams showed up for the Big Break competitions to see who would amass the largest number of points to be in the prizes. Tournament organizers, Patsy Gauthier, Janice Cross and Suzanne Jones had their work cut out for them, and that was even before the actual tournament began. Sunday morning was already sizzling by the time the golfers got onto the course to play their 18 holes, with the temperature reaching 35 by noon. Knowing it was going to be a scorcher the organizers provided small towels to be worn around the necks of the golfers

Junior golfers raised money on #4...(if your ball landed on the green the contestants won a brand new ball). Money earned will be matched by the Scotia Bank. Special thanks to Steve White and his greens crew for their extra help in marking grids and having the course in such excellent condition… considering the heat waves we’ve had. Those greens were FAST! The teamwork of Gauthier, Cross and Jones along with their crew of volunteers and 36 sponsors made this 86th year one of the most successful ladies’ West Coast Amateur tournaments, ever.

club. This Sunday, July 5 is the Port Boat House Blue, White & Red Tournament. For those who aren’t sure how that goes, it’s fairly simple. Six holes are played from the blue tees, six from

the white tees and six from the red tees. The order that they will be played will be determined by the club captain. The shotgun will be at 8 a.m. Please make up your own foursomes and

register in the Pro Shop, or enter as a single and you will be placed in a group. This is an individual event: every man for himself. The price is $15 per player which includes closest to the pins and money pots.

The sun’s out and the weather is warm, so I think it’s about time to lighten up my reading too. In order to drag myself out of the dark hole of intense fantasy fiction that I seem to have fallen down, I picked up a fluffy teen beach read. The Statistical Probability of Love at First Sight (phew, long title) by Jennifer E. Smith seemed perfect for the task. Starting off in JFK airport, our heroine Hadley is stuck waiting for her flight – which is late by the way – that will take her away to her father’s second wedding. It’s safe to say that she would rather her flight never show up. But it’s not all doom and gloom in the waiting area. There is a certain good-looking British boy by the name of Oliver waiting there too. He’s on the same flight and he is sitting in seat 18C. Hadley has 18A. With nothing else to do, they start talking, finding shared interests and telling stories from their lives. But when Hadley and Oliver are separated, how far will she go to find him again? I loved the gentle story and sweet romance of Oliver and Hadley. I always think that airports are places filled with love and The Statistical Probability of Love at First sight just confirms that. I got the chance to indulge my sappy side, and I know that anyone in need of a light read will feel the same. ACRD gives nod to approval process KATYA SLEPIAN ALBERNI VALLEY NEWS

Voters in the Alberni Valley will have until the end of the day on Aug. 5 to register their disapproval of the regional district’s $6 million airport expansion project. Alberni-Clayoquot Regional District directors voted to go forward with the alternate approval process to secure voter assent for up to $6 million in funding needed to fund a proposed runway extension. The ACRD has proposed extending the runway by 1,000 feet in length to the east for a total of 5,000 feet and 25 feet in width for a total of 100 feet.

According to the ACRD, the extension will allow heavier, bigger aircraft to land at the airport. While ACRD CAO Russel Dyson said while multiple grants have been applied for in an attempt to soften the taxpayer burden, having funding secure on the ACRD’s end would strengthen the grant applications. If the maximum $6 million amount is borrowed, it will be repaid over a 30-year period. Over those 30 years, the average $200,000 Alberni Valley home will pay an extra $16.80 annually in taxes. The ACRD’s annual tax requisition is also set to go up to allow for the borrowing, from $50,000 to

$150,000 annually. Cherry Creek, Beaver Creek, Beaufort, Sproat Lake and Port Alberni residents or those who own property in those regions can oppose the $6 million ask by filling out a form at the ACRD office at 3008 Fifth Ave. The form may be filled out Monday to Friday from 8 a.m. - 4:30 p.m. until the end of the day on Aug. 5. If 10 per cent of the Alberni Valley’s 20,504 eligible voters oppose the borrowing, the ACRD must go to full referendum to proceed. John Mayba is hoping that cycling in Port Alberni will reach a critical mass on Wednesday, July 8. “Our first ever ‘Critical Mass’ ride will be held on July 8,” said Cycle Alberni’s Mayba. “Critical Mass rides started in Sweden in the 1970s to raise awareness about cycling.” These days, the cycling events are held in cities all over the world, including Vancouver—where Mayba got the idea to hold one here. “When my son was in Vancouver we
