The policing approach and apparent behaviour of Integrated Road Safety Unit officers around the West Shore is starting to grate on some.
Whether it’s complaints about being pulled over for a random traffic infraction that gets forgotten once the driver, accused of being a suspected impaired driver, blows zero on the breathalyzer; or rants about how such tactics are hampering an already hard-hit hospitality industry, Stew Young seems to hear them all. The Langford mayor said he’s heard numerous such stories from people in his city about negative encounters with IRSU officers – one came from a fellow city councillor – who have been doing targeted enforcement for impaired driving, largely near pubs. “When you take a police action of any sort against some-
body who is a law-abiding citizen, who has never been pulled over for drinking and driving or doesn’t drink and drive, it leaves a sour taste in your mouth when it’s an overaggressive nature of policing. It reflects on the police force in general,” Young said. He estimates that he’s received 20 or so complaints about behaviour by West Shore RCMP officers in the past 20 years, but hears upwards of 40 per year about IRSU.

Reducing fossil fuel use by recycling used oil Metchosin encourages use of oil drop-off bin for residents Arnold Lim News Gazette staff
A large green container is languishing in Metchosin’s public works yard. A look inside reveals an almost empty bin, but Metchosin Coun. Moralea Milne said she hopes residents of the rural community will help themselves and the environment, by filling it up with their used cooking oil. “It’s always a good idea to try to reduce the use of fossil fuels, and this is a way to use recycled materials. People have a difficult time getting rid of it anyways and it seemed a smart thing to do,” she said. “I am worried about global climate change and we are always looking for ways to reduce our footprint and helping everyone else reduce theirs as well.” Metchosin council approved a $1,200 grant in June 2012 for Cowichan Energy Alternatives, a non-profit that helps promote low-carbon, green initiatives throughout Vancouver Island. Used oil dropped off in the container is picked up and turned into biofuels that CEA executive director Brian Roberts says offer a clean, renew-
able energy source that could significantly reduce carbon emissions and the use of fossil fuels. The program allows for a drop-off of the oils in a sealed container anytime the public works yard is open and can also help save tax dollars, he said. “This program is important to municipalities for a number of different reasons. If you are lucky (oil is) going into the landfill, but the dirty secret is (most people) turn the hot water on and pour it down the sink,” Roberts said. “Like the hardening of the arteries of the city, it gels and the sewer, and pipes get thinner and thinner (because oil) covers the lining of the pipes with FOG or fats, oils and grease.” Such inappropriate disposal has led to maintenance costs for municipalities in the hundreds of thousands, to millions of dollars to repair, clean or replace the pipes. A good way to get rid of the used oil is to drop it off so the biodiesel co-ops CEA partners with can repurpose it as a renewable resource. “We were the first people in North America to actually have a residential recycling program drop box to drop off,” Roberts said. “It is also a valuable resource. There is a higher purpose to turn it into a biofuel instead of a problem. (This can actually be) a solution.” alim@goldstreamgazette.com

The worst-kept secret in Langford was confirmed Sunday when the head volunteers with the Luxton Pro Rodeo issued a joint statement saying the annual event has been cancelled. The good news is that the annual fair, featuring the midway, Saturday night country dance, heritage displays and antique farm equipment and other activities will continue this year. “Due to increasing costs, many due to living on an Island; the Luxton Pro-Rodeo Committee has decided the Luxton Pro-Rodeo Event is no longer economically viable,” wrote rodeo managers Sandy West and Charlie Price. “In order to continue to operate, there would have to be a substantial gate fee increase. We do not wish to put this burden on the public.” Last year’s admission price for adults was $20, with children 14 and under admitted free with an adult. Seniors and students up to 18 paid $15 per ticket.
Langford mayor Stew Young said he started coming to the Luxton Rodeo as a kid growing up in Langford. He hopes this doesn’t hurt the fair and that the other agricultural aspects of the events continue. The Rodeo had been running for 39 years. “It is unfortunate they have shut down the rodeo, it will be a bit of a void for Vancouver Island for sure. It is not just a Langford thing, it is a draw for everyone really,” he said. “I hope the death of the rodeo doesn’t kill the rest of the society out there. We will probably have a meeting with them and see how we can help them continue on.” Like many rodeos these days, the Luxton Pro Rodeo was plagued in recent years by complaints about cruel treatment of rodeo stock, from both the B.C. SPCA and humane society groups including Victoria Citizens Against Rodeo Events (VCARE). VCARE spokesperson Melissa de Muelles, who joined fellow members on a protest line at the fair entrance on Luxton Road last year, was pleased to hear of her hometown rodeo’s demise. “It doesn’t matter why it’s cancelled, it’s a good thing,” she said. “We’re just glad to see it’s one less stop that rodeo animals will have to make.” – with files from Arnold Lim editor@goldstreamgazette.com

The show will focused mainly on his jaw-dropping work with cards and use of common items like cellphones, he says. It will also be his first opportunity to perform some of the tricks and illusions he’s been honing and expand-
ing upon over the past number of months at magic workshops, camps, competitions and locally with the Victoria Magic Circle. It’s about taking things to the next level, he says. “Most of it for me is brand new, which is scary and cool at the same time,” he says. While his personality and style come through no matter what size the crowd, the plan is to involve the audience even

more than in his past shows, he says. “It’s all closeup magic and there will be a camera over my hands the whole time, so people can see it on a large screen,” Verners says, adding the venue, originally designed as a lecture hall, is not your typical performance stage. “I like how it doesn’t feel like a theatre, there’s no curtain, unlike say, the McPherson (Playhouse).” His magician buddy and fellow Grade 11 Belmont student Austin Nywening will be in charge of filming on the night as well as doing a little stage managing at the Gibson Auditorium. Verners says his trip to Toronto this past year for the annual Sorcerer’s Safari camp for young magicians helped him think in a broader way about where he could take the illusions he’s been doing for some time now. The new act will take him outside his comfort zone, which is an important next step in his development as a magician and performer, he says. “I feel like I’m on top of my game with this show.” Like many talented performers, that ‘thing’ they do, the skill they’ve spent years working on and honing, is like a security blanket. Verners is no different, but he’s been taking steps to get comfortable with himself outside the magical ring. “I’ve been doing a lot of public speaking

Comedy hasn’t always come easy to Verners, he admits, but as anyone who has watched him over the years will attest, he’s developed his own character and personality on stage, which quickly makes the audience feel they’re
part of the show. “My goal in the first 15 seconds is to get people feeling comfortable,” he says. His hope is that audience members at the Gibson Auditorium feel quickly that they can relax, open their minds and join in the fun. “I feel the new show is focused not so much about me, but about the people who come up,” Verners says. “The point is not to make me look like a star, it’s to celebrate what I’ve been doing for a while.” editor@goldstream gazette.com

West Shore municipal politics 101 What’s it like to be a firsttime city councillor on the West Shore? Mike Davies News Gazette staff
A few months into their terms, first-time West Shore councillors are slowly adapting to their new roles as elected officials. Coming from all walks of life, those seeking to become elected officials and oversee their community’s goings-on have to adapt to a whole new world once elected. While the learning curve is steep, there are people and organizations making it easier.

be a lot of work to get up to speed, and I still managed to underestimate the time required, somewhat.” – Leslie Anderson Highlands Councillor First time councillor Karen Burns says that she feels a sort of reversal from her role as a “citizen advocate,” now that she’s been elected to represent the people of Highlands. In her public role prior to being elected, which was advocating for groundwater protection, water conservation strategies, education and environmental sustainability, she says she had free-
dom, but no power. “But as a councillor,” she says, “I have a little power but no freedom, because I have to fairly represent all the citizens of the Highlands.” She was also surprised at how much work it would be. “Even for a small community like ours,” she says, “I routinely spend a day reading, researching and getting ready for council or committee of the whole meetings. I have also spent about 30 hours in meetings to learn how to be a councillor and strategic planning for the district. Leslie Anderson, another first-time Highlands councillor, says that while the learning curve is certainly steep, there are many resources available to elected officials to make the transition to public life easier. “I knew it would be quite a lot of work to get up to speed,” Anderson says, “and I still managed to underestimate the time required, somewhat.” She says that although she still has “a ways to go before [she] will have a really good handle on all of the processes, information and history necessary to be really effective in this position,” she feels that because of the multitude of resources available, she’s been able to gain a functional
understanding of the job much more quickly than she might have otherwise. One of those resources is the Local Government Leadership Academy (LGLA) orientation sessions that were held this January in Parksville. The LGLA was formed after a 2005 review by the Union of BC Municipalities which found there was a lack of education and training available to local elected officials, and were granted $1-million to form an academy to remedy that situation and improve the competencies needed to effectively manage and lead B.C’s communities. The LGLA orientation is like a “Municipal Politics Boot Camp,” according to Burns. “We had breakfast at 7 a.m., started our sessions at 7:30 a.m. and ended at 4:30 p.m. or so, with additional sessions at night,” she says, adding that there were also “meet and greets” in the evenings, but she was usually too tired from the day of classes to put in more than a “token appearance.” She did, however, get a chance to pick the brain of many councillors from all over the Island and says it was an excellent learning experience. The consensus, however, seems to be that new councillors’ greatest asset is the ability to lean on the veterans in the room and around the region. “Jumping in alongside an amazing group of strong colleagues has taken the steep learning curve and
made it easier, thus really making the experience stimulating and intriguing,” says yet another first-time Highlands councillor, Gord Baird. “I feel very fortunate
to be working with a team that is aiming to be thoughtful and constructive,” Anderson agrees. “It is allowing each of us to gain our footing much more quickly. I am very

Capital Regional District (CRD) Artist-in-residence Joanne Thomson is giving some of her art to kids 16 years and older to enhance any way they see fit, during two onehour sessions tomorrow (Feb. 14) in Francis/King Regional Park. Participants can select one of Thomson’s drawings of their favourite Francis/King park plant or animal and use it to create their own unique piece of art, using silhouettes and artist crayons.
Space is limited and pre-registration is required in advance by calling 250-478-3344. For kids eight and under, a CRD Regional Parks naturalist will lead an educational tour of Mill Hill Regional Park in Langford on Sunday, exploring what it’s like for animals in the winter. “What are the animals up to in the winter forest?” the tour asks, and will involve looking for raccoon winter food, finding good spots for hibernation and playing animal games in the woods. Interested participants are asked to meet at the information kiosk in the parking lot off Atkins Avenue before 1 p.m. Sunday. This event is restricted to people only, so please leave your pets at home. The Society would later join various other family-driven groups to develop an activity centre for adults with disabilities, later renamed after the man who spurred the collaberation: Garth Homer.

The Society has a new program designed to help young adults with developmental disabilities, and on Fridays, they partner with local businesses like Pizzability to add another dimension to what they’re doing. LifeStreams, as it is known, offers an individualized approach to giving these Garth Homer clients skills they can then incorporate into their lives further down the road. “It’s a new program we’re working on that’s built for young adults (who) might not be quite ready for full-time employment,” says LifeStreams program manager Helena Prins. “This program will give them some skills to help them get there.” The goal isn’t necessarily to get them into the workforce, however. At least, it’s not the only goal. Prins says for many of their clients, it’s more about giving them the capacity to more easily interact with others, get them engaging with the community

Some individual drivers may get their backs up at being told to give a breath sample when they haven’t been drinking. What’s worse, say pub operators, is having CRD-Integrated Road Safety Unit vehicles park nearby then pursue any vehicle exiting their establishment, simply because of the perceived connection to alcohol. It’s dealing a crushing blow to an industry still trying to work with the province’s tougher drinking and driving laws. One pub owner, who spoke to the Gazette on condition of anonymity over fears of further repercussions, said they were all for roadblocks and the need to take impaired drivers off the road. The owner’s problem was with how their customers, especially those who come in just for a meal, and even staff, appear to have been treated. “My issue is them sitting outside and making my customers feel like they’re criminals,” they said. “I know they are targeting pubs and they’re sitting outside and watching people leave. They’re killing my business and they don’t care.” CRD-IRSU commander Staff Sgt. James Anderson said with getting impaired drivers off the roads a critical piece of the unit’s primary purpose of reducing serious injury and fatal collisions, officers are going to go where the booze is. “Enforcement of this nature is accomplished in two ways: police checkstops and targeting areas in communities where alcohol consumption takes place,” he said. “The objective is to hopefully intercept suspected impaired drivers before they enter residential areas and local highways and become a risk to the public.” Another pub owner who wished to go unnamed for the same reason, also supported the idea of roadblocks to catch people who drink in any type of establishment that sells alcohol. The owner also wondered aloud how many of the hundreds of people who have been stopped coming from his operation or others have actually been ticketed or given roadside prohibitions, not to mention ticketed for the original reason for which they were told they were pulled over. With many pub operators being proactive by offering shuttle bus service for customers and keeping closer watch on clients’ alcohol intake, he said, the continual targeting of pubs over other establishments that serve alcohol, such as restaurants, hotel lounges and bowling alleys, seems unfair, the publican said. editor@goldstreamgazette.com

Terry Ann Carter is the author of four collections of lyric poetry and five chapbooks of haiku. Lighting the Global Lantern: A Teacher’s Guide for Writing Haiku and Related Literary Forms is found in many Canadian and American high school and college classrooms – certain selections have even been translated into Japanese.
In 2004, she participated in the Basho Festival, Ueno, Japan, and has given haiku and book making workshops at the Zen Festival in Montreal, the Vancouver Cherry Blossom Festival, Word on the Street in Lethbridge, Alta., and the Words Aloud Poetry Festival in Durham, Ont. She has presented haiku and book making workshops in France, Singapore, China, Malaysia, the Bahamas, Panama, the U.S. and Canada. Carter is also the founder of Haiku Arbutus, a group of local haiku poets who meet seasonally at the Coast Collective Art Gallery in Metchosin, an instructor of Japanese literary forms and small book making at Royal Roads University, and is the president of Haiku Canada. She also teaches Japanese literary forms and small book making at Royal Roads University. Alongside haiku poet Carole MacRury, Carter will be hosting the Haiku Canada conference this coming May. And now the public is invited to join her for a series of workshops at Royal Roads as part of the school’s Continuing Studies programming. For $50, participants will spend an afternoon exploring haiku with Carter, learning interesting and innovative ways of delivering the form, such as integrating it into collage and making fold-books. “In our busy lifestyles,” says Carter, “sometimes it is refreshing to take a workshop that brings poetry and creativity back into our lives. As a poet and a paper artist, I am interested in going ‘beyond’ the page. These workshops offer a respite and a pause in order to make art. I have examples of collaged pieces where haiku has been used as the text inside the work, and

Markets are all about local fare The operators of Goldstream Station Market were recently granted the addition of Wednesday nights to their offerings for this summer in Veteran’s Memorial Park. Despite provincial liquor regulation changes last April that now allow market vendors to offer local beers, wines, ciders and spirits, however, Langford city councillors decided now isn’t the right time. The Luxton Station Market Society, which operates the outdoor market, was requesting a bylaw amendment that would have seen them able to incorporate this additional draw to their previously-weekly – now bi-weekly – event. The reasons cited for turning down the idea were the potential overcrowding of the park and that alcohol sales in an area with war memorials might be considered disrespectful. If the market’s growth has made the park overcrowded on Saturdays, we feel the city should work with the Market Society to find a venue that will both suit the current event and allow for continued growth. Farmer’s markets are excellent community events that should be cherished, nurtured and supported. We understand the hesitance to incorporate alcohol sales around war memorials, though. It is possible that veterans – who deserve our utmost respect, admiration and attention – may, in fact, frown upon alcohol sales near the sites designed to memorialize them. But we think they should be asked before we decide that’s how they feel. The Royal Canadian Legion, after all, while a members’ club and not a place specifically for public reflection of veterans’ sacrifices, is nonetheless a bastion for current and ex-military men and women. On a daily basis, Legions honour veterans and memorialize the sacrifices of soldiers past – much like Veteran’s Memorial Park – yet they have bars built right into them. The Luxton Market Society’s mandate is to be a community market in the West Shore where all the vendors make, grow, bake or raise the products they sell. Locally-produced beer and other libations fall squarely into that mandate. It seems the decision not to allow this was based on outdated misconceptions about alcohol, those who distribute it, and those who consume it. It’s time to reconsider and address those misconceptions, look at the benefits other communities’ markets are enjoying by expanding their customer base and check the public’s pulse on the matter. There’s a chance doing so might just encourage a new sector of our local business community, if that’s what the community wants. Let’s ask them. There are larger issues to work on in Colwood than regulating signs Re: Colwood takes aim at video signs in city (Gazette, Feb. 6) As a longtime Colwood resident I am very concerned that the biggest issue that our city council feels needs to be dealt with is video signs. I would suggest that video signs look much better than the two giants holes near Colwood corners. Maybe we should install large video signs to hide these embarrassments. Our neighbours in Langford continue to get more facilities like the future YM-YMCA, new parks, and cycling lanes. Business is booming in Langford and over the time I have lived in Colwood we have become the poor neighbours. I would hope there are bigger issues for our city council to be working on. What is going to happen with the hole on Wale Road and the partial construction at Colwood Corners? Our cycling lanes are the poorest in Greater Victoria. Few new businesses are moving to Colwood. Sewage treatment needs to solved. Forget about the video signs and work on some real issues. Brian Severinsen Colwood
Cleaning up dog’s mess is just plain considerate Langford in my opinion, is the best place to live in Victoria. Lots of families, many new facilities and places to eat like my favourite, Bin 4. One thing that I’m not happy about is this morning I found dog poop on my front lawn. Owners, why don’t you pick up after your dog? After all, I’m trying to sell my house this year. I want to make it look presentable. Be a responsible dog owner, put on a latex glove and pick up the poop using a plastic bag. I do not have a dog, but I have common sense. Ask yourself. Would you discard your baby’s diaper on someone else’s lawn or place it in the garbage? It really only takes a few seconds to pick up your dog poop with the proper supplies. Is this too much to ask for? Please, next time be considerate for other people’s properties and pick up after your dog, whoever you are. Kathy Kegalj Langford

Verdict RAM has seen huge sales growth over the last few years due to constant improvements instead of waiting years to update its rigs. It started with dynamic exterior design, followed by class leading interior, then an 8-speed automatic and now a Diesel. There is even an off-road ready RAM, just shown in Detroit, due to arrive called the Rebel. The RAM EcoDiesel has been selling very well and Chrysler claims they will put this truck up against the new aluminum F-150 for top dog in the fuel economy race. Good times to be looking for a truck. Montebello, Quebec – The 2015 Subaru XV Crosstrek, Forester and Outback have no problem showing the snow who is the boss. They don’t even break a sweat if you’re commuting on surfaces that yield minimal traction or when putting the Subaru Symmetrical AWD system through its paces on a winter off-road course. Let’s take a moment to talk about what make’s Subaru’s system so potent in the snow or on slippery surfaces. To start, Subaru designed its AWD system for perfect balance. The boxer engine, transmission, and differentials create a symmetrical layout left to right. This increases stability in every situation, as there is less weight transfer from side to side. Also, unlike the competitors, each vehicle is designed from the ground up to have a symmetrical AWD system as a standard feature. This makes the chassis and powertrain a harmonious match. Other competitors often start with a 2WD system and add AWD to the same chassis. It’s that kind of symmetry and engineering that instills confi-
dence in Subaru owners. More than 96 percent of Subaru vehicles sold in the last 10 years are still on the road today. The symmetry allows for predictable and stable power delivery to each wheel, which was apparent in my test drive. With the traction control (VDC) on, you might experience a little bit of slippage if you go into a corner too hot. But within moments, you’ll have your back end back where it should be. Yes, it’s a little bit of a killjoy if you’re honing your skills to qualify for a driver’s seat in WRC, but for 99.9 percent of the owners, it’s a saving grace. Subaru’s active systems do their best to keep the driver and its passengers feeling relaxed and calm behind the wheel. Such was the case as the temperatures in Quebec plummeted below -15C. The frigid yet abundantly sunny day seemed like a perfect pair for taking the aforementioned Subarus for a test. Starting the day with the XV Crosstrek, which has an MSRP of $24,995, was a treat. This light-on-its-feet crossover has charm and character. Even with the available CVT transmission, it’s pleasant to drive and has the ingredients to make it a desirable all-season kind of vehicle.

Next came the Forester. At a starting MSRP of $25,995, this five-passenger Subaru has some great qualities. Its high seating position elevates the driver to have a great field of vision and the roomy interior and excellent cargo capacity off 974L (seats up), or 2,115 L (seats down) sure fits a lot of stuff inside. If you’ve ever wanted to do community policing, now might be your chance. West Shore RCMP is currently seeking applicants for their Auxiliary Constable Program. According to Const. Jonathan McKinney of the community policing section of West Shore RCMP, “an auxiliary constable is essentially a volunteer police officer. Their main role is to assist and maintain the functioning of Community Policing programs with their respective RCMP detachment,” and they are looking to hire another 16 to fill their compliment. “Right now we have 20 Auxiliaries with almost 10 that are ready for careers in law enforcement and are involved in the application process.” McKinney says they have several programs for which auxiliary officers are integral, such as Lock Out Auto Crime, Block Watch, Speed Watch and Cell Watch. They also attend other special events that happen on the West Shore to help police festivities like Rock the Shores, the Luxton Fair, Remembrance Day ceremonies and Halloween celebrations. “We look for people of sound mind and body,” McKinney says of their ideal candidates for the role, “People who are willing to go the extra mile in their volunteer positions.” If this sounds like an opportunity you would like to explore, there are a few guidelines and qualifications necessary. Auxiliary officers must be 19 years of age or older Canadian Citizens, have a High School Diploma, possess a valid driver’s license, be willing to provide a minimum of 160 volunteer hours per year, and attend 90 hours of classroom training and 40 hours of additional training outside the classroom on officer safety techniques. Anyone interested who meets these criteria can attend the information session being held March 2 at the West Shore RCMP Detachment at 5:30 p.m. or stop by the detachment to pick up an application from the front counter. Only one stretch of highway on Vancouver Island made the top 10 list of B.C.’s most dangerous, while the section of Highway 19 between Campbell River and Port Hardy ranks as second-worst on the Island for fatal crashes, according to statistics from ICBC. The data explores the period from 2004 to 2013. Overall accidents with fatalities in the province have dropped dramatically during that time, to 125 in 2013 from 238 in 2004. The run between Golden and Revelstoke on Highway 1 ranked as the most dangerous, with 38 crashes resulting in fatalities in the 10-year period measured. On Vancouver Island, the stretch from Courtenay to Nanaimo on Hwy. 19 ranked in a sixth-place tie with 26 fatalities. Most of those occurred on the older, coastal highway 19A, with traffic fatalities dropping following completion of the four-lane Inland Highway. The second-worst stretch for fatalities on the Island is the long, mountainous run between Campbell River and Port Hardy, which had 23 fatal accidents in the decade. That was followed by the Duncan-Victoria stretch of Hwy. 1, which includes the infamous Malahat corridor. The Ministry of Transportation and Infrastructure recently completed a $15 million safety improvement project begun last year to reduce accidents on the Malahat. Eight fatal accidents were recorded in the vicinity of the Campbell River junction where Hwy. 19, Hwy. 19A and Hwy. 28 (to Gold River) converge. Another four fatal accidents were recorded on the Inland Hwy. 19 between Campbell River and Courtenay, ranking lowest among road stretches with recorded crashes.

RCMP involved in Mill Bay collision Anyone traveling up-Island for the Family Day long weekend and didn’t leave until Friday evening after work likely took longer than they expected to get where they were going. Traffic was backed up for many kilometres in both directions along the Trans Canada Highway due to a crash at Mill Bay involving an unmarked West Shore RCMP SUV and a pick-up truck. Southbound traffic was detoured while northbound
traffic was directed around the intersection by traffic controllers as collision analysts examined the scene. Both the driver of the pick-up and his passenger, a six-year-old boy, as well as the officer, were treated on scene for minor injuries and released. Anyone who may have witnessed this collision is being asked to contact South Island Traffic Services, who are investigating, at 250-416-0352.

A new bylaw increasing the incoming Langford mayor’s pay by 94 per cent, a former Sooke School District teacher and violent sex offender getting day parole, and a parrot flying loose in CanWest mall, knocking itself out are some of the top items pulled from the files of past issues of the Goldstream News Gazette. Making the news the week of Feb. 13, 2005 A bylaw unanimously approved by Langford council sees pay for its next mayor almost double, increasing by 94 per cent over the next three years, while councillor pay would increase 43 per cent under the same bylaw. Mayor and councillors have not had a raise in seven years other than the cost-ofliving increases and at one point, Mayor Stew Young actually reduced his salary by $4,000. Young said, as an outgoing council, upping the rate of pay for the incoming council was the best way to deal with the sensitive issue. Also making the news the week of Feb. 13, 2005: Despite community opposition characterized by Coun. Mark Car-
dinal as “significant,” Highlands council approves a rezoning for Bear Mountain. Mayor Karel Roessingh, councillors Sandy McPherson and Jane Mendum opposed, while councillors Cardinal, Joe Kadar, and Ken and Marie Brotherston were in favour of allowing the 18-hole golf course, 250 hotel/resort units, 150 housing units and commercial area to go ahead. Also, Langford fire chief Bob Beckett, already one of the most recognizable faces in the community, was honoured for his work in the community with one of the inaugural Victoria Leadership Awards, presented at a Jan. 26 ceremony. Established in 2004, the awards are a partnership between Leadership Victoria, Harbourside Rotary and the University of Victoria honouring citizens in three categories: Rotary, UVic and Lifetime Achievement. 1995 The daughter of former Sooke School District teacher and violent sex offender Harold Banks, says the fact her father has day parole is “reprehensible.” In a telephone interview, Bree Smith said “The last report (in July 1994) said he
had bisexual, pedophiliac, sadomasochistic tendencies.” Her father was a local teacher and principal for 24 years and was transferred to Sumas Centre, a community correctional facility, from a facility in Nanaimo. Also making the news the week of Feb. 13, 1995: A dump of snow gives new meaning to the Colwood Crawl, and puts local emergency crews through the ringer. Local fire departments work through downed power lines throughout the community that left 400 to 500 homes in the dark. All schools in the Sooke School District suspend classes for the day due to sporadic power outages and poor road conditions. Colwood fire chief Russ Cameron said his department began responding to alarm bells at 8:08 a.m. and kept on until 3:30 p.m. having gone to 16 calls during the day. It wasn’t the record for the fire department, however, which responded to 18 calls one day in 1989. Also, Langford man Russell Glen Spence, charged Dec. 10, 1994 in the stabbing of two men on Deville Road, is sentenced to four and-a-half years in jail and prohibited from

Spence is found guilty of two counts of aggravated assault and one count of possessing a weapon, after he stabbed Donald Hartford and Gerald Dyer after Hartford borrowed his car and returned it late. 1985 Residents of Langford are given a scare as a man carrying a 12-gauge shotgun fires several shots outside his Lakehurst Drive home and holds police at bay for more than an hour. Residents are ordered to stay indoors while the street is completely cordoned off as Colwood RCMP attempt to convince the man to surrender. A 29-year-old man is later arrested and a shotgun and ammunition were seized. Also making the news the week of Feb. 13, 1985: Colwood RCMP apprehend two men in the View Royal area less than an hour after armed robbery attempts are reported at the Craigflower Motel and View Royal Food Market. RCMP recommend that Gary Douglas Graham, 33, and Wayne Richard Krimmer, 28, be charged with two counts of armed robbery and possession of an imitation weapon, (a starting pistol). Some money and food were stolen from the Food Market but the motel robbery was unsuccessful. Also, a two-year-old African grey parrot flies loose in CanWest Mall after his owner came to pick him up from the Coral Sands pet shop. A week-long business trip kept owner Colin Brandon of View Royal away. Once out of his cage, Sammy the parrot set off to explore the entire mall with the chase for the bird culminating with maintenance staff equipped with stepladders and long-handled window cleaners attempting to coax him down from the rafters. Sammy was eventually caught when he inadvertently flew right into a window, knocking himself out.

The Bulldogs – who had been surging in January but got knocked down a peg with a pair of B.C. Hockey League losses to the Grizzlies – face a Victoria team coming off a pair of lopsided defeats at home. The Grizzlies went 0 for
two last weekend with a 7-1 loss on Sunday to Langley and a 6-2 loss two days earlier to the Vernon Vipers. On the other hand, Alberni (25-20-2-3) has posted three straight wins to pull back into a third-place tie in the Island Division with Victoria (22-18-1-10) at 55 points, with a game in hand. Q: HOW IS GROWTH IN THE REGION BEING PLANNED? The Capital Regional District’s Regional Sustainability Strategy (RSS) provides guidelines for future growth in the Greater Victoria area and sets specific targets for the various areas within the CRD, including the West Shore. Between 2003 and 2014, approximately 28 per cent of all dwelling unit growth within the region was located within areas known as Growth Centres. Those are key locations, mainly in core areas of municipalities in which full urban services can be provided relatively closely. The goal of the RSS is to see dwelling unit growth in those key locations increase to a more sustainable 30 per cent by 2038. Identified growth areas on the West Shore include the major centres of Langford and Colwood, and the urban centres of View Royal and Westhills. As a way to promote more sustainable development, the CRD encourages municipalities to focus medium- to high-density residential and employment development in Growth Centres, and focus public investment on projects that support growth and enhance livability in those areas. Colwood is booming. Rapid growth on the West Shore, typically attributed to Langford, has quietly come to Colwood, with eight major developments underway in various stages, including the reborn City Centre development at Colwood Corners, Royal Bay, Ocean Grove and Pacific Landing, bringing tens of millions of dollars into the municipality. “What it shows us and shows the public is that things are actually happening in Colwood in a very big way over the next three to five years,” said Coun. Gordie Logan, the city’s land use and planning committee chair. “The community will continue to grow, to change and mature (and
that) will bring new opportunities; evolution.” A new phase at Royal Bay is seeing construction beginning on 113 single-family homes, with 500 units in two nearby neighbourhoods already constructed and Royal Bay secondary scheduled to open for classes this September. The Ocean Grove development (previously Aquattro) off Heatherbell Road near Esquimalt Lagoon, could see 795 residential units at full build-out, including the 88 already constructed. At nearby Pacific Landing, a residential mixed-use development which is also home to the Coast Collective gallery, three- to four-storey condominiums are in the plans, as well as a potential hotel. At the Westridge Landing development on Wale Road, The Legacy,
a rental building with 63 two- and three-bedroom units, is nearing completion, with an 80-room Holiday Inn Express well underway next door. As well, two condominiums with 96 total units are planned for Belmont Road, townhomes and condominiums are coming to Wishart Road, and two 18-unit, three-story apartment buildings are planned for 3320 Metchosin Rd. “(It’s all about) location, location, location,” Logan said. “(We) have large swaths of pristine waterfront, so that instantly is a massive attractive feature. Then you have the Island Highway, which runs through our city core, which is a massive draw for commercial. So that whole area is going to transform. There is the demand, the traffic, the willingness on the part of the city to move these things forward.”
Logan said a young, new and vibrant planning department staff have brought new ideas and new ambitions to the community and he looks forward to working with them to develop Colwood. He also recognizes, however, there is still a significant amount of work to be done. “We expect the population will grow and with it, opportunity and jobs. But it will also bring some stresses as well, to the recreation system (and) the transportation system. Along with the new developments we are undertaking a lot of planning... that will help us manage some of that growth moving forward,” he said. “The focus has been in other communities in the past years but I think Colwood will be a focus today going forward as the place to watch.” alim@goldstreamgazette.com

Q: WHAT IS THE DIFFERENCE BETWEEN A NOTARY AND A LAWYER? The roles of notary public’s and lawyers are often misunderstood, but the main differences between the two is that notaries are restricted to certain noncontentious issues. Their work often involves notarizing or witnessing signatures on documents and working on wills and real estate deals. Price is dictated by the firm, or the individual, not necessarily by the title, so notaries are not necessarily a less expensive alternative to lawyers - although they sometimes can be. As with finding a good real estate agent, finding someone who understands you, your family and your needs may be as important as deciding whether you want to go with a notary or a lawyer.

Notaries a huge help when buying If you have ever purchased or sold a home, you’ve probably met a notary public. They’re the folks who hold all the legal documents for you to sign at the end of the process. But, as two notaries public from Sidney’s Salvador Davis & Co. explain, there’s a lot more going on behind the scenes than you might think. Lisa Ehrlich, a partner in Salvador Davis & Co with Laurie Salvador, and Shawna Farmer say from start to finish of a single home sale, the work can last up to three months. “It’s not as simple as some people might think it is,” says Farmer. “We collect mortgage documents and information on behalf of real estate agents, lenders, mortgage companies and our clients.” Notaries, adds Ehrlich, often are the ones who discover builders’ liens against properties, outstanding taxes, covenants and other surprises that a purchaser might not be aware of. In Sidney, Ehrlich says, many seniors have taken advantage of property tax deferrals — and they might not remember how much money is owing to the municipality. While the purchaser is not on the hook for these outstanding taxes, Farmer says the property title cannot transfer to new owners until it’s paid. It’s all part of the negotiation process, she adds. Other non-financial issues, like rights-of-way, mineral rights and building schemes can be present on a property title. While notaries do not clear those items unless hired to do so, they do compile
and help clear financial charges on title during the process of buying or selling a house. A typical home buying-or-selling process starts, for notaries, with meeting a client, asking if they have specific needs and then gathering up all of the legal documents. Ehrlich says the next step involves the real estate agent, lender or broker in order to get the title free and clear of any issues. It’s throughout this process that all disclosures must take place — again, so there are no surprises. Closing day, “is a big day,” says Ehrlich. It means buyers are transferring over a lot of money and sellers are receiving it. For many people, she says, it can be the biggest transaction of their lives. At this stage, or even earlier, adds Farmer, they like to ask their clients about how they want to hold title. For couples buying a home, it can be done in two ways: as joint tenants where both own right of survivorship, or; as tenants in common where both parties own a share of the property and upon the death of one, the wishing of their will would be followed. It’s complex, says Ehrlich, and part of life planning. To make sure it goes smoothly, Farmer and Ehrlich say people need to trust their notary. In the case of Salvador Davis & Co, they say they get most of their business via referrals.
