After adding more seats to council chambers to squeeze in as many concerned citizens as possible – which still left many standing in the foyer to hear the proceedings – View Royal mayor David Screech called the special council meeting to order

Tuesday night, quieting the angry murmurs of, “the decision’s already been made,” and, “why do we even bother?” The issue at hand was the possibility of lifting the weight restrictions on Hallowell Road between Admirals Road and the Esquimalt First Nation, opening it to truck traffic and finishing the section of the E&N Rail Trail by running it alongside Hallowell Road to Admirals Road, turning right on Admirals and rejoining the already completed portion of the trail. The meeting began with allowing delegations to present their case either for or against the proposal. There was none defending the proposal, but many against.

“The decision View Royal faces isn’t being framed properly,” said Garth Graham of Aldersmith Place in the opening delegation presentation. “The CRD Traffic Study and the View Royal agenda for this session all emphasize the Rail Trail, but that’s not what this is about. Nobody is against the Rail Trail… but this isn’t about bicycles. It’s about trucks destroying the form and character of a neighbourhood.” The council chamber erupted in applause at the first pause in Graham’s presentation, at which point Mayor David Screech addressed the audience disruption, saying, “This isn’t a theatre,” and regained order in the chamber.

“Contrary to the recommendations of staff,” Graham continued, “speed on this decision is not necessary. There is more time to talk about this, and there is good reason to spend more time (doing so).” The main reason to take more time considering the proposal, Graham said, is that the community sees viable alternatives to opening a residential street to truck and industrial traffic, and these alternatives should be thoroughly considered. It could be several weeks before the rumble of bowling balls and the crash of 10-pins returns to Langford Lanes. Planex Development and Langford Bowling and Entertainment Ltd., which operate Langford Lanes under an agreement with the city, are in receivership as of June 20, and the 20-lane facility is currently closed. Langford Mayor Stew Young said that if the situation is not resolved within 30 days, the city will find a different operator.

Under the current agreement, Langford receives a share of the gross revenue from the operators of the Langford Lanes. Langford CAO Jim Bowden said the issues have nothing to do with the city, finances are in order in terms of payments to the city, and there is a provision in the contract with the operators that would allow Langford to reopen with a new operator if the issues are not resolved within 30 days. "The city's intent is to keep operating it as a bowling facility and we would engage another operator if the current ones are unable to continue," Bowden said.

"It is one of the more popular family attractions at City Centre Park." Representatives from Planex Development and Langford Bowling and Entertainment could not be reached for comment before the News Gazette's deadline. Hannah Leslie loves working with her hands. A semester removed from the Carpentry Foundations Program at Camosun College, where she was the youngest in the class, the Belmont student secured enough credits to graduate high school before the last semester started. Already having raised eyebrows by securing a $500 Vancouver Island Construction Association scholarship, her construction teacher at Belmont said none of Hannah’s accomplishments come as any surprise to him. “In a trade that is male-dominated, some people hide, they lack that confidence. Black Press honours city’s Great Teachers Three local teachers have earned an ‘A’ for their unique teaching styles and dedication to education. Karen Oraas from Doncaster Elementary, Caroline Shuh from Bayside Middle School and Parker Jolliffe from Esquimalt High School were the recipients of this year’s Black Press/Staples Great Teachers program recognizing outstanding teachers in the community. Colleagues, friends and families of the recipients plus representatives from Black Press and major sponsors Staples, Thrifty Foods and Drivewise, celebrated the three teachers and their accomplishments at the Staples store on Tolmie Avenue Tuesday night. “It was inspirational to meet with our honourees face to face and hear about all the wonderful things they’re doing to give back to the kids in our communities,” said Oliver Sommer Associate Group Publisher. Saanich council voted 5-4 to block the 12-hectare Watkiss Way site – across the street from Victoria General Hospital – from further consideration as a sewage treatment site, with the majority arguing sewage facilities shouldn’t be built on agricultural land outside Saanich’s Urban Containment Boundary. The boundary protects rural land from most forms of development and would require a public vote to alter, Coun. ‘Thinking Local First’ also about communitybuilding With the announcement of the Thinking Local First rewards program launching this week (see story, page 17), we thought it would be good to look at just what it means to “think local.” While this initiative, along with the Ten Per Cent Shift initiative, asks people to consider changing their shopping habits to support local business – even going so far as to provide rewards for doing so – it shouldn’t be just about economics. Sure, when you spend your hard-earned dollars at locally owned and operated retailers and businesses, more of that money stays within the community. But it’s more than that. We’re hoping people who are participating in these programs and supporting these initiatives take “thinking local” one step further. Thinking local means having consideration for your neighbours. It means recognizing that your actions have an impact on those around you. Whether that’s doing more of your purchasing and hiring of services from a local provider, or simply not dropping that empty candy wrapper on the sidewalk, thinking local is about doing what’s best for your own community, and considering that before thinking about what’s best for yourself. A rising tide raises all ships, after all. Now, no one is saying we should all stop shopping at big box stores or banking at huge national banking chains. These businesses have their place within our communities, as well. They employ thousands – if not tens of thousands – of people on the West Shore alone, and few would say that’s a bad thing for a community. We’re just hoping that people take the opportunity, a bit more often, to consider what effect their actions have on those around them, whether that’s where to purchase their next recliner or how loud they need their music to be at 10:30 p.m. Because good neighbours make good communities.

Another large scale mixed-use complex has cleared another hurdle at Langford city council as an amendment passed this week to allow for a change to the city’s Official Community Plan (OCP). The proposed development, as reported by the Gazette in March, is another two million square foot commercial and residential complex at 2659, 2662, 2666, 2670 Secretariat Way and 899 McCallum Rd. near CostCo. The OCP needed changing, according to director of planning Matthew Baldwin, because the proposed development will be more commercial than residential, which is what the properties in question were zoned for originally. It was in the OCP as “neighbourhood,” Baldwin said, because it was previously owned by the province, “and we didn’t foresee a day when they would get rid of it.” Because the new development proposal wasn’t consistent with the zoning, being that it is expected to be more commercial than residential – though with a significant residential component, as well – the city thought it would be better off in the “Mixed-Use” category. Baldwin said the city still hasn’t seen a development plan for what the actual complex will look like, but he expects it to be a mix of townhouses “set off to the back of the property,” and other buildings with ground floor being retail and commercial space with condominiums or apartments on the upper floors. He expects the developer to come back to the city with those plans later this summer with a development permit application, at which point they will have a better idea about the form and function of the complex.

Both the proposed – and contentious – Thetis Heights townhouse development and four properties on Strandlund Avenue in Langford have a few more hurdles to leap before they can be approved by council. At second and third reading of the zoning amendments for both properties last week, the developers of both properties were ordered to construct covenants before being granted the rezoning they seek. Director of planning Matthew Baldwin calls the covenants “a small shopping list of things the developer has to do to acquire adoption of the bylaw.” In the case of the Thetis Heights rezoning, for example, the developers have been asked to create a covenant outlining their plans for realigning and rebuilding the trail leading from the corner of Phelps and Hansen avenues into Thetis Lake Park and frontage improvements to the sidewalks and curbsides.

The prospective developers of the Strandlund Avenue project, meanwhile, have been asked for a covenant promising they will create a stormwater management plan and commit to improvements of the storm water management system as well as another for frontage improvements – curbs, sidewalks and the like. They will also be asked, according to Baldwin, to commit to improving the multi-use trail that runs along the north side of Strandlund Avenue. Once these covenants are prepared by the developers, and they are determined by staff to be sufficient and thorough, staff will then prepare a report to council outlining that these things have been done and the rezoning can now be considered for final approval, he said. mdavies@goldstreamgazette.com

And, the fact is the average consumer has no problem with it, liking the smoother transitions. My first test route was in the Whistler area and showed off its hill climbing skills and the smoothness of the ‘dreaded’ CVT. It’s no gazelle but it is sure-footed and the CVT did not fail even when the driver behaved like a lead foot! I found the ride to be smooth and highway passing no challenge. Cornering at sensible speeds keeps the vehicle firmly planted. It’s darn quiet too. Then I spent a week tooling around

the city putting it through its shopping paces. Parking on the street was a little challenging but I’ll put that down to impatient drivers behind, not prepared for the Murano’s wide swing needed to get into that tricky spot. On the supermarket lot, it glided into spaces forwards or backwards with ease. It’s a fine long-distance vehicle but would serve well as a commuter where longer distances are the norm. I can see it being used in the suburbs but it’s a bit large for the centre of the city. The Murano is not too thirsty for its size – 11.2/8.3 L/100 kms. That’s about two litres per 100 klicks better than its main rivals. Premium brand Infiniti will unveil its first-ever compact car at the International Motor Show in Frankfurt in September this year (September 17 to 27). Two years after the Infiniti Q30 Concept debuted at the 2013 Frankfurt show, the production version of this segment-spanning compact car will be revealed at the show this year. Infiniti is in the final stages of preparing the launch. Dynamic testing and ultimate validation is currently taking place across the UK and throughout mainland Europe where development of the vehicle has been completed at

the company's Engineering Centre in Cranfield, in north-east England, since 2014. The Q30 will go on sale in Europe towards the end of 2015 with other markets to follow subsequently. More news on the Infiniti Q30 active compact will be released closer to the Frankfurt show in September. The road to production for this much-anticipated car has been rocky though not for what might be expected reasons. Its design and engineering development has the fingerprints of four-times F1 Champion Sebastian Vettel all over it. When his ‘hands-on’ association with the car was revealed, it was not merely a stroke of marketing genius but the

racer’s renowned smarts meant his input would be extremely valuable. Then Infiniti President Johan de Nysschen announced the car alongside Vettel, who was wearing his Infiniti-Red Bull F1 team shirt for the occasion. Since then the president has headed over to GM to run Cadillac and Vettel has joined the Ferrari F1 team. After chatting to Vettel, there’s no doubt in the mind of yours truly that he will want to get a turn at the wheel of a Q30 production car to see just how much of his advice was accepted. Consumers to enjoy the rewards of Thinking Local First Think Local First Rewards

What is the value of shopping locally? Plenty for the greater community – and starting tomorrow, there’ll be even more rewards for shoppers. The Think Local First program asks local consumers to allocate a portion of their spending to independent local businesses. Starting Saturday, June 27, those shoppers can also sign up to receive rewards as a thank you. “With Think Local First, the money you spend at the local stores stays here in the area and comes back to the community,” explains Mike Black, owner of Capital Iron. “The businesses that are members believe in it. It’s not only the dollars spent on our staff, but the profits stay here as well.” Saturday – Join the Shift Day – is designed to boost consumer awareness about the Ten Per Cent Shift and the brand new Think Local First Rewards. The Ten Per Cent Shift asks people to start by shifting just 10 per cent of their household spending to local, independent businesses; the spin-offs from that will help support and grow a thriving and vibrant local economy. Twenty-six businesses are currently participating in the rewards program, ranging from bakeries and breweries to outdoor outfitters and chiropractors, with more joining weekly. Capital Iron will launch the program in their downtown store initially, with plans to roll it out to the West Shore and Sidney locations later this year, Black says. “It’s a socially conscious way of local businesses and local consumers getting together,” he notes. “We’re also saying thank you for shopping locally.” Red Barn Markets, which is starting the rewards program in its Vanalman location, expects to expand the program to its other locations, including the West Shore store, in the next few weeks. This Saturday, businesses will have stations to help people get started with their card or download the app. The Q will also be on location at Capitol Iron downtown, signing people up and giving away prizes. Gayle Robinson, president of Think Local First and owner of Robinson’s Outdoor Store, says Think Local First isn’t about telling people not to shop at large chain stores, but rather to think about the local option more often. “The 10 per cent shift is about supporting local businesses when it makes sense for you. We are launching TLF Rewards to make this shift fun and rewarding.”

How does it work? Each time consumers shop at a participating local business they earn ‘Merits’ which can be redeemed for local products or services from any of the businesses in the program. Consumers can pick up a TLF Rewards Card at any participating business or download the app. The app and website features a map showing all the independent businesses and keeps track of how many merits have been earned. Rash of thefts from vehicles prompts RCMP reminder News Gazette staff

Police are again reminding people to lock their vehicles after a spate of thefts from work trucks last week in Colwood and Langford. According to a release from West Shore RCMP, in separate instances on June 19 and 20, “witnesses observed a black sedan driving by the construction trucks (on Promenade Cres.) when the passenger got out and opened the doors of the unlocked trucks and stole wallets UP T O that were left inside.” The release states that on one occasion, the owner of one of the

trucks, “even observed his own vehicle being targeted as he was working nearby.” Another truck in the 600-block of Cairndale Road had two backpacks containing tools and wallets stolen in a similar grab-and-run situation, also on June 19. A credit card from one of the stolen wallets was fraudulently used later that day. Another construction truck was hit on June 20 in Langford on the 300-block of Goldstream Avenue, which saw the rightful owner of many tools – including nailers and a Stihl UP T Opossessaw – lose their sions. West Shore RCMP says they’re actively

Celebrating togetherness at Seniors’ Family Day Centre will close for a few weeks for maintenance at month’s end Mike Davies Goldstream News Gazette

Members of the West Shore Seniors’ Centre treated their families to a day of entertainment, food and togetherness this past Saturday, when the centre hosted its second of what it hopes will be an annual event. “It’s our way of thanking the members and their families for their support during the year and an opportunity for our members to show off the grandkids of whom they are so proud,” says Family Day organizer and the centre’s volunteer coordinator Ruth Reynolds. The air of the centre and surrounding property was full of laughter, coming from the hearts of some as young as a few months old to those more than 90 years young. “We tried to stick to the traditional old-fashioned activities,” from skipping rope and marbles to paper airplanes and other crafts, puzzles and board games, to scavenger hunts on the surrounding trails during the day, followed by a pic-

nic-style dinner followed by a dance in the evening, Reynolds says. From 11 a.m. onward, the whole area was filled with seniors and children enjoying one activity to the next. “We are still looking for someone who not only knows how to play marbles, but to be able to teach it and then get back up afterwards,” she says, laughing. Betty Smith, president of the Seniors’ Centre’s executive, says they’re very much looking forward to continuing the event next year and into the future. “This is the second one we’ve done, and Ruth is hoping to make it an annual event, and there’s no reason why that can’t happen,” Smith says. “I had one lady tell me her grandson was disappointed when they had to leave. It was so much fun.” The gymnasium at the centre can hold between 130 and 140 people for a sit-down meal at tables, and there were 88 people in there having picnics at one point, so it was “pretty full,” she says with a chuckle. “I understand the dancing went on past 11,” she says, but that was too late for her to stick around for the end of it. Although some of the programs and activities are just for members, Smith says, the centre, located just beside the Juan de Fuca Recreation complex

With Victoria’s booming real estate market, many people may be thinking of putting that “For Sale” sign up on their lawn or start looking at buying a new home. But you don’t want to pick the first realtor you come across to help sell your home or buy a new one. Picking the right realtor is just as important as selecting the right home – it takes time, patience and research. Guy Crozier, president of the Victoria Real Estate Board, says choosing the right realtor can help you get exactly what you want in such a hot market. “You need to have a realtor that’s really on top of things because good homes are selling really quickly,” says Crozier. “You need to have someone, who can work quickly in this market, who’s able to establish a good value when they see it and they need to be able to show you why a house is priced well.” But where do you find them? Crozier says start with the people around you. Reach out to professionals you know such as your lawyer, accountant, as well as friends, parents or work colleagues who have had good experiences with certain realtors. “We’ve got 1,200 members and they’re all different and all work differently. So finding out who your family has had success with and who they’ve enjoyed working with is a big part of it,” says Crozier. If you’re interested in a home in a certain area, find out which realtors have had success in buying and selling specifically in that region. Aside from personal references, good realtors will also be competent and trustworthy. “You’re going to work with this

If you missed the intermdiate lacrosse action Tuesday night (June 23) at the Q Centre, the results were a blow-out. The Intermediate Shamrocks hosted the Nanaimo Timberman and dominated the scoreboard 19-4, chalking one up in the win column. Braylon Lumb and Ben Preston led the team with a hat-trick a piece. David Byrne and Liam Finnigan had

a pair of goals each, and Brad McCulley added a goal to the scoreboard to go along his with four assists for a fivepoint night. Back in net, Darian Claxton and Spencer Erwin shared the responsibilities between the pipes. In the world of local cricket, Father’s Day was celebrated a little differently. The Metchosin Cougars spent the day at St. Michaels University School battling host team, the Incogs. Captain Rohan Gowda and Blair Boardman led Metchosin during the early innings, trying to keep the Incogs labouring in the heat, which reached 24 degrees by the afternoon. The Cougars passed the torch to Australian all-rounder Sam Rocher and Division II callup Rick Gardner in the 41st over, who added another 17 runs and closed the innings at the full 45 overs with a loss of only six out.

Metchosin wasted no time in the field, with Craig Anderson making a low catch for the first wicket before a run could be scored. Then Mike Smith took the ball after the first drinks-break, creating quite the spectacle of spin-bowling, baffling the batsmen, and putting an end to any hopes of an Incogs comeback. The team continued to make a number of timely catches, ending the game ahead 43 runs. Metchosin’s record is now 2-5 as they near the mid-point of the season.
