This school year is ending on a more positive note than the last one, when teachers were on picket lines, graduating students worried about finals and grades and some parents scrambled to arrange child care. There’s no absence of tension on some fronts, however, within the Sooke School District. The Sooke Teachers’ Association (STA) has added its voice to a provincial grievance filed by B.C. Teachers’ Federation locals with the B.C. Public School Employers’ Association, disputing pay received for September, when teachers returned to work mid-month. If the BCTF wins its grievance, it could result in an estimated shared payout of up to $350,000 for teachers in the Sooke School District. It is not known at this point how any judgment would financially affect SD62. While the dispute over the partial month’s pay has been ongoing for months in other districts, STA president Ian Johnson says his association only recently joined the griev-

ance, after the union was unable to come to an agreement with SD62 on a payout. “We were led to believe we’d been paid properly,” he says. “We weren’t even aware we’d been short-paid for September until after the trustee election (in November).” The issue, Johnson says, is “having a tremendous impact on labour relations in the district. It’s really difficult to have been told that you’re going to be paid eight days, (but only get paid for 6.3).” The issue stems from the clauses in the agreements between teachers’ associations and their districts that dictate how teachers are paid for partial months worked. In the Sooke district, the pay issue is complicated by the interpretation of the contract wording, which presents two clauses for how to deal with partial-month pay. One formula subtracts days not worked from the monthly pay total, while the other counts days worked and adds them up. PlEASE SEE: Dispute, Page A10

It took some hammering, with both sides doing their darnedest to protect their best interests. In the end, the Victoria Grizzlies and the West Shore Parks and Recreation Society came to an agreement that lays the groundwork for keeping the team in Colwood for at least the next five years. On Tuesday the B.C. Hockey League club signed a lease deal for The Q Centre that gives them cost certainty and allows the team to focus on finding ways to boost attendance. While terms of the five-year agreement were not disclosed, both team and society spokespeople indicated the deal was a compromise for each party. “The agreement is not precisely what we wanted, but it’s done now

and it’s time to play hockey,” said Grizzlies team president John Wilson. “We’re glad to be able to have our focus on the ice and not at the boardroom table. We never had any doubt that we were going to have a team here in the fall. Moving forward, we have a great group of kids coming in this season and we’re expecting a strong squad.” Rob Martin, Colwood councillor and board chair for the society, admitted some tough negotiations went on in the past couple of months. “I think we were on the same page, but obviously it’s never a profitable business to be in junior hockey,” he said. With the team trying to control costs as much as possible and West Shore Parks and Recreation conscious of the public purse, he said, it took some give and take to reach an agreement. “I think we found a very happy medium which allows the Grizzlies to continue to operate and hopefully have a path to financial viability and not put the taxpayers of the West Shore at risk.”

The Grizzlies are one of 17 teams in the BCHL – Wenatchee Wild will begin play next season – and have been in existence as a franchise since 1994, when they were the Victoria Salsa. They were renamed the Grizzlies in 2006 when Len Barrie was part of the ownership group and the team was playing out of what was then Bear Mountain Arena. Connections through View Royal are becoming more plentiful these days. The latest link between sections of the town was dedicated Friday behind Shoreline Community Middle School. Appropriately named the Shoreline Trail, the pathway not only provides a more direct and natural pedestrian route up to Island Highway and the E&N Rail Trail, it’s giving the school a safe path for students to use for their physical education classes. “It’s a huge achievement,” said View Royal Coun. John Rogers, who guided the project from the Town’s perspective. “We’ve been working on this for probably the last 24 months, but it was really between August (2014) and now that everyone came together, the school district, View Royal and the CRD. The co-operation and the partnership between the three agencies was breathtaking and really rewarding.” The presence of a safer, dryer, relatively level trail between Shoreline Drive and the connection to the bridge over Island Highway, he said, will benefit the 450 or so families living in the Christie Point Apartments, which sits on the strip of land jutting into Portage Inlet and serviced by Craigowan Road. The popular Portage Park playground, completed last year by the Town, sits just off the Rail Trail on the opposite side of the bridge. The Capital Regional District’s planned upgrade of the Craigflower Pump Station

next to the E&N Rail Trail provided the impetus for the Shoreline Trail idea. The new path runs alongside the sleek, modern building that sits just off Island Highway near the former rail bridge. Aware of the project, Town representatives approached the school district and CRD with the idea, while getting full buy-in from former Shoreline principal Kim Strom, Rogers said. The school’s PAC and the Victoria Canoe and Kayak Club both wrote strong letters of support for the project, he added. “What impressed me so much with the PAC was that they were prepared to provide extra funds if there was a shortfall. Fortunately there wasn’t, but it’s that kind of commitment from parents that lets you know you’ve got a terrific project on your hands.” Current principal Nadine Naughton and her staff continued to provide support for the project as it moved through the process. She downplayed that support at Friday’s opening, preferring to let a regular trail user speak about the benefits of the trail. A Grade 8 student named Clayton told how students could look forward to enjoying the sea air rather than having to breathe in car exhaust fumes as they walked towards Portage Park and beyond. The opening of the Shoreline Trail coincides with the recent completion of Phase 2 of the Rail Trail project. That paved pathway was extended from the base of Four Mile Hill, along the rail bed and down to the intersection with the Colwood exit from Highway 1, where it links up with the Galloping Goose Trail. When the city of Prince George was being established a century ago, the aboriginal people on the site of the present downtown area were relocated to a new reserve and their homes were burned. That’s a part of B.C. history that many people in Prince George and around the province don’t know, and an example of why changes are coming to B.C. school curriculum, says Aboriginal Relations Minister John Rustad. More changes will be announced soon for post-secondary education, based on the recommendations of the Truth and Reconciliation Commission of Canada. The provincial government is providing $4.3 million to establish emergency financial assistance for aboriginal students and $12 million to set up a scholarship program. “There have been attempts over the years to include more information around First Nations and our aboriginal history, but this is going quite a bit further and trying to tell a more complete history of us as Canadians, all Canadians,” Rustad said. National Aboriginal Day is Sunday, June 21. Rustad will be in Prince George at a ceremony to rename Fort George Park to recognize the original inhabitants, the Lheidli T’enneh First Nation. A Lheidli T’enneh flag will be raised at city hall where it will be permanently flown. National Aboriginal Day events are planned around the province, including a three-day cultural festival at the Royal B.C. Museum in Victoria with dance, arts and crafts and traditional foods. Time to hit distracted drivers in the wallet Anyone who drives has seen it. You’re heading into town on the Trans-Canada Highway and the car in front of you is drifting right, then jerks back into its lane. Or, you’re sitting at a stoplight and it turns green, but the vehicle at the head of the line doesn’t go, prompting a honk from someone behind them. Chances are good that, in both these scenarios, the driver of that vehicle is using their phone to check their Facebook newsfeed, or possibly send a text message, according to recently released statistics on distracted driving in B.C. Five years after fines were introduced to help combat the scourge that is distracted driving, specifically targeting those who can’t stay off their electronic devices, some people still haven’t gotten the message. ICBC estimates that, at any given time, 9,500 drivers in the province are using a handheld device. A total of 55,100 tickets were issued last year to drivers caught using an electronic device – an increase of about four per cent. This despite crashes, and deaths, being on the rise due to distracted driving. According to ICBC, distraction actually took over the top spot in “top contributing factor in fatal crashes” back in 2013. An average of 88 people are killed in our province each year due to distracted drivers. It’s time to do something about this. If the fact that distracted driving is killing people and causing destruction isn’t enough of a deterrent, it’s time to raise the penalties given out when we’re caught doing it. That said, B.C.’s distracted driving fines are the second lowest in Canada. When the penalties went up for driving while intoxicated, the number of offences went down. Would the same happen if we increased the penalties for distracted driving? We can’t say for sure. History has shown us, however, that sometimes we need to force people into making better decisions by hitting them in the wallet, before their bad decisions kill someone. We knew for years that seat belts saved lives before we started using them en masse, but it wasn’t until we started fining people for not wearing them that people began instinctively buckling up. If the current fine structure isn’t doing it, raise it. These numbers need to come down.

But recent polls reveal the uncomfortable truth that many Canadians hold intolerant, even racist, beliefs. Reading comments sections of online publications and Facebook and Twitter posts and listening to call-in radio shows can be disheartening. People often express the worst of their tribal instincts on these public forums, and discussion of difficult issues like the oil sands often degenerates into personal, irrational and sometimes hateful rhetoric. Canadians must continue to speak out for our water, land, air and wildlife, for justice for Indigenous Peoples, and for a clean energy future — without fear of harassment, intimidation and hatred.

today,” says Capital Regional District senior manager of watershed protection, Annette Constabel. “This is an opportunity for residents of the region to look back to 1915 and the origins of our current water supply system and celebrate 100 years of safe reliable drinking water.” The event is being dubbed H2Open House and is being held tomorrow (June 20) at the CRD Watershed Field Operations Centre, near the Goldstream Park campground. The free, all-ages, family-friendly event marks the completion of construction on the Sooke flowline and Sooke Lake Reservoir,

must find funding from somewhere within their operating budget to cover these additional costs.” So basically, SD62 was told they could pay the teachers based on the more generous formula, but it would be coming out of their own pocket. Johnson says if that’s what has to be done to get his membership what they earned, that’s what should happen. “We recognize that this is going to cost the district money. We’re not naive to that fact,” he says, but the relations between the employees and the employer are such that something needs to be done. If the school district truly believes, as they say, in their assertion that teachers should receive “a day’s pay for a day’s work,” Johnson says, they need to back that up and pay the teachers what they are owed. “Instead,” he says, “they are hiding behind the language of the collective agreement.” As for what’s next in the disagreement, Cambridge says it’s up to the two parties – the BCTF and BCPSEA to settle the grievance. “It’s a policy grievance at the provincial level,” Cambridge said, so it’s essentially out of SD62’s hands at this point. “It will be solved at the provincial level in Vancouver, not over here.” mdavies@goldstreamgazette.com

Regardless of what your background is or where your ancestors are from, you are invited to come for lunch on Monday at Veteran’s Memorial Park for Langford’s first Aboriginal Day Festival. “Times have changed. I am glad our communities are celebrating together,” said Beecher Bay First Nation Chief Russ Chipps. “We have always been working together and now we are doing it publicly.” Entertainment at the festival includes First Nations dance groups, poetry, artisans and a dunk tank. A fundraiser barbeque, snow cones and silent auction will help generate funds for next year’s festival. “We wanted to host this festival so we can celebrate while building relationships and working together,” said Linda Lucas, executive director of the Langfordbased Indigenous Perspectives Society. “We can’t work in isolation, and celebrating with organizations of various backgrounds will strengthen us all.”

Local First Nations organizations, including Indigenous Perspectives Society and M’akola Group of Societies, are organizing the first Aboriginal Day Festival in Langford at Veteran’s Memorial Park next Monday (June 22). Morning rush hour got a little worse for many commuters in Langford on Tuesday morning, after a singlevehicle accident saw a Hydro pole sheared off near Belmont secondary on Jacklin Road. Just after 9:30 a.m., according to West Shore RCMP, a single minivan containing two adults and two children was involved in an accident which saw the power pole, located directly across Jacklin from the school, basically disintegrate. The replacement of the pole took the rest of the day, causing single-lane, alternating traffic to be funnelled through the area, causing significant delays. There were no injuries to the driver or passengers of the vehicle, and the investigation of the cause

witness, there was very little damage to the vehicle, but the hydro pole was basically destroyed. “(The poles are)very durable, but much like a baseball bat, it’s going to have a sweet spot, as it were,” said Ted Olynyk, BC Hydro manager of community relations for Vancouver Island. “The car hit the pole in the exact place it needed to in order to cause that kind of destruction to it,” adding that one of the major reasons they use wood for their poles, rather than making them from concrete or other, stronger material, “is because of its forgiving nature.” Olynyk says that a regular pole replacement after an event like this would normally take only six hours or so, but due to the amount of switching required to keep the power on, this replacement went well into the night, taking over 12 hours to complete. “We kept the power on to minimize the impact to our customers, especially knowing that the school was having final exams,” he said. “Just don’t tell the students we kept the power on just for them, though,” he joked. mdavies@goldstream gazette.com

If the popularity of the Metchosin International Summer School for the Arts is any indication, the arts community on the West Shore is alive and well. The retreat-style school, known locally by its acronym ‘MISSA,’ returns to Pearson International College for a 31st year starting this weekend (June 20) and once again offers numerous creative options for artists at various levels. “MISSA is really a joyful home place for artists who want to stretch and celebrate their individuality in a place that is truly supportive,” said school co-ordinator Cindy Moyer. “That is the big takeaway for people – they feel like they are among friends.” Of the hundreds of artists who descend upon the idyllic college overlooking Pedder Inlet, for everything from two-day workshops to two-week residencies, many are returning participants, giving proof the experience is as much about the network as the artwork, she said. “The exchanges that happen at

You can make them on your own for free and get your story

out to people totally unfiltered,” said Nault, who will offer a slightly different take on traditional comic book adaptations. “Historically, they have been focused on action comics for guys, mostly super heroes with few other perspectives … but I would like to see more voices coming into comics.” Her two-day workshop is one of the shorter courses at MISSA, a situation she finds somewhat fortuitous. After seeing the lineup of workshop instructors, Nault said she’s just as interested in taking classes as she is teaching her own. The two-week retreat, which runs to July 3, features other topnotch teachers and courses, ranging from studio residencies with interdisciplinary artist Suzanne Northcott, to drawing with Alain Costaz and mould-making with Victoria sculptor Samantha Dickie. “MISSA is many things,” Moyer said. “First and foremost it represents a remarkable place for learning about the arts, whether you are just discovering your artful self, an artist mid-career, a teacher who teaches arts or someone who works professionally. Subaru is working with the Centre for Pet Safety to crash test pet safety products. A recent survey revealed that 56 percent of North American pet owners drive with their pets aboard and 20 percent admitted to travelling with a pet in their lap. Subaru will help promote the safety of beloved four-legged companions by funding the non-profit research and advocacy organization’s testing of pet crates and small carriers in crash situations. The study, designed by CPS, will include an investigation of crate connection options for pet owners who travel with their pets, as well as examine crate and carrier structural integrity, and gather data necessary to formulate testing and crate performance standards. The partnership continues the work that began in 2013 with the testing by CPS of pet harnesses. The resulting Harness Crashworthiness Study uncovered major differences in performance of popular pet restraints, with many resulting in catastrophic failure that could cause serious injury to both the pet and vehicle passengers. The goal of the study was to highlight the importance of driving safely with pets and to complete the first formal test protocol and independent ratings

guidelines for pet travel harnesses, published by CPS in 2014. “We want to make pet parents aware of proper safety measures they can take to help protect their pets. Following the previous study with CPS, we were delighted to support this next stage in testing,” said Michael McHale, Subaru's director of corporate communications. “Pet safety is very important to Subaru as more than half of Subaru drivers are pet owners, with over 69 percent of them owning at least one dog. We feel a sense of responsibility to inform pet parents of safety measures they can take.” Subaru and CPS will once again enlist MGA Research Corporation, an independent National Highway Traffic Safety Administration (NHTSA) contracted testing laboratory, to conduct rigorous crash testing on commonly available pet safety products using

realistic, specially designed crash test dogs. The results, including a crate-sizing guide and best practice for securing pets in vehicles, will be shared later this summer. “No performance standards or test protocols currently exist for pet crates or carriers, and while many pet safety product manufacturers claim to test their products, they can’t be substantiated without uniform test standards and protocols,” said Lindsey Wolko, Center for Pet Safety’s founder and CEO. “We are very excited to once again have the support of Subaru, allowing the independent examination of pet crates and carriers. West Shore news … through the decades A killer dog on the loose, complaints of “millionaires’ dumping raw sewage into Millstream Creek, a Langford man and his dog being assaulted by a pit bull and a Rottweiler, and a vicious attack on two women are among the headlines from past issues of the Goldstream News Gazette. 2005 A Langford man was left injured, immobilized and out more than $2,000 after an attack from two dogs. John Daly, who had open-heart surgery approximately four months before, was walking his dog while riding his motorized scooter along Peatt road when a pit bull grabbed Daly’s dog by the throat while a Rottweiler cross went for Daly’s face. Daly and his dog, Alice, who was tied to the scooter, were both bitten several times before passing motorists came to their assistance. Vet bills, a complete write-off for the scooter and the loss of his prescription glasses among other expenses left behind in the wake of the attack that left him unable to work. Also making the news the week of June 19, 2005: West Shore RCMP are looking for anyone with information

on the perpetrators of a vicious attack on a woman late one eventing. The woman had accepted a ride from a man in a four-door silver vehicle before being “viciously” assaulted. The woman managed to escape the vehicle near Millstream Road and the Island Highway before calling police. 1995 A local landlord pouring sewage from a Bellamy Road residence into Millstream Creek has been ordered to stop. A Capital Regional District investigation found the owner of the home Donald Phelps, was in violation of B.C. sewage disposal regulation and issued a corrections order. Steve and Allyson Cooper, who also live on Bellamy, say their three children have been repeatedly ill since the problem began and can’t open their windows because of the stench. Also making the news the week of June 19, 1995: A provincial court judges said he was “shocked, even outraged” a Langford man assaulted his commonlaw wife while serving weekends in jail for a previous assault on the same woman. The man had been found with blood on his hands in his front lawn, while his wife had bloodied

clothing and confirmed she had been punched and kicked by the man serving an intermittent sentence for a past assault on her. As well, Internet access is worrying the Sooke School District. Some teachers and parents are concerned that students can access virtually unlimited unregulated materials including pornography on school computers leaving the School District 62 looking for answers in the wake of constant technological change.

1985 Friends and family of Brenda Elain Muhlfellner are appalled by the five-year sentence to Wolfgang Jochim Muhlfellner who confessed he “went into a rage and kept hitting her head against the fireplace,” in their own living room. Zeer’s daughters Bev and Charlaine were awakened at approximately 4:45

Bronwyn Stauffer was on stage, diploma in hand, at her high school graduation when she heard the news for the first time. The Grade 12 graduate of Edward Milne Community School in Sooke had just been awarded a scholarship to cover her entire tuition. “My family is just going crazy and I was almost in tears,” she said. Her father videoed the whole thing and her mother? “She broke her belt when she found out,” Stauffer said. She is the recipient of a $13,800 scholarship for the esthetics/spa therapy program at Colwoodbased Academy of Excellence, the largest the company has ever awarded. The extensive 1,500-hour program teaches all aspects of tradition esthetics and advance spa therapy, with 30 per cent of the program spent in the classroom and 70 per cent in the spa. Students also get to sample, at least once, all of the treatments they are learning. “This is the beginning of my career and I just can’t wait to get started,” Stauffer said. “I’ve heard nothing but amazing things about this school.” Danielle St. Jacques, registrar of the Academy of Excellence, met with the future student on Wednesday to give her a tour of the facilities and formally begin the enrolment process so she can begin classes in September. “We’ve never done anything like this before. We wanted to do something relevant to the excitement of our 50th,” St. Jacques said, adding they wanted to give back to the community that has supported them. The scholarship was open to all local high school students, but Stauffer’s 17-page application describing her commitment and passion for the beauty industry well exceeded the requirements, St. Jacques said. “She stood out as someone very deserving of the scholarship and we’re very excited to give it to her.” Most of the Academy’s students are funded by student loans, St. Jacques said, and once they graduate they have six months before they have to start paying back their loans. “It’s an amazing opportunity,” said Stauffer. She is already looking to her future with plans of one day opening her own shop and looks forward to the business component of the program, which teaches the realities of starting a business. “It still hasn’t hit me,” she said, after delivering a thank-you card to the school. “It’s such an honour.” editor@goldstreamgazette.com Finance

NASCAR driver Reaume earns a new ride Ex-Highlands resident to make his second straight start After losing his ride on NASCAR’s XFinity Series driving for Obaika Racing, Josh Reaume wasn’t sure when his next opportunity to compete on the circuit might come. The 25-year-old former Highlands resident is back in the saddle, however, and will drive in his second straight race on the series tomorrow, the Owens Corning Atticat 300 at Chicagoland Speedway in Illinois. Reaume, who ran a handful of races for Nigeria-based Obaika to start this season before being replaced by Peyton Sellers, drove the Carl Long/ Derek White Camaro to a 29th place finish in last weekend’s Great Clips 250 at Michigan International Speedway. It’ll be ‘fish on!’ around the strait This year’s derby should boost chinook salmon enhancement funds raised

Organizers of this weekend’s Juan de Fuca Fishing Tournament are expecting long lineups at the Pedder Bay weigh scales as the days grow short. The South Vancouver Island Angler’s Coalition is hosting its annual rod-and-reel extravaganza Saturday and Sunday in the waters from Jordan River to Cadboro Point off Saanich. Christopher Bos, coalition president, says many anglers fish until the last possible moment, hoping to land the big one and leave themselves enough time to either motor their way back to Metchosin via the Juan de Fuca Strait, or drive back, if they happened to be fishing on the opposite side of the strait. “That’s the judgment call (anglers) have to make,” he says. Weigh-ins happen from daylight until 5 p.m. tomorrow (June 20) and daylight until noon on Sunday. “At closing time on the Saturday, we usually have a lineup of about 40 guys,” Bos says. “It’s fun when you run the scale and you see all this.” The number of tickets sold for this Sooke River Chinook Revitalization Initiative fundraiser is capped at 500, and it’s expected to sell out. At $200 per rod, the tickets aren’t cheap, but when one considers there’s upwards of $25,000 in cash offered for the biggest salmon, plus close to $90,000 in merchandise prizes up for grabs, the odds seem pretty good at winning something. This weekend also marks Family Fishing Weekend across the province, timed perfectly for Father’s Day this Sunday. Bos says last year’s derby netted close to $20,000 for the Sooke River project. The goal this year, with higher ticket prices and more awareness, he says, is between $40,000 and $50,000. The awards banquet is being held at 1:30 p.m. Sunday at the Eagle Ridge dry floor arena at City Centre Park in Langford. April 28, 1943 - June 9, 2015 It is with great sadness we announce the sudden passing of Ted, after a short illness. Much loved husband of June for 50 years and Dad to Scott. Ted was born in Langford B. C. he resided there until 1976 when he moved his family to Courtenay, B. C. During his working life he was involved in many major construction projects all over Vancouver Island such as Saanich Municipal Hall, Langford Fire Hall, Mt Washington Ski Resort, Gold River Pulp Mill and Inland Island Highway to name a few. He enjoyed fishing Harris Creek pool 11 and building computers. Ted was an avid Vancouver Canucks and BC Lions fan. Early in our life together he taught himself to play guitar, earning him the affectionate nickname â€œTwangâ€? from his brothers in law. He is survived by his siblings Carole (Bill), Rick (Helen), In-laws Judy, Johnny, Karen, Randy, Debbie (Chris), Rick (Ev) and Terry, as well as numerous nieces, nephews, cousins and friends. Predeceased by his infant daughters Mona Marie and Lee Anne, parents Otto and Myrtle, In-laws Len and Marg Bowers, Len Jr., Dorothy, Barb and Michelle. No service by Tedâ€™s request. Q: HOW DOES LANGFORD’S AFFORDABLE HOUSING PROGRAM WORK? The program requires developers of new subdivisions in Langford to build one affordable home for every 10 single-family lots subdivided. These affordable homes are then priced at 60 per cent of market value. The City, partnering with the Canada Mortgage and Housing Corporation, assists developers by providing free administrative support, density bonuses and streamlined development approvals as incentives. Local realtors provide services free of charge to prospective buyers, while credit unions, mortgage brokers and insurers (including CMHC) streamline mortgage pre-approvals. In 2007, the City expanded the policy by requiring new developments to be B.C. Building Codeready for secondary suites, contributing to density and diversity. It also created visibility requirements such as wide doorways and level entrances to accommodate people with disabilities. Come the fall, two military veterans will have themselves some pretty nice digs in Colwood. Two one-bedroom suites have been offered up by developers Russ and Rob Ridley, in their under-construction condominium project at 300 Belmont Rd. for the use of clients of Cockrell House. That organization, which has its main building at the corner of Sooke and Metchosin roads, has been providing a home for veterans previously living in substandard conditions or worse, homeless, for nearly eight years. Russ actually stays at Cockrell House and was among the people who helped spearhead that project, under the auspices of the South Vancouver Island Veteran’s Housing Society. It was renamed around 2011 after the passing of Jack Cockrell, a tireless advocate for veterans in the region and a man who knew plenty about what is now known as posttraumatic stress disorder, and its effect on veterans trying to integrate back into society after tours of duty. The original market for tenants at Cockrell House was thought to be people in their 60s or older, Russ Ridley said. But as it opened its doors to veterans who were living in substandard housing or worse, homeless, they found that age bracket was a lot wider, with people as young as in their 20s and 30s right up to their 80s, he said. “It’s actually been more successful than I thought it was going to be,” he said, “and more satisfying for myself than I thought it would be, to give back or to help a segment of the community that have in past been

Ridley has long held a special place in his heart for veterans and said he has been pleased at how providing housing for veterans in need can transform them. “There’s a long list of veterans in need that have been helped and gone on to live more productive and more meaningful lives,” he said. Angus Stanfield, who chairs the board for Cockrell House and is also president of the B.C./Yukon Command for the Royal Canadian Legion, has worked closely with Ridley over the years and appreciates the gesture to add to the Cockrell House rental housing stock. “Russ put forward this idea that

instead of writing a cheque to the municipality (for affordable housing), he would like to give a couple of the suites to us to use,” Stanfield said. “I think it’s a fantastic thing.” Having a pair of suites valued at roughly $250,000 for use to whomever the organization sees fit “is really big for us, it really is,” he said. Cockrell House currently houses 14 veterans. Besides the main building, it oversees two suites at Prince Edward Lodge – a third is on the way – and has three individuals placed independently. Three people are on a wait list to get in; Stanfield said they could be either homeless and living in the bush, couch surfing or in rehab. For the Pacific View suites, he expects them to be tenanted by stable individuals who are well known to the Cockrell House program and

likely won’t get back into the work force. From the city’s perspective, Mayor Carol Hamilton said the move by the Ridleys to include veteran’s units in their project is a way to show how the affordable housing model can be expanded. “To my knowledge, (they are) the first of the developers who’ve actually come out with units. Usually it’s a cash contribution,” she said. “This is kind of the next step.” The building containing the two Cockrell House suites will see a total of 32 units and is Phase 1 of the project, with occupancy slated for September of this year.
