Any wood-burning appliance installed in Parksville will have to be certified by the Canadian Standards Association, if the bylaw council gave three readings Monday night is eventually adopted. Council debated the issue at length, with Coun. Sue Powell suggesting it does not go far enough. She wanted a total ban on future installations and may introduce that provision into the bylaw in future readings. For that reason, she voted against the three readings, which passed in a 5-1 vote. “I don’t think we understand the health impact it (wood smoke) has,” said Powell. Coun. Leanne Salter spoke in favour of wood burning in general, raising the issue of costs for financially-challenged residents who cannot afford other sources of heat like hydro or fossil fuels. She also said wood is a renewable resource and “fossil fuels are not renewable.” The bylaw, in its current form, has a host of restrictions related to the burning of solid fuel like wood. In addition to the provisions around standards (CSA or EPA) for future installations, the bylaw states that all new construction that includes a solid fuel burning appliance shall also contain another form of space heating, such as natural gas, propane, electric or solar. The bylaw also prohibits the burning of unseasoned or wet wood and any kind of burning when an air quality advisory has been issued in Parksville or adjacent electoral areas. Anyone who contravenes any provisions of the bylaw could face a fine of up to $10,000. See ENFORCEMENT, page A7

Police officers gave out something other than lucky charms on St. Patricks’ Day. Mounties issued 100 violation tickets during an annual undercover distracted driving campaign set up in Nanoose Bay — the efforts are part of a province-wide campaign to curb texting and talking on the phone while behind the wheel. Central Vancouver Island Traffic Services (CVITS) Cpl.
Mike Elston was clad in highway maintenance threads perched on an EMCON dump truck (another officer was in a back hoe) near the intersection of Northwest Bay Road and Highway 19. Elston — equipped with binoculars, a note pad and radio — was looking for distracted drivers. “The use of those vehicles allowed the police to stay hidden in plain view and provided a view inside of vehicles from an elevated position which allowed us to see people using devices
held low and out of sight,” he explained. “There was no shortage of people seen texting, talking or using a handheld device, most of the time with the device held low so that they thought they weren’t being seen.” Elston, and other undercover officers, then radioed down to their in-uniform counterparts who waited at northbound and southbound check points just around the corner, one at Kinghorn Road and one at the Arlington Inn, respectively. Wembley Road will soon receive $250,000 worth of upgrades. The Wembley Road Pedestrian and Cycling Safety Improvements will see 1.2 km of shoulder widening on the west side of Wembley Road from the Parksville city boundary to Wright Road, widening of existing bus pullouts along the corridor and a new crosswalk with lighting at the Roberton Boulevard intersection. “I’m tickled pink,” said RDN chair Joe Stanhope who represents French Creek, of the project. Stanhope had earlier written to the Province
regarding the safety issues along the corridor. The plans for the upgrades were unveiled by Transportation and Infrastructure Minister Todd Stone and Parksville-Qualicum MLA Michelle Stilwell Tuesday. These improvements are slated for completion in November 2015, according to a news release from the Province. The Wembley Road project is part of B.C. on the Move, the government’s new 10-year transportation plan that Stone said will touch “all facets of transportation.” The plan will see $2.5 billion in spending over the next three years. Stone said the midIsland region will see “many more improvements” during that time. While no specific projects were listed, Stone said the Island would see increased funding for side roads and secondary highways, continued work on major highways and increased funding for infrastructure to support alternative transportation such as cycling.

ixteen local high school students are taking part in the annual Qualicum Beach Fire Camp March 15 to 21. For seven days the students will get an up close and personal look at emergency response organizations including Parksville and Qualicum Beach fire departments, B.C. Ambulance Service, Oceanside RCMP, the Canadian Coast Guard and the Royal Canadian Air Force. Qualicum Beach fire chief Darryl Kohse said it’s a good opportunity for students to gain exposure to emergency response teams and many, including his daughter Denyse, go on to volunteer with such organizations after participating in the camp.
Qualicum Beach Fire Camp is running March 15 to 21 with the help of their two major sponsors: the Qualicum Beach Rotary Club (QBRC) and Qualicum Foods. In anticipation of future emergencies, the Regional District of Nanaimo is hosting an information session tonight in Bowser, a community that was rocked last winter. RDN emergency planning coordinator Jani Drew said the meeting is inspired by a recent winter storm that hit the region hard, especially in Meadowood, causing at least one major landslide and flooding throughout the area. “It was a four-day wicked storm system that caused localized flooding, power lines to come down, water over the roads and a landslide in the Little Qualicum River Village area,” recalled Drew. “We (the RDN) are providing an information session for residents in the area, we’ll talk about landslide risks, the role of the RDN in evacuations and the role of emergency first responders.” Drew said Oceanside Emergency Social Services volunteers, who provide basic services like accommodations, transportation, housing and food in the 72 hours following an emergency, will be on hand as well. She said the session will also discuss the RDN’s neighbourhood emergency prepared-
ness program, which is available through the regional district to build disaster resilience. “We want more interaction with the residents,” said Drew. “We want to give them as much information as possible and share as many best practices about reducing risk and building disaster resilience.” Drew said “this is a good opportunity to get involved with the community to share our best practices to reduce risk, to clarify the role of the RDN and first responders and to plan ahead for the next winter season.” While many worry about big emergencies like earthquakes, she said “one thing we can count on (in Parksville Qualicum Beach) is stormy weather and rain, potential triggers for landslides…We want to be prepared for things that happen every year.” The Emergency Program Information Session will be hosted tonight (Thursday, March 19) at the Lighthouse Community Hall located at 240 Lions Way in Bowser. It will take place from 7 p.m. to 8:30 p.m. The information session is open to all residents and is free of charge. Light refreshments will be provided. “That option, for some reason, wasn’t considered at all,” said Oates. The bylaw still requires final adoption at a future council meeting. • Council also gave three readings to a bylaw that will amend the current outdoor burning bylaw. If adopted, this new bylaw will prohibit the burning of general and agricultural clearing waste in the city, although the rules are different in Agricultural Land Reserve properties within the city. The new bylaw will not ban firepits or campfires in the backyards of the city.

Are you a US Person? Unlike Canada, the US requires its citizens to file tax returns, and possibly pay taxes even if they are not living in the US. Furthermore the rules may even apply to persons who have never lived in the US, who may have ‘inherited’ US citizenship. For US tax purposes, ‘US Persons’ can also be green card holders or snowbirds. If you are such a Person, you may already be aware that you need to file US tax returns, and that the tax implications can be complex. But what some are not aware of is that with recent changes to US tax rules, the issues are becoming more complex, and potentially costlier. Here are some examples:
Tax-Free Savings Accounts and Registered Education Savings Plans These plans offer significant tax benefits to Canadians. The problem is: they are not recognized as TFSAs and RESPs by the US Government. Instead they are considered ‘Foreign Trusts’ that require additional reporting. US tax filers are required to report investment income from these plans on their annual tax returns.
Canadian Mutual Funds and Exchange-Traded Funds Regardless of what they invest in, Canadian mutual funds and Canadian-traded ETFs are now considered Passive Foreign Investment Corporations (PFICs), and as such are potentially subject to punitive taxes on their income. In addition there are filing requirements: a Form 8621 for each mutual fund every year. To say that this filing requirement is odious is an understatement. The instructions on how to complete the form are 13 pages long and actually give an estimate of the time required to complete the form: Record keeping 16 hours, 44 minutes; Learning about the law or the form 9 hours, 56 minutes; preparing and sending the form to the IRS 14 hours and 14 minutes. Note that mutual funds and ETFs inside of an RRSP or RRIF do not need to be reported, as long as a Form 8891 is filed. No such exemption exists on holdings in TFSAs or RESPs. If you are a US Person living in Canada, the simplest solution is to avoid mutual funds and ETFs, at least in your non-registered accounts. Instead consider buying individual investments such as GICs, bonds, and dividend-paying stocks. SCHOOL DISTRICT NO. 69 (QUALICUM) Notice to Parents Regarding: Cross-boundary Requests Parents of students wishing to attend a school outside of their attendance (catchment) area next year are required to complete the “Student Transfer Request Form” PRIOR to April 1, 2015. Forms may be picked up at your catchment area school and need to be signed first by the principal of the student’s catchment area school. The catchment area school will ensure that the form is delivered to the requested cross-boundary school by the April 1 deadline. All new student transfer forms will be numbered and consideration will be given on the basis of Policy 7015 criteria and the date of submission. A student who has spent the previous school year in an approved cross-boundary placement at a District 69 school will be deemed to be a catchment area student for the duration of his/her attendance at the school. This status will be retained upon transition to the secondary school which students from that school would normally attend based on district catchment areas. As schools cannot accept cross-boundary students until confirmation of approval is received from the District office, it is important that parents register their child(ren) at their catchment area school and then await confirmation before registering at the requested cross-boundary school. Wherever possible, requests will be approved. The District does, however, reserve the right to rescind any approved cross-boundary transfers up to and including September 30. “Trees don’t just die, they are transformed,” Qualicum First Nation chief Michael Recalma said at a celebration of life Monday for a famous eagle resting tree on the Qualicum Beach waterfront. An arborist’s report on the dead tree near The Beach Hut found just a narrow ring of solid wood left supporting it and recommended removing it. “The tree essentially looks like a donut,” director of planning Luke Sales said referencing the report. “A significant amount of rot has travelled up this tree to a height of 15 to 20 metres,” which is most the tree. Around 50 people showed up to help town council recognize the importance of the tree before it is cut down. “I think showing this amount of sensitivity is a high point for this council,” mayor Teunis Westbroek
told the assembly of well wishers and onlookers. The tree is not a protected eagle nesting tree, but has been a landmark on the waterfront for decades, which councillor Anne Skipsey pointed out. “This tree has actually played an important roll in my life,” she said, explaining that they could see it from her family home and she’s watched many eagles perch there throughout her life. Her father, former mayor Art Skipsey said he’s been going to that beach for 80 years and joked that now he’s become a bald eagle himself, removing his hat to laughter. “I’m a tree hugger and I just want to give it a hug,” one woman said at the end when Westbroek asked if anyone wanted to speak. Staff and council are still working out the details of what might be left of the tree to memorialize it, or what to do with the wood.

“If you come up to a red light or a stop sign that doesn’t mean you’re allowed to start using an electronic device,” he said. ICBC road safety co ordinator Caroline Robinson said distracted driving is the second leading cause of car-related fatalities in B.C. Annually, she said, 12 people are killed on Vancouver Island alone in distracted driving related accidents. Of the 100 tickets, 27 offenses were issued for use of an electronic device while driving, 15 for speeding and 18 for an illegal window tint. Elston said there was also one drug seizure, one prohibited weapon seizure (brass knuckles) and to the surprise of police, one vehicle
was caught carrying a substantial amount of unsecured, corrosive material with no placards or indications of the material, nor any training in relation to the transportation of the goods. Elston reminds drivers they are not allowed to operate an electronic device unless they are stopped and parked on the side of the road, However, he said devices may be used in a hands-free or one-touch fashion. The penalty for distracted driving is a $167 fine and three penalty points. Ten members from Oceanside RCMP, CVITS, North Island Integrated Road Safety Unit and Commercial Vehicle Safety and Enforcement helped with the campaign.

Tarnished Rose
T
he story of Pete Rose might say a lot about the psyche of U.S. citizens and perhaps a bit about how they are different from Canadians. Rose has once again asked Major League Baseball for reinstatement. He has been wandering in the proverbial wilderness for decades now, ostracized by the game to which he gave so much, because he gambled on games that involved him as manager of the Cincinnati Reds. His success as a player is not in doubt. In a sport more fixed on numbers and statistics than any other, Rose holds one of the game’s most important records: he recorded more hits than anyone else who played in the big leagues. On the field, Rose’s play was about much more than numbers. Nicknamed Charlie Hustle, he would bowl over anyone who stood in his way on the base paths, even famously running over a catcher in the supposedly easy-going exhibition called the all-star game. He was an all-out player everyday, an inspiration for youngsters who weren’t the fastest or the biggest or the strongest. Rose showed that effort mattered. The Baseball Hall of Fame is a lessor place without Rose. Yes, he gambled on games he managed. Yes, that needed to be dealt with harshly, as it can undermine the legitimacy of the sport. It has been dealt with harshly and it’s time to put a bust of Charlie Hustle in Cooperstown, NY. People forget who Rose surpassed to earn the hits record. Ty Cobb, like Rose, was a take-no-prisoners player who fought for every inch of space. He was also a horrible racist, but that’s OK in the minds of those who decide who can and cannot be enshrined in the Hall. It’s a confusing stance, much like the one employed by American censors when it comes to what they deem acceptable for network TV. Blowing each other’s heads off with guns, blood gushing everywhere, is OK, but don’t dare show even a hint of a woman’s breast. Gambling can ruin the integrity of sports. Baseball knows it from the 1919 Black Sox scandal. We suggest the prolific use of steroids has put a worse tarnish on the game. But it’s gambling that keeps Rose out of the Hall, much like it has kept professional leagues from placing a franchise in Las Vegas. It’s not surprising the Canadian-led NHL will likely be the first major sports league to welcome a team in Sin City. The Baseball Hall of Fame is something less than legit without the sport’s all-time hits leader. Put Charlie Hustle in the Hall. — Editorial by John Harding

Fire hALL hoUsiNg I’ve been thinking a lot about the Town of Qualicum Beach and the old fire hall building and what might be a suitable use for that property. It’s time to put “our money where our mouths are” and think about young people and young families who may like to live here, but have no financial ability to buy a home, but would be able to afford to rent in a non-restrictive building (meaning no age provisions like 55-plus). This particular stretch of property would seem to lend itself very nicely to a small, two-storey apartment building with the required aesthetic exterior for the town. If a modern (read “Ikea” style) template of a two-bedroom, 1.5 bathroom interior was to be applied to maximize the square feet, then it might be possible to get at least 12 units out of that space with input from progressive designers available here. I don’t know the ins and outs of federal, provincial or local funding, whether it be private or a collaboration, or any politics — that’s for more “hands on” people than me to deal with — but I do know there is nowhere in this town for young renters. The talk of encouraging young families to settle here should be more than talk and we should actually do something solid in our community since there is no co-op style housing option available north of Victoria. herriNg by CoNseNt Differing opinions about allowing continuation of the herring fishery annually pit the environmentalists against those parties with commercial interests. If you wish to see how the residents of Oceanside felt about this issue a few years ago, have a look at The NEWS’ “Question of the Day (QOTD)” from eight or 10 years ago. The QOTD asked whether the commercial herring fishery should be allowed. The number of responses undoubtedly set the record for a QOTD, with (as I remember) more that 400 votes tallied. I recall more than 350 respondents said ‘no.’ Nothing substantial has changed to make one think these results wouldn’t be replicated today if the same question were asked.

We should be able to rely on the regulatory agencies who are the paid “experts” to make the right decisions regarding our fisheries, based on all considerations. Unfortunately — whether from past experience or a lack of valid information — we, the public, have lost confidence that these agencies are truly serving their stewardship mandate. One mustn’t lose sight of the fact that natural resources — including wild fish, forests, minerals, kelp, urchins, etc. — belong to all of us. Commercial gain from these should be with our consent. If, as is suggested by the experts, the Salish Sea (Strait of Georgia) has such a glut of herring and their spawn, let’s sell the unneeded spawn to the Japanese. why Fish roe? I fished herring in the days when there actually were lots of herring. The reason Parksville/Qualicum is the last bastion of spawning numbers of herring is because of past mismanagement. In reporter Candace Wu’s recent story on the subject, Doug Hay stated that a newer, more conservative approach is used today with the quota being only 10 per cent of past quotas. I guess the question I have is why are we still fishing herring roe? Old models are hard to change. The biomass in the Salish Sea is made of stocks from the West Coast of Vancouver Island and local populations, that is told to us by “the managers.” Managers still do not know what percentage is local and from where. When you have mixed stocks and DFO scientists not taking care of business, we head down a very shaky road. Note the only DFO scientist speaking is Hay and he is retired. Soundings are done and estimates are made and quotas are set. Pressure is brought to bear by user groups and the quota is negotiated, not managed. To think that fishermen know best and should set the quotas are like having the wolves take care of sheep. A fisherman must have a drive to catch the last fish or he will fail. At least with the pooling of licences some sanity exists on the grounds. I truly believe removing the bottom por-
tion of the marine food chain is very harmful to the system as a whole. Herring are an integral part of the food web. This removal for a few dollars is very short sighted. I believe the answer is to remove the licensing for herring roe. Those who got their licence for nothing receive nothing in exchange. They have many years of fishing and reaped rewards. Those that bought licences should be paid for whatever is left of the depreciation. They did get their tax write-offs. Let us all have the courage and foresight to put an end to this while there still is time. I think everyone, including the scientists, the silent majority, know this to be true. We are amazed and frankly concerned about the apparent lack of opposition to the potential medical marijuana production facility on Tuan Road in Parksville. A medical marijuana facility already exists in Nanaimo, in the Duke Point industrial complex. Why would it be necessary to build a similar factory when one exists only 45 km from Parksville? Rivers Edge residents had the foresight to oppose the development, originally planned for their area. They were successful. Can you imagine the uproar that would occur if this were proposed for city-owned land in Qualicum Beach? Then why are we in Parksville so reticent? What are the resorts doing to oppose this? Some are located within only hundreds of metres of the proposed site. How are they going to react if the smell from the facility affects their guests? What will this facility do to local residential and business property values? So, wake up Parksville, if you oppose this development, write the Health Minister, write our MP and MLA, write the mayor. Make your opposition known. Otherwise, that factory will be built in our backyard. We need auto Insurance choIce Re: John Harding’s recent editorial about ICBC’s monopoly. ICBC has been ranked the worst automotive insurer in the country by its own customers. And that’s likely because drivers in B.C. don’t have the right to shop around for car insurance, said an official with J.D. Power and Associates. Lubo Li, the company senior director, singled out lack of choice as the reason ICBC scored the lowest in J.D. Power’s 2012 Canadian Auto Insurance Satisfaction Study. In other jurisdictions, consumers choose which insurer they want to use, he said. I’m not trying to pick a side in terms of ideology, public versus private insurance. That’s not our job. But if you put yourself in the consumer’s shoe, if I have freedom to choose who I want to buy a policy from, I’m a better customer than if I’m forced to use somebody. If you’re not giving them a choice, they’re not going to be happy at all. Not only did ICBC rank the lowest in customer satisfaction at 651 out of 1,000, the country’s other two lowest-ranking insurance companies were also public ones: Manitoba Public Insurance (MPI) ranked above ICBC at 697 and Saskatchewan Government Insurance (SGI) a little above that at 699.
Canadian Direct Insurance had the highest ranking in the West at 805; nationally, La Capitale in Quebec had the highest customer rating at 850. J.D. Power surveyed 12,000 people, including 3,400 in B.C. The margin of error is less than two per cent, 19 times out of 20. An ICBC official said the annual J.D. In a letter to the editor ‘Log or develop’ (The NEWS, Feb. 19), Rod Bealing of the private forest landowners associa-
tion writes: “compared to alternate land uses, sustainable forest management over long crop rotations is an extremely low impact use of land — possibly the lowest impact of any use mankind makes of land.” No disagreement with that statement, however, long crop rotation is not what we see the private forest landowners doing on Vancouver Island. The letter says “private forest land management in this region is over a long time rotation of perhaps 50 to 60 years.” Fifty-60 years is not long term rotation, it is short term rotation, also termed “economic rotation,” and it is certainly not ecologically sustainable especially in sensitive ecosystems. Forest research papers show long term rotation to be over 150-200 years. With so much of the private forest land being less than 100 years old, I wonder if Vancouver Island private forest landowners could even carry out long term rotation if they wanted to. To manage long-term, wouldn’t they have to to shut down the industry for the next 100 years? Starting in 2004, extensive deregulation of forest practices on private forest lands seem to contradict Bealing’s claims of a “regulatory regime and modern progressive stewardship practices on B.C.’s private managed forest lands.” We can see all around us and in our community watersheds the clear cuts

He was asked to come back later and we left the doctor’s office, not as happy campers. Getting lost
When I was a kid, my mom and dad would take us shopping every Saturday afternoon at the mall. Dad would look at tools and mom would look at clothes. My brother Jay and I would watch Bugs Bunny on the colour televisions or listen to the latest hits like Burt Bacharach’s Do You Know The Way To San Jose? on the stereo at Sears. Just before the store closed, dad would go start the car and mom would gather us up for the trip home. There was only one problem. Mom had absolutely no sense of direction. “Oh my,” mom would say. “I don’t think this is where your father parked.” Dad thought mom’s misadventures were hilarious. By Ray Smit “Women have absolutely no sense of direction,” he’d chortle after he’d gotten us all back to the car but I said nothing. Here’s why: some months earlier, I visited the Royal Agricultural Winter Fair during a class trip. We were supposed to stay put near the main stadium area at the Coliseum but most of the boys took off looking for adventure. No slacker, I took off too. However, within minutes I was hopelessly lost. Fortunately, I happened to see my teacher in the distance buying a cup of coffee. I broke the world’s record for the 100-yard dash and caught up to him. No fool, I stuck to him like glue for the rest of the day. When we boarded the bus for home, one girl was missing. She’d gotten lost too and was crying. I still remember the guys making fun of her as she got on the bus, “Stupid girl! She couldn’t even find the Coliseum.” Over the years I’ve learned how to hide my discombobulated sense of direction with maps and handwritten instructions. Last week I made my third trip in a month to UBC. I was feeling pretty good about myself on the way to the ferry — I’d been navigating Vancouver like an old pro. I had only two more turns to make. Left on Hornby, then left again on Georgia. But I was in the right hand lane when I noticed the Hornby Street sign up ahead. It was too late to change lanes! The Book of Proverbs says, “Do not swerve to the left or the right; turn your foot away from evil.” That seemed like a pretty good driving tip considering I was coming home from a theological college. As I zoomed into the abyss, I knew I was in trouble. But I did manage to see the PNE and Rogers Centre (several times) in my attempts to get to Horseshoe Bay. Somehow, I eventually got back onto Georgia only to find myself staring at Rogers Arena, again. The ancient Greek word strepho, from which we get our word repent, means to turn around. That seemed like a good idea. A few minutes later I was crossing the Lions Gate Bridge. Repenting, it seems, does have benefits. I’ll be thinking about that trip the next time Joanne and I go for a walk at Rathtrevor Beach. It never fails that as we get into the forest, I get completely lost. And now that the truth is out, I’ve been thinking it might be a good idea to ask Joanne for a GPS device next Christmas. Otherwise the next time I get lost on my way to Horseshoe Bay, she’ll have to come get me. I’ll be the overgrown kid at the police station wearing a policeman’s cap, eating an ice cream cone and listening to the oldies station. Nicklen one of three to win Realtors Care Award Canadian realtors donated more than $53.8 million to charities in 2012-13
The Vancouver Island Real Estate Board (VIREB) bestowed Realtors Care Awards on three members — including one from Parksville Qualicum Beach — at its February 27 awards luncheon. VIREB hosted the event in conjunction with its annual general meeting to recognize members who give back to their communities and work diligently to enhance the professional image of realtors. Aaron Nicklen of Coast Realty Group in Parksville Qualiucm Beach was one of this year’s award recipients. The list of causes and charities to which Aaron Nicklen has devoted his time is a long one, according to a news release from VIREB. Whether riding a bike for the Heart and Stroke Foundation, donating his Hawaiian condominium to raise funds for community events, or anonymously co-funding com-
munity Christmas dinners for the needy, Nicklen consistently shows that realtors care. He has also served as past president of the Rotary Club of Parksville AM and been an active sponsor of the Victoria Symphony Orchestra. Throughout the year, members of organized real estate work together to make a difference in their communities by volunteering time and raising funds for a diverse array of causes and charities close to their hearts, according to VIREB. Many of these initiatives fall under the Realtors Care umbrella. This guiding principle and brand celebrates the great philanthropic work done by Canadian realtors, real estate boards and associations and broker offices, said the release. Canadian realtors donated more than $53.8 million to charities in 2012 and 2013. Driveway’s Alexandra Straub will pilot an all-electric Nissan LEAF in the annual AJAC Eco-Run next week. The all-electric sedan, which is also the prize car provided by the Scrap-It program for our Plug-In to Win contest, will glide silently from the Vancouver International Auto Show in downtown Vancouver next Wednesday. The route, devised by the Automobile Journalists Association of Canada, will then take the participating 19 eco-friendly vehicles to Victoria via the Nanaimo ferry. On Thursday, the vehicles will be put through their paces on a handling course in Langford to see how versatile they are. The EcoRun concludes that evening in Vancouver. In addition to pure electric vehicles, the Eco-Run
includes plug-in and conventional hybrids, as well as vehicles powered by hydrogen fuel cells, diesel-fuelled powertrains and highly efficient gasoline options. There’s no limit to the size of vehicle showcased, as they range from subcompacts to pickup trucks. The participants include the 2015 Hyundai Tucson Fuel Cell, 2015 Jeep Grand Cherokee EcoDiesel, 2015 Kia Soul EV, 2015 Ford Focus 1.0-litre, 2015 Acura RLX Sport Hybrid and the 2015 Chevy Volt. The purpose of the event is to inform consumers of these alternative options. These new vehicles are driven in real-world road conditions in order to fully test for fuel efficiency and the reduction of carbon dioxide emissions.

Several new crossovers will be featured at this year’s Vancouver auto show. Honda recently revealed for the first time at the Chicago and Toronto auto shows, the all-new Pilot. Gone is the boxy three-row vehicle, replaced by a sleeker, more stylish design. Now equipped with LED headlights and LED daytime running lights, along with available 20-inch wheels and panoramic sunroof, this is a modern take on family hauling. The Pilot is powered by a 3.5L V6 engine, matched to a six-speed automatic transmission or an optional nine-speed unit. This new model will be sold with front or all wheel drive and because it is 135kg lighter than the last model it should be more efficient. Mercedes is renaming the M-Class as the GLE. GL

Hyundai has announced that they it will start leasing Hydrogen Fuel Cell Tucson SUVs to Canadians this year, with the Vancouver area being the first market to receive these world-class vehicles. This is an electric SUV but instead of getting electricity from the grid it is produced using an onboard hydrogen fuel cell. The owner fills the fuel tank with hydrogen, not gasoline, and drives normally. The fuel cell Tucson can go 420 kilometres on one tank of fuel, a range about which electric car manufacturers can only dream. Ford has one of the best selling SUVs of all time in the Explorer, with more than 350,000 sold in Canada so far. The all-new 2016 version made available a 2.3L EcoBoost engine on the base and XLT trim. The 290hp 3.5L V6 engine is carried over but the Sport

Until recently, Oceanside RCMP auxiliary officer and Tour de Rock rider Bill Peppy had pain and limited mobility in his hip, but now he’s cycling 100 km a day. “When I was 12 years old I had a freak accident on a wet soccer field,” Peppy said of the issue that plagued him ever since then. But while it stopped him from running or taking part in most competitive sports throughout his life, he did find ways to work around it earning a high black belt in martial arts, even owning his own school in Parksville from 1999 to 2010. And he was able to cycle 1,000 km down Vancouver Island in the 2011 Cops for Cancer Tour de Rock, which he said was mostly mind over matter and likely pushed up the timeline on needing surgery, which he received last March.
He said that while the doctors don’t like doing that surgery on people until they are in their 60s, it just became a necessity. He was sent to Dr. Clive Duncan at U.B.C., who he called the best surgeon of his type, specializing in unusual cases like his and he lavished praise and thanks on his doctors and those who helped him through the recovery including Dr. B. Bell, Dr. B. Rowe, J. Martin at Oceanside Physio, Jim at Jim’s Gym and Elizabeth at Parksville Pharmasave. Less than a year later, the surgery and support had him training hard for the two day, 200-km Cycle of Life Tour this summer out of Victoria, with all proceeds going to Vancouver Island hospices. His doctors tell him he’s at about 90 per cent recovery, but he said he doesn’t know what normal is like and he feels better than ever and is able to ride without pain. Would people share a car in Qualicum Beach? Ken Walker is asking that question in light of the massive growth in carshare programs. Walker is a Qualicum Beach lawyer and Nanaimo CarShare member who thinks the idea could work well in the small, senior-oriented town. He suggests many people may live within easy walking distance of the village centre, but occasionally need a car for a big shopping trip, or when their grandchildren visit. He said he has two cars because his main car is a little sports car, but he also needs a bigger one to occasionally drive passengers around. Walker also pointed out there isn’t a car rental office in Qualicum Beach, and there are many people who might like the convenience of occasional access to a car, without the cost and hassle of owning one. And he adds “there are significant environmental benefits. There’s lots of statistics that show people plan their trips better when they have to pay as they go, people walk more, use transit more, bike more.” “Every carshare car takes several cars off the road,” he said explaining there are an average of 20 members per carshare car which can impact things like urban planning and development. He even suggests developers could trade a carshare car and space in a new building for fewer required parking spaces, saving money and providing a service and environmental benefit. And the carshare, or co-op concept is booming. Vancouver’s carshare group Modo, has more than 14,000 members sharing about 700 cars, where they can find the nearest car with
a smartphone app and use it for a few dollars an hour. “It’s not always cheaper than renting a car,” Walker said, suggesting if you want a car for several days or long trips, renting may be cheaper “but there are many benefits for shorter trips and it’s easier than renting a car for an hour.” Rates are different for different types of members (casual, full, business) with a combination of hourly and kilometre charges. He gave the example of driving 15km over three hours costing a full member $15, while four hours and 70km would cost $35. Walker admits it has mostly taken off in urban areas so far where the economy of scale means there is almost always a car available near wherever you are, but there are active programs in smaller places like Sechelt, Fernie, Kaslo, Nelson and Gibsons where more than 100 members share four cars. Nanaimo CarShare currently has 40 members sharing two cars, with another in the works, and Walker said he joined partly because it gives him easy access to other programs and he’s used cars in Vancouver before, picking one up at the Horseshoe Bay ferry terminal, easier than renting a car. Coastal Community Credit Union even has a special deal on offering to pay half the membership cost for their members. Walker will explain the idea further and gauge local interest in having a carshare in Qualicum Beach at an information session with coffee and cookies this Sunday, March 22 at 1:30 p.m. at Rotary House, at the corner of Fern and Beach roads. Sons of Guns mark 25 years of music

Sons of Guns may have gone through a few faces and genres over the past quarter century, but one thing has always remained the same for the Qualicum-based band: camaraderie. “There are very few musicians that’ll stay together that long let alone still like each other,” said drummer Anthony Telfair. “We just keep positive about it.” “We have a friendship whether we’re playing or not,” added Mike Jarvis, who plays bass. The rhythm duo met back in 1990 at a jam session in the Frontiersman Pub in Coombs. “Musically, we seemed to click,” said Jarvis, who had just quit another band and was planning to take a break from playing music at the time. “What was going to be a six month break turned out to be no break at all.” Jarvis was actually the last member to join Sons of Guns. The group already included Telfair, Bobby Teesdale on keyboard and Dave Brown on guitar. Another fresh face entered the new quartet soon after forming, however, when Brown left in 1992 because he couldn’t go on the road, said Telfair. So, Maxwell Perry stepped in on guitar as Sons of Guns started their years of touring around the province and up to Alaska. “We were a full-time band,” said Jarvis. “We were on the road, we were on T.V., we

were broadcast.” A year later, in 1993, Teesdale headed to Nashville on his own. The move more
or less turned the quartet permanently into a trio, and it would be the last major change for the band until 1996 when Per-
ry stepped down. At that point, Telfair and Jarvis brought in guitarist Bryan Plummer and that trio played together until 2007. “It was a high point,” said Jarvis of those years. Currently, the band’s roster has Andre Kausman on guitar and occasionally Kevin Pahl on keyboards. Faces were not the only changes Sons of Guns saw over the years, however. The group started out performing country rock and now play a blend of classic rock, R&B, reggae, and blues. “Imagine how boring that would be,” said Telfair of playing the same songs for 25 years. The band is also not a full-time gig anymore. Jarvis now runs the Summit School of Guitar Building and Repair, and Telfair has played on cruise ships since 2009. “Our life has evolved,” said Jarvis. “We picked two different paths.” Still the band is sure to get together whenever Telfair is back on dry land. They continue to have a regular circuit, which includes Qualicum, Port Alberni and Campbell River, and Telfair and Jarvis run a regular jam session at the Fanny Bay Inn. “It’s a never ending episode,” said Telfair of Sons of Guns. “We can take it as far as we can go.” To celebrate the band’s quarter century of music, Sons of Guns will play its own anniversary party at the Crown & Anchor Roadhouse (6120 West Island Hwy, Qualicum Bay) on March 28 from 8 p.m. to midnight. “We’re expecting a good crowd,” said Telfair. David Nigel Lloyd, a non-traditional traditionalist, will bring a collection of folk songs to the McMillan Arts Centre on March 20. Many of the traditional songs, however, will be overlaid with new but related lyrics. As the British magazine Folk Roots wrote, “Lloyd uses traditional tunes and themes where it suits his purposes.” So, you’ll hear the old Anglo-Celtic pantheon of
demon knights, faerie queens and divine drunkards wandering the deserts, mountains and boom towns of Southern California where Lloyd lived for 35 years. In performance, he will accompanies himself on guitar and the eightstringed octar. The ‘Hole in the Wall’ is picture perfect MICHAEL ADDISCOTT NEWS Contributor
There are always a number of outdoor excursions on my ‘to do’ list; some easy, some more ambitious, some near, some further afield. The recommendation of friends may be the catalyst, sometimes poring over a map, perhaps a feature in a tourist guide or, in an increasing number of cases, photos and descriptions from Facebook posts will pique my interest and encourage me to put a plan together. This latest outing came about as a result of the destination being featured in a number of fellow enthusiasts’ social media contributions. It’s relatively close, requires only an hour or two away from the car and offers a memorable setting that provides great photo opportunities. It’s called The Hole in the Wall and it lies just over the Alberni Summit, near the top of Roger Creek. While The Hole itself is a worthwhile destination, the area around this feature contains a number of trails that track through an area replete with intriguing remnants of various industrial activities. As with most local hikes, the land has been heavily logged so old stumps give a sense of age and a well developed understory of almost prehistoric ambiance that has grown out of the rotting slash which surrounds the forested parts of the trail. This has a particularly rich feel on grey days when the damp smells and intense green of ferns, trees, old man’s beard and moss create a verdant backdrop that is truly impressive. The other significant evidence of man’s handiwork is relevant to the very reason the landmark exists. Prior to 1967, the cities of Alberni and Port Alberni were separate municipalities, and the creek here was dammed to create a reservoir. This provided water to Alberni via wooden pipes enclosed in coiled wire which can still be seen in a number of locations close to the river. The hole itself was blasted through a dark, volcanic shale fin of rock as a short cut for the delivery of water. Unless they have done some research, few visitors realise that this would be anything but a natural phenomenon, carved by the water that cascades down from the aperture. When viewed from the
upstream side, however, concrete work and one of the pipes can be clearly seen. Following heavy rain a logjam tends to accumulate but when this clears and the water level drops a couple of large concrete sections become apparent. The route in follows a quad trail that begins opposite Coombs Country Candy on the South side of Highway 4. This trail soon intersects a substantial gravel road as it curves around a hairpin bend. There are a couple of options to take a walk around but eagerness to get the best perspective of the destination makes turning right onto the road as it heads downhill the better option. There is a smaller side road to the right after a few metres which leads to a popular Summertime swimming hole. Continue ahead on the main route as it narrows and swings left, turning into a steep quad trail, cut by feet, tyres and the action of a spring which feeds water along the trail and into the creek. Within a few minutes of picking your way carefully downhill you will arrive at the bottom of the valley carved out by millenia of erosion and the incredibly photogenic Hole in the Wall will be directly across the river. It’s seen at its best during wetter months when a reasonable amount of water will flow through the keyhole. Keeping the river on your left and heading downstream brings you to a rocky beach where visitors traditionally build stone structures in the style of inukshuks. Heading away from the river will allow you to intersect your inward route as the road returns you uphill, but look for a tiny trailhead on your right which heads up the banking above the road. This will save you from walking all the way up and around the hairpin. Having turned right on the upper section of road, another trail on your left leads into the trees and along a high, steep banking above the river. This starts to wind downhill to a point where it intersects the creek and you will soon find yourself looking into the hole from the upstream side. The trail continues alongside the water and not much further downstream there’s more evidence of water management where the remains of a weir crosses the creek. The side of the trail here clear-

ly shows the coil wrapped wooden pipes that were laid in 1913 and decommissioned around 50 years ago. Looping around to your right you will find yourself heading back up the gravel road along which you walked in and it’s not hard to spot the quad trail at the hairpin where your off-road adventure began. While this trail is not particularly long, remote or challenging, it’s worth flagging up some points on safety. This is especially relevant for those with dogs or young children. Care should be taken when crossing Highway 4 as the most direct route between parking and trail involves crossing as the road bends. The nature of the river valley involves steep bankings, loose, slippery surfaces and water. Evidence of bears is common and these local residents are well established in the rich environment that many of our most attractive routes traverse. There are a number of side trails and gravel road spurs in the area. If in doubt, find someone with local knowledge to take you around on your first visit.

What to take: Carry a whistle, flashlight and small 1st Aid kit. Remember to bring any prescription medications with directions for use. Check weather and choose appropriate footwear and clothing. Steep sections make lugged hiking shoes or trail runners a good choice. Even on short trips bring a snack and water. Let someone know where you’re going and when you expect to return.
Getting there: Follow Highway 4 towards Port Alberni. Leave Highway 4 on the right at Coombs Country Candy. There is ample parking near the store. Carefully cross the highway to the quad trail just uphill from the parking lot.

Jean Parkin will be hosting a concert at St. Anne St. Edmund Anglican Church on March 29 to celebrate Easter. The Nanaimo-based soprano, who will be accompanied by Sylvia Gauthier on the trumpet and Victoria’s Ellen Boston on piano, has chosen a selection of classical sacred songs for the event. “We are performing works pertaining to Easter,” she said. The set list ranges from traditional hymns, Were you There and There is a Redeemer to Prayer from Bach’s St. Matthew
Passion. The recital will also include Fulget Amica Dies, Tu Virginum and Alleluja from Mozart’s Exsultate, Jubilate, as well as selections by Andrew Lloyd-Webber, Stephen Adams and César Franck. Parkin is a trained soprano who started singing in her native South Africa. Over the past 30 years, she has performed in Cape Town, Vancouver, Australia and other places around the world. The concert will be on March 29 at 2:30 p.m. Tickets are $18 and will only be sold at the door.

It is with great sadness we announce that Mary Barbara Woolverton (Roy/King) passed away peacefully on March 2, 2015 at Trillium Lodge in Parksville, BC. Mary was born in Athabasca, Alberta to parents Bella (McLeod) and Phillip Roy. She was predeceased by her husband of 65 years, Kirk; brother, Donald; sister, Clara; nieces, Judy and Linda; and son-in-law, Murray. Mary is survived by sons, Cecil, Rocky (Jean), Gregory; and daughter, Rhonda. She is also survived by her grandchildren, Sean (Gwen), Emily, Zachary, Danielle, Sara; step-grandchildren, David (Shauna), Sherrie (Blair); great-grandchildren, Anna and Chloe; stepgreat granddaughter, Kaleigh; nieces, Margo (Keith), Leslie (Mark); and nephew, Ross. Mary and her husband Kirk, lived in Parksville for nearly 30 years where they made many friends. Mary loved her time working as a veterinarian’s assistant in Calgary. Throughout the years, she and Kirk had many pets and she enjoyed being able to pass this love of animals onto their children. She also enjoyed bowling, cards, reading, and gardening with her husband. Mary loved visiting friends, family, and attending events at the Legion. She will be fondly remembered as a loving wife, mother, and a good friend. Mary’s family would like to thank the wonderful caregivers at Trillium Lodge who made her days there as comfortable as possible. A Memorial Service will be held at 2:00 pm on Saturday, March 28, 2015 at Yates Funeral Chapel, 1000 Allsbrook Road, Parksville, BC. Reception to follow. Audrey Hepburn was the epitome of old Hollywood glamour and ticket holders for the sold out 2015 What Women Want (WWW) event in Parksville will feel like they have stepped back to a bygone era on Friday. Hepburn was an inspiration to many, including WWW organizer Donna Andres. Beyond her pretty face and acting career, Hepburn was also considered a humanitarian and a genuinely great person and that is why Andres picked the fashion icon as the inspiration for what she said will be an enchanted affair. Andres initiated the first, What Women Want at the Parksville Community and Conference Centre (PCCC) three years ago and she said this year will be even more spectacular. The owner of Lady’s Mantle in Parksville said Hepburn’s style is timeless and personifies grace, elegance and charm and she wants to bring some of that to Parksville. With Tiffany as the theme the decorations will be blue and white and over the top according to Andres. She said the evening she and a team of volunteers have been planning will provide an opportunity for women to focus on the things they love; clothes, shoes, accessories and pampering, all while sipping spirits and enjoying appetizers. Although women are encouraged to embrace the theme of the evening and wear an Audrey inspired little black dress, they may want to pick one from the closet that has some wiggle room. Teresa Patterson, owner of the Pacific Brimm restaurant, said WWW will be the largest catering event she has ever taken on and she is

With high school basketball season in the rear view mirror, five Parksville Qualicum Beach seniors are taking part in the 2015 Island Classic All-Star game on March 28 in Victoria. Chelsea Hoey will represent the Ballenas Whalers, playing on the Girls North Island team. The Kwalikum Secondary Kondors are sending Grade 12’s Ryan Becker, Shane Craven, Wylder Carson-Austin and Jesse Goring to the Island Classic. Kwalikum is the only North Island school with the honour of sending four members to the Island Classic this year. “It’s an honour to be going,” Carson-Austin said. “I think it’s just really cool that all four of us get to go after the season we had.” After winning their league title and the North Island title, the Kondors had a chance to make it to provincials as the number one seed out of the north. Hockey season isn’t finished quite yet as 12 Atom division teams from Vancouver Island have hit the ice at Oceanside Place for a tournament, which started on Tuesday and wraps up today (March 19). The Grumpy Old Men are taking to the ice once again for their tournament from March 27 to 29 and will feature another charity game on March 28 that will look to build on the success it had last year. This marks the 25th year for the annual Grumpy Old Men tournament, bringing in teams from far and wide for a weekend of hockey. The tournament will once again feature a charity game between Team Switchblade, which featured former NHLers Jeff Bandura, Richard Hadju
and former Vancouver Canucks draft pick and country music star Chad Brownlee last year. This year’s Vancouver Island All-Stars will include both Doug Bodger (former NHL first round pick in 1984) and Trent Kaese (former NHL eight round pick in 1985). Last year, the Grumpy Old Men tournament was able to raise more than $5,000 in total, with more than $3,000 of that for the Society of Organized Services (SOS) recreation assistance program, which helps families in need for youth in sports. This was able to help put 23 kids
into minor hockey in Parksville Qualicum Beach and organizers are hoping to raise more this year than last year to help this cause. “We were able to raise a lot of funds for a great cause,” organizer Bruce L’Hereux said. “We’re hoping to see more people in the stands this year and we’ve got some great items up for auction to go along with the action on the ice.” Items that are up for auction range from a signed guitar from Dallas Smith and Brownlee, who won’t be able to attend the game but will be in Nanoose Bay on April 4 with his country music
tour. Other items include a signed Carey Price jersey, Nate Leslie Hockey Camp tuitions and much more. Intermission entertainment will also see Oceanside Minor Hockey Timbit players, something that L’Hereux and others organizing the event felt was important to include through the weekend. “We’ve got lots of goodies,” L’Hereux said. “We are really trying to get these kids out to see the game and have a good time.” “They’re the future and getting them out there on the ice in between periods should be a fun time for everyone.”
