Entrusting your child’s care to another is probably the hardest part of the day for working parents. But a high quality centre with certified early childhood educators (ECE) can help ease the pain of leaving the little ones behind. The problem across the province these days, including the West Kootenay region, is twofold. First, there’s a lack of ECEs available to teach developmental programs in licenced facilities; and there’s a lack of space for ages 0-6 in licenced centres that employ ECEs. Recognizing the province-wide need for qualified educators, on March 27 the Ministry of Children and Family Development announced a $1 million bursary fund for students enrolled in early

childhood education programs. The ECE Student Bursary program was established one year ago by the Early Childhood Educators of BC (professional association for early childhood practitioners) with a $513,000 provincial investment. Double the funds in 2015 is good news for Taya Whitehead’s students enrolled in the Selkirk College Early Childhood Care & Education (ECCE) program. “It is excellent the Ministry of Children and Family Development is recognizing the need for additional child care spaces in B.C.,” said Whitehead, an instructor in the ECCE program. “Currently, there are only licenced spaces for approximately 20 per cent of B.C.’s children.” Under its BC Early Years strategy, two years ago the province committed to creating 13,000 new child care spaces over eight years, she explained. “This fills a significant gap for B.C. families,” Whitehead noted. “However, in order to create these spaces we need early childhood educators.” The million dollar announcement means that ECCE students will graduate with less student debt, she added. “And that programs will be more accessible for students who may not have otherwise been able to attend.” Whitehead has been teaching the program since 2008, and said enrolment in the ECE certificate program is on the incline. She currently instructs 14 students. Since the launch of the bursary program,
330 students have shared $336,000 in funding to help them with the costs of attending ECE programs. Last fall, the province invested $7 million with childcare providers, which created about 1,000 new spaces in 28 B.C. communities. The second phase of capital funding, under the BC Early Years strategy, will create a further 1,000 new licenced childcare spaces by next year. With any new daycare seat comes the need for qualified staff, says Lynn Proulx, director of Trail’s not-for-profit Sunshine Children’s Centre. “In some cases, centres have shut down because they are so short staffed,” explained Proulx. “You must have qualified people to run the centre, but there’s such a shortage in Trail and everywhere. That includes finding a sub.” Proulx, a 30-plus year

Ninety-first in an alphabetical series on West Kootenay/ Boundary place names Having spent the last three weeks looking into the origins of Howser, we backtrack a bit to examine where the name Duncan came from. In addition to being a lake, river, mountain, glacier, and dam, it’s the Howser townsite’s original name. On David Thompson’s map of 1812, the Kootenay River is shown as McGillivray’s River and the mountains along its upper reaches are called Duncan’s Mountains. They were named for Duncan McGillivray (1770-1808), an explorer and fur trader who accompanied Thompson. However, whether the river takes its name from McGillivray is debatable. The earliest mention of both Howser Creek and the Duncan River is in George M. Dawson’s The Mineral Wealth of British Columbia, published in the 1887-88 Annual Report of the Geological & Natural His-
tory Survey of Canada. Dawson wrote: “‘Howser Creek: On this and another stream tributary to Duncan River, which flows into the north end of upper Kootenie [sic] Lake, coarse gold has been found.” Another early mention, by gold commissioner Gilbert Malcolm Sproat, appeared in the Victoria Daily Colonist of Aug. 31, 1888: “The valleys of the Lardo, northwesterly from the head of Kootenay Lake, and of Duncan River, which heads up towards the mountains south of Roger’s Pass, probably contain mineral-bearing formations …” Replying to an inquiry from the Geographic Survey of Canada in 1905, Howser postmaster William Simpson wrote: “The Duncan River was named after old Jack Duncan, an old-time prospector in this section. He has been dead some years now.” According to Canadian Mountain Place Names, “John Duncan was an early prospector in southern BC who spent many years working claims in the vicinity of the lake and lower reaches of
the river that now bear his name.” John Duncan did exist: he was a member of the Ainsworth party that staked the No. 1 mine and testified at the Robert Sproule murder trial in 1885. A note on the BC Geographical Names website says he was “a candidate for the legislative council from Kootenay district, 1866; died ca. 1900.” The Vancouver Daily World of Aug. 5, 1890 reveals: “John Duncan, who received $8,000 in cash for his mining interests in the Warm Springs district, left Ainsworth on Tuesday for Birkenhead, Cheshire, England, where he has a wife and 14 children. Mr. Duncan does not intend to return to America [sic], claiming that ‘the old country’ is good enough for him.” In the May 1891 edition of the Alpine Journal, mountaineer Harold W. Topham of the Alpine Club of England stated that he, a friend, and two Swiss climbers named the Duncan Glacier after the river. What’s now Duncan Lake had several earlier names: it was
called Ecclesion on Father Pierre-Jean De Smet’s 1846 map of Oregon Territory and Upper Kootenay Lake on an 1865 map by Walter Moberly,

Two creative minds can be better than one. Especially when they highlight the area’s natural elements. Jerry and Kate Enewold closed out an exhibition of wood carvings, paintings, silver and beadwork at the end of March at Trail’s VISAC Gallery. The showcase marked the first time VISAC has presented two artists at once, and the event marked the first time that the husband-wife team from Thrums has presented together, though it’s been a long time coming. “When I was younger I thought I’d be an artist,” said Jerry. “But then came the children, and when you have children you have to have an income,” he explained with a glint in his eye. “So I became a cabinet maker and doing that work you have to have a correlation with time and money.” With his little ones now adults, he can spend more time working creatively, and latency doesn’t factor into his final product anymore. “When I’m involved in the creative process time is not a factor,” he said. “The intensity of concentration, being in the groove and doing what I enjoy, time just flows by. Really, I am working outside of time.” Inspired by the West Kootenay habitat, Jerry’s supply of all wood types for custom pieces such as hand crafted doors, include cedar,

After over four years under construction and over $900 million invested, the power is on at the Waneta Dam expansion. The project wasn’t expected to be fully operational until midMay, but officials say because of proper planning and very few time-lost events, the project is up and running early. “The eighth largest infrastructure project in British Columbia,
the Waneta Expansion Project was completed six weeks ahead of schedule and on budget while maintaining an excellent safety and environmental record,” read a press release dated April 2. “With over 3 million person hours logged there were only two minor lost-time incidents and no major environmental incidents or concerns.” The site is providing power to around 60,000 homes through a 10-kilometre transmission line, ending up at BC Hydro’s Selkirk Power Station near Fruitvale. Af-
ter that, power gets distributed throughout the existing grid. But who is going to benefit financially from the completion of the project? According to the press release, both BC Hydro and FortisBC have long-term contracts to purchase the power produced by the new turbines, but Fortis owns a bit more, allowing them to produce on-demand power. Fortis also owns 51 per cent of the facility, with Columbia Power and the Columbia Basin trust owning the other 49 per cent.

Fat bikes making the turn from niche sport to mainstream There’s a new trend in mountain biking: Fat is in. Not the riders. The tires. Big, puffy tires that look like something NASA developed in case someone ever wanted to ride on the moon. Yes, they look a little strange, but these fat-tire bikes have a smooth ride, even over the toughest terrain, and are an awful lot of fun to ride. “You look at them and go, they’re kind of goofy, but once you ride one, it’s kind of hard to go back to a traditional mountain bike because of the additional stability and grip that you get,”
said Greg Smith, an enthusiast who started the website Fat-Bike. com. Fat-tire bikes have been around for decades; photos from a 1982 Iditasport race in Alaska show a bike with two wheels welded together for an easier ride over the snow. The bikes started to become popular in the early 2000s in places where riders wanted to combat the snow, like Alaska and the Midwest, particularly Wisconsin, Michigan and Minnesota. Riders also took up fattire riding in sandy areas of New Mexico, Texas and Colorado.
The trend has spread across the country, spurred by major manufacturers jumping into fatbikes around 2010. Now the puffy-tired rides are the fastest-growing segment of the bicycle industry and can be found from the deserts of Arizona to the beaches of Florida. “It’s the ultimate adventure bike,” said Billy Koitzsch of Arctic Cycles in Anchorage, Alaska. “It’s just a lot of a fun being able to go over more obstacles. Your height and width profile are going to be able to get you over rocks with more ease.”

Stability is the key component. Regular mountain bikes have tires 2 1-2 inches or less in diameter, which works well on trails or dirt paths. But those tires also tend to slide out from under riders on corners when there’s anything loose on the trail like gravel or sand. They also get bogged down when the terrain gets softer, as with snow or heavy sand. Fat-bike tires are 4 to 5 inches in diameter, looking like someone put dirt-bike tires on a mountain bike. The wider base puts more rubber on the ground, providing extra stability and traction. Fat-bike riders also use lower pressures in the tires,
which adds balance and grip. “It’s like a mountain bike on steroids,” said Smith, who lives in Milwaukee. “You can’t just put these tires on a traditional mountain bike because there isn’t enough clearance, but the basic mechanics are the same, just enlarged to take that bigger tire.” In the early days, fat-tire bikes were homemade contraptions by riding enthusiasts who sewed tires together and welded or pinned regular rims into one bigger one. They also took welding torches to frames and forks, creating extra space to accommodate the puffy treads. The fat-bike industry took a big leap forward in 2005, when Surly introduced the purple Puglsey, which had 65-milli-
meter rims and the 3.7-inch Endomorph tire. By 2010, nearly every major bike manufacturer had a fat bike on the market. Now, there are three-wheeled varieties, smaller versions for kids - the aptly-named Fatboy - and even fat-tire unicycles. Riding groups have taken up the fatbike craze, often riding in large groups along beaches or across the snow, and there are fat-bike races, including 1,000mile Iditasport races across the snowy tundra of Alaska. “It brings people back to cycling: ‘Oh, I used to do that, that was fun,”’ said Koitzsch, who has been offering guided fat-bike rides since 1996.
