School district facing cuts with $3.5M shortfall Non-classroom programs among cost-cutting options Tyler OLSEN Abbotsford News

The Abbotsford school board must bridge a $3.5-million budget gap for the coming year, due in part to a province-wide directive to cut administrative spending. The district will hold a public information meeting Tuesday, at which the public can review a preliminary version of the 2015-16 budget and ask questions.

That preliminary budget won’t include trimming, but district secretary-treasurer Ray Velestuk said available options will be discussed at the meeting. The district currently has nearly $177 million in expenditures on its books. To get that figure down, Velestuk said the board will have to look at a range of ways to decrease costs. “We’re looking at things that are outside the classroom,” he said. That goes beyond cost re-

ductions at the administrative level, as the district will review non-classroom programs and services and consider reductions or ways to streamline or share them. The district supports numerous post-curricular activities, in-school services like counselling and special events. “We have to make some fairly big changes,” he said. “I don’t think it’s insurmountable, but we have to change how we operate. Vimy Ridge Candlelight Vigil and Parade The Vimy Ridge Candlelight Vigil and Parade will take place on Thursday, April 9, 2015 at the Abbotsford Cenotaph, Thunderbird Square on Veterans Way. Veterans and Legion members are asked to participate. The public is invited and is asked to be in place by 7:00 pm. The parade step off is at 7:15 pm and the ceremony begins at 7:30 pm. The annual parade involves veterans, soldiers, Royal Canadian Legion, cadets, police, ¿re¿ghters, sheriff branch members and others. The importance of this tribute in honouring Vimy Ridge from World War One will include a candlelight vigil. Candles will be placed in memory of those who served at Vimy Ridge, remembering those who died defending the freedom and democracy enjoyed by all today.

The AAC partners with local businesses to produce the awards celebration, which includes a catered reception, silent auction, awards ceremony and entertainment by local performing artists. The AAC is a registered charity providing resources and promotion to artists and arts organizations. It depends on cash and in-kind contributions, as well as funding from BC Gaming, to cover the costs of the Arty Awards.

Cash donations for the Abbotsford Arts Council’s (AAC) annual Arty Awards are at an alltime low, and the organization is worried about being able to continue the program in the future. The Arty Awards, taking place this year on April 11 at Matsqui Centennial Auditorium, pay tribute to local artists and arts advocates in the area. AAC executive director Gail Gromaski said it costs about $15,000 to host the event each year, including the value of inkind donations. Of this, $7,000 is covered by BC Gaming. She said the goal this year was

Fraser waste plant opponents seek Metro reinforcements

Opponents of the proposed Aevitas hazardous waste recycling plant near the Fraser River in Chilliwack are urging Metro Vancouver to join their push for a safer site. Outdoor Research Council of B.C. chair Mark Angelo on Thursday urged Metro directors to take a stand because toxins from mercury to PCBs could spill or seep directly

into the river due to an accident, flood, fire or earthquake. “They could not have picked a worse location,” Angelo told Metro’s climate action committee, adding he doesn’t oppose the proposal of Ontario-based Aevitas Inc., only its location less than 200 metres from the Fraser. The plant would recycle metal, glass and mercury from light bulbs and remove PCBs from transformer oil for re-use, but the prospect

has stirred up fierce opposition in the Fraser Valley. Angelo said downstream communities are also at risk, as well as the habitat of salmon and sturgeon, if something goes wrong. Chilliwack city council has agreed to the project in principle and rezoned the land, but a final approval decision will be up to the provincial environment ministry. Ministry officials have said it will only be allowed if it’s deemed

safe but have not yet decided if a full environmental assessment will be required. Richmond Coun. Harold Steves opposes the plant location and added the Metro regional district should not hesitate to wade into the debate on the threat of toxins flowing downriver, in light of the Fraser Valley Regional District’s strong opposition to Metro’s waste-to-energy incineration plans due to air quality concerns.

Another $1.4 million of the shortfall is due to a lack of “hold-

back” funding from the province. Treaty trouble in B.C. has deep roots Tom

B.C. Views Why did the B.C. government suddenly slam the door on their old friend George Abbott, after spending months recruiting him to head up the B.C. Treaty Commission? The instant media narrative, embraced by a shocked Abbott and then by NDP leader John Horgan, was that this was payback for grievances nursed by Premier Christy Clark from the 2012 B.C. Liberal leadership contest. Done on a whim, Horgan said after a week grilling Clark and Aboriginal Relations Minister John Rustad. Clark is suddenly a sore winner, lashing out, wrecking two decades of careful and costly treaty-making. Like many instant media narratives, this one makes no sense and is almost certainly wrong. If Clark was resentful about the roasting she received from leadership rivals

Abbott and Kevin Falcon, she had an odd way of showing it. She appointed Falcon as finance minister to drive a stake into the harmonized sales tax, and Abbott as education minister to fashion a pre-election truce with the ever-hostile teachers’ union. Both completed their unlikely tasks and retired as heroes of the party in 2013. Outgoing chief treaty commissioner Sophie Pierre was as dismayed as anyone at the news of Abbott’s demise. While the two were in transition meetings, Pierre learned that she was not being replaced, leaving the federal-provincial-First Nations Summit partnership of 22 years in a shambles. Clark went further when questioned by reporters about the sudden reversal. The future of aboriginal relations in B.C. may or may not include the B.C. Treaty Commission. “There have been some results, but four treaties in 22 years for $600 million is not enough result,” Clark said. “We have to be

able to move faster, and we have to find a way to include more First Nations in the process.” That $600 million is mostly loans, from the federal government to First Nations to finance treaty talks. Of every $100 spent trying to honour the century-old duty to sign treaties across B.C., $80 is a loan from Ottawa, $12 is a grant from Ottawa and $8 is a grant from B.C. The plan was for First Nations to repay their loans out of cash settlements made to them for 100-odd years of uncompensated resource extraction, which is now accepted as being contrary to British and Canadian law. It was the blunt-spoken Pierre who first acknowledged this hasn’t worked. Some of the 50 First Nations stuck at the treaty table have borrowed too much to go on, she said last year, calling for an “exit strategy” that forgives debt. The probability of the B.C. government making this decision without talking to the federal paymaster is exactly zero. I’m

told the province’s clumsy timing had something to do with Ottawa’s late demands. I asked Clark if her plan to settle land claims faster was anything like the 2009 attempt by Gordon Campbell’s deputy minister Jessica McDonald to negotiate a province-wide deal declaring aboriginal title. Clark sidestepped the question, saying only that the 150 B.C. First Nations not at the treaty table need a say and a solution too. (McDonald now faces a similar legal gridlock as the Clark-appointed CEO of BC Hydro, trying to build the Site C dam.) Pierre, a veteran administrator from the Ktunaxa Tribal Council in the Kootenays, made a prophetic statement when her term as chief commissioner was extended three years ago. She said if Ottawa isn’t prepared to give federal negotiators a realistic mandate on compensation and sharing of salmon rights, they should “shut ’er down.” Her advice may have been heard after all. Parks & Rec to the rescue This is a true story. A little old woman and her husband enjoyed their morning walks through the park near their home on Walter Road. On sunny days, the birds sang beautifully and the air was soft and balmy. However, when the rains beat down day after day, they found it impossible to take their walks in the park. The pathways become muddy and the grassy areas slippery. More than once the little old woman slipped and fell. “No more walks in the park,” said her husband. “Whatever shall we do?” thought the little

Justice delayed can be justice served Re: March 20 letter in the Abbotsford News, “Courts taking place of parents.” I disagree with letter-writer Dan Garrett that courts need to step up and make a decision immediately, rather than delaying judgment. I also object that parents can’t or don’t discipline their children anymore. If we’re going to make hasty generalizations about parents, then I believe that the visible percentage of children outside the courtrooms is a great indicator that parents are doing a great job in disciplining their kids. Without knowing what the proceedings Mr. Garrett observed pertained to, it is difficult to determine whether or not parents should be called into question. The form of discipline needed for these cases may not be within the parents’ jurisdiction, thus court action is needed.

Moreover, the claim that these proceedings will “result in either a fine, probation or conditional discharge” are just a few of the many alternatives mentioned. Again, without knowing the case, the final verdict could result in permanent relocation, introduction into foster care, or, worse, the school of crime – prison.

Furthermore, lawyers may already have all the particulars as to where, when and what and possibly know what would be the most just verdict, but lawyers have an obligation to their clients to argue strongly for their innocence, despite these particulars, and this can be a long process. I understand how Mr. Garret sees post-

poning cases as stagnating; however, if it were my hind on the line, I would not mind it so much. I’d want to be sure my side was heard and well presented – especially if I’m a youth with my whole life ahead of me. Marc Forcier Abbotsford

Proposed changes to existing provincial riding boundaries would bring considerable change to Abbotsford before the 2017 election, combining some regions of the community with neighbouring municipalities. Last Thursday, the electoral boundaries commission released their preliminary report, which outlines proposed updates to provincial boundaries. There are currently 85 ridings in the province and each is intended to have a similar population. They are reassessed periodically to reflect population changes. The Fraser Valley would see the most substantial changes, states the report, with the addition of a new riding in both Surrey and Richmond. According to the report, the populations of Langley ridings were well over the provincial average, and are proposed to

There are three existing ridings in Abbotsford: Abbotsford West, Abbotsford South and Abbotsford-Mission. Local regions would be combined with other municipalities, creating the electoral districts of AldergroveAbbotsford, Fort Langley-Abbotsford, Abbotsford Centre, Chilliwack-Sumas, along with changes to the existing Abbotsford-Mission. The boundary changes would split up the

existing Abbotsford South. In the proposal, there would be two ridings south of Highway 1 divided at Highway 11. The eastern portion would be the Chilliwack-Sumas district, including much of the city of Chilliwack, and the western portion would be the AldergroveAbbotsford district, which includes Aldergrove and the Township of Langley. North of Highway 1, the westernmost part of Abbotsford – west of Clearbrook – would form part of the Fort L a n g l ey - A b b o t s f o rd riding. Between

Clearbrook and Highway 11 would be the Abbotsford Centre electoral district – the only proposed exclusively Abbotsford region. It would include neighbourhoods north of Highway 1, west of Highway 11 and east of Clearbrook and Glenmore roads, bordered in the north by the Fraser River. The AbbotsfordMission riding would contain the rest of Abbotsford east of Highway 11 and north of Highway 1, Fraser Valley Regional District Area H, and the eastern part of Mission. The west-

Council passes tax reduction

City council gave final reading to the 2015 budget on Monday, putting residents on track for a .41 per cent tax decrease. Mayor Henry Braun said the reduction was possible through savings from the severing of the Abbotsford Heat contract and changes to the operations of Abbotsford Centre. He said while some people have commented that the decrease is small – an estimated $8 for the average assessed home – there will be businesses that will save thousands on their tax bills. While they were able to achieve the decrease without cutting services, taxpayers shouldn’t expect a decrease every year going forward, added Braun. Municipal taxes account for about two-thirds of an average resident’s tax notice, which also include school, hospital and regional taxes.

Final approval was given for the city’s new audible bird scare device bylaw on Monday, which will give the city the ability to enforce provincial ministry of agriculture guidelines on the use of propane cannons. Mayor Henry Braun said he acknowledges the bylaw means taking on a provincial responsibility, but that it gives the city “some teeth” to address the ongoing issue. Couns. FortisBC natural gas rate plunges Natural gas rates are going down for FortisBC customers in the Lower Mainland. A 34 per cent decrease in the commodity rate to $2.486 per gigajoule effective April 1 means users should pay about $117 per year less on their bills in the Lower Mainland. FortisBC energy supply vicepresident Cynthia Des Brisay said a combination of factors have resulted in approval by the B.C. Utilities Commission of the lowest commodity rate charges seen in a decade.

“Natural gas prices are lower coming out of this past winter due to reduced overall demand for natural gas to heat homes and generate power,” she said. “At the same time, supplies of natural gas have increased, allowing storage levels to return to normal levels.” Overall, natural gas bills won’t drop as sharply because customers are also charged other fees, including a rate to deliver the gas, that together add up to more than the commodity rate charged for the gas itself.

United Way funds support local projects

Anna McWhinney of Central Abbotsford Community School was among recipients of grants presented by the United Way on Wednesday at Chilliwack Senior Secondary.

Approximately $220,000 distributed United Way distributed almost $220,000 on Wednesday to 24 Fraser Valley projects addressing poverty, homelessness and school readiness for young children. The funds were announced during a presentation at Chilliwack Senior Secondary. “Seven of the projects are focused on Abbotsford residents,” said Wayne Green, executive director of United Way. “We consider these important investments in our community.” The projects include programming at Autumn House – a youth transition home – and a program at Central Abbotsford Community School that provides reading adventures for children struggling in kindergarten. Funding was also provided for projects covering the region and helping individuals from Aldergrove to Boston Bar. Those projects include counselling for women leaving t ra n s i t i o n a l h o u s ing and the Big Bunch Program for children waiting for a Big Brother or Big Sister. “By increasing the funding available from $90,000 to $217,844, we were able to include some projects that we’ve never had an opportunity to partner with,”

said Green. This includes the Raven’s Moon Resource Society, which will secure landlords, train ten-

Teamwork is key to cancer care Abbotsford Regional Hospital and Cancer Centre is where you will find an enormously motivated team of health care professionals whose passion is cancer care. Patients receiving a cancer diagnosis will meet many of them. An oncologist will assess them to determine a treatment plan that may include chemo and/or radiation. If they are otherwise healthy, they may be treated in a few days as an outpatient. If there are complexities, then patients will see many more health professionals, depending on their specific circumstances. Jessie Saran, Manager of Oncology, gave an example: “For my patient this morning, the occupational therapist got her a wheelchair, walker, commode, and bed rails. She was connected with Home Health to identify support needs after discharge. We spoke with her physician to ensure her family is aware every step of the way.” Jessie also speaks Punjabi, which eliminated any language barrier.

Brain cancer gets big boost in research The Canadian Cancer Society, in partnership with Brain Canada and the Government of Canada, will fund an additional $5 million in brain cancer research, Health Minister Rona Ambrose announced at a press conference on February 4, World Cancer Day. “Every year, too many parents are faced with the devastating words ‘your child has cancer’

marking the beginning of a very difficult journey for these children and their families,” says Pamela Fralick, President and CEO, Canadian Cancer Society. “Brain cancer is the most common cause of cancer death in young children. There is a huge need for more research on brain cancers, so that we can save people’s lives and ensure that their lives

are of good quality with minimal side effects of treatment.” The funding model announced is an opportunity for donors to make an even bigger impact because every dollar donated to the Canadian Cancer Society’s brain cancer Impact Grants until January 2016 will be matched dollar for dollar by Brain Canada.

“Every dollar raised for this initiative will go even further in the fight against brain cancer,” says Fralick. Gay and bisexual men living in Abbotsford and other communities east of Surrey are being asked to fill out an anonymous health survey. It’s part of research-based community consultation project undertaken by Health Initiative for Men (HIM), based in Vancouver, in partnership with Fraser Health. They are interested in hearing from men in Chilliwack, Abbotsford, Langley and more, and the results will help agencies plan for potential services in the various cities. “At HIM, we recognize that gay and bi men living in the Fraser Health area face unique health issues and challenges,” according to the online appeal. “To help us understand how we can support the health and well-being of gay and bi men, we would appreciate you taking the time to complete the following survey.” It asks questions like where the respondents get information about sexual health, or if they were aware how to obtain a confidential HIV test. Wall of Fame to celebrate young athletes The Abbotsford Sports Hall of Fame is set to honour 10 individuals and seven teams with spots on its annual Wall of Fame. The Wall of Famers are young athletes between the ages of 14 and 25 who had outstanding performances in 2014. They’ll be featured on a plaque which will be displayed at the Abby Sports Hall of Fame facility at the Legacy Centre at Exhibition Park for one year. They will be celebrated at the annual Hall of Fame banquet on April 25. Tickets for that event are available through Hub Fire Engines (3175 McCallum Rd., phone 604-859-3124, email info@hubfire.com). The Wall of Fame honourees are: • The UFV women’s basketball team had the most successful season in program history in 2013-14, winning the Canada West silver medal and the CIS bronze medal. • The UFV women’s and men’s golf teams swept the PacWest conference championships for the second straight year, and won silver and bronze, respectively, at the CCAA national championships. • The Abbotsford Rugby Football Club U18 girls squad won their fourth straight B.C. title, scoring over 1,000 points during the season and beating the Castaway Wanderers 73-0 in the final. • The senior girls rugby side from Abbotsford Senior secondary won both the B.C. high school sevens title and the provincial AA 15s championship. It was their third

straight 15s crown, and their second sevens title in three years. • The U16 boys team from Yale Secondary’s hockey academy won the Canadian Sport Schools Hockey League

regular season and playoff titles, and had a string of strong tournament results highlighted by a gold medal at the prestigious Bauer World Hockey Invitational in Chicago.

At home, surrounded by her loving family, Ida left us peacefully. She is predeceased by her husband Walter and her granddaughter Kristy. Ida is survived by her children, Doris, Susan, Richard and Roland, daughter-in-laws Karen and Liz, grandchildren, Alicia, Nicola, Michelle, Laurissa (Ken), Amy (Andrew), Jeremy, Ryan and great grandchildren, Olivia and Madix. She is also survived by her three siblings, Sammy, Hanna, and Hans Blapp and families in Switzerland. Ida Blapp was born in Volken, Switzerland and married Walter Hatt in 1949. The couple spent their honeymoon travelling to their new home in Agassiz, BC. Ida spent the rest of her life living on the farm they had purchased, raising their four children and growing the farm. She enjoyed travelling to Switzerland to visit her friends and family, and to other parts of the world, meeting many new people and making friends everywhere. Many thanks to the wonderful people at Abbotsford Dialysis Clinic, Dr. Rahimi and her many caregivers over the years. A memorial service will be held at the Agassiz United Church on Monday, April 6 at 11:00 am. Donations in her memory may be made to the Agassiz United Church, Canadian Kidney Foundation, the Canadian Diabetic Association or the charity of your choice.

It is with great sadness that we announce the peaceful passing of our beloved husband, father, grandfather and brother, Jack Walls, at the age of 73 on March 29 at Abbotsford Regional Hospital surrounded by his family. He is survived by his loving wife of over 50 years Irene, daughters Lisa (John) Stout, Katie Walls, Jenny (John) Newell, grandchildren Luke, Owen, Liam, Johnny, Ella, Olivia, Kate, Sophie and Anna, brother Robert and sisters Margie and Mary, as well as extended family and friends. Devoted to his work until days before he died, Dr. Jack was known by patients as the “Whistling Dentist”, who came alive at his practice, setting all at ease with his legendary jokes, cheerful whistling and singing, and poignant stories and opinions that always enthusiastically and intelligently conveyed his well-informed perspectives. For fifty years, he dedicated himself to his work, creating an extended family among patients

and staff, and felt blessed to be able to do daily that which he truly loved, striving to live by a favourite motto, “the humblest task, rightly done, is noble”. His tireless work ethic, dedication and integrity were cornerstones on which he built a successful lifelong career and reputation that was widely respected and admired.

God pervaded every aspect of his life, conveyed often in his reinforcing of values to his children. In twilight years, Jack and Irene treasured their time on the golf course together, especially on their frequent road trips, enjoying the simplicity of the sport and the open road, their dog Piper, and peaceful time together.

Passionately devoted to his family above all, Jack dedicated his earlier years to his daughters, coaching them in sports, spending countless hours shuttling them to activities and supporting them every day of his life. He continued this support with his grandchildren, and spent later years at numerous hockey rinks, soccer fields, and recital stages, particularly enjoying the many treasured hours spent with his grandsons on the golf course. Jack deeply celebrated life and believed in commemorating special occasions by creatively engineering songs, poems and limericks; entertaining family and friends by adeptly playing the guitar and singing with his melodic voice, bringing life and festivity to every gathering.

The family extends deepest, heartfelt gratitude to Dr. Danescu and the dedicated and compassionate ICU doctors and staff at the Abbotsford Hospital who made Jack comfortable during his short, fierce battle against illness. Sincerest appreciation for the unwavering dedication, loyalty and years of service of Denise, Bernie, Silvio, Debbie, Angie, Jacquie, Amber and Carolee for Dr. Jack. Both their patients and the staff continue their dedication with Dr. Catherine.
