Tahltan vote ‘yes’ for mine benefits deal TERRACE - As much as 40 per cent of the workforce of a newly-opened mine in northwestern B.C. is to be made up of members of the First Nation on whose traditional territory it is located. And members of the Tahltan Nation are also to be deeply involved in environmental monitoring of the Red Chris copper and gold mine owned by Imperial Metals and located near Iskut on Hwy37 North. The two conditions are among a series making up an agreement with Imperial that was approved this past weekend by 86.9 per cent of the Tahltan who voted. “Tahltan people have been living on our land for more than 10,000 years, so it makes sense for us to be involved in making sure our lands, waters and

wildlife are protected for everyone without affecting our title and rights,” said Tahltan Central Council president Chad Day when the results of the vote were released. Imperial has been slowly ramping up production since February through a temporary permit that was granted by the province. A first shipment of concentrate from Red Chris was shipped out of the port at Stewart April 11. The company is now applying for a permanent permit leading to full production, including operations at its tailings pond. The pond was the subject of a review financed by Imperial but conducted by a company chosen by the Tahltan last year. It resulted in a number of recommendations which have either

been completed or are underway. The mine has not been without controversy with a Tahltan group and others staging roadblocks to the mine last year, saying they were worried about what might happen should its tailings pond fail. Other parts of the agreement include: • a Tahltan environmental coordinator working at the mine, as well as half of every environmental team on any shift are Tahltan. • A Tahltan right to access for independent studies. • Air quality monitoring in nearby Iskut. • Whistleblower protection for mine employees. • The right to seek injunctions should the mine not operate within environmental regulations,

even if the province does not take action. • Commitment to employ Tahltans evenly from entry-level jobs to management. • On-the-job training for Tahltan members, with financing for training initiatives. • Tahltan employees who have obtained seniority, experience, and qualifications to be fairly rewarded with promotions. • Preferential hiring so that Tahltans are to be considered first for positions. • Cultural sensitivity training for all mine employees. • Tahltan eligibility for preferred bid contracts as well as direct award contracts. • Advance royalty payments prior to the mine prior to paying off construction costs.

Out-of-town terminal contractors spark protest by First Nations By Martina Perry

PRINCE RUPERT As preparatory work for the Phase 2 expansion project at Fairview Container Terminal was set to begin, members of the Lax Kw’alaams, Metlakatla and Kitkatla First Nations conducted a peaceful demonstration in front of the terminal’s public viewpoint last week. While a resolution was reached over the weekend, workers from First Nations contracting companies protested on April 16, 17 and 18 after out-of-town groups were hired for clearing and grubbing to prepare for the expansion project. The demonstrators said that breached an agreement signed by the Prince Rupert Port Authority (PRPA). The agreement in question was signed by the Federal Government, Prince Rupert Port Authority and Coast Tsimshian First Nations in 2011, which stated First Na-

tions would be provided with preferred contracting opportunities associated with the development of the container terminal . Richard Ferguson, one of the demonstrators, said despite that agreement, no local First Nations contractors were hired for expansion work at Fairview Container Terminal. Demonstrators said they had no intentions of ceasing their protest until First Nations contractors were hired for the job. “Resolving this would mean getting the contract we were supposed to. That’s why we’re here, to get that contract,” said Don Nelson, who was participating in the peaceful protest on April 17. “The out-of-town contractor that’s supposed to start clearing land, we’re going to blockade that. We’re going to go right in front of the machines,” Ferguson said on April 16. Last week, PRPA manager of communications Michael Gur-

ney confirmed the prime contractor of the expansion project, a joint venture between Fraser River Pile and Dredge and Bel Contracting, was subject to the terms of the agreement, but noted its purpose is to provide First Nations contractors the opportunity to bid on contracts related to Fairview construction, with the decision to award a contract ultimately being decided by the merits of respondents’ bids. Gurney said the procedure is to first take into account the bids of First Nations respondents, but if they aren’t cost-competitive or qualified for the job, the prime contractor may consider all other proposals. “It’s imperative to note that First Nations companies were given the opportunity to bid on the contract ... Once the bids were received, the prime contractor exercised its discretion in selecting a subcontractor,” said Gurney, noting in this case the bid wasn’t cost-competitive. However, represen-

tatives from the PRPA, Maher Terminals, the prime contractor of the project and demonstrators came to a settlement to end the protest on Saturday. “An agreement was reached where the First Nations joint venture will be undertaking the clearing and grubbing work for Phase 2 expansion,” said Gurney, adding all involved remain committed to the terms of the agreement. In the meantime, the Prince Rupert Port Authority is restricting access to what had been a public viewing area where people could watch activity at the terminal. The viewing area off of Scott Road was closed as of April 20 because of the Phase II work. “We realize the public has long enjoyed the ability to view operations at Fairview Container Terminal and we apologize for any inconvenience this may cause,” read a brief port statement.

Outgoing chamber president reflects on a year of growth By Shaun Thomas THE NORTHERN CONNECTOR

PRINCE RUPERT - Outgoing Prince Rupert and District Chamber of Commerce president John Farrell gave his final address of the year to attendees of the April 15 business luncheon, outlining a year of growth and advocacy for the voice of the business community. For as much of the past year was filled with talk of industrial growth and economic boom, Farrell

said the focus of the board remained on what led to the formation of the Chamber of Commerce more than 100 years ago. “This year the focus for us was small business. We wanted to go out and find out what small business was doing, what they thought of the chamber and our services and really gather feedback about any issues they have doing business in town,” he said, pointing to a program that saw the chamber manager and a director walk

around town to meet with business people. “But probably the biggest story for us this year was the growth of our membership, which now sits at an historic 275 members ... it’s the envy of a number of other chambers along Highway 16 that don’t see this kind of interest.” In the role of advocacy, Farrell pointed to pushing for a resolution to the payment-in-lieu-of-taxes issue between the City of Prince Rupert and the Prince Rupert Port

Authority, bringing industry and stakeholders together to examine potential issues with the Digby Island ferry and the delegation and letter created to address concerns about cuts to the Alaska Marine Highway. “I think our attitude as a community is changing. Silos are being replaced by partnerships, conversations about tax increases are moving to explore revenue streams and we are re-inventing ourselves as the next great port city,” he said.

KITIMAT — A constant stream of water has been pouring out of cracks on a sidewalk on Banyay Street. District of Kitimat Director of Engineering Tim Gleig says the town is aware of the problem but it is not so far causing any major problems, as the water is draining in to a catch basin. Three rescued after vehicle enters the Skeena River the driver was strapped into the seatbelt and couldn’t get out. Ormerod saw a third person whose body was partway out of the vehicle. “I noticed a set of legs hanging out of the side of the vehicle,” he said. “I went into the water roughly knee deep and saw this person pinned between the back seat and the back head rest.” He couldn’t get the person out but was able to work him free by lifting up the back seats and Harris came over to help remove the man and place him on the riverbank. “He started breathing but then stopped. I couldn’t find a pulse so I started doing CPR on him,” said Ormerod. The ambulance showed up and CPR was continued until the man was immobilized on a spine board, put into a rescue basket attached to a rope and lifted by five or six people to the ambulance. “After that, I just went back down to look after the driver who was deemed as being the next worse

TERRACE - A local man jumped to the rescue when a vehicle’s brakes failed, sending it and its three occupants into the Skeena River from the parking lot at the Gitwangak Health Centre just before noon April 8. Hugh Ormerod, a dental therapist at the health centre for 12 years, reacted after a co-worker, the home care nurse, saw the accident and told him and their colleagues. Ormerod, who has paramedic EMT training, went down the embankment, which was about 10 or 15 feet of a drop from the parking lot, and found the older model two-door Ford Explorer SUV had slammed front end first into the rocks and flipped over onto its roof in the Skeena. He saw the passenger, who had managed to get out of the car and was on the riverbank about 10 feet from the vehicle and was conscious and breathing fine. A 24-yearold woman, whose injuries were not life-threatening, was transported to Vancouver General Hospital and a 23-year-old man received treatment at Mills Memorial Hospital.

PRINCE RUPERT - Members of the public got some further clarity on the proposed housing development on Park Avenue at an information session on April 15 with two representatives involved in the project on hand to answer questions. Stuart Ramsay of the Bryton Group and David McWalter of L&M Engineering outlined plans for the 30-lot, single family residential area adjacent to the BC Ferries terminal site. McWalter said the lots are designed to offer more space than may be available elsewhere in town. “These are very large lots, typically larger than the existing lots on Graham Avenue by a large margin. They are 20 metre frontages, which is 66 feet, by 40 metres deep, which is 130 feet. They are huge lots. We are thinking the price of those lots will be between $250,000 and $300,000,” he said. “We feel that these are the last of the view lots within the core city of Prince Rupert. We expect people to come in here and build large homes and those require large lots. As well, people in Northern B.C. enjoy having a lot of toys such as trailers and skidoos and boats and the large lots allow space for parking or storage.” One of the reasons for the higher price tag is to accommodate the construction of a new road and sidewalk connecting Park Avenue to Graham Avenue. McWalter said the road would be a steep one that requires several metres of fill and the purchase of land from the City of Prince Rupert and BC Ferries. “The City of Prince Rupert is willing to sell the land, BC Ferries is a little further away as they don’t quite understand the

New Hazelton RCMP seek assault suspect

NEW HAZELTON - The New Hazelton RCMP detachment is telling people to be aware of their surroundings and to contact them immediately if they see anything suspicious following an attack on a woman April 18. The attack was an attempted sexual assault and abduction which occurred when the woman was walking alone in the area of Churchill St. and 5th Avenue in New Hazelton at 10:30 p.m. April 18. “The victim stated an unknown assailant placed a hoody over her head,

picked her up and tried to carry her into a trailer,” police reported. “The victim fought off her assailant and managed to escape and run away unharmed. The victim is now in the comfort of her family.” Police are telling people to not only be aware of what is happening around them but to walk with friends in welllit areas. Airport expansion anticipated TERRACE - Construction could start the middle of the year to expand the Northwest Regional Airport’s main terminal building in a project worth $16.9 million, making it more comfortable for passengers and more efficient for airlines. Speaking last week, airport manager Carman Hendry said he’s expecting to hear by the end of May if its application for money from a federal/provincial program called Build Canada will be accepted. This is a program in which the province would chip in one-third or $4.5 million, the federal government another

one-third and the airport the remaining one-third for a total $13.715 million, he said. That covers eligible costs Build Canada will help finance but the airport will have to pay a further figure of just under $3.2 million all by itself for other, ineligible costs, added Hendry to meet the project budget. “Things like permits and licences and furnishings, those are considered non-eligible,” he said. A newly-introduced airport improvement fee of $7 a passenger on outgoing flights will help the airport accumulate the capital it needs. “It’s a fee designated for

the terminal project and when it’s done, will be taken off,” said Hendry. Provided the news from Build Canada is good, Hendry said requests for bids will go out in quick order. “We expect that to happen within six weeks,” he said. “As soon as that, we’ll be ready to go.” Leading up to that period, the not-for-profit airport society which runs the airport has asked the City of Terrace to either waive or consider as a donation in-kind the $133,000 it would normally charge for the expansion project’s permits and licences. “It’s one of those ex-

penses not eligible under Build Canada,” said Hendry of the request. He hopes to hear an answer from the city by the end of May.

PRINCE RUPERT - The BC Room of the Crest Hotel was packed on the evening of April 15 as dozens of Northern Savings Credit Union members came out for the company’s 75th Annual General Meeting. The previous year was one of growth for Northern Savings. The credit union saw its asset size grow by $82 million and loans increased by $80 million resulting in 9.1 and 12.9 per cent growth respectively. Sherry was born in Kamloops B.C. to Tommy & Frankie Brook and leaves to mourn her loving husband of 43 years Rex of Terrace, her son Tom (Niki) and grand daughters Brook & Bailee of Red Deer, her brother Fred (Mary-ann) Brook of AshcroĹŒ, sister Penny (Bernie) Sonmor of Cache Creek, as well as her many other family members and dear friends. By her request there will be no service but we will carry her memory in our hearts.

Powerlifter breaks Canadian record at nationals KITIMAT - A Kitimat powerlifter has broken a Canadian record for lifting just over 295 kilograms (650 lbs) at a national championship in St. John’s. To be specific, William Dejong broke the record lifting 295.5 kg in the 105 kg junior weight class, beating the previous record by half a kilo. This is Dejong’s eighth year lifting, and it’s over a year since he began competing in the sport. That process led him to St. Johns where his successful performance earned him a ticket to Finland to be a part of Team Canada for the World Championship. “I’ve been wanting to set the Canadian record in deadlift for about a year and a half now,” he said. “It’s a pretty emotional lift to get it on my final attempt.” Powerlifting gives athletes three attempts, which incorporates a squat, bench press and deadlift. As much as the sport requires muscle, the mental component is also crucial he said. “Just got to be consistent, keep pushing yourself,” he said. “It’s really a big mental game. You’ve got to believe in yourself.” He said he pushes himself to train consistently, even between his heavy job demands as a 1st year apprentice steam fitter, and he manages to get to the gym on alternating days. After Finland he has hopes to compete at the Commonwealth Games for powerlifting in Richmond later this year. He has his sights set on Texas for next year’s Worlds as well, although by then he’ll be in the Mens Open category, for people 24-40 years old. “It’s a bit more challenging,” he said. “Records are a bit higher.”

Second fastest Canadian on the Bayou Rainmakers fall short TERRACE - Terrace’s Joe Pelletier turned out to be the second fastest Canadian at a recent race in New Orleans, Louisiana and contributed to a good cause along the way. Charity runner Pelletier initially had goals of being the fastest Canadian at the international 10km Crescent City Classic race in New Orleans but a nagging leg injury slowed his training. It didn’t slow the 40-year-old’s charity drive though. Pelletier, a glaucoma patient, raised $1,870 for the Canadian Institute for the Blind. This is Pelletier’s second year running for charity. Last year he raised $1,600 for the Michael J. Fox Foundation. The race began at the Superdome, travelled through the French Quarter and past the Mississippi before ending in an oak tree-filled park where the crowd sang the first few bars of O Canada while he crossed the finish line. His time of 45:54 was nearly what he expected – two minutes slower than his personal best. “Figured 46 and hoped for 45,” he said. “Totally bottlenecked in first kilometre and that cost me 30-40 seconds. Humid air was something I’m not used to either, though it cooled off considerably for the race start.”

PRINCE RUPERT - The Charles Hays Secondary School senior girls soccer team hit the highway for games in Terrace this weekend and came close to picking up their first win of the season. The girls played two games over the course of the weekend, the first against Queen Charlotte Secondary School of Haida Gwaii. When the final whistle blew, the Rainmakers fell by a single goal with a final score of 3-2 for the island squad. “This Saturday had a slow start against QCSS. It is always difficult getting off a bus and starting to play,” said coach Kyla Ragan, who noted all of the girls gave it their all throughout the two games. I think the main obstacle for the girls was the grass field. Our team had only ever played on turf before this game and it showed in their first game. “Their legs and back had to adjust to the unlevel playing field. They also needed

to adjust the strength of their passes and timing for approaching the ball.” The next game saw the Rupert squad play against Smithers Secondary School in what would prove to be a defensive clinic highlighted by strong play from the two netminders. Neither of the two teams was able to find the back of the net throughout the entirety of the match, resulting in a 0-0 tie. “It was evident in the Smithers game that the girls had adjusted. They fought hard all through the second game,” said Ragan.“The girls were so proud of the way they played against Smithers. Smithers is a strong team with a lot of fast players, it was good to see them using their skills.” With the season now well underway, Ragan said there is a clear direction en-route to the zones competition. “We need to work on a few things such as free kicks, but overall they are using space on the field, working to be first to the ball and have excellent triangle use on the field,” she said.
