ning regarding the development of a School Development Strategy. This process is expected to be completed by December 2015 and could substantially change the future use of the District’s schools and facilities and likely includes school closures. An efficient use of facilities will enable the district to keep resources in classrooms and provide the best services to support students. In order to balance the budget and meet administrative savings, the following adjustments are planned or have been implemented: • Phase out International Program $8,590; • eliminate 1.375 FTE managerial positions ($123,000); • reduction of 6.2 FTE teaching positions ($576,600); • Reduction of .5 FTE custodial position ($21,590; • reduce equipment replacement – technology/school ($50,000); • consolidate learning resources software ($20,000); • decrease diesel fuel budget ($20,000); • relocate aboriginal education program ($4,220); • reduction in purchase of carbon credits ($2,000). The preliminary 2015/16 budget will be balanced by reducing the operating surplus from the 2014/15 operating year, as a one year transition. The amount of the appropriation from this year’s projected surplus is $131,200. For more see Friday’s Observer.

Facing a funding shortfall of approximately $901,000 the Quesnel Board of Education announced plans to balance the 2015/16 budget. The Annual Budget Bylaw is set at $38,292,042. Student enrolment is projected to decline by 121 school-aged full time equivalent (FTE) and 60 adult FTE for the 2015/2016 school year. The board anticipates declining enrolment and cost pressures will contribute to a significant portion of the shortfall in funding at approximately $699,000. The remaining shortfall is attributed to the administrative savings target implemented by the Ministry of Education in the amount of $202,000. The administrative reduction is allocated outside of funding protection and districts have flexibility in how administrative targets are achieved without impacting classroom instruction. The total funding shortfall is $901,000. Education partner feedback was gathered through partner meetings allowing the Board to receive input regarding the shortfall. Discussions focused on how to deal with the reduced funding and what the board should focus on over the next two years. Education partners included school-based Parent Advisory Council representatives, the general public, Quesnel District Teachers’ Association, and the Quesnel Principals’ and Vice Principals’ Association. Storm water project at LeBourdais Park WHITNEY GRIFFITHS Observer Reporter Council addressed public concerns raised regarding the pegs alongside the trees next to the highway in LeBourdais Park. The pegs marked the initial route for the Wilson/Jones Street Storm Water Connection Project. The 2015 Capital Works Program includes $155,000 for storm water improvements, which will take place in LeBourdais Park. The most costeffective route would involve removal and replacement of nine trees located between the highway and the Rotary Ball Park, including two citizen of the year trees which would be replanted. The route would also require removal and replacement of the safety netting and poles, as well as the fencing along the third-base line of the Rotary Ball Park from the dugout to the outfield. This route would require a greater amount of removals and replacements it was determined to

The majority of council voiced concerns over the removal of the trees and the negative impact this could have. They also voiced concerns over the possibility of route incursion into the pipe when the saplings matured and the additional labour required for this more cost-effective route. “My concern about this is that those trees are iconic. They may be a little bit problematic and may need to be pruned out of the nets, but it is an iconic part of driving into out community,” Mayor Bob Simpson said. “The second is the removal of those trees means that our

park is right in the highway. There is not buffer between the highway and LeBourdais Park. We need to be conscious of that and putting

saplings in there not only means may be dealing with root incursion into the pipe, but it is going to take sometime to recreated that buffer with the highway and recreated that iconic look there.” Because of these various concerns council’s decision was to move forward with the second option – which involves looping the pipe to the west around the Rotary Ball Park. This option will

This roundabout route require the pipe to be installed at a flatter grade, however it was assured it will not compromise the system.

As Chair of the Tourism and Civic Pride Committee (TCPC), a very hard working group of volunteers and stakeholders, I thought it important to mention some of the happenings in Quesnel and area now and in the near future. For locals and many tourists alike it is a wonderful time to be on the water fishing. People come from far away to enjoy the angling experiences that we are lucky to have. Local lakes like Dragon, Ten Mile, Bouchie and many others are extremely productive right now. Whether fly fishing with chironomids and micro leeches or trolling a flat fish, this is the time to be on the water with friends and family! We are fast approaching many events that will entertain us all once again. After being featured internationally on the TV program “Airshow”, SkyFest 2015 on the August long weekend promises to be bigger and better than ever with the return of the Snowbirds, the F-18 team and many other performers. There will be a special twilight show on Friday night and regular shows on Saturday and Sunday. Camping on site is available so get your tickets fast! Barkerville, the historic site like no other is open and ready for all to explore! Take the whole family to enjoy the history of our wonderfully diverse area. We have the largest free family event in the Province here in Quesnel! Billy Barker Days will be a fantastic draw for the community again this year! The Farmers Market is running every Saturday so shop local and get all the fresh vegetables you need. Rodeos, the Fall Fair and so much more this summer for your enjoyment. CRD proposing fire resolution The Cariboo Regional District (CRD) will be submitting a resolution to the Union of British Columbia Municipalities this fall which calls for changes to the proposed fire inspections of public buildings in rural areas. The CRD resolution calls for the provincial government to provide the resources necessary to inspect and enforce provincial safety regulations, including the Fire Services Act and its regulations, through either the Office of the Fire Commissioner or the BC Safety Authority rather than pursuing options to download the responsibility for inspections and enforcement of provincial regulations on local governments. At the annual Regional District Chairs/ CAOs forum held on March 24 – 25, the topic of fire inspections in rural areas was raised. The discussion focused around the fact that the province has indicated that it intends to mandate regional districts to perform fire inspections of public buildings in the rural areas.

Recruitment Lynn Roberts and Trevor Barnes appeared before the Cariboo Chilcotin Regional Hospital District Board on behalf of the Central Interior Rural Division (CIRD) of Family Practice. The presentation provided an overview of what has been accomplished over the past three years as a result of the Cariboo Chilcotin Recruitment and Retention program in recruiting physicians and health professionals to the region. One of the strategies highlighted was the successful Red Carpet Program in 100 Mile House which welcomes potential health care professionals to the area. More information about the CIRD can

Urology The CRD received information that after an extensive review, Interior Health has confirmed the restoration of Urology Services at the 100 Mile and District General Hospital. This unique outreach program will be supported by urologists at Royal Inland Hospital in Kamloops. It will allow for the provision of health care closer to home for patients, reducing travel time to receive specialized services elsewhere.

Feasibility study The CRD authorized up to $6,000 of Rural Feasibility Funds for two separate water system projects within the region. The CRD has been requested by Saunders Enterprises Ltd., to take over the 103 Mile Water Utility. A request was also received from the Benjamin Water and Utility Ltd., to assume control of its water system near the Red Bluff area in the north Cariboo. Thorough evaluations of both systems including current conditions and required improvements will be noted.

Big Lake Grant The Regional District will be sponsoring a funding application for the Big Lake Community Association to the Farm Credit Canada AgriSpirit. The Association is requesting $18,000 in grant money to help in the replacement of the staff housing unit at the Big Lake Community Hall property. The housing unit is reaching the end of its effective lifespan and has become badly deteriorated. The total cost of the project is $70,000 and the association intends to cover the remaining cost through a combina-

tion of existing reserves, further grants, targeted fundraising and in-kind donations of labour and equipment. The proposed grant sponsorship will be at no cost to the Regional District.

Discretionary funds

The CRD endorsed a resolution to authorize up to $5,000 of feasibility funds to look into a potential framework and cost for a highway rescue services in the South Cariboo. The proposed framework would include all of electoral areas G, H and L and the District of 100 Mile House. CRD staff will be reporting back with options to the next South Cariboo Joint Committee. If this study shows the project is feasible, a referendum would be held to ask residents if they wish to contribute to the 100 Mile Highway Rescue Services. It is estimated that it will cost approximately $30,000 to $40,000/year to operate this service based on preliminary investigations.

The Regional District directors authorized $100 in discretionary funds from each of Electoral Areas G, H and L, for the Mill Girl Follies performance at Martin Exeter Hall. The District of 100 Mile House will also be providing $100. The Board also authorized a total of $400 of Electoral Area K Discretionary Funds. A total of $200 will be used to support the Riske Creek Turkey shoot while another $200 will be used to make the Alexis Creek Community Hall washrooms wheelchair accessible.

SNIPPETS FROM TURKEY

How the Turks do business

I have the good fortune to know some Turks who love to travel and share their culture. Each trip has afforded new sights and delightful cultural differences. Snippets from Turkey are just a few of my observations from this amazing historical world that tries to blend modernity with tradition. urkish cities, large and small, are all busy places. Yes, there are larger chain stores, but this world is built on small commerce where you might find three book stores within one city block. There are at least 10 bakeries within a five-minute walk from here. Quesnel struggles to support our one bakery and our one bookstore. Wherever I walk, I find shops selling watches. We stopped at one with a need for a new band and within minutes we were on our way, just a few liras poorer. This fellow provided a new band and replaced it himself for less than $5 Cdn. There are plastics stores that carry everything from buckets to hosing and sandals. It was in one of these that I found a comb. Wedding dress stores have the premium window space to display the white gowns and traditional dresses. Kuafors are hairdressers and they are nearly as plentiful as bakeries. In the summer, when the heat of the day slows life down, it is easy to find someone to cut hair at 10 p.m. at night. And sometimes these shops are fully in view so ladies with colour and foil are happily chatting as the transformation occurs. The nuts and dried fruit stores display their wares in large sacks and the owners are not concerned about the thefts by birds. Next to breads, selling tea is a big small business. In any market area, you will see young men delivering tiny glasses of very strong tea. There

Quesnel SkyFest Society benefits from provincial grant As both the MLA for Cariboo North and the Minister of Community, Sport and Cultural Development, I am grateful for the wonderful work done by so many outstanding citizens and the organizations that they serve across our province. It’s important to acknowledge the work of local volunteer organizations who are dedicated to providing services and programs. Community gaming grants enhance the ability of these organizations and support furthering skills and knowledge. Every year, our government ensures that British Columbians share the benefits of gaming revenue. Revenues from gaming support a variety of organizations and service providers including healthcare and education – services that benefit each of us directly or indirectly. Organizations that receive grants also include sports, arts and culture as well as human and social service organizations. Human and social service organizations help British Columbians cope with challenging life situations in communities throughout our province. More specifically, food banks, hospice societies, hospital auxiliaries, counselling services, wellness providers, or service clubs are some of the many groups that our government helps fund. We recognize their compassion, committed volunteerism and dedication to helping those in our communities. Recently, the Quesnel SkyFest Society received a $40,000 community gaming grant to ensure the continued success of the International Air Show event, which will be held on August 1 and 2.

Tragedy serves as a reminder

T

he horrific earthquake in Nepal has prompted a wave of generosity from Canadians, which is very heartening. For the next month, the federal government has promised to double contributions made to Canadianregistered relief agencies that are working to help people who have been displaced by the earthquake, which took place on April 25. It is a good incentive to give generously. Here in B.C., there are lessons we can learn from the Nepal earthquake. While there are vast differences in building standards between Nepal and B.C., it is important to point out how dangerous multi-storey buildings can be when a quake strikes. While newer buildings in B.C. are built to withstand strong earthquakes, older ones are not. Knowing exactly what to do is important, but perhaps equally as important is knowing what would likely happen to the building you live or work in, should a powerful earthquake strike. We will have a strong earthquake here at some time. The fault lines, as in Nepal, are nearby. Roads, airports, rail lines and other transportation arteries can suffer severe damage in earthquakes. That can mean help will be a long time in arriving. It is important to have a supply of water, medical supplies, food to eat and plans for shelter, because it is entirely possible that you will be cut off from assistance for two or three days. Also important is a means of communication. Having a landline telephone as a backup isn’t a bad idea here, where landlines are easily available. Access to information is also important. If the power is out, how will your computer or cellphone be charged? Do you have access to a battery-powered radio, and flashlights? Most of the issues that keep people safe in earthquakes aren’t big ones — but they do require thinking ahead. The Nepal earthquake is a good reminder of that. -Black Press

Sacrificing farmland for climate change

I

t was 2008 when word first surfaced that B.C. farmland was being bought up to grow trees as a European carbon offset. Reckitt Benckiser Inc., a British-based global manufacturer of household products such as Lysol spray and Calgon laundry soap, bought 1,500 hectares east of Vanderhoof and planted aspen. For comparison, that’s about the size of downtown Vancouver from 16th and Oak to Stanley Park. Since tree growing is permitted in the Agricultural Land Reserve, a use intended for fruit, ornamental or nursery trees, no permission was needed. And to meet the carbon offset rules of the UN’s International Panel on Climate Change, a 100year restrictive covenant against harvesting trees was issued by B.C.’s land titles office. Goodbye farmland. After that deal, the B.C. government changed legislation in 2011 to require permission from the Agricultural Land Commission to make these covenants valid. Agriculture Minister Norm Letnick says he is waiting for that process to be tested.

B.C. Views It likely will be soon. Reckitt has bought another 7,000 hectares of cleared farmland from Prince George down through the Cariboo to Quesnel. NDP agriculture critic Lana Popham has been tracking these acquisitions, and she says there are more deals in the works. Last fall, the Bulkley Nechako Regional District wrote to Victoria Wood, Reckitt Benckiser’s “global head of sustainability,” telling her that “the planting of trees on centrally located and productive agricultural lands is not appropriate” and would weaken local farm economies. Wood responded that the RB Trees project targets only “marginally productive” land such as pasture, abandoned farms or those that have been up for sale for long periods.

Remember B.C’s own Pacific Carbon Trust? This Gordon Campbell brainchild to sell carbon offsets was quietly greenhouse gassed after the Auditor General revealed its first two big projects were of questionable value to say the least. Finally, does anyone really think that returning B.C.’s scarce farmland to forest is a good way to change the weather? Would it offset the loss of local production and trucking in farm produce from elsewhere? And where are B.C.’s tireless food security advocates on this dubious scheme? Former Cariboo North MLA Bob Simpson raised the issue in the legislature in 2008, noting that Crown land near Vanderhoof had been sold for farming, bought by a numbered company and then “flipped” for around $1 million to RB Trees. Now mayor of Quesnel, Simpson takes issue with the company’s claims with his usual shyness. “It’s bull----,” he told me. “This isn’t marginal land.” He said it includes prime alfalfa fields and historical ranch and forage crop lands. In one case, neighbours found out about the new use when they saw a helicopter spraying herbicide to prepare the area for tree seedlings. In the Cariboo as in other rural B.C. areas, aging farmers want to retire and young people keen to work seven days a week are in short supply. So naturally there is pressure to sell. Perhaps Letnick is right, and the ALC will stop productive farmland from being turned back into forest. While we’re waiting for that, here are a couple of other questions. Penticton woman praises Gold Pan council Editor: I’m not against change and I am a senior. What I am against is greed, waste and stupidity with a side ordered of entitlement. Sell off parks? What, so you can sell a building permit? Did you know that designated park areas are not parks? If the tooth fairy gave the land to the city it could become a park. Then, of course, the city could sell it. We lost the opportunity

to add parkland surrounding the existing BMX track. The city had no funds to pay fair market price. We all expect to get fair market price when selling property. After 25-plus years, where is the quantifiable plan and monies to buy the designated lakeshore properties? Leave our parks as parks. We have reverse votes on costly improvements and biased survey questions to achieve the results city council wants. What the taxpayer is

offered is expensive, more expensive and ridiculously expensive. So we look at the SS Sicamous proposal. The current around the spillway can be very strong. Does this city have a police/fire rescue boat? Does this city have pollution booms? Does this city have security for the SS Sicamous? You’ll need it with the moorage there. Does this city really plan to give away a tiny, wonderful wilderness area

within it’s boundaries? Most cities would advertise it as a treasure and use it as a drawing card. I have the perfect Facebook picture to represent city hall’s nurturing of parks — the dog park. City hall buys a barrel of Round-up to replace a parks worker. Hire local, permanent staff, clean up the wonderful walkways that run through this city. Advertise them! Clean up the garbage, power wash the sidewalks, repair the hillside stairs

(for example the ones on Vancouver Hill) and fix what’s broken. Make what we have the best it can be for the people of this town. Chances are it won’t cost millions. Oh yes, on the entitlement issue. Did you know that the mayor and council of Quesnel declined their wage increase because of the towns economic climate? Kind of makes you go hmm doesn’t it? Lynn Crassweller, Penticton

ith every hoofbeat and every community, Communities for Veterans, Ride Across Canada (CFVRAC), is gaining recognition and support. What began with Paul Nichols dream to have communities across Canada recognize, support and honour Canadian veterans, has become a reality as his intrepid band of men and women make their way province by province, stopping in communities, connecting with veterans and engaging communities. As of this week, CFVRAC was in Calgary, Ab. The journey across B.C. allowed Nichols and his crew to iron out the kinks in their procedures and traverse what he described as rugged, rugged terrain. “Riding through the Skagit Valley and behind Chilliwack was rugged, rugged territory and I believe that will be the worst section across Canada,” Nichols said. “The trip to the mountains really taught me a profound respect for the pioneers who opened up this country. It took all my bag of tricks to get through it with Zoe.” However, he had nothing but praise for Zoe’s performance. Things on the road are getting better and better and Nichols reported they are all getting used to life on the road. His original estimation was 700 veterans across Canada would join CFVRAC in towns and cities across the country and Nichols said they have already signed up about half that number and they’ve got many months to go. As for media coverage, he was happy to say the word was

finally getting ahead of them with national networks and local coverage broadcast before they get to a community, so people know they’re coming. “Fundraising events are also going well,” Nichols said. “We still need a second truck and trailer, which would really help with the moves from town to town, but we’re managing.” For Nichols and his crew, one of the most enjoyable aspects to this trek across Canada is meeting the vets, hearing their stories, and spending time astride horses together. “I was riding with two guys who shared my rotation in the former Ugoslavia. We didn’t know each other at the time but it was great to have that shared and common experience with different branches of the military was amazing,” he said. So far in Alberta, the vets have been primarily army veterans, but through the Fraser Valley, Nichols said they met many combat engineers. They still have the offer of a wagon should there be vets unable to ride but still want to participate. “So far we haven’t had any veterans that couldn’t do a minimal ride and that’s thanks to my wife Terry who is a gifted riding instructor,” Nichols said. “And we have Skip the horse who is gentle and a big babysitter for more timid riders. He’s a former CHAAPS horse and handles all kinds of riders very well.” Paul and Terry’s daughter Jordan is keeping the home fires burning and things are going well back home. Their second daughter Kirstin is on the journey with her parents and Paul said she’s doing an amazing job at caring for the horses. “With her background in 4-H and

learning grooming, our horses look fantastic.” They will be in Alberta until the end of May, then they head for the prairies. The ravages of cancer have left Tracy Peterson fearful of her future

D

espite finding a lump in her breast in 2011, Tracy Peterson wasn’t taken seriously and the condition went untreated. She finally took matters into her own hands in April 2014 and went to the Quesnel Walk-in Clinic where the physician took her very seriously. Within a week she had an ultrasound (which triggered a spontaneous biopsy) and a mammogram. By April 22 the pathology report confirmed it was breast cancer. Different cancers are treated with different protocols and Tracy found herself in chemotherapy treatments by May 16 to shrink the stage 2 tumour. The cancer had a name Invasive Ductal Carcinoma. At 1.6 cm it was considered aggressive (estrogen and progesterone, her2 positive.) Tracy knew this would be a journey and expected it to be difficult. Her next year was mapped out for her by the oncologist. She would have 17 chemo treatments in all, six before her lumpectomy surgery, May – September and the balance once she’d recovered from her surgery in October, all at three-week intervals. Before stepping on to this rocky road, Tracy had completed her power engineering certificate program and was looking forward to a new career. She has three sons between 11 and 19 years old and a devoted husband. Life was good. “You learn a lot,” she said. “You see people’s true colours. When the going gets tough, you see who your friends are.” Always a bit obsessive/compulsive, Tracy learned to let go. Her husband was her complete caregiver and her boys were supposed to help too. “I know I did a lot but getting sick showed me how much,” she said. “The boys were very empathetic and protective of me but its hard to see the

house not kept up like I would have. I have to learn to let things go. I knew how I wanted it but my body couldn’t comply.” Tracy became a voracious reader on the subject of her disease, learning side affects from drugs, what to expect, the prognosis, the decision to have a lumpectomy rather than radical mastectomy, everything she could find. A month after her surgery in Prince George, which was the worst postoperative experience of her life, Tracy was launched into 21 radiation treatments, every day (excluding Saturday and Sunday). That required daily trips to Prince George, on bad roads. She finished those on Dec. 11, 2014. Although she can’t remember exactly how many times she went to emergency during her treatments, she particularly remembers the time on Christmas Eve when, as a result of radiation, Tracy was treated for third degree burns. Despite the warnings, these side affects

were starting to take their toll. By January, Tracy was back in chemo treatments and had started taking tamoxifen, which blocks the actions of estrogen, a female hormone and cancerous growths. “This experience teaches you mortality,” she said. “I know I’m guaranteed to die, but not that I’m going to get old.” Tracy believes humans are hard-wired to look for a future, to see life spread out before them. “I’m finding it hard to take life day by day, I want a future.” But cancer has taught her that might not be hers to look forward to. “Cancer is so unpredictable and the fear of it returning is always with me.” She added cancer took away this last year and now fear is threatening her future. “I fear the spectre of a return of cancer. I’m looking for the coping skills for that unknown.” Regardless of a large or small support

system, Tracy found the treatment process very isolating but realized she had two choices, let the cancer take her or fight for her survival. However, battling cancer leaves many scars and increased risks for other lifethreatening conditions. Regular echocardiograms are protocol for one of her chemo drugs and now Tracy is facing residual cardiac problems and radiation, which put her heart and lungs in the pathway, could pose problems down the road. “In treating cancer, so many long-term health issues could be incurred. Who knows what’s in my future. This could be the best I’ll be for the rest of my life.” Tracy continues to search for the silver lining but with everything she’s experienced she’s not sure she’s reached bottom yet. “I’m adjusting to my new reality. No one knows how long they have to live but one thing I know, procrastination is a luxury I don’t feel I have.” She’s realistic about this journey and that it’s far from over but of one thing she is certain. “You’re never the same going in as you are coming out of it.” Tracy doesn’t know how much she’ll be able to assist with Relay for Life, May 30, LeBourdais Park, but her spirit is with everyone who participates. Relay for Life in Quesnel is slated for May 30 in LeBourdais Park, 10 a.m. – 10 p.m. where the place will be packed with teams, activities, entertainment on the Friendship Stage and plenty of camaraderie. This year’s theme is the Colours of Cancer and its expected to be a colourful day in the park. The entire community is invited to come to the park and share the excitement, even if you’re not on a team.

our women, with a passion for B.C.’s own Haida Gwaii, have compiled their artistic talents for the May show at the Quesnel Art Gallery, aptly titled Haida Gwaii. Painters Joan Ransey Harker and Elizabeth Waldorf, multi-media artisan Judy Cottyn and potter Pat Wahlstrom have all visited Haida Gwaii (Pat lays claim to eight visits and is ardent in her love for the islands). Haida Gwaii is an archipelago on the North Coast of British Columbia and is separated from the mainland by Hecate Strait. Haida Gwaii consists of two main islands, Graham Island in the north and Moresby Island in the south, along with 150 smaller islands. Formerly known as Queen Charlotte Islands, in 2010 the Haida Gwaii Reconcilliation Act officially renamed the islands Haida Gwaii as part of a reconciliation protocol between British Columbia and the Haida people. Approximately half the population of Haida Gwaii is of the Haida people. Each artist has interpreted her trip to Haida Gwaii in a unique and special way. For Elizabeth, she had just acquired a new camera and with her love of beaches, chose to make the

journey to Haida Gwaii. Judy made the trip with Pat and as such had a front row seat through a seasoned veteran to the islands. For Joan it was also all about beaches and the amazing forests that cover much of the islands. “The layers, textures and the moss. Haida Gwaii has many mysteries especially between light and dark [in the landscape],” Joan said. In one of her massive paintings its difficult to know which is the focus between the people and activities on the beach and the crows in the trees waiting for the people to leave so they can continue to harvest the bounty on the beach. For Elizabeth, who is a painter but has found it difficult to take time from her busy arts coordinator role at the Arts and Rec Centre, wanted to start painting again and found the inspiration of Haida Gwaii’s beaches the kick start she was looking for. The two painters’ work contrast sharply in their interpretation of the Haida Gwaii environment, Joan leaning towards bright colours of purple and green and Elizabeth choosing the muted tones of sandy beach, shells and other fascinating detritus. Joan found her motivation in the edges she found on the islands like forests and

shorelines, shorelines and the sea. For Pat, she said she struggled with how to express her passion for Haida Gwaii in her chosen medium, pottery. “Most of work is made from paper clay and is hand built,” she said. “I created masks with found objects from Haida Gwaii. I wanted to prompt a place I love.” Both Pat and Judy’s work is more whimsical and adds a wonderful dimension to the show. Judy created her

unique pieces starting with old books. One features a mask emerging from the pages, another is a bird fashioned from the pages of a book. “I incorporated found objects such as driftwood from Haida Gwaii in my mixed media,” she said. All four women are hoping to inspire others to make the relatively short trip to Haida Gwaii and experience first hand the beauty and spirituality, the people and the landscape of this remarkable place.

“It’s just a ferry ride away, we’re so lucky to have this in our backyard,” Joan said. For Pat, this show promotes people to discover Haida Gwaii. “Haida Gwaii is truly a world class heritage site, unspoiled and accessible.” Haida Gwaii show is sponsored by Richbar Nursery and Golf Course and Forsythia Holdings. Robert Frances (Bob) Mufford February 4,1926 ~ March 25, 2015

It is with sadness the family of Bob announce his passing at Dunrovin Park Lodge on March 25, 2015 at 89 years. Born in New Westminister, B.C., he lived in Milner, B.C. till he was 14 years old. He left home for the Cariboo on his bike (hitched a few rides). He stayed with family, attended 10 Mile Lake school, worked in sawmills with family, did farm work, drove truck, eventually owning his own truck, hauling lumber from small sawmills in the Quesnel area. Bob married Patricia Green in Quesnel August 30, 1952 Bob also worked for the Forestry at Strathnaver, drove lumber truck from WellsBarkerville, gravel and cement trucks in Quesnel. Due to a health issue he retired to his ranch at Moose Heights and enjoyed many more years there with his family. He greatly enjoyed

trips to Nova Scotia and Manitoba meeting extended family. He liked to help friends and neighbours with his knowledge of many things, with lots of stories of life’s ups and downs, and years gone by. His attention to detail has been invaluable as is his ability to see right to the core of the issue – many times his quiet voice of reason has provided the perfect answer! Roy Josephy has been with the Foundation since 2009 and has had various roles during that time – Vice President, President, as well as a member of Investment and Grant Committees. The leadership and guidance and knowledge that he has provided during his term on the Board will be greatly missed. Roy has been granted lifetime status as MC of the annual Gala, where his sense of humor takes over from his usual serious side!! Peter McLoughlin has also been a director for two years and has been a great credit to the Foundation in his role of Treasurer as well as a member of the investment committee. Peter’s strong financial background has been a huge asset to the Foundation and we are indebted to him for all his hard work. As per QCF Bylaw, a director shall be elected for a term of three (3) years and may be elected to serve two (2) consecutive terms of office. A former director who has served two consecutive terms of office shall be eligible for re-election following a one year absence. We sincerely hope that after a year of relaxation and rejuvenation, these three gentlemen will consider returning, as they will be missed. T

his is a continuation of the many common gardening questions we get at the nursery. How do I plant potatoes? Use certified seed and cut any large tubers into pieces. However, make sure there are a minimum of three eyes per piece. Plant potatoes shallow, with eyes up, in deeply cultivated soil. Place in rows that are 1m (3ft) apart with potatoes 40cm (16in) apart. Fertilize with a high content of potash. Before the plant blooms and is about 15 – 25cm (6 – 10in) tall, hoe the soil up around the base of the plant to cover the root as well as support the plant. This is called ‘hilling’. This is important because you do not want the tubers exposed to sunlight. Light makes the skins turn green which is toxic. Do not use lime or manure. Manure will cause your potatoes to scab. How can I get rid of moss in my

lawn? Moss grows in areas with poor soil aeration, poor drainage, low fertility, high acidity, or heavy shade. It is a common problem of neglected turf but moss cannot compete with a vigorous, healthy lawn. Chemical treatment using moss killers provides only temporary control and growing conditions must be improved to prevent the re-establishment of moss. The following steps can be taken to improve growing conditions. Aerating your lawn will reduce compaction and improve drainage. A good slow release turf fertilizer high in nitrogen (e.g. 25-4-10) will increase fertility. Lime may be applied to reduce acidity, however, soils in the interior of British Columbia tend to be alkaline and lime should only be applied after a soil pH test has been taken. If shade is a problem use a grass seed that is shade tolerant such as Fescue.

What do the numbers on my box of fertilizer mean? The first number in a fertilizer analysis is nitrogen. It is responsible for maintaining healthy, green foliage. The second number is phosphorous. Phosphorous aids in fruit production, flowering and rooting. Last, but definitely not least, there is potash. Potash is responsible for plant hardiness, disease resistance as well as speeding up the ripening of fruit. A good quality fertilizer will also contain trace elements such as iron, magnesium and zinc. Why doesn’t my peony bloom? Usually the cause of non-blooming peonies is that they were planted too deep. When planting, make sure that the crown is 5cm (2 in) below soil level. If planted too deep they won’t bloom. Also, when dividing your peonies, make sure that each division has at least three eyes, or you may again be

disappointed by lack of flowering. Peonies are best divided in the fall. Why are my tomatoes brown and soft on their ends? Blossom end rot is a physiological condition that often affects tomatoes that are given uneven moisture during growth or

MX madness The BCMA rounds are off to a windy start. With the usually dry weather the track was very dusty, add in the wind during Saturday’s race and you have dangerous riding conditions. Dust storms forced the races to be red flagged, with racers only completing one of the two rounds due to poor visibility. The motocross association was hard at work bringing in water all afternoon Saturday to drench the track over night, with the hopes of getting in a full day of racing Sunday. The Sunday races brought milder weather and with the water soaked track the racers took off. Even with a few minor bumps along the way, BCMA rounds one and two in Quesnel were a success, bringing spectators and racers out to the track. Whitney Griffiths photo

Waveriders attend KAJ long course invitational WHITNEY GRIFFITHS Observer Reporter The Waveriders took on the KAJ long course invitational, May 8 – 10 in Kelowna. The meet saw more than 400 swimmers competing. For the girls Gavin Currie, swimming in the 11 and under category, brought back personal best times in two of her events. Swimming for Quesnel in the 11 – 13-year-old category was Grace Currie. She achieved five personal best times at the meet. Making it to the finals in six events for the 14 – 15-year-old category was

Natasha Hanson. Hanson’s swam in for eighth place in the 100m freestyle and the 200m freestyle, seventh place in the 50m butterfly and 100m butterfly, and sixth place in the 50m freestyle and 400m freestyle. Going into the event injured was Waverider Darby O’Hara. Despite her injury she swam in four events and brought in personal best times and an A provincial standard times in the 50m freestyle and 100m freestyle. For the boys, Luca Armstrong swam in the 11 and under category. Armstrong made his way to the finals in two events,

bringing in eighth place in the 200m backstroke and sixth place in the 50m backstroke. He also earned AA provincial qualifying times in the 50m backstroke, 200m backstroke and the 50m butterfly. Swimming to the top 10 in three events, placing 10th in the 100m freestyle and the 100m breaststroke, ninth in the 200m freestyle and fifth in the 400m freestyle in the open category was Sonny Cernienka. Waverider Garent Currie, swimming in the 14 – 15-year-old category, made it to the finals in four events and brought

back four personal best times and four AA provincial qualifying times. He placed seventh in the 400m freestyle, sixth in the 400m individual medley, fourth in the 100m butterfly and third in the 1500m freestyle. Swimming in for three personal best times and an A provincial standard time in the 100m freestyle was Harrision Fillion. Deegan O’Hara held close to his personal best times and made it into the top 20 in three events at the Kelowna meet. In the 12 – 13-yearold category was Ryley O’Hara. He brought in two personal best times

and made it into the top 30 in three events. Coming in ninth for the 50m backstroke and making it to the finals for the 50m freestyle, as well as bringing back a AA provincial qualifying time was Seth Reddemann. Billy Swyers swam his way into the finals for six events. He placed sixth in the 100m freestyle and 50m butterfly, fifth in the 200m backstrokes, fourth in the 100m backstroke and 200m freestyle and third in the 50m freestyle. Swyers also earned three AAA provincial qualifying times and five personal best times. Top scorer for the

Waveriders was Leif Brandson. His efforts earned him five personal best times and AAA provincial qualifying times in all his events in the 11-year-old category. Brandson also brought in third place in the 50m butterfly and second in the 200m freestyle, 200m breaststroke and 200m individual medley. The boys relay team, swimming in the 11 – 12-year-old category brought in third place at the meet. On the relay team is Armstrong, Brandson, Reddemann and Swyers. Next up for the Waveriders is the Williams Lake meet, May 23 – 24.

Nurses push for new hires at legislature rally

TOM FLETCHER Black Press Members of the B.C. Nurses' Union brought a sea of pink umbrellas to the B.C. legislature Thursday to call on the B.C. government to honour a provision that requires health authorities to replace absent nurses. BCNU president Gail Duteil said 2012 contract provision replacing absent nurses can't be implemented without more registered nurses hired to provide the relief. "It's a sad fact that we don't have enough nurses to deliver safe care for meeting the staffing mandated by our collective agreement," Duteil said. "We don't have enough nurses to backfill vacancies, to backfill absences, and we don't have enough nurses to meet the daily spikes in acuity." The recent settlement of 1,600 union grievances for staffing includes $5 million for specialty nurse training, $1 million to support increased RN staffing and $2 million in "grievance settlement funds" paid to nurses affected by staffing shortages. The staffing fund is available to licensed practical nurses who want to upgrade their training. Health Minister Terry Lake

B.C. axes Agricultural Land Reserve boss TOM FLETCHER Black Press The B.C. government has “released” Agricultural Land Commission board chair and CEO Richard Bullock, and will pay out his five-year contract until it ends in November, Agriculture Minister Norm Letnick said Thursday. Bullock will be replaced effective immediately by long-time Saanich mayor Frank Leonard, who was voted out after nearly 20 years in last fall’s civic elections. Letnick said with new regulations taking effect to manage the Agricultural Land Reserve with two zones, it was time to make a change and let Leonard and the board choose a new CEO. The B.C. government has been at odds with Bullock since early in his five-year term, when he stopped appointing commissioners to six regional panels around the province. Energy Minister Bill Bennett, who pushed through the two-zone system under the auspices of his “core review” of government services, said a year ago that Bullock found the regional panels to be “a pain in the ass” and preferred to run the commission from its head office in Burnaby. So the government mandated regional appointments in legislation along with the two-zone concept.
