Council unveils new Aldergrove rec centre Aldergrove Star

Township of Langley residents will have a new recreation centre in Aldergrove, beginning in May of 2018. This new Township facility will feature a two-level, 550-seat arena and events space, a fitness centre, walking surface, multi-purpose rooms, and an outdoor aquatic facility featuring a six-lane 25 metre pool, waterslides, a tidal pool, current channel, childrens’ aqua structure, picnic areas, and large playground. Plans for the Aldergrove Recreation Centre were announced by Mayor Jack Froese and members of Township of Langley Council during a special unveiling event held at the Aldergrove Kinsmen Community Centre on Wednesday, June 17. The new recreation complex and aquatic facility has been approved for construction on the former Aldergrove Elementary School site at 27032 Fraser Highway, and is scheduled to be completed in 2018. The facility was unanimously approved by Township Council, after years of planning, research, consultation, and community input. Council and staff have worked extensively to plan and design a one of a kind facility, and it is great news for all residents that the facility will be accommodated within existing Township budget envelopes. The budget for construction of the project is $25.789 million.

Of the $25.789 million required to build the complex, $24.589 million will be funded by land sales, primarily from the sale of surplus Township properties in East Langley. A further $1.2 million will be funded by Township operations surpluses. “The centre will provide leisure and recreation activities for people of all ages and interests, all year round,” said Township of Langley Mayor Jack Froese. “The centre has been planned and designed to be unique and provide something that Township residents cannot experience elsewhere, and to complement and add to the already extensive inventory of recreation and aquatic opportunities available in the Township.” “Residents of all ages will come to Aldergrove to enjoy the diverse nature of this new facility, which will become a significant attraction for downtown Aldergrove,” Froese said. “It will allow Aldergrove residents to ‘play local’, and will create a destination that will not only attract thousands of visitors to the community, but will be a step towards the revitalization of Aldergrove’s downtown core and enhancing economic development in the area.” The outdoor aquatic facility will replace the 50 year old Aldergrove outdoor pool with a sixlane, 25-metre outdoor leisure pool that will be open year round and has the capacity to accommodate swim clubs. More problems with cloudy water have delayed the opening of the Aldergrove outdoor pool by six days until Sunday, June 21. An unsigned memo from the recreation, culture and parks department to Township council reports an attempt to fix a paint problem that forced repeated shutdowns last summer has failed and more work will be required. Fresh paint applied to the walls of the pool leached into the water last year, making it cloudy. While the cloudiness didn’t present a health hazard to swimmers, it was con-

sidered a safety issue because it made it impossible for lifeguards to see the bottom of the pool. Based on consultations with other municipalities and painting contractors it appears it was a case of poor preparation of the pool surface before painting and failing to give the paint enough to cure before the pool was filled with water, the memo discloses. The municipal department hired a contractor to properly prepare the surface and repaint the pool before the 2015 season. The work needed 10 days of warm weather to make sure the paint was properly cured. By the end of May, the work was done

and municipal staff filled and heated the pool. “ … everything [was] looking treat until late last week when the cloudiness returned” the memo says. The pool has been drained and the contractor has applied a coating of sealant over the paint. Once the sealant is cured, the pool will be refilled. “We are very hopeful that this course of action will solve the water clarity issue and there will be no need for further closures” the memo states. The outdoor pool in Fort Langley has experienced the same problem and has also had a coat of sealant applied. It will open as scheduled on June 22.

New pool, arena to open here in May of 2018 FROM FRONT:

The environmentally-friendly complex is planned to convert the energy produced from cooling the ice in the arena to heat the pool in the fall and winter, meaning people can swim laps, take lessons, and participate in aquafit all year round. The year-round features will also include two hot tubs, a large playground similar in scope and size to the one at Willoughby Community Park near the Langley Events Centre, and picnic and seating areas. From May to September, the complex will help replace the missing Aldergrove Lake experience, featuring a tidal pool, a current channel that people can walk or float around, a water slide tower with body and tube slides, and a childrensâ€™ aqua structure. The seasonal outdoor features will also be opened between October and April for special events such as Halloween, Christmas holidays, Family Day, and Spring Break. The Aldergrove Recreation Centre will also replace the Aldergrove Community Arena, which is facing significant capital expenditures in upcoming years. Staff and consultants have determined that it makes economic sense to replace the old Aldergrove Community Arena and enhance it with a new exciting arena and events space. The new two-level community arena and events space will feature an ice surface and dry floor, a walking surface around the perimeter on the second level, and seating for approximately 550, which will enhance the experience of playing and watching sports and events in Aldergrove. The Aldergrove Kodiaks hockey team will have a dedicated team room and office, and change rooms and community sport offices for Aldergrove Minor Hockey and Aldergrove Figure Skating will also be provided. The new Aldergrove Recreation Centre will also feature a fitness centre and weight room, with a wood sprung floor room and multipurpose room similar to those in Willoughby Community Centre and Willowbrook Recreation Centre. The desire to build a new facility in Aldergrove has been discussed since 1991. â€œAfter years of discussions with user groups and the public, council has taken a direction for the project

outdoor pool. It has been determined that restoration of the building and upgrades to fit within the new recreation complex, along with removal of asbestos, will cost in excess of $2 million, while relocating the building to a new foundation at the park is estimated to cost $1 million. Alder Grove Heritage Society spokesman Erik Simonson is pursuing senior government funding for the school relocation project, which would see the society operate the building as a museum and cultural centre alongside its existing Telephone Museum across the street from Philip Jackman Park. As part of the project, the Township will also be completing community transportation upgrades prior to the facilityâ€™s opening, including the installation of a traffic signal at 270 Street and Fraser Highway, a pedestrian crosswalk at 270A Street and 29 Avenue, and road and sidewalk enhancements leading into the facility from Fraser Highway and 29 Avenue. Township residents will have a chance to find out more about the project and see everything that will be featured in the complex at a number of public information sessions. Sessions will be held at the Township of Langley Civic Facility on Thursday, June 18 from 2 to 7 p.m.; at the Aldergrove Kinsmen Community Centre on Saturday, June 20 from 10 a.m. to 5 p.m.; and again at the Aldergrove Kinsmen Community Centre on Tuesday, June 23 from 10 a.m. to 12 p.m., 2 to 4 p.m., 6 to 9 p.m. Further opportunities to review the project will be offered during Aldergrove during Aldergrove Festival Days, July 17 to 19, and again in the fall. On June 27, it’s going to be raining cats and kittens in Langley. The Langley Animal Protection Society (LAPS) is hosting their first ever “Kitten Palooza,” an adoption extravaganza to find homes for the abundance of kittens currently in LAPS’ care. The event will be held at the Patti Dale Animal Shelter, 26220 56 Ave., and at the LAPS satellite adoption centre in the Abbotsford Petsmart, 1305 Sumas Way, on June 27 from 11 a.m. to 3 p.m. Kitten season is well under way and LAPS has a record numbers of kittens dropped off at its door already. The shelter currently has almost 100 kittens in foster care. Approximately 50 kittens are available for adoption in the weeks leading up to Kitten Palooza. “We have more kittens now then we’ve every had in our history,” said Jayne Nelson, manager of animal welfare at LAPS. “This is really early too. Our peak kitten season doesn’t start until July and into August,” said Nelson. Right now there are 13 litters in foster care with volunteers and staff. Nelson has had a litter in her charge since they were one week old. “I have two female tortiose and one ginger boy. They will be ready

Until a kitten reaches four weeks of age, they have to be bottle fed every 1.5 hours and are unable to urinate or defecate on their own. It means a lot of sleepless nights and tired foster parents but it is so worth it, said Nelson. She has had her kittens since they were one week old. Litters have been coming into the shelter from all over — from acreage property, and one litter was found in the drywall of a construction site. Another woman had more than 30 cats/kittens on her acreage property. Another litter was born on a car driver’s seat, after the window was left open at night. Another litter was born in a Langley factory.

These are all from feral cats, of which there are many more than people realize. Kittens born to a feral mom are not feral themselves, Nelson said. “As long as we get the kittens before the 10-week mark, they are perfectly normal,” she said. “After 10 weeks, it is hard to get the wild out of them.” Their black kittens are always the last to go, which is still a sad reality on the animal shelter world. “They are actually great lap cats, sweet-natured,” said Nelson. The first 30 people who adopt at the event will receive a kitten goodie bag and everyone who adopts on June 27 will be entered to win a grand prize. Many lovely adult cats will also be available for adoption “In order for us to help more homeless kittens, we need our Kitten Palooza to be a huge success,” said Sean Baker, executive director, “We’re running out of room.” People can adopt and take home kittens on the spot, said Nelson. Cost for a kitten is $200. Prior to adoption, all cats and kittens are spayed or neutered, tattooed, and receive their first set of vaccinations, plus de-fleaing and de-worming treatments. The adoption fee also includes a free checkup with a veterinarian within three days of adoption, six weeks of free pet insurance and a bag of premium Royal Canin food.

Rita Heslop usually speaks to her younger brother Ken Berghall every few days. Berghall, 51, also keeps in regular contact with his 25-year-old daughter Christina, who lives in Kamloops, and he always looks forward to her visits. So it was out of character for Berghall to be absent from his Abbotsford home when Christina arrived for a scheduled weekend visit on May 22 and for him to not answer any of her phone calls. That’s when his family became concerned and, on May 27, Rita reported to the Abbotsford Police Department (APD) that Berghall was missing. Rita and her husband Bruce, who live in Aldergrove and own Diamond Bar Equipment, attended a press conference Thursday morning outside of the APD to issue a plea to help locate Berghall. “I know that people looking at his picture see a 51-year-old man. I see my little baby brother, and I just want him to be found. Any help would be greatly appreciated,” she said. APD Const. Paul Walker said Berghall has not been seen or heard from since May 20. On that day, he was active on Facebook, and at about 4 p.m., video surveillance captured him making a purchase at the Highwayman Pub liquor store in Abbotsford. Walker said that is the last known location of Berghall. He has not done

any financial transactions since, and possible sightings reported by the public have been unfounded. Police believe that Berghall was last driving a black 2000 Ford Explorer – a vehicle that he often borrows from a friend – with licence plate 806 XNR. Walker said police do not believe foul play is involved in Berghall’s disappearance. Rita said her brother – her only sibling – is a heavy duty mechanic and an “avid outdoorsman” who loves four-byfouring and is a “mud racer.” He always informs her when he is going away on camping trips and lets her know when he will be back, she said. Berghall has no history of mentalhealth concerns, and he had recently seen a doctor about some heart issues, but the family wasn’t aware that it was anything serious, Bruce said. Rita said Berghall was in an ATV accident a few years ago and the resulting back injury left him with a noticeable limp on his right side. Walker urged the public to keep an eye out for a Ford Explorer that might have gone off the road, and issued a plea to Berghall. “If Ken is out there (reading) this, the family, as well as police, would just like to hear from you. The Canadian Food Inspection Agency’s (CFIA) declaration that British Columbia is considered free of avian influenza was welcome news to provincial agriculture minister Norm Letnick. After the federal agency issued an allclear following a 90-day intensive surveillance period, Letnick issued a statement praising the CFIA, industry and local authorities for their quick action. “I am grateful that the response plan developed by industry and government was successful in eliminating this out-

‘Poverty comes with many faces,’ says Gateway of Hope executive director Aldergrove Star

Demand for help — whether it comes in the form of a meal, a bed or a hot shower — is on the rise in Langley — and it shows no sign of slowing. Last December, the Salvation Army’s Gateway of Hope distributed more than 550 Christmas hampers to singles, couples without children and to seniors struggling to make ends meet within the community. That is a record number for the shelter. And so far in 2015, the number of people looking for help is continuing to grow, said Jim Coggles, Gateway of Hope executive director. As summer approaches, Gateway of Hope has experienced significant increases in the number of people accessing some of its key services, he said. “We’ve seen a marked increase over the last two and three months in the number of people coming to our daily community meal. “Rising from an average of 100 meals served for lunch or dinner daily, now we’re serving as many as 150. “In fact, one Sunday dinner this past month saw a record number of 180 meals served out of the warm and welcoming community kitchen, which the four local Rotary Clubs helped financially to create five years ago when Gateway of Hope was constructed,” said Coggles. People of all ages and

varying levels of low- to noincome or need are welcome. Although there have been some new faces in the crowd recently, the shelter is also seeing many regulars, who might normally come two or three times a week, now coming more often because they’re having a tough time getting by. “Our staff connected with one young couple who both recently lost their jobs and, consequently, their home. They’re now living in a tent and coming to us for hot meals and showers — literally, just to survive,” said Coggles. “Our beds here are full and we’re doing whatever we can to help.” Gateway of Hope’s community meal isn’t the only program experiencing high demand these days. The income tax preparation program offered by Gateway’s Community and Family Services Office has processed a record number of tax returns this year for individuals and families who qualify for this needed service. The numbers have climbed from an average of 270 returns over the past few years to over 360 this year. “This is significant, because most of the men and women coming to us for this service are not necessarily homeless, though a number of them are certainly at risk,” said Coggles. They’re either living on a limited pension or income

assistance or they are the working poor — living below the margin, he added. And this group of vulnerable community members seems to be growing. “The reality is, poverty comes with many faces; the visibly homeless person on the street; the senior living on a greatly restricted income; the individual with a physical or mental health condition on income assistance, or the single mom trying to care for her family on minimum wage. There are people all around us who are struggling just to survive.” But there is something the community can do to help, said Coggles. People can donate or volunteer and then they can ask others to help out as well. Many of the critical services Gateway of Hope provides rely entirely upon community funding, so financial support is vital not just at Christmas, but all through the year. Volunteers help in a variety of ways, too, accounting for almost three quarters of the workforce. Anyone who would like to help out is invited to call 604-514-7375. “We would love to hear from you. The annual 3rd Canadian Army Veterans (CAV) Ride for the Fallen returns to Langley on Saturday, June 20 with a memorial service at Langley’s Derek Doubleday Arboretum. The event, held each June for the past six years, pays tribute to Silver (Memorial) Cross families — Canadians who have lost spouses, sons and daughters during active duty. Five of those families will be in attendance at the Langley event, said Ride For the Fallen founder and president of 3rd CAV ROME unit, Barry Drews. From its inception, said Drews, the day has been meant as an opportunity for Silver Cross family members to remember those who made the ultimate sacrifice. But the public is also invited to come to Doubleday Arboretum to welcome the riders and pay their respects. Drews expects they will arrive around 12:30 p.m., but advises anyone who wants to attend to arrive early. The motorcycle cavalcade — which he estimates will include about 300 riders — will leave Trev Deeley Motorcycles in Vancouver at 11 a.m. and travel along the TransCanada Highway, passing the Highway of Heroes sign, located between 232 and 264 Streets, before returning to the arboretum between 208 and 216 Streets on Fraser Highway. In years past, members of the public and emergency responders have gathered on overpasses along the highway to wave Canadian flags and salute the motorcyclists as they pass. Once they arrive at the Arboretum, the motorcyclists will proceed along the Walk to Remember and gather at the Afghanistan Memorial Monument. Township of Langley mayor Jack Froese will attend and Langley MP Mark Warawa will fly in from Ottawa to attend the event, said Drews. When he first came up with the idea for the ride, the intent was to create Western Canada’s version of Ontario’s famed Highway of Heroes. Since the sign was unveiled during the 2012 Ride for the Fallen, the initiative has expanded across Canada. Currently, the only province that does not have its own designated Highway of Heroes is Prince Edward Island, said Drews. He expects that will change by next year.

Township to review growth in legal drug dispensaries By DAN FERGUSON Aldergrove Star

As far as anyone can tell, Langley Township hasn’t experienced a sudden growth in businesses dispensing medicinal marijuana and methadone. Councillor Charlie Fox would like to keep it that way. Fox raised the issue at the Monday afternoon meeting of Township council, referring to the “sudden surge” of marijuana dispensaries in Vancouver and an increase in the number of pharmacies dispensing methadone “next door,” an apparent reference to Langley City. Ten of the 12 pharmacies in the City currently dispense methadone, more than triple the number a year ago. The City recently

learned that its bylaw banning methadone dispensation without supervision by the Fraser Health Authority is a violation of Canada’s Charter of Rights, and therefore not enforceable. Heroin addicts who replace the drug with liquid methadone usually take it daily, a $20 profit for the pharmacy each time because it can charge a dispensing fee plus a fee for watching the person take their dose. A 2011-12 report from the Provincial Health Officer shows the number of pharmacies dispensing methadone has more than doubled in B.C. since 2001-02 when the government made changes to PharmaCare coverage of methadone. Vancouver is struggling with an increase in unlicensed marijuana dispensaries over the last three years, from 20 to 94. The city is looking at new regulations that would include a $30,000

annual fee and a requirement that stores must be 300 metres away from schools and community centres. Fox said the Township should find out what measures other communities are taking to deal with methadone and marijuana dispensaries before it becomes a problem locally. Staff will investigate and report back to council, but it doesn’t appear there is a serious problem. Ramin Seifi, the municipal general manager of Engineering and Community Development, told council the Township “hasn’t had any experience” of rapid growth in either type of dispensary. Seifi said municipalities cannot prohibit dispensaries, only regulate them.

Water conservation encouraged while ‘Stage 1’ restrictions in effect Aldergrove Star

With the warm days of summer upon us, it is tempting to use more water to help beat the heat. In fact, water usage doubles during the warm season, which means more strain on the environment and our limited resources. This is especially true in Aldergrove, Gloucester, and Salmon River Uplands, which currently rely solely on groundwater drawn from local aquifers. If too much water is extracted in these areas, the Township risks a potential water shortage. To help prevent such a shortage, four stages of water restrictions can be declared in accordance with regional requirements, as implemented through the Township’s Water Shortage Response Bylaw 2012 No.4909. The Township is currently under Stage 1 water restrictions, which regulate lawn

Under Stage 1 Water Restrictions, residential lawn sprinkling is only allowed from 4 - 9 a.m. on Mondays, Wednesdays, and Saturdays for homes with even numbered addresses and from 4 - 9 a.m. on Tuesdays, Thursdays, and Sundays for homes with odd numbered addresses. Champoux captures gold, bronze By GARY AHUJA Aldergrove Star

Competing up an age group was no problem for Megan Champoux. The 15-year-old Grade 10 student could have run at the junior level. But with an eye on qualifying to represent Canada this summer at the World Youth Games in Colombia, Champoux ran at the senior girls level over the weekend at the B.C. high school track and field championships at McLeod Athletic Park. And Champoux did not look out of place, snagging a pair of personal bests en route to a gold and bronze medal in the senior girls 400m hurdles and 100m hurdles races, respectively. “I was running as a senior, so it was a little nerve-wracking,” she admitted. “But really, I was just looking forward to (trying for) personal bests and improving my time in the 400m hurdles going towards worlds. “I was just looking forward to doing my best.” The junior girls division only offers a 300m distance at the hurdles, but Champoux wanted as many opportunities as she can get to try and improve her time in the 400m hurdles in hopes of qualifying to represent Canada. Megan Champoux won gold in the senior girls 400m hurdles at the B.C. high school track and field championships at McLeod Athletic Park. Champoux also won bronze in the 100m hurdles. 400m hurdle title with a time of 1:00.56, edging Cowichan’s Chicago Bains for the gold medal. This was on Saturday and it was payback for Champoux as the day before, it was Bains winning gold in the 100m hurdles with a time of 14.41. Champoux was third at 15.20. Champoux also placed fifth in the 400m. The pair are friends and Champoux said she knew she was

in tough. “I know she is a tough competitor (and) we were close in times,” she said. “It was a tight race, pretty back and forth.” Last year at the junior level, Champoux won bronze in the 300m hurdles. Champoux will look to improve on her 400m hurdle time this weekend as she competes at a meet in Coquitlam with the Langley Mustangs Track and Field Club.

Rahe buzzer-beater sends Junior Thunder to victory Aldergrove Star

Another great season of Aldergrove Youth Spring Soccer wrapped up on Monday, June 15, with a pizza party for the 198 participants. Over the past 10 weeks the youths have been honing their skills and practicing at the twin turf fields at Aldergrove Athletic Park. The weather’s been superb and the fun has been non-stop. The program, which has won praise from BC Soccer for its innovations and low cost for participants, has been running for eight years now, for ages four to 12 years old. It is for the fall soccer participants who can’t get enough in their regular seasons as well as those who can’t play fall soccer because of other commitments.

Facciotti stays on track Aldergrove Star

The revving of engines fills the air. Rags polish, canisters spray, and gloved hands crank throttles on Honda motorcycles lined up one by one on a remarkably sunny day at the West Shore Motocross Park in Langford. Today is a good day for riding. “Motocross is (about) the freedom of being, of controlling something on two wheels. Your heart pumps and (so does) the adrenaline when you’re jumping and doing corners and racing,” says professional motocross rider Colton Facciotti. “It’s crazy lining up with 40 guys going for the whole shot at the start - there are tons of elements that make it rewarding and interesting and well worth it.” Facciotti would know. The four-time Canadian motocross champion is one of Canada’s top riders, travelling internationally to ride and race. Having turned pro at just 14 years old, the fully sponsored 27-year-old Aldergrove resident finds himself reflecting on the intricacies of the high risk, high-reward professional side to a sport he is so passionate about. “Pretty much the only downside to motocross is the injuries. It’s not too bad at the younger level, but when you get to the bigger bikes and pro levels, you’re pushing the limits of yourself and the bikes,” he says. “I’ve broken my neck … both arms, both legs, both collarbones, separated both shoulders and the list goes on and on.” The amateur level of this Colton Facciotti growing sport is different, he says. West Shore Motocross Park owner Jeff Evernden concurs, saying that providing a safe and fun environment for the whole family is the key. “Motocross, for the most part is really about the family going out riding,” he says. “People get into it to ride and have fun and explore the freedom – it’s just you and your motorcycle or you and the mountains. Or explore a track, go faster through a corner, get some air. It is definitely a thrill sport.” A rider for more than 40 years, the Metchosin resident opened the course behind Western Speedway in 2008, 11 years after the next closest track to Greater Victoria riders closed in Duncan. As the overseer of one of only five motocross tracks on the Island, Evernden says the sport is on the upswing. By his count, he’s seen more than 10,000 kids come through the Langford facility since it opened. “Motocross is one of the greatest sports going,” he says. “It’s an individual sport, you get the physical challenge and as you grow, you reap the rewards … it builds a lot of character.” Facciotti, practising on the West Shore in preparation for a race in Nanaimo, says motocross is as physically and mentally demanding as any sport on the planet. “I’ve had friends say ‘you just sit on a bike and turn the throttle.’ But when we’re riding our heart rates are maxed for the full 35 minutes,” he said. “If anyone thinks that (way), take the bike around for a lap or two and (your minds will be) totally changed.”
